THE PRIME MINISTER

Decision No. 1476/QD-TTg dated August 25, 2011 assigning tasks to the Prime Minister and Deputy Prime Ministers

Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam;

Pursuant to the 2001 Law on Organization of the Government,

DECIDES:

Article 1. Principles of task assignment and working relationships between the Prime Minister and Deputy Prime Ministers

1. The Prime Minister shall perform all tasks and exercise all powers provided in the Constitution and the Law on Organization of the Government; lead and administer operations of the Government, government members, heads of government-attached agencies and chairpersons of People's Committees at all levels; personally direct and administer major and important affairs and strategic issues in all working areas under the Government's functions, tasks and powers.

The Prime Minister shall assign Deputy Prime Ministers to assist him/her in monitoring, directing and handling routine affairs falling within his/her competence in each working area of the Government.

2. A Deputy Prime Minister shall assist the Prime Minister in performing tasks assigned by the Prime Minister, promptly report to and consult the Prime Minister on important issues and take the initiative in coordinating with other Deputy Prime Ministers in settling affairs related to the latter. When Deputy Prime Ministers hold divergent opinions on an issue, they shall report it to the Prime Minister.

3. Within the scope of his/her assigned sectors, a Deputy Prime Minister shall, on behalf of the Prime Minister:

- Direct ministries and sectors in elaborating development strategies, master plans and plans and formulating mechanisms, policies and legal documents for promulgation according to their competence or for submission to the Government or the Prime Minister.

- Inspect and urge the implementation of policies and laws and the performance of tasks by ministries and agencies.

- Take the main charge of handling issues requiring inter-sectoral coordination and consider and handle recommendations of ministries, sectors and localities falling within the competence of the Prime Minister in his/ her assigned sectors.

- Monitor and direct the handling of internal affairs by ministries and agencies under his/her management.

4. When being absent from the Government's working office and if considering it necessary, the Prime Minister may authorize a Deputy Prime Minister to lead, on the Prime Minister's behalf, the Government's work and settle affairs under the Prime Minister's management.

5. When necessary or when a Deputy Prime Minister is absent, the Prime Minister may personally direct and handle affairs already assigned to that Deputy Prime Minister.

6. Based on the practical situation, the Prime Minister shall consider and adjust the assignment of tasks to the Prime Minister and Deputy Prime Ministers so as to assure the performance of the Government's common tasks and powers.

Article 2. Tasks assigned to the Prime Minister and Deputy Prime Ministers

1. Prime Minister Nguyen Tan Dung:

a/ To lead and manage all operations falling within the Government's functions, tasks and powers.

b/ To directly guide and administer the following working areas:

- National and regional socio-economic development strategies and plans (including also land use master plans and plans).

- Strategies in response to climate change.

- National financial, credit and monetary strategies and policies.

- Annual state budget (including also government bonds) spending; use of the State's Foreign Exchange Reserve Fund; issuance of government bonds; and annual money supply plans.

- Assurance of national defense and security. -The Government's foreign affairs: frontier and East Sea-island issues.

- Administrative reform; institutional building; organization and personnel work; state administrative boundaries; and general issues concerning ethnicities, religious affairs and emulation and commendation work.

- Urgent and important tasks and breakthrough solutions in all areas.

- Coordination between the Government and agencies of the Party, the National Assembly, the State President, the Central Committee of Vietnam Fatherland Front and socio-political organizations.

c/ To supervise and direct the Ministry of National Defense: the Ministry of Public Security; the Ministry of Foreign Affairs; Vietnam News Agency; Vietnam Television Station; and the Radio Voice of Vietnam.

d/ To personally act as head of the Central Anti-Corruption Steering Committee; chairman of the Central Emulation and Commendation Council; chairman of the National Education Council and chairman or head of some other important national councils, committees and steering boards.

2. Deputy Prime Minister Nguyen Xuan Phuc:

a/ To assist the Prime Minister in directing anti-corruption work and personally act as standing deputy head of the Central Anti-Corruption Steering Committee.

b/ To act as deputy secretary of the Government's Party Caucus. To assist the Prime Minister - Secretary of the Government's Party Caucus in directing and handling routine affairs on organization and personnel work of the Government and the Government's Party Caucus.

c/ To assist the Prime Minister in monitoring and directing internal affairs, covering:

- Inspection and settlement of complaints and denunciations.

- Assurance of traffic safety.

- Prevention and combat of crimes and social vices; HIV/AIDS prevention and control.

- Special amnesty.

- Judicial reform.

- Handling of routine issues on ethnicities, religious affairs and emulation and commendation work.

- Coordination between the Government's Party Caucus and the Party Central Secretariat: and between the Government and the Supreme People’s Court and the Supreme People's Procuracy.

d/ To assist the Prime Minister in supervising and directing the Office of the Central Anti-Corruption Steering Committee; the Ministry of Home Affairs; the Ministry of Justice; the Government Inspectorate; the Committee for Ethnic Affairs; the Ho Chi Minh President Mausoleum Management Board; and the Office of the Government's Party Caucus.

d/ To personally act as head of the Steering Committee for the Northwestern Region: chairman of the Vietnam-Laos Cooperation Sub-Committee in the Vietnam-Laos Inter-Governmental Committee; chairman of the National Traffic Safety Committee and chairman or head of other national councils, committees and steering boards in related areas.

e/ To perform other tasks as assigned or authorized by the Prime Minister.

3. Deputy Prime Minister Hoang Trung Hai:

a/ To assist the Prime Minister in monitoring and directing affairs in economic and production development areas, covering agriculture, forestry, fisheries, industry, trade and import-export, construction, transport, and natural resources and environment.

- Energy security and energy conservation.

- Key national investment projects and group-A projects funded with the state budget.

- Economic zones, industrial parks and export-processing zones.

- Development of enterprises, cooperative economy and cooperatives.

- Foreign direct investment (FDI) and ODA investment.

- Flood and storm prevention and control, search and rescue work.

b/ To assist the Prime Minister in supervising and directing the Ministry of Industry and Trade; the Ministry of Construction: the Ministry of Transport: the Ministry of Agriculture and Rural Development; and the Ministry of Natural Resources and Environment.

c/ To personally act as chairman of the National Council for Water Resources: head of the State Steering Board for Key Petroleum Projects: head of the Steering Committee for the Organization and Coordination of Development of Key Economic Regions; head of the Steering Board for the national target program in response to climate change, head of the Central Steering Board for Housing Policies and the Real Estate Market; and chairman or head of other national councils and steering boards in related areas.

d/ To perform other tasks as assigned or authorized by the Prime Minister.

4. Deputy Prime Minister Nguyen Thien Nhan:

a/ To assist the Prime Minister in supervising and directing affairs in the science, education, culture and social sectors, covering:

- Education and training (including vocational training).

- Science and technology.

- Labor, employment and social issues.

- Information and communications.

- Culture, tourism: sports and physical training.

- Medical work, public healthcare, population, family and children.

b/ To assist the Prime Minister in supervising and directing the Ministry of Education and Training; the Ministry of Labor. War Invalids and Social Affairs; the Ministry of Information and Communications: the Ministry of Science and Technology; the Ministry of Health; the Ministry' of Culture. Sports and Tourism; Ho Chi Minh National Politics-Administration Academy; Vietnam Institute of Science and Technology; Vietnam Institute of Social Sciences; Hanoi National University; and Ho Chi Minh City National University.

c/ To personally act as chairman of the Central Council for Defense and Security Education, head of the State Steering Board for Tourism, head of the National Steering Committee for Information Technology; chairman of the National Sustainable Development Council; and chairman or head of other national councils and steering boards in related areas.

d/ To perform other tasks as assigned or authorized by the Prime Minister.

5. Deputy Prime Minister Vu Van Ninh:

a/ To assist the Prime Minister in supervising and directing the following sectors:

- General economic affairs, covering: planning; finance and price: monetary and banking affairs; securities market; financial investment sources; macro-economic forecast and administration policies.

- Reorganization and renewal of state enterprises.

- Negotiation and implementation of bilateral and multi-lateral economic agreements.

- Wage and social insurance policies.

- Policies on rural development, hunger eradication and poverty alleviation and new-countryside building.

b/ To assist the Prime Minister in supervising and directing the Government Office; the Ministry of Planning and Investment: the Ministry' of Finance; the State Hank of Vietnam; the National Financial Supervisory Council; Vietnam Social Security; Vietnam Development Bank; Vietnam Bank for Social Policies; and the State Capital Investment and Trading Corporation.

c/ To personally act as chairman of the National Financial and Monetary Policy Advisory Council, head of the State Steering Board for Wage Policy Renewal Study and Implementation; head of the Central Steering Board for the national target program on building a new countryside; head of the Steering Board for Restructuring Vinashin Group, and chairman or head of other national councils and steering boards in related areas.

d/ To perform other tasks as assigned or authorized by the Prime Minister.

Article 3. This Decision takes effect on the date of its signing, repealing previous regulations contrary to this Decision.

Government members, heads of government-attached agencies and chairpersons of provincial-level People's Councils and People's Committees shall implement this Decision.-
