DECISION
Approving the strategy of tourism development for Vietnam by 2030

THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Law on Tourism dated June 19, 2017;
At the proposal of the Minister of Culture, Sports and Tourism,
DECIDES:
Article 1. Approving "Vietnam Tourism Development Strategy by 2030" with the following contents:
I. VIEWPOINTS
1. Making tourism a key economic sector, creating a driving force for the development of other industries and sectors and making an important contribution to forming a modern economic structure.
2. Developing tourism sustainably and inclusively on the basis of “green growth”, optimizing tourism s contribution to the United Nations sustainable development goals; effectively managing and using natural resources, protecting the environment and biodiversity, actively responding to climate change, and ensuring national defense and security.
3. Focusing on developing cultural tourism, associating tourism development with preserving and promoting the value of heritages and national cultural identity.
4. Developing tourism towards professionalism, quality and efficiency; strongly applying the advances of the Fourth Industrial Revolution and focusing on developing high-quality human resources.
5. Developing international tourism in parallel with domestic tourism; promoting on-the-spot exports through tourism; strengthening the connectivity to promote the advantages of natural and cultural resources; diversifying tourism-related products, expanding markets and enhancing the competitiveness of Vietnam s tourist industry.
II. OBJECTIVES
1. By 2025
Vietnam will become an attractive destination, striving to be among the top three countries in tourism development in Southeast Asia and top 50 countries with the world s leading tourism competitiveness, of which all 14 criteria will have been strengthened in line with the sustainable development requirement.
- Total revenue from tourists will reaches VND 1,700 - 1,800 thousand billion (equivalent to USD 77 - 80 billion) and the average growth will reach 13 - 14% per year; the direct contribution to GDP will reach 12 - 14%.
- Creating about 5.5 - 6 million jobs, of which about 02 million are direct jobs, with an average growth of 12 - 14% per year.
- Regarding tourists: Striving to receive at least 35 million international tourists and 120 million domestic tourists, maintaining the average growth rate of international tourists from 12 to 14% per year and domestic tourists from 6 to 7% per year.
2. By 2030
Tourism will be truly a key economic and sustainable development sector. Vietnam will become a particularly attractive destination, one of the top 30 countries with the world s leading tourism competitiveness, meeting the requirements and goals of sustainable development.
- Total revenue from tourists will reach VND 3,100 - 3,200 thousand billion (equivalent USD 130 - 135 billion) and the average growth will reach11 - 12% per year; the direct contribution to GDP will reach 15 - 17%.
- Creating about 8.5 million jobs, of which about 03 million are direct jobs, with an average growth of 8 - 9% per year.
- Regarding tourists: Striving to receive at least 50 million international tourists and 160 million domestic tourists; maintaining the average growth rate of international tourists from 8 to 10% per year and domestic tourists from 5 to 6% per year.
III. SOLUTIONS
1. Continuing to renovate awareness and thinking on tourism development
a) Sufficiently considering tourism as a general economic service with profound humane and cultural contents, mainly contributing to economic integration, motivating the development of other industries, bringing economic, cultural, social, environmental, political, external and national security-defense effectiveness.
b) Strongly renovate the thinking on tourism development in accordance with the market economy principle, meeting the requirements of developing tourism into a key economic sector.
c) Raising the awareness of people, businesses and communities on civilized and friendly behaviors with tourists, and protecting the image and the environment, contributing to sustainably developing and constantly improving the tourism-related prestige, trademarks and attractions of Vietnam.
2. Completing institutions and policies for tourism development
a) Revising, amending, supplementing and improving institutions, policies and laws to create favorable conditions for tourism development.
b) Promulgating preferential policies on land, tax and credit to mobilize investment resources in tourist clusters, tourist development motivation areas, national tourist areas and tourism-potential areas.
c) Promoting public-private partnerships and integrated governance models for the public and private sectors, entrepreneurs and local communities in sustainable tourism development; creating favorable conditions for favorable business environment, promoting innovation and creative entrepreneurship, developing the force of enterprises, forming many strong-branded tourism businesses; supporting small and medium enterprises and tourism business households to acquire new technologies, digital skills and financial access.
d) Prioritizing resources for planning and training human resources, conducting market researches, promoting and developing tourism-related products; developing community-based tourism; protecting natural resources and tourism environment.
dd) Continuing to improve the policies to facilitate entry, exit and travel for international tourists; creating favorable conditions for domestic and international airlines to open new flights directly connecting Vietnam with key and potential tourism markets.
e) Completing the regulations to manage and develop new business models in tourism in accordance with the actual conditions and situations.
3. Developing material and technical infrastructure and facilities in service of tourism
a) Quickly developing modern and synchronous infrastructure; mobilizing investment resources in transport infrastructure in tourist clusters, tourist development motivation areas, national tourist areas and tourism-potential areas; improving traffic connection to tourist areas, tourist spots; investing in rest and service areas along land roads.
b) Upgrading, expanding and speeding up the construction of new airports; building specialized seaports and inland ports for tourists; quickly improving infrastructure and service quality of railway services for tourism development.
c) Renovating and perfecting the information technology infrastructure system, quickly implementing the digital transformation process in tourism; digitizing information and documents about destinations, building digital database towards forming and developing an intelligent tourism ecosystem.
d) Attracting social resources and investors with modern and environmentally friendly technologies to invest in building material and technical facilities for tourism, especially accommodations and entertainment establishments, high-class resort complexes in line with new tourist demands and trends.
dd) Focusing on investing and forming large-scale and modern centers for organization of conferences and exhibitions, shopping malls, sports facilities and entertainment establishments in the tourism development motivation areas.
4. Developing tourism-related human resources
a) Develop tourism-related human resources with a rational structure, ensuring the quantity, quality and balance of occupational structure and training level, meeting the requirements of competition and integration; adopting policies to encourage the development of comprehensive human resources and labor markets, improving the quality of tourism-related human resources in State governance, business administration and tourism-related vocational skills, with a focus on training senior management personnel and skilled workers.
b) Diversifying forms of training; promoting socialization, encouraging businesses to participate in training tourism-related human resources; focusing on training skills and soft skills for the tourism-related workforce, especially the contingent of on-spot tour guides and tour speakers; training and retraining professional knowledge and skills for communities involved in tourism business, contributing to the promotion of local image and tourist destinations.
c) Strengthening the capacity of high-quality tourism-related vocational training institutions and schools in the tourism development motivation areas.
d) Encouraging the formation of the contingent of volunteers to guide and support tourists.
5. Developing and diversifying tourist markets
a) Regularly surveying and studying the markets, demands and tastes of tourists; building database of tourist markets.
b) Diversely developing international tourist market
- Continuing to attract tourists, expanding the market with the ability to grow quickly, have a large source of tourists, and have high spending and long stay.
- Focusing on attracting tourists from markets: Northeast Asia, Southeast Asia, Australia, North America, Western Europe, Northern Europe, Eastern Europe and the Russian Federation.
- Attaching importance to developing new and potential markets: Middle East, Southern Europe, South America, South Asia (India); expanding potential markets with quick increase in number of tourists traveling abroad every year.
c) Strongly developing domestic tourist market
- Attaching importance to and creating favorable conditions for all people to visit, travel and relax domestically; boosting the tourism market in conjunction with educating traditions, culture, history and ecology.
- Regularly studying market trends to promptly satisfy new demands and tastes of domestic tourists.
- Promoting the markets of recreation tourism and weekend vacation in line with healthcare, education, historical and cultural studies, ethnic cultural experiences, and cultural exchanges between regions.
- Reorienting the tourism market for festivals and spirituality in harmony with other purposes to overcome the seasonality.
6. Developing tourism-related products
- Focusing on developing tourism-related products with high quality, diversity, differentiation, and high added value, and increasing experience for tourists based on the advantages of resources of each region and locality in line with market demands, thus improving tourism competitiveness of Vietnam.
- Strongly developing key tourism-related products with Vietnam s tourism advantages in tourism development motivation areas:
+ Prioritizing the development of tourism-related products for recreation tourism in coastal and island resorts, sport tourism and marine leisure activities in conformity with the orientation of the Vietnam Economic Strategy for Sustainable Development. Mobilizing investment resources in developing a number of high-class tourist centers and resorts with strong brands in the international tourist market.
+ Attaching importance to developing cultural tourism-related products, in association with preserving and promoting the values of national cultural, historical and traditional heritages; focusing on exploiting the diverse and unique culinary attractions of the regions to form unique and specific tourism-related products with competitive advantages, contributing to creating a prominent brand of Vietnam s tourism.
+ Promoting the development of community-based tourism, agricultural and rural tourism, eco-tourism, and sport and adventure tourism.
- Continuing to develop urban tourism-related products, Meetings, incentives, conferencing, exhibitions (MICE); tourism in combination with shopping, medical treatment, healthcare, education and entertainment, especially nightlife entertainment.
- Enhancing connectivity and improving service quality in the tourism product value chain.
7. Tourism promotion, branding of tourism, and tourism cooperation and international integration
a) Strengthening tourism promotion
- Innovating methods, instruments, and contents, promoting the application of digital technology in tourism promotion, ensuring comprehensive, professional and effective implementation; promoting the power of communication and increasing the promotion on social networks.
- Focusing on mobilizing social resources, combining them with State-owned resources in tourism promotion.
- Promoting the role of Vietnamese representative agencies and the Vietnamese community in foreign countries in promoting tourism; opening Vietnam tourism promotion office in some key markets.
b) Branding of tourism
- Focusing on building and developing the national tourism brand based on developing the brands of localities, businesses and tourism-related products.
- Strengthening coordination of agencies and agencies at all levels in the development of tourism brand to ensure the synchronization.
c) Tourism cooperation and international integration
- Actively and proactively establishing bilateral and multilateral tourism cooperation relationships; giving priority to regional cooperation and connection for development of tourism-related products and promotion of shared destinations; effectively implementing the ASEAN Mutual Recognition Arrangement on Tourism Professionals.
- Promoting cooperation with other countries and international organizations to exchange experiences, take advantage of technical assistance, attract investment and train tourism-related human resources.
8. Applying scientific and technological advances
- Accelerating the digital transformation in tourism; developing smart tourism; promoting and branding of tourism; managing tourists, tourism-related activities, tourism resources, controlling, monitoring and warning pollutions by applying scientific and technological advances on a digital platform.
- Developing smart tourism ecosystem; applying digital technologies to connect, support and increase the experience for tourists; expanding capacity to provide services combining digital and real channels; optimizing electronic transactions in tourism activities.
- Applying digital, green and clean technologies in tourism business.
- Widely applying technological advances in payment of travel services towards reducing cash payments, guiding and encouraging tourists to conduct electronic payments on smart devices.
- Applying information technology to perfect the tourism statistics system; building database system for tourism connected with national database system.
9. Conducting State governance over tourism
a) Improving the effectiveness and efficiency of State governance over tourism
- Completing the system of laws, standards and national regulations on tourism.
- Continuing to consolidate the State governance system over tourism from the central to local levels, ensuring uniformity, effectiveness and efficiency, meeting the development requirements for such key economic sector.
- Renovating inter-sectoral and inter-regional coordination on tourism, raising the operational efficiency of the State Steering Committee on Tourism and the provincial-level Steering Committee for Tourism Development; step by step formulating a tourism development coordination mechanism to meet the requirements of tourism development connectivity.
- Enhancing the role and responsibilities of local authorities at all levels in developing civilized lifestyles, ensuring good hygiene, beautiful environment and food safety, security and safety for tourists; creating a civilized and friendly tourism environment.
- Strengthening inspection and control of service quality and destination management; disseminating and popularizing law provisions on tourism.
b) Protecting the environment, responding to climate change and preventing natural disasters
- Raising public awareness and taking strong measures to protect natural resources, environment and biodiversity.
- Enhancing pollution control capacity, ensuring the prevention, reduction and effective handling of pollution sources from tourism activities.
- Focusing on forecasting, warning, proactively preventing and mitigating natural disasters, responding to climate change in the construction and operation of tourist service establishments.
- Encouraging tourism service establishments to use clean and renewable energy, recyclable and reusable products, and applying clean technologies to limit environmental pollution and minimize greenhouse gas emissions.
IV. KEY AND BREAKTHROUGH-MAKING TASKS
1. Attaching great importance to developing and implementing a number of following key tasks:
a) The plan on tourism development in accordance with the laws on planning and tourism.
b) The target program on tourism infrastructure development in line with the 5-year medium-term public investment plan.
c) The specialized programs and projects on developing tourism market, tourism-related products, human resources, and tourism promotion.
2. Focusing on mobilizing resources to deploy a number of following breakthrough-making tasks
a) Regarding infrastructure development: Speeding up the investment in Long Thanh and Chu Lai airports; upgrading and expanding airports in key and potential areas, especially Noi Bai, Da Nang, Tan Son Nhat, Cam Ranh, Phu Quoc, Phu Bai, Van Don, etc.; investing in building a number of international tourist seaports and roads connecting national tourist areas.
b) Regarding facilitation of tourists: Creating the most favorable conditions for visa procedures for international tourists, applying the electronic visa policy to all international tourist markets; drastically improving the process of controlling entry and exit, and customs procedures at the airports, land routes and border gates, ensuring the fastest and most convenient way for international tourists to Vietnam.
c) Investing in forming a number of large-scale, comprehensive and high-quality tourist clusters meeting international standards.
d) Developing smart tourism: Accelerating the application of digital technology to connect, support and increase the tourist experience; building a smart tourism ecosystem to connect tourism service establishments; enhancing the application of green and clean technologies at tourism service and accommodation establishments.
dd) Developing community-based tourism: Adopting policies to support people involved in community-based tourism development; associating the development of cultural tourism with the experience of community life to improve economic and cultural life, contributing to poverty alleviation for people, especially those in remote, border and island areas.
Article 2. Organization of implementation
1. The Ministry of Culture, Sports and Tourism shall
a) Review and propose amendments, supplements, and perfect mechanisms, policies and laws on tourism to facilitate tourism development.
b) Assume the prime responsibility and coordinate with the ministries, agencies and People s Committees of provinces and municipalities in deploying, guiding and inspecting the implementation of the Strategy.
c) Assume the prime responsibility and coordinate with the concerned ministries and agencies in elaborating the tourism development plan, submitting it to the Prime Minister for approval, and organizing the implementation of such plan; direct the formulation, approve according to its competence and organize the implementation of other prioritized key tasks of the Strategy.
d) Assume the prime responsibility and coordinate with the Ministry of Planning and Investment, the Ministry of Finance and relevant agencies to formulate investment mechanisms and policies, mobilizing domestic and foreign capital sources and aids for tourism development.
dd) Act as a focal point to summarize the implementation results of the Strategy and report them to the Prime Minister annually; preliminarily review the implementation of the Strategy in 2025 and propose amendments and supplements to the prioritized tasks for the next period.
2. The Ministry of Planning and Investment and the Ministry of Finance shall base themselves on their assigned functions and tasks to balance and allocate funding for the implementation of the Strategy strictly according to the provisions of laws on state budget, public investment and other related laws; propose preferential mechanisms and policies on land, tax and credit to promote investment in tourism, especially to mobilize investment resources in tourist clusters, tourism development motivation areas, national tourist areas and tourism potential areas; propose policies to support the development of community-based tourism, especially in remote, border and island areas.
3. The Ministry of Transport shall elaborate, review and adjust mechanisms, policies, strategies and plans on development of transport infrastructure and means of tourist transport with a focus on aviation to create favorable conditions for tourism growth and development.
4. The Ministry of Public Security shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs and the concerned ministries and agencies in implementing the electronic visa policy for all international tourist markets and perfecting mechanisms and policies to create the most favorable conditions for tourists on exit and entry; implement measures to ensure security, social order and safety for tourists.
5. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Public Security and concerned ministries and agencies in, elaborating law provisions to ensure the lawful rights and interests of Vietnamese citizens traveling abroad; coordinate with the Ministry of Culture, Sports and Tourism in promoting Vietnamese tourism into other countries.
6. The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism in, continuing to arrange and perfect the State governance system for tourism at the central and local levels in a streamlined and synchronized manner towards effectiveness and efficiency, meeting the development requirements of such key economic sector.
7. The Ministry of Construction shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism in formulating a mechanism to manage new types of tourist accommodation according to the shared economic model and construction planning in national tourist areas.
8. The Ministry of Labor, War Invalids and Social Affairs and the Ministry of Education and Training shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism in promulgating policies to promote the development of tourism-related human resources and improving investment in tourism-related training capacity, especially tourism vocational training.
9. The Ministry of Industry and Trade shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism in organizing trade promotion programs and developing products in service of tourism; promulgating, according to its competence, policies to encourage the development of a modern shopping center network in tourism development motivation areas.
10. The Ministry of Natural Resources and Environment shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism in managing the use of tourism resources, protecting the environment, preserving biodiversity and responding to climate change and preventing disasters; proposing mechanisms and policies to develop tourism in association with natural resources and environmental protection, sustainable development, meeting the United Nations Sustainable Development Goals.
11. The Ministry of Agriculture and Rural Development shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism in incorporating tourism development contents into the National Target Program on New Rural Construction; developing products and models of clean and hi-tech agriculture development in association with tourism development; coordinate with the Ministry of Culture, Sports and Tourism and the Ministry of Natural Resources and Environment in studying and developing mechanisms and policies for developing eco-tourism and community-based tourism in national parks and nature conservation zones.
12. The Ministry of Information and Communications shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism in disseminating and advertising about Vietnam, its people and tourism; completing the information technology infrastructure system, supporting the digital transformation process for tourism, forming and developing an intelligent tourism eco-system.
13. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism in deploying programs, subjects and schemes on application of scientific and technological advances in tourism development; protecting intellectual property rights in tourism business; proposing policies to support investment and development of innovative tourism-related products and services on digital platforms; promoting the application of green and clean technologies at tourism service and accommodation establishments.
14. The Ministry of Health shall assume the prime responsibility and coordinate with the Ministry of Culture, Sports and Tourism in proposing mechanisms and policies to develop medical products and services for tourism; forming a system of high-quality medical establishments, meeting the requirements of tourists.
15. The State Bank of Vietnam shall formulate mechanisms and policies to promote the provision of electronic payment services, electronic transactions on smart devices, non-cash payments and other mechanisms on supervision and control of cross-border payment in tourism.
16. The ministries, ministerial-level agencies and Government-attached agencies shall base themselves on their functions and tasks to organize the implementation of the Strategy.
17. People s Committees of provinces and municipalities shall
a) Based themselves on the Strategy to organize the development of local tourism development plans to ensure consistency and synchronization with the implementation of local socio-economic development plans.
b) Strengthening destination management, ensuring security, social order and safety for tourism development; raising public awareness on building a civilized and friendly tourism environment; launching programs to support people to participate in developing community-based tourism, contributing to improving livelihoods and reducing poverty for local people, especially those in remote, border and island areas.
c) Conducting preliminary reviews and summarizing the implementation of local tourism development plans, then report the results to the Ministry of Culture, Sports and Tourism for summarizing and reporting to the Prime Minister.
18. The Vietnam Chamber of Commerce and Industry, tourism-related socio-professional organizations and other socio-professional organizations shall actively coordinate with the Ministry of Culture, Sports and Tourism to carry out the objectives of the Strategy.
Article 3.This Decision takes effect from the date of signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and presidents of provincial/municipal People s Committees shall implement this Decision./.
