DECISION
On designating focal agencies for implementation of the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland (UKVFTA)[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the April 9, 2016 Law on Treaties;
Pursuant to the Government’s Resolution No. 31/NQ-CP of March 12, 2021, approving the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland, and related documents;
Pursuant to the Prime Minister’s Decision No. 721/QD-TTg of May 18, 2021, approving the Plan on implementation of the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland;
At the proposal of the Ministry of Industry and Trade in Document No. 4632/BCT-DB of August 2, 2021,
DECIDES:
Article 1. To promulgate together with this Decision the List of designated focal agencies for implementation of the Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland (UKVFTA).
Article 2. In the course of implementation of the Agreement, if it is necessary to revise the List to suit reality, the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with related agencies in, summing up and reporting the situation to the Prime Minister for consideration and decision.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and heads of related agencies shall implement this Decision.-

IV. Agencies coordinating and summing up the situation of implementation of the Agreement by related ministries, sectors and agencies for reporting to the Prime Minister: The Ministry of Industry and Trade, in coordination with related ministries and sectors.
V. Focal agency in charge of contact with UKVFTA countries on all matters of the Agreement: The Ministry of Industry and Trade.
VI. Agencies coordinating the elaboration and sum-up of proposals and receiving technical assistance of foreign partners in the course of implementation of the Agreement:
- The Ministry of Industry and Trade shall take the main charge;
- Related ministries and sectors shall implement activities with technical assistance within the ambit of their functions and tasks.
Note: On the basis of inheriting the provisions of the UKVFTA and the EU-Vietnam Free Trade Agreement (EVFTA), Chapters in this Appendix correspond to Chapters in the EVFTA.
