DECISION
On consolidating the National Steering Committee for Electricity Development
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015; The Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Electricity Law dated December 3, 2004; The Law Amending and Supplementing a Number of Articles of the Electricity Law dated November 20, 2012;
Pursuant to the Prime Minister’s Decision No. 34/2007/QD-TTg dated March 12, 2007, promulgating the Regulation on the establishment, organizational structure and operation of the inter-sectoral collaboration organization;
At the proposal of the Minister of Industry and Trade.
HEREBY DECIDES:
Article 1. The National Steering Committee for Electricity Development (hereinafter referred to as the Steering Committee) is consolidated to assist the Government and the Prime Minister in directing the formulation and implementation of the National Electricity Development Planning and key power projects. The Steering Committee is composed of:
1. Head of the Steering Committee: H.E. Le Van Thanh, the Deputy Prime Minister.
2. Permanent Deputy Head of the Steering Committee: H.E. Nguyen Hong Dien, the Minister of Industry and Trade.
3. Deputy Heads of the Steering Committee:
- H.E. Cao Xuan Thanh, Assistant to former Prime Minister Nguyen Xuan Phuc;
- H.E. Dang Hoang An, the Deputy Minister of Industry and Trade;
- H.E. Le Quang Hung, the Deputy Minister of Construction;
- H.E. Ho Sy Hung, the Deputy Chairman of the Committee for Management of State Capital at Enterprises.
4. Members, including:
- H.E. Nguyen Cao Luc, the Deputy Chairman of Government Office;
- H.E. Vo Thanh Thong, the Deputy Minister of Planning and Investment;
- H.E. Ta Anh Tuan, the Deputy Minister of Finance;
- H.E. Vo Tuan Nhan, the Deputy Minister of Natural Resources and Environment;
- H.E. Nguyen Hoang Hiep, the Deputy Minister of Agriculture and Rural Development;
- H.E. Pham Cong Tac, the Deputy Minister of Science and Technology;
- H.E. Dao Minh Tu, the Deputy Governor of the State Bank of Vietnam;
- H.E. Duong Quang Thanh, the Chairman of the Member Council of Vietnam Electricity;
- H.E. Hoang Quoc Vuong, the Chairman of the Member Council of Vietnam Oil and Gas Group;
- H.E. Le Minh Chuan, the Chairman of the Member Council of Vietnam National Coal and Mineral Industries Group;
- A Deputy Chairperson of the National Assembly’s Committee for Science, Technology and Environment invited to join the Steering Committee.
According to the actual situation, the Head of the Steering Committee may invite leaders of a number of agencies (Committees of the National Assembly, ministries, sectors and localities) to act as members of the Steering Committee or request leaders of ministries, sectors and localities to attend meetings and report necessary issues.
Article 2. Duties and powers of the Steering Committee
1. Tasks:
a) Directing, inspecting and expediting the formulation of the National Electricity Development Planning, investment and construction of power supply works and electrical grids as specified in the National Electricity Development Planning/Plan approved by the Prime Minister, especially key projects (approved by the Prime Minister according to the proposal of the Ministry of Industry and Trade) to ensure sufficient supply of power for the national socio-economic development.
b) Directing, inspecting and expediting the implementation of guidelines and policies on inter-country electricity trading and renewable energy development.
c) Directing, inspecting and expediting the investment in the construction of infrastructure for importing coal and liquefied natural gas (LNG) and the negotiation and signing of coal and LNG import contracts for power supply projects.
d) Directing ministries, sectors and People’s Committees of concerned provinces to cooperate with investors, domestic and foreign consulting organizations and contractors to perform their tasks in order to ensure the construction progress and quality of works.
dd) Directing and coordinating with relevant sectors and localities in resolving difficulties in provision of compensation and assistance, emigration, relocation and ground clearance upon execution of power projects.
2. Powers:
a) Under the authorization of the Prime Minister, deciding on mechanisms and policies and handling specific issues within the power of the Prime Minister during the execution of power projects, especially key ones; handling inter-sectoral issues related to projects.
b) Submitting periodic and ad-hoc reports to the Prime Minister on the construction progress and quality of electricity works specified in the National Electricity Development Planning, especially key power projects; and proposing solutions for issues beyond power to the Prime Minister for consideration and decision.
c) The Head of the Steering Committee is entitled to sign instructional documents and use the seal of the Prime Minister; Ministers, Deputy Heads, Deputy Ministers and members of the Steering Committee shall sign instructional documents and use the seal of the ministry or agency under their management.
Article 3. Regulation and organizational structure.
1. The Steering Committee shall operate according to the Regulation promulgated by the Head of the Steering Committee.
2. The Head, deputy heads and members of the Steering Committee shall work on a part-time basis.
3. The Office of the Steering Committee located at the Ministry of Industry and Trade shall assist the Steering Committee.
Deputy heads and Minister of Industry and Trade shall decide on the establishment, tasks and payroll of the Office of the Steering Committee.
4. The Steering Committee may invite domestic and foreign experts to consult when necessary.
Article 4. Operational funding
1. The Steering Committee and the Office of the Steering Committee are provided with funding and other necessary assistance from the state budget so that they operate in an effective manner.
2. The Ministry of Industry and Trade shall make an annual estimate of funding for operation of the Steering Committee. The Steering Committee shall use such funding for the right purposes and in compliance with applicable financial regulations.
Article 5. This Decision takes effect on the date of its signing and replaces the Prime Minister’s Decision No. 2110/QD-TTg dated November 4, 2016 and Decision No. 879/QD-TTg dated July 18, 2018.
Article 6. The head of the National Steering Committee, ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of provinces and centrally-run cities, members of the Steering Committee and relevant units shall be responsible for the implementation of this Decision./.
