DECISION

Promulgating the List of public non-business services funded by the state budget in the health and population sector

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Government's Decree No. 63/2012/ND-CP dated August 31, 2012, defining the functions, tasks, powers and organizational structure of the Ministry of Health;

Pursuant to the Government's Decree No. 85/2012/ND-CP dated October 15, 2012, on the operational and financial regimes applicable to public health non-business units and the prices of medical examination and treatment services of public medical examination and treatment establishments;

Pursuant to the Government's Decree No. 16/2015/ND-CP dated February 14, 2015, providing for the mechanism of autonomy of public non-business units;

Pursuant to the Prime Minister's Decision No. 695/QD-TTg dated May 21, 2015, promulgating the plan for the implementation of the Government’s Decree No. 16/2015/ND-CP;

At the proposal of the Minister of Health,

 

DECIDES:

 

Article 1. To issue herewith this Decision the List of public non-business services funded by the State budget in the health and population sector.

Article 2. Based on the actual situation of implementing the roadmap for pricing public non-business services funded by the State budget in the health and population sector, the Minister of Health shall promptly report to and propose to the Prime Minister for consideration and decision on the appropriate amendment and supplementation of the list of services.

Article 3. Implementation organization

1. Ministries, ministerial-level agencies, Government-attached agencies, and People's Committees of provinces and centrally-run cities shall be responsible for developing and promulgating budget allocation norms for their subordinate public non-business units to perform the public non-business services specified in Article 1 of this Decision; assigning tasks or authorizing subordinate management agencies to assign the implementation of the services specified in Article 1 of this Decision to their subordinate public health non-business units; considering and deciding on the assignment of providing the services specified in Article 1 of this Decision to non-public health facilities in accordance with the law.

2. The Minister of Health shall preside over and reach an agreement with the Minister of Finance to prescribe the prices of public non-business services in the health and population sector in accordance with the law.

3. The Minister of Finance shall preside over and reach an agreement with the Minister of Health to guide the implementation of this Decision.

4. Ministries, ministerial-level agencies, Government-attached agencies, and People's Committees of provinces and centrally-run cities shall be responsible for ensuring sufficient budget to provide the public non-business services specified in this Decision in accordance with the current budget decentralization.

Article 4. This Decision takes effect from the date of its signing.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of Government-attached agencies, and Chairpersons of People’s Committees of provinces and centrally-run cities shall be responsible for the implementation of this Decision./.

Medical examination, treatment, and rehabilitation services

Care, nurturing, and treatment for patients with leprosy, mental illness, and end-stage HIV/AIDS at public health facilities.

Examination and treatment for individuals with Group A infectious diseases and certain Group B diseases residing in an epidemic area, and for individuals under medical quarantine who show signs of developing an infectious disease as prescribed by the Government.

The Government's Decree No. 101/2010/ND-CP dated September 30, 2010, detailing a number of articles of the Law on Prevention and Control of Infectious Diseases regarding medical quarantine, compulsory medical quarantine, and epidemic control during an epidemic.

Emergency aid and treatment for victims of natural disasters and calamities as decided by the Minister of Health or the Chairperson of the provincial-level People's Committee.

Communication, education, and counseling services to raise public awareness of population and family planning, improve population quality, reduce the sex ratio imbalance at birth, child marriage and consanguineous marriage, and reduce unintended pregnancies among minors and youths.
