SUMMARY

Major orientations for creating development breakthroughs for Ha Tinh in 2021-2023

On November 08, 2022, the Prime Minister issues Decision No. 1363/QD-TTg approving the Master Plan of Ha Tinh province for the 2021-2030 period, with a vision toward 2050.

The Master Plan sets out the objectives of building Ha Tinh province into one of the development poles of the North Central and Central Coast region, striving for the objective that by 2030, the province will become among the country’s 20 provinces and cities with the highest gross regional domestic product (GRDP); Per-capita GRDP will reach VND 170 million.

By 2030, the average economic growth rate in the 2021-2030 period will surpass 9% per year; the agro-forestry-fisheries will account for around 7.9%; industry-construction, around 60.3%; services, around 26.6%, and product taxes minus product subsidies, around 5.14%; the labor productivity will increase by 11.3% per year, etc.

Major orientations for creating development breakthroughs for Ha Tinh include: Four key industries: steel-making industry, supporting industries, manufacturing after steelmaking and power generation; agro-forestry-fisheries; logistics services; and tourism; Three urban centers, including the urban center surrounding Ha Tinh city, the northern urban center, the southern urban center; Three economic corridors and Four major platforms.

Regarding orientations for development of important sectors of the province. To intensively develop industries, creating breakthroughs in raising productivity, quality and competitiveness of products associated with the objective of ensuring conditions for green growth and sustainable development. To develop all service sectors in a fast, efficient and sustainable manner, ensuring provision of basic services with higher and higher quality to serve the province’s socio-economic development.

This Decision takes effect on the date of signing.

DECISION

Approving the Master Plan of Ha Tinh province for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws Concerning Planning;

Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws Concerning Planning;

Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improving efficiency and effectiveness of the implementation of planning policies and laws and a number of solutions to remove difficulties and problems so as to speed up the formulation and improve the quality of master plans for the 2021-2030 period;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the Government’s Resolution No. 11/NQ-CP of February 5, 2018, on organization of the implementation of the Planning Law;

Pursuant to the Government’s Resolution No. 119/NQ-CP of September 27, 2021, on tasks and solutions to improve the quality and speed up the formulation of master plans for the 2021-2030 period;

Pursuant to the Prime Minister’s Decision No. 386/QD-TTg of March 17, 2020, approving the task of formulating the master plan of Ha Tinh province for the 2021-2030 period, with a vision toward 2050;

At the proposal of the People’s Committee of Ha Tinh province in Report No. 48/TTr-UBND of March 2, 2022, and Document No. 2337/UBND-TH of May 10, 2022, requesting the approval of the Master Plan of Ha Tinh province for the 2021-2030 period, with a vision toward 2050; Report No. 2958/BC-HDTD of May 19, 2021, on results of the appraisal and review of the dossier of the Master Plan of Ha Tinh province in Document No. 958/CV-HDTD of February 17, 2022, of the Council for Appraisal of Provincial-Level Master Plans for the 2021-2030 period, with a vision toward 2050,

 

DECIDES:

Article 1. To approve the Master Plan of Ha Tinh province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following principal contents:

I. SCOPE AND BOUNDARIES OF THE MASTER PLAN   

The Master Plan embraces the whole terrestrial territory of Ha Tinh province and the marine space determined in accordance with the 2012 Law of the Sea of Vietnam, and the Government’s Decree No. 40/2016/ND-CP of May 15, 2016, detailing the implementation of a number of articles of the Law on Marine and Island Resources and Environment.

II. DEVELOPMENT VIEWPOINTS AND OBJECTIVES, AND MAJOR ORIENTATIONS FOR CREATING DEVELOPMENT BREAKTHROUGHS   

1. Development viewpoints

a/ The Master Plan must conform to national development orientations and visions, spirit of the Resolution of the 13th National Party Congress, the National Socio-Economic Development Strategy, the National Overall Master Plan, national sectoral master plans and regional master plans.

b/ To closely follow characteristics, role and favorable geographical position of Ha Tinh province as the center of the North Central region lying on the strategic transport route and as one of the major gateways along the East-West Economic Corridor in the Greater Mekong Sub-region for organizing and arranging space areas for development of socio-economic activities conformable to the economic restructuring orientations.

c/ To take humans as the decisive factor in terms of internal strength, uphold the spirit of self-reliance and self-sufficiency, innovation and creativity, attach importance to training high-quality human resources, thereby attracting talents for development of the knowledge-based economy, green economy, circular economy, digital economy and digital society; to clearly identify different potential, prominent opportunities and competitive advantages, bring into the fullest play potential and advantages of the province, avoiding overlaps with those of the adjacent localities, as a new foundation and driving force for fast, efficient and sustainable socio-economic development.

d/ To concentrate on investing in strategic infrastructure facilities on a synchronous, reasonable and modern manner; to mobilize and efficiently use every resource of all economic sectors with appropriate investment forms in order to develop soft infrastructure and infrastructure facilities to serve the digital transformation and management technology; to step up the administrative reform based on information technology, thereby reducing troublesome procedures and better serving the people and enterprises.

dd/ To ensure harmonious development of economy and culture and social affairs, thereby step by step improving the living standards for the people, practicing social progress and justice, protecting the environment, conserving the nature and bio-diversity, and proactively responding to the climate change; to build a strong political system and ensure national defense and security; to consolidate development linkages with other localities in the North Central region and the whole country; to improve the efficiency of external activities and intensify international integration activities.          

2. Development objectives by 2030

a/ General objectives

To build Ha Tinh province into one of the development poles of the North Central and Central Coast region, striving for the objective that by 2030, the province will become among the country’s 20 provinces and cities with the highest gross regional domestic product (GRDP); to stably and sustainably develop the fields of culture, social affairs, national defense, security, social order and safety, and external affairs.

b/ Specific targets

- Economically:

+ The average economic growth rate in the 2021-2030 period will surpass 9% per year. In the economic structure, the agro-forestry-fisheries will account for around 7.9%; industry-construction, around 60.3%; services, around 26.6%, and product taxes minus product subsidies, around 5.14%.

+ Per-capita GRDP will reach VND 170 million.

+ The proportion of the processing and manufacturing industries in GRDP will be 32.6%.

+ The export value will reach around USD 4 billion.

+ The labor productivity will increase by 11.3% per year.

+ The province’s budget revenues will increase by 14-15% per year on average, and the average budget revenue-to-GRDP ratio will be 27% per year.

+ The investment capital amount mobilized from the entire society in the whole period will be VND 750-800 trillion.

- Regarding social affairs:

+ All early childhood schools, primary schools and lower secondary schools and 90% of upper secondary schools will be up to national standards.

+ The number of medical doctors and patient beds per 10,000 people will reach 12 and 32, respectively.

+ The underweight malnutrition rate of under-5 children will drop to below 13.5%.

+ The rate of trained workers will be around 85%, half of whom will possess training certificates.

+ The poor household rate will reduce annually by 0.6-1% 

- Regarding environmental protection:

+ The rate of people getting access to clean water up to technical regulations will exceed 98%, of whom 100% will be urban residents and 80% will be rural residents.

+ The forest coverage rate will be stably maintained at over 52%.

+ All solid wastes generated from urban centers, industrial parks, industrial clusters and craft villages, and medical wastes will be collected and treated.

- Regarding infrastructure facilities:

+ The urbanization rate will be 45%, with infrastructure facilities in urban centers synchronously built, and smart cities will be built.

+ The province will satisfy new-style countryside standards by 2025.

+ Transport infrastructure facilities will be built completely; irrigation infrastructure, dikes, reservoirs and dams will be safely built to ensure sufficient supply of water for production and people’s daily life and for proactive water drainage; the demand for electricity for production and people’s daily life will be met; the information and communication system, the Internet service and terminal devices will be modernized; the social infrastructure will meet the development demand.

- Regarding national defense and security:

+ All communes, wards and townships will reach the standard of “Safety in social security and order” and be regarded as comprehensively firm and strong units.

+ Socio-economic development will be associated with the maintenance of national defense and security; defense zones will be built more and more firmly; security in economic zones, border areas, maritime zones and islands will be secured.

+ An orderly, disciplined and safe society will be built to ensure the peaceful and happy life for the people.

3. Major orientations for creating development breakthroughs

- Four key industries: steel-making industry, supporting industries, manufacturing after steelmaking and power generation; agro-forestry-fisheries; logistics services; and tourism.

- Three urban centers:

+ The urban center surrounding Ha Tinh city, including Ha Tinh city as the core and satellite towns connected with Ha Tinh city, namely Thach Ha, Cam Xuyen and Loc Ha townships.

+ The northern urban center, encompassing Hong Linh town connected with Tien Dien and Xuan An townships, Nghi Xuan new urban center, and adjacent areas.

+ The southern urban center, with Ky Anh town as the core connected with Vung Ang economic zone and adjacent areas.

- Three economic corridors:

+ The economic corridor in the coastal delta connected with National Highway 1, the North-South expressway and the coastal road.

+ The economic corridor along National Highway 8’s section from Hong Linh town to Cau Treo border-gate economic zone.

+ The western midland and mountainous economic corridor connected with Ho Chi Minh Road.

- One growth driving-force center: Vung Ang economic zone with the Formosa steel and cast iron complex and Vung Ang-Son Duong deep-water port cluster as the core.

- Four major platforms: resources and culture of the Ha Tinh people; digital transformation; complete infrastructure facilities; and renovated and improved institutions for creating a modern and transparent business environment.

4. Vision toward 2050

By 2050, Ha Tinh will become an industrially modern and comprehensively and sustainably developed province and a growth pole of the North Central region and the whole country, with industrial parks, industrial clusters for green development, ecological and smart industries; diverse and modern services; agricultural production with hi-tech application and in adaptation to climate change; complete and modern infrastructure; and modern and smart cities. Education, training, and health care for the people will be of a primary priority. The Ha Tinh people will be able to develop harmoniously in terms of intelligence, physical strength and ethics and retain their cultural identity. Local tangible and intangible cultural heritages will be conserved and promoted. Local people will lead a happy life with high living standards. National defense, political security and social order and safety will be ensured.

III. DEVELOPMENT OF SECTORS AND FIELDS

1. Orientations for development of important sectors of the province

a/ Industries

To intensively develop industries, creating breakthroughs in raising productivity, quality and competitiveness of products associated with the objective of ensuring conditions for green growth and sustainable development; to concentrate on developing products with potential and advantages such as steel and steel products; power generation; processing of agro-forestry-fisheries products; textile and garment; production of high-quality construction materials; biological pharmaceuticals; information technology, and other industries with high potential.

Orientations for development of major industries are as follows:

- Steelmaking and manufacturing of steel products: To continue investing to raise capacity of the Formosa Steel Mill (phase 2) in association with diversification of products and use of modern technologies in the environmental treatment, proceeding to greenize the steelmaking complex and develop supporting industries for manufacturing steel products, including machinery manufacturing; to manufacture automobiles, motorcycles and parts thereof; to build and repair seagoing ships and other processing industries associated with steel making and processing.

- Power generation: To maintain existing power plants; to complete Vung Ang thermo-power plant II using the coal-fired power technology; to study and organize the construction of power source development projects under the National Master Plan for Power Development for the 2021-2030 period, with a vision toward 2050, giving priority to gas-fired power, wind farm, solar power, hydro-power and biomass-fueled power projects in areas where conditions permit.

- Agricultural and forest product processing: To form a number of processing industry clusters connected with material areas in order to step up the process of agricultural restructuring toward mass and high-quality commodity production.

- Textile and garment production: To form a number of industrial parks and clusters exclusively for textile and garment enterprises and enterprises producing textile and garment accessories in Hong Linh, Nghi Xuan and Can Loc towns and some other localities in order to create material and component production and supply linkages.

- Construction material production: To promote investment in advanced technologies in order to develop various kinds of construction materials made of locally available materials, such as high-quality steel, kiln slags, stones and sand; to manufacture concrete components and high-class materials of high value to serve the construction of works subject to high technical and quality requirements in order to reduce imports.

- Pharmaceutical production: To attract investment in projects on research and manufacturing of pharmaceuticals associated with concentrated pharmaceutical material areas.

- Information technology: To strongly develop information technology (both software and hardware), build an information technology industrial park in Ha Tinh city, and develop Internet of Things infrastructure facilities.

b/ Services

To develop all service sectors in a fast, efficient and sustainable manner, ensuring provision of basic services with higher and higher quality to serve the province’s socio-economic development.

- Trade: To develop trade into a firm bridge between the production and consumption, thereby orientating and leading the production development; to synchronously build the wholesale and retail networks and commercial infrastructure; to intensify the application of information technology and e-commerce; to step up trade promotion; to boost the export of products into traditional markets and concurrently diversify export markets; to take the initiative in economic integration and get the best of free trade agreements (FTAs).

- Tourism: To diversely develop tourist types and products, focusing on the development of coastal tourist sites, and investment in efficient operation of golf courses and sports and entertainment services in order to create high-quality tourist products with well-known brands and high competitiveness on the domestic and global markets; to build intra-provincial, inter-provincial and international tourist routes connected with local tourist sites and spots.

- Logistics services: To develop logistics services into an important economic sector of the province, thereby turning the province into a goods transshipment and warehousing gateway and hub to meet the demand for commercial and import-export development of the North Central region; to focus on developing logistics and seaport service centers in Vung Ang economic zone and logistics centers in Cau Treo border-gate economic zone and Duc Tho district.

- Other service sectors: To develop information and communications services on the basis of efficiently promoting the potential, advantages, innovation and efficient application of scientific and technological advances and outcomes of the Fourth Industrial Revolution; to improve quality of, and diversify, financial-banking service products toward renovated processes and procedures and intensified application of information technology; to diversify forms of medical examination and treatment; to raise the quality of services in support of business activities and enterprises.

c/ Agro-forestry-fisheries

To restructure and modernize the agro-forestry-fisheries sector in the direction of bringing into full play advantages of the province and its ecological zones; to form concentrated, large-scale and hi-tech commodity production areas associated with processing and markets; to intensify digital transformation and application of high technologies; to develop green, organic and circular agriculture adaptable to climate change.

- Cultivation: To develop intensive and concentrated farming areas for citrus fruit trees, tea plants and annual crops with reasonable scale and structure, going in parallel with brand building and origin tracing; to conserve and develop specialty fruits such as Bu orange and Phuc Trach pomelo; to synchronously apply scientific advances in terms of plant varieties and cultivation techniques to production and improvement of productivity and quality of products and protect the ecological environment; to form linkage clusters connecting production with sale of key agricultural products with advantages.

- Animal husbandry: To develop animal husbandry toward industrialization and modernization and, at the same time, promote organic and traditional animal farming in the direction of high-quality commodity production, food safety and hygiene assurance and epidemic prevention and control; to promote the application of high technologies and organize closed production or production with interconnected stages of the value chain from breed production, feed production to processing.

- Forestry: To properly perform the forest management and protection, and use and sustainably develop forest and land areas under master plans; to bring into full play the potential and advantages of forests and forest land areas; to develop concentrated and intensive material forestation areas that are linked in chains with export wood processing plants.

- Aquatic products: To raise the fishing capacity in offshore and onshore areas; to manage and sustainably exploit aquatic resources in coastal areas; to upgrade infrastructure facilities of fish ports, mooring zones, landing stages, and fishing logistics services; to attach importance to the production of aquatic animal breeds and aquatic product processing; to form linkage clusters for intensive and hi-tech shrimp farming development in Nghi Xuan, Loc Ha, Thach Ha, Cam Xuyen and Ky Anh districts, Ky Anh town, and Ha Tinh city.

2. Plans on development of other sectors and fields

a/ Education, training and vocational education

To make positive changes inductive to substantial and comprehensive renovation of education and training; to renovate education and training programs, approaches and methods toward modernity and international integration; to reorganize the network of early childhood education, general education, continuing education and vocational education institutions suitable to local socio-economic development conditions and meeting the people’s learning demand; to build physical foundations of schools toward standardization, advancement and modernity; to properly carry out the streaming, carrier orientation, and skills education; to rationally arrange and improve quality of the contingent of education administrators and teachers; to intensify cooperation in training and diversify joint training activities, and efficiently implement policies on training and attraction of human resources.

b/ Health and public health care

To improve the quality of medical examination and treatment services at health establishments of all levels, particularly the grassroots level, and develop the telehealth system and home doctors; to raise the medical system’s capacity to proactively prevent and control epidemics and diseases in association with its comprehensive renovation, especially in preventive medicine; to continue consolidating and developing the grassroots health system; to renovate the medical service management and provision system, and synchronously perform the management of e-health records for the people; to intensify the mobilization of social resources for health care and attraction of investment in health infrastructure.

c/ Culture and sports

To build a healthy and safe cultural environment, thus creating conditions for the people to benefit from and create cultural values; to improve the quality of the movement titled “all people unite to build a cultured life” in association with the movement of building a new-style countryside and civilized urban centers; to conserve and well promote the traditional cultural values, particularly values of cultural heritages honored by UNESCO; to develop the mass sport movement and high-achievement sports in which the province has advantages; to pay attention to building cultural-sports institutions to serve the people’s life and develop cultural services in association with tourism development.

d/ Science and technology

To intensify research and application of new scientific and technological advances, thereby improving labor productivity and quality and value of products, particularly key products with the province’s advantages; to support the development of intellectual assets and develop science and technology enterprises and market, and apply technical regulations and standards to local products and goods.

dd/ Information and communications          

To develop postal services toward diversity, provide all postal services to service spots; to computerize all professional processes in operation of state agencies; to improve platforms for integration and sharing of LGSP data connected with the national data integration and sharing platform; to raise the capacity to ensure cyber security; to build the professional, humanistic and modern press and communications sector; to enhance the management and development of various Internet-based communications and information forms.

e/ Social security

To properly implement regimes and policies on, and mobilize all social resources for, giving care for people with meritorious services to the country and social protection beneficiaries; to fully and promptly implement policies, programs, schemes and projects on poverty reduction, child protection and care, gender equality, social evil prevention and combat and social security assurance.

g/ Security and national defense

To build the province’s comprehensively firm and strong armed forces that have a syndicated strength and high combat skills and readiness so as not to fall into the state of being unprepared in any circumstances, thereby ensuring the firm maintenance of political security and social order and safety.

3. Plans on development of the transport network

a/ Plans on development of the national transport infrastructure facilities

- National highways, expressways, railways and waterways will be developed under relevant national master plans.   

- Inland container depots: To develop inland container depots in economic zones, industrial parks, Roads No. 8 and 12C and logistics centers; to give priority to locations where inland container depots can be integrated with logistics centers and conveniently connected with seaports, roads, railways, inland waterways and river-sea (VR-SB) transport routes.

b/ Plans on development of provincial-level transport infrastructure facilities

- Roads: There will be 8 provincial roads and 1 coastal road. Urban roads, district roads and commune roads will be built under urban master plans, rural master plans and district and inter-district construction master plans.

- Car/bus stations: There will be 14 car/bus stations in the districts, towns and city.

- Inland waterways: In addition to 3 centrally managed waterway routes (La river-Ngan Sau river; Rao Cai river-Gia Hoi river; and Nghen river), 8 locally managed waterway routes will be planned. To develop inland waterway ports and landing stages under the master plan on inland waterway infrastructure facilities, technical and specialized master plans, and other relevant master plans, ensuring compliance with relevant regulations.

(Details are provided in Appendices I, II, III and IV to this Decision).

4. Plans on development of power sources and the power supply grid 

To develop power sources inconformity with the province’s socio-economic development orientations and the national electric power master plan; to continue building, upgrading and renovating transformer stations and 500 kV, 220 kV and 110 kV power transmission lines, medium-voltage and low-voltage power transmission lines hooked with new power sources in order to meet the increasing load demand, especially in economic zones, industrial parks and industrial clusters; to focus on renovating the 10 kV grid into the 22 kV or 35 kV one; to gradually eliminate intermediary transformer stations and replace them with 110 kV stations or new medium-voltage outgoing feeders; to step by step lay the existing medium- and low-voltage power grids underground; to ensure the safe and stable power supply for remote and far-flung areas.

(Details are provided in Appendices V and VI to this Decision).   

5. Plans on development of the telecommunications network

To develop and raise the quality of the 4G and 5G broadband mobile networks to meet the demand for use of infrastructure facilities of the hi-tech industry; to digitalize the provision of traditional postal services on the e-PostID platform; to complete the province-to-commune special-use data transmission networks, build the province’s center for data integration based on the cloud computing technology, shared-use data integration and sharing platforms and important databases, thus creating a foundation for the development of an e-administration within the National E-Government Architecture Framework; to invest in upgrading underground technical infrastructure facilities and lay peripheral-network infrastructure facilities underground, and install wifi access points; to develop passive telecommunications technical infrastructure.

6. Plans on development of trade and logistics infrastructure facilities

a/ Markets, trade centers and department stores:

By 2030, the province will have 169 markets, including 7 class-I markets, 10 class-II markets, and 152 class-III markets (Details are provided in Appendix VII).

To develop modern trade centers and department stores in urban centers and commune centers under urban master plans, rural master plans and relevant master plans.

b/ Logistics centers:

To build 4 logistics centers, including 2 centers in Vung Ang economic zone, 1 center in Cau Treo border-gate economic zone, and 1 center in Duc Tho district.

c/ Petrol, oil and fuel gas depots:

- Petrol, oil and fuel gas depots of a capacity of 5,000 m3 or more: To locate 5 petrol and oil depots (including 2 depots in Vung Ang economic zone in Ky Anh town, 2 depots in Nghi Xuan district, and 1 depot in Cau Treo border-gate economic zone, Huong Son district) and 2 fuel gas depots in Vung Ang economic zone (1 liquefied petroleum gas depot and 1 liquefied natural gas depot).

- To locate 5 petrol and oil depots and 3 transshipment ships of a capacity/tonnage of between over 210 m3 and under 5,000 m3 (1 depot and 1 transshipment ship in Nghi Xuan district; 1 depot in Loc Ha district; 1 depot in Cam Xuyen district; 1 depot in Huong Khe district; 1 depot and 2 transshipment ship in Vung Ang economic zone, Ky Anh town).

- Investment in petrol, oil and fuel gas depots in the province will be based on the master plan on infrastructure facilities for petrol, oil and fuel gas storage and supply and relevant master plans approved by competent authorities.

7. Plans on development of the hydraulic-work network   

a/ Zoning of water supply areas

- For the area in the Ca river basin, embracing Huong Son, Huong Khe, Vu Quang, Duc Tho, Nghi Xuan, Can Loc and Loc Ha districts, Hong Linh town and communes to the north of Thach Ha district: To use water sources from Ngan Truoi reservoir and existing hydraulic structures in the area; to continue building or upgrading reservoirs and canals and pump stations in order to proactively supply sufficient water for the people’s daily life, irrigate agricultural production areas, and meet the water demand of other socio-economic activities.

- The area in the Cay, Rao Cai and Gia Hoi river basins, embracing 15 communes of Thach Ha district (except the northern communes), 20 communes of Cam Xuyen district and 15 communes and wards of Ha Tinh city: To use to the utmost the water sources from Boc Nguyen and Khe Xai reservoirs to add water for the N1-Ke Go canal; to prioritize the water source of Ke Go reservoir as an additional water source to the N2-Ke Go canal for irrigation in replacement of the source of Thuong Tuy reservoir; to use the water source of Thuong Tuy reservoir to irrigate the communes in the south of Cam Xuyen district; to dredge and expand Quen river in order to raise its water storage capacity in the rainy season for water supply for the pump stations in Cam Ha and Cam Loc communes, while ensuring swift flood drainage; to upgrade the reservoir of Rac river so as to additionally supply water to Vung Ang economic zone.

- The area encompassing the whole Ky Anh district, Ky Anh town and Cam Minh, Cam Lac and Cam Linh communes of Cam Xuyen district: To fully exploit the existing reservoirs; to continue building or upgrading dams, reservoirs, canals and pump stations in order to proactively supply sufficient water for the people’s daily life, irrigate agricultural production areas, and meet the water demand of other socio-economic activities in the area.

b/ Zoning of water drainage areas

- The area encompassing the whole districts of Nghi Xuan, Duc Tho, Can Loc, Huong Son, Huong Khe, Vu Quang and Loc Ha, Hong Linh town, and the communes in the north of Thach Ha district: To continue dredging and expanding the main drainage canals; to upgrade the system of beneath-dike flood drainage sewers to effectively drain water into such main rivers as Ngan Sau, Ngan Pho, Lam, La and Nghen.

- The area in the Cay, Rao Cai and Gia Hoi river basins, including 15 communes of Thach Ha district (except the northern communes), 20 communes of Cam Xuyen district, and 15 communes and wards of Ha Tinh city: To complete construction of embankments; to dredge and expand the main drainage canals; to upgrade flood drainage sewers; to study building the system of drainage canals to drain water into Cay and Cau Phu rivers in order to mitigate floods flowing into Ha Tinh city’s center; to study work outing plans on forced drainage for Ha Tinh city.

- The area encompassing the whole Ky Anh district, Ky Anh town and Cam Minh, Cam Lac and Cam Linh communes in the south of Cam Xuyen district: To complete the system of diversion canals along the 2 main directions (Quyen river to Khau estuary and to Luy gate to the sea) in order to ensure flood drainage for Vung Ang economic zone; to dredge and expand the Le dynasty canal system to ensure swift water drainage; to study expanding the sewers beneath Hai-Ha-Thu and Hoang Dinh dikes for effective flood drainage.

8. Plans of development of the water supply system

a/ Water supply sources: To efficiently exploit raw water sources from reservoirs, rivers and streams in order to ensure sufficient water supply for clean water plants to serve the people’s daily life and industrial production in the locality.

b/ The water supply system for the people’s daily life and industrial production:

- Urban and industrial water supply: To fully exploit the capacity of the existing water plants; to prioritize the upgrading and expansion or building of Da Bac and Thach Bang water plants (in Loc Ha district), a high-pressure water plant in Thach Ha township, Xuan My water plant, Boc Nguyen reservoir water plant and water supply system, a water supply system in Cam Xuyen township, a water plant in Pho Chau and Tay Son townships, a water plant in Vu Quang township, a water plant and clean water supply system for Huong Khe township and a number of adjacent communes, and a water plant in Vung Ang economic zone and Cau Treo border-gate economic zone.

- Water supply for rural residents’ daily life: To build or upgrade water supply systems to meet the water demand for production and daily-life activities in rural areas, prioritizing the construction of inter-commune concentrated water supply systems.

9. Plans on development of waste treatment facilities

a/ Plans on development of wastewater treatment facilities

To build concentrated domestic wastewater collection, drainage and treatment systems in urban centers, towns, townships and populated residential areas; concentrated production, business and service establishments and zones, and industrial clusters will be required to build their own concentrated wastewater treatment systems up to relevant technical regulations before discharging wastewater into the receiving waters.

b/ Plan for development of industrial solid waste treatment zones

To exploit to the utmost the capacity of the industrial waste treatment plant in Ky Tan commune. To build an industrial waste treatment plant (maybe in the location of the domestic waste treatment plant) in an appropriate place; and an ash treatment plant and ash dumps according to the general master plan on construction of Vung Ang economic zone and the general master plan on construction of Ky Anh town.

c/ Plan for development of domestic solid waste treatment zones

To thoroughly treat the volume of untreated wastes, close landfills, gradually reduce then eliminate single, low-capacity incinerator technology; to maintain the operation of waste treatment plants in Cam Quan commune (Cam Xuyen district), Ky Tan commune (Ky Anh district) and Nghen township (Can Loc district) in the direction of step by step shifting to modern technology to meet the actual needs of waste treatment in the locality; to invest in construction of an inter-district centralized waste treatment plant with advanced and modern technology to meet the long-term needs of domestic waste treatment.

d/ Plan for development of medical waste treatment zones

To continue to treat hazardous medical wastes with on-site treatment systems of waste-discharging units; to treat wastes in clusters or hire units with hazardous waste treatment function to treat wastes according to regulations. After 2025, to strive to carry out centralized waste treatment.

10. Plan on social infrastructure development

a/ Plan for development of cultural and sports infrastructure facilities

To continue to invest in embellishing, upgrading, protecting and effectively exploiting historical-cultural relics; to pay attention to investment in the construction of provincial-level standard cultural and sports facilities and infrastructure facilities of tourist zones and attractions; to build a greyhound racing center with betting business in Xuan Thanh tourist zone and a number of golf courses in appropriate places in conformity with the land use master plan and other relevant master plans and in compliance with law.

b/ Plan for development of education and training and vocational education infrastructure facilities

- For early childhood education, general education, continuing education and special schools: By 2030, the system of early childhood education, general education, continuing education and public special schools in the province will include: 231 early childhood schools, 212 primary schools, 147 lower secondary schools, 37 upper secondary schools, 1 upper secondary school for gifted pupils, 1 lower secondary-upper secondary boarding school for ethnic minority pupils, 1 school for people with disabilities, 1 provincial-level continuing education center, and 11 district-level continuing education centers or district-level vocational education-continuing education centers. To promote the mobilization of social resources for development of private and people-founded education institutions as suitable to the development situation of each locality and each region.

(Details are provided in Appendix VIII to this Decision).

- For vocational education: By 2030, the province will have 26 vocational education institutions, including 12 public institutions (4 colleges, 1 intermediate school and 7 district-level vocational education-continuing education centers), 1 foreign-invested college, and 13 private institutions (3 intermediate schools and 10 vocational education centers).

(Details are provided in Appendix IX to this Decision).

- For higher education: To build Ha Tinh University into a multi-level, multi-discipline university with higher training quality.

c/ Plan for health infrastructure development

By 2030, the system of public medical examination and treatment establishments in Ha Tinh province will have 6 provincial-level general and specialized hospitals, 13 district-level health centers and 216 commune-level health stations. Organizations and individuals are encouraged to invest in construction of non-public medical establishments to meet the people’s medical examination and treatment needs in conformity with relevant master plans.

d/ Plan for development of social protection establishments

To expand and upgrade existing social protection establishments and increase the receiving capacity for these establishments; to adopt policies to encourage organizations, individuals and enterprises to invest in the construction and management of social protection establishments.

IV. TERRITORIAL SPACE DEVELOPMENT

1. Plans for construction of inter-district regions

The province’s inter-district space areas shall be divided into 4 regions, including:

- The northern region, including Hong Linh town and Nghi Xuan, Duc Tho and Can Loc districts.

- The western region, including Huong Son, Huong Khe and Vu Quang districts with Cau Treo border-gate economic zone, Vu Quang national park and Ngan Truoi Lake ecological zone being the region’s focus.

- The central region, including Ha Tinh city, Loc Ha and Thach Ha districts, and the northern Cam Xuyen district, with Ha Tinh city being the region’s center.

- The southern region, including the southern Cam Xuyen district, Ky Anh district and Ky Anh town, with Ky Anh town being the region’s core associated with Vung Ang economic zone.

2. Plans for development of dynamic zones and development axes

a/ Development dynamic zones

- Ha Tinh city will be a regional-level urban center, supporting the development of inter-provincial areas; a political, administrative, economic, cultural, education-training, service, science-technology and tourism center, and a transport hub as a driving force for promoting economic growth of the province.

- Ky Anh town, with Vung Ang economic zone being the focus, will be an industrial-service center in the south of Ha Tinh province; to focus on the development of steelmaking industry, processing and manufacturing after steelmaking, production support services and resort tourism.

- Hong Linh town associated with Nghi Xuan district will be the province’s northern economic center connected with neighboring localities to exploit development potential, having such key industries as industry-cottage industry, trade and tourism services.

b/ Development axes

-  The North-South axis:

+ Along National Highway 1, high-speed road, North-South railway and high-speed railway (in the future): To connect economic centers from Vinh city, the south of Nghe An province, and the north of Quang Binh province.

+ Along the coastal route: To connect Nghe An province and Quang Binh province associated with the development of the marine economic cluster in the North Central region.

+ Along Ho Chi Minh Road: To connect Huong Son, Vu Quang and Huong Khe districts.

- The East-West axis:

+ Along National Highway 8: To connect Cau Treo international border-gate economic zone and regions, and Vung Ang economic zone with the Lao People’s Democratic Republic and the Northeast of Thailand.

+ Along National Highway 12C, Vung Ang-Tan Dau-Mu Gia railway and Vung Ang-Cha Lo expressway (in the future): To connect Vung Ang economic zone with Cha Lo border gate (Quang Binh province), the Lao People’s Democratic Republic and the Northeast of Thailand.

3. Plans for development for disadvantaged and extremely disadvantaged areas

- To develop agriculture and forestry in the direction of concentrated and efficient provision of commodities; to form specialized cultivation areas on a reasonable scale; to develop forestry economy associated with processing and forest localization, protection and retention; to promote the development of industrial production-cottage industry, giving priority to programs and schemes to support the development of industry serving agriculture and rural areas; and agro-forestry-fishery processing industry; to develop various types of tourism and services.

- To ensure population stability and build a synchronous socio-economic infrastructure system; to prioritize investment in transport infrastructure connecting disadvantaged areas with dynamic economic development zones.

4. Plans for organization of urban systems and rural territories

a/ Urban development plan

By 2030, Ha Tinh province will have 2 class-II urban centers (Ha Tinh city and Ky Anh city), 2 class-III urban centers, 12 class-IV urban centers and class-V urban areas. The urban development space will be divided along 3 main axes, specifically as follows:

- The urban center chain along National Highway 1 and coastal road, including the core urban centers of Ha Tinh city, Ky Anh city and Hong Linh town associated with Xuan An, Tien Dien and Nghi Xuan townships and adjacent areas; to study expanding the urban space and administrative boundaries of Ha Tinh city to satisfy the conditions for development into one of the central urban centers of the North Central region.

- The urban center chain along National Highway 8, including the dynamic cities of Nuoc Sot, Tay Son, Pho Chau, Nam, Duc Tho, Lac Thien, Tam Dong, Hong Linh, Xuan An, Tien Dien, and Nghi Xuan; Hong Linh town will be a core urban center, associated with Xuan An, Tien Dien and Nghi Xuan townships and adjacent areas to become a northern city of the province after 2030.

- The urban center chain along Ho Chi Minh Road, including Pho Chau, Vu Quang, Phuc Dong, Huong Khe, Huong Tra, La Khe, and Tay Son urban centers.

(Details are provided in Appendix X to this Decision).

b/ Plan for rural territory organization

To organize territory of rural areas in association with the urbanization process of the province and the socio-economic characteristics of each locality. The arrangement of rural development space must ensure saving of land areas and infrastructure investment costs, and improvement of physical conditions for the people, associated with centralized agricultural production areas; to upgrade the model of villages, communes and hamlets facilitating production and sustainability, avoiding areas with high risk of landslide and areas frequented by flashfloods.

5. Plan for spatial organization for development of economic zones, industrial parks and industrial clusters

a/ Development of economic zones

To continue to develop Vung Ang economic zone with multiple industries and multiple fields and synchronous and modern infrastructure; to soon form the southern economic-urban center of the province; to study expanding the area and boundaries of Vung Ang economic zone to ensure long-term and sustainable development. To develop Cau Treo international border-gate economic zone for promoting socio-economic development of the western region of the province, which will become a center for economic exchange, trade, goods import and export, and service center with Laos and the Northeast of Thailand.

b/ Development of industrial parks and industrial clusters

To arrange industrial parks and industrial clusters at convenient traffic connection locations, ensuring electricity, water, and waste and wastewater collection and treatment infrastructure conditions, and services for workers, etc. In addition to the industrial parks in Vung Ang economic zone and Cau Treo international border-gate economic zone, to plan 5 industrial parks with a total area of about 1,287 hectares and 45 industrial clusters with a total area of about 1,892 hectares by 2030.

(Details are provided in Appendices XI and XII to this Decision).

6. Plan for trade and service development space organization

To develop trade centers in urban areas, townships and commune centers in conformity with the land use, urban and rural master plans; to develop marine tourist zones along coastal roads; to develop ecotourism zones associated with Son Kim hot spring, Vu Quang national park, Ke Go lake, Vu Mon waterfall, Ky Anh town and Ky Anh district; cultural-historical tourism associated with the great poet Nguyen Du relic site, Dong Loc historical relic site, and Huong Tich pagoda, etc.; to develop logistics services in Vung Ang economic zone, Cau Treo international border-gate economic zone, Duc Tho township and focal-point urban centers; to develop golf courses and sports areas associated with resort tourism and urban centers in appropriate locations in accordance with current regulations.

7. Spatial distribution for agro-forestry-fishery development

To develop areas for growing tea, rubber, grapefruit, orange, and raw-material forests, and for raising cows, pigs, deer and poultry in the western mountainous areas and highland communes of Thach Ha and Ky Anh districts; areas for growing high-quality paddy, clean vegetables, flowers, and other short-term industrial crops, and for aquaculture and poultry, buffalo and cow farming in delta midland areas, downstream areas of rivers and coastal areas.

8. Arrangement of space to ensure national defense and security

During the planning period, about 4,108 hectares of land will be allocated for national defense assurance tasks and about 252 hectares of land for security assurance tasks.

V. ENVIRONMENTAL AND BIODIVERSITY PROTECTION; EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES; DISASTER PREPAREDNESS AND CLIMATE CHANGE RESPONSE

1. Plan for environmental and biodiversity protection

a/ Zoning for environmental protection

There will be 4 main zones for environmental protection of Ha Tinh province, including:

- Three low-emission zones, namely the coastal sand and onshore shallow zone, the coastal delta zone, and the central hilly-valley zone.

- One strictly protected zone, namely the zone belonging to the Truong Son mountains with biodiversity characteristics and water from steep slopes and high mountains along the Vietnam-Laos border.

(Details are provided in Appendix XIII to this Decision).

b/ Nature and biodiversity conservation

- To conserve, develop and sustainably use biodiversity resources of rich genetic resources, flora species and ecosystems in the province to protect the people’s health, the environment and biodiversity values.

- To build and develop facilities for conservation of precious and rare fauna and flora species and genetic resources; to organize the effective management of nature reserves and biodiversity corridors, including 3 nature reserves (Vu Quang national park; Ke Go nature reserve, and Giang Man mountain zone), 1 landscape protection zone (Hong Linh mountains), and 2 biodiversity corridors (Vu Quang-Pu Mat and Vu Quang-Khe Net); to develop 3 botanical gardens, 1 center for flora rescue, conservation and development, 2 specimen museums, and 1 pharmaceutical ingredient center.

c/ Environmental quality monitoring

To develop monitoring infrastructure, equipment and networks for each type of environment; to arrange monitoring points for the air environment, surface water environment, coastal water environment, groundwater environment, soil environment, coastal sediment and estuaries, etc.; to build an automatic environmental monitoring station for seawater environment monitoring and an air environment monitoring station.

d/ Plan for sustainable forest protection and development management

- For protection forests: To focus on protecting and sustainably developing protection watershed forests of basins of large rivers such as Ngan Pho, Ngan Sau and Ngan Truoi, and protection forests of large reservoirs, dams and hydraulic structures such as Ke Go, Rac river, Rao Tro, and Khe Tho-Trai Tieu, etc., and coastal protection forest belts; to develop the system of forests and tree gardens to protect the environment and landscapes for urban areas, industrial parks and tourist zones.

- For special-use forests: To strictly manage and protect existing special-use forest areas in Vu Quang national park and Ke Go nature reserve in order to rationally use the values of biodiversity, landscape, forest environmental services and ecotourism and promote cooperation and scientific research, etc.; to conserve ecosystems, biodiversity and genetic resources, with special attention paid to endemic, endangered, precious and rare fauna and flora species.

- For production forests: To raise productivity and efficiency of planted forest areas, develop concentrated and intensive raw-material forest areas and large-timber trading forests, associated with processing facilities, and increase the area of forests with sustainable forest management (FSC) certificates; to attach importance to restoring and improving the quality of existing natural forests being production forests. To develop the forest economy in the direction of combined agro-forestry production and form areas for planting medicinal plants under the forest canopy and organic non-timber forest products in closed chain production.

2. Plan for exploration, exploitation, use and protection of mineral resources

a/ Areas for exploration, exploitation, use and protection of mineral resources

To zone 217 areas for protection, exploration, exploitation and use of mineral resources, including 191 areas for construction materials mines and 26 areas for metal, minerals, peat and other minerals.

(Details are provided in Appendix XIV to this Decision).

b/ Mines and areas where minerals are available but have not yet been exploited, or are banned from exploitation and in need protection for each type of mineral in the planning period

- Land areas with historical-cultural relics and scenic spots already ranked or zoned for protection in accordance with the Law on Cultural Heritages; areas of special-use forest land, protection forest land or land planned for planting protection forests, and geological conservation zone; areas of land planned for national defense and security purposes or affecting the performance of national defense and security tasks; land used by religious establishments; land in protection corridors or scope of traffic, irrigation and dike works; and water supply and drainage, waste treatment, electricity conduction, petroleum, gas, and communication systems.

- For Thach Khe iron mine area: To comply with the mineral law, relevant master plans, and directions of the Political Bureau.

3. Plan for exploitation, use and protection of water resources, and prevention, control and remediation of harmful effects caused by water

a/ Zoning of water resources

There are 3 main zones of water resources of Ha Tinh province, including:

- Zone I, which belongs to the Ca river basin, embracing 68 communes in Hong Linh town and Huong Son, Huong Khe, Vu Quang, Duc Tho, Nghi Xuan, Can Loc, and Loc Ha districts, and 10 communes in the north of Thach Ha district.

- Zone II, embracing 16 communes and wards of Ha Tinh city, the remaining 21 communes of Thach Ha district and 24 communes of Cam Xuyen district.

- Zone III, embracing the whole Ky Anh district, Ky Anh town and 3 southern communes (Cam Minh, Cam Lac and Cam Linh) of Cam Xuyen district.

b/ Allocation of water resources

To prioritize the allocation of water sources for subjects exploiting and using water in the following order: (1) Ensuring sufficient quantity and quality of water for daily-life activities; (2) Ensuring water supply for the agricultural sector; (3) Ensuring water supply for aquaculture; (4) Ensuring water supply for tourism and service development; and (5) Meeting water requirements for hydropower and industrial development, giving priority to industrial parks and industrial clusters.

c/ Protection of water resources

To ensure rational exploitation and use of surface water and groundwater resources; to increase the planting and protection of watershed forests, ensuring minimal flow in river systems; to restore polluted water sources and build monitoring and supervision networks for water resource exploitation and use; to strictly control the exploitation and use of groundwater, and limit the exploitation of aquifers at risk of saltwater intrusion, ensuring that the exploited water amount does not exceed the potential reserve threshold.

d/ Prevention and remediation of consequences caused by water

To formulate integrated flood management plans for the province’s river basins; to ensure timely monitoring, forecasting and notification of rain, flood and sea level rise within the province; to ensure the safety of works, prevent and control floods and inundation for downstream areas in conformity with flood prevention plans for river basins; to review degraded reservoirs and dams to draw up reinforcement and upgrading plans; to consolidate the system of river dikes, sea dikes, saltwater culverts and freshwater retention areas, and protect and develop breakwater protection forests in order to prevent saltwater intrusion and sea level rise; to review areas prone to water shortage to restructure crops as appropriate.

4. Plan for disaster preparedness and climate change response

a/ Risk zoning for each type of disaster in the locality

- Areas directly frequented by storms, tropical depression or sea level rise during storms, which are the coastal areas in Ha Tinh city, Ky Anh town, and Nghi Xuan, Loc Ha, Thach Ha, Cam Xuyen and Ky Anh districts.

- Areas affected by floods, flashfloods and inundation in river basins, embracing the mountainous districts of Thuong Ky Anh, Huong Khe, Vu Quang, Huong Son and Thuong Duc Tho, and beyond La Giang dike in Duc Tho and Nghi Xuan districts.

- Flooded areas in the downstream of large reservoirs such as Ke Go, Rac river, upper part of Tri river, Ho Ho, etc., embracing the south of Thach Ha district, Ha Tinh city, Cam Xuyen, Ky Anh and Huong Khe districts, and Ky Anh town.

- Intra-field flooded areas, embracing Duc Tho, Hong Linh, Can Loc, Loc Ha and Bac Thach Ha districts.

b/ Plan for disaster preparedness and climate change response

- To enhance public communication work; to promote the application of science and technology to improve the quality and timeliness for forecasting and warning activities; to organize regular drills for disaster preparedness and mitigation.

- To build and upgrade reservoirs and dams to ensure their flood resistance in adaptation to climate change; to dredge canal beds and riverbeds; to consolidate the system of river dikes and sea dikes; to carry out overall research and find out solutions to increase the flood prevention and flood drainage capacity for downstream areas of Ke Go lake; to plan and relocate the people out of areas at risk of riverbank landslide or mountain landslides, areas at risk of flashfloods, and frequently flooded areas; to build the capacity of hydro-meteorological monitoring and reservoir operation, and set up automatic rain gauge stations in key river basins and reservoirs.

c/ Flood prevention plan for diked river sections, plan for development of dike and infrastructure systems for disaster preparedness

- To properly perform flood prevention and control work in diked river sections in the 4 river systems, namely the La-Lam river system (including Ngan Sau and Ngan Pho rivers); the Nghen river system (including Cay and Rao Cai rivers); the Rac river system (including Gia Hoi and Quen river); and the system of Tri, Quyen and Vinh rivers.

- To build and upgrade the dike system meeting flood prevention and control standards; to prioritize the building of 2 closed dike routes from Cau Dong 2 to Cau Dong 1 and from Phu Lao bridge to Nui bridge connecting with bypasses, ensuring flood prevention for Ha Tinh city; to upgrade dike sections to ensure flood and storm prevention according to design frequency; to invest in dike sections so as to step by step clear flood redirecting and flood slowing zones in Huong Son and Duc Tho districts. To study solutions for exploitation and use of Xuan Giang 2 unsubmerged bank, Xuan Giang commune, Nghi Xuan district, and part of the area in river banks and unsubmerged banks to serve economic development on the basis of meeting flood drainage requirements according to design frequency of river sections, ensuring environmental protection and compliance with law.

(Details of water levels for flood prevention in river systems are provided in Appendix XV to this Decision).

VI. LAND ALLOCATION AND ZONING PLAN

1. Allocation of land use norms

By 2030, the natural area of Ha Tinh province will be 599,445 ha, including around 486,380 ha of agricultural land; around 109,317 hectares of non-agricultural land; and around 3,748 hectares of unused land.

2. Plan for land recovery and repurposing, and putting of unused land into use for the 2021-2030 period

To recover about 28,559 hectares, including around 26,593 hectares of agricultural land and around 1,967 hectares of non-agricultural land.

To repurpose about 27,723 hectares of agricultural land to non-agricultural land.

To put about 8,335 hectares of unused land into use for socio-economic development objectives, including around 4,636 hectares of agricultural land and around 3,699 hectares of non-agricultural land.

(Details are provided in Appendix XVI to this Decision).

VII. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT

VIII. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF THE MASTER PLAN

1. Solutions on mobilization and use of investment capital

To effectively use public investment funds and make focused investment in key sectors and fields and projects with spillover effects to promote socio-economic development. To focus on promoting administrative procedure reform and improving the business investment environment; to effectively exploit resources from land areas; to diversify forms of capital mobilization, promote investment in the form of public-private partnership and attract investment from enterprises.

2. Human resource development solutions

To develop human resources, particularly high-quality human resources, and closely combine human resource development with scientific and technological development and application. To attach importance to discovering, fostering, and promoting the capacity of, talents and training human resources for the province’s socio-economic development.

3. Environmental protection solutions

To build the capacity of state management of environmental protection, paying attention to investment in environmental protection facilities. To rationally exploit and economically and sustainably use mineral resources, protect the marine and coastal environment, prevent land deterioration, effectively and sustainably use land resources, protect and sustainably use water resources, and protect forest areas; to adopt mechanisms for effective management of all types of wastes, particularly solid wastes and wastewater.

4. Solutions on scientific and technological development and digital transformation

To develop the network of science and technology organizations; to research and apply science and technology, particularly achievements of the Fourth Industrial Revolution to the production and trading of key products of the province toward export and participation in the global value chain.

To formulate digital transformation programs and plans, focusing on development of digital infrastructure and digital databases, thus creating a foundation for the development of digital government and digital economy toward digital society; to focus on building e-government and smart cities; to accelerate cashless payment, automatic environmental monitoring, and electronic health management records.

5. Solutions on development linkage mechanisms and policies

To review, and study the promulgation of, synchronous mechanisms and policies so as to mobilize to the utmost resources to meet the development requirements of Ha Tinh province. To promote cooperation with other provinces and cities throughout the country, particularly localities in the North Central region, regarding investment in construction of regional-level transport infrastructure facilities connecting urban areas, tourism centers and industrial parks of the province; to exchange information on development master plans and strategies, and coordinate with others in organizing investment promotion conferences with localities throughout the country.

To strengthen new friendship and cooperation relations with provinces and cities of countries that have similarities with Ha Tinh province as well as potential and strengths in cooperation in economic development, technology transfer and cultural exchange; to establish international trade routes, especially maritime routes between Ha Tinh province and important export markets.

6. Solutions on management and control of urban and rural development

To invest in building and completing the system of smart cities. To formulate and complete detailed plans and urban designs in central areas and new urban areas; to limit the process of urban development to the trail of oil spills, particularly new transport axes. To prioritize the development of rural infrastructure facilities and enhance mobilization of social resources for investment in infrastructure facilities. To properly set orientations for division of functional zones in urban and rural areas so as to facilitate information access and implementation supervision by the people and enterprises. To ensure proper management of lakes and dams serving water regulation and the eco-environment protection.

7. To properly ensure national defense and maintain political security and social order and safety, creating a favorable environment for development.

8. Organization and supervision of the implementation of the Master Plan

To publicize the Master Plan in different forms, creating a high consensus in organization of implementation thereof.

To review, adjust, supplement or formulate general master plans, master plans on construction of district zones, district-level land use master plans, and other master plans in accordance with the planning law, ensuring their consistency.

To formulate action plans, and regularly update and concretize the contents of the Master Plan into 5-year and annual plans. Authorities at all levels, all sectors and district-level People’s Committees shall review, adjust and supplement development programs and plans in conformity with the Master Plan; and, in the course of implementation, periodically evaluate and supervise the implementation of the Master Plan according to regulations.

IX. LIST OF MAPS OF THE MASTER PLAN

The detailed list of maps of the Master Plan is provided in Appendix XVIII to this Decision.

Article 2

1. The Master Plan serves as a basis for formulation of urban and rural master plans as well as technical and specialized master plans in Ha Tinh province in accordance with relevant laws.

2. Responsibilities of the People’s Committee of Ha Tinh province:

a/ To announce and publicize the Master Plan after it is approved by the Prime Minister in accordance with the planning law.

b/ To formulate and submit for promulgation the Plan for implementation of the Master Plan.

c/ To take full responsibility for the list of projects prioritized for investment in the planning period promulgated together with this Decision. The approval of or decision on investment policy for projects not yet included in the list of projects prioritized for investment in the planning period promulgated together with this Decision must be conformable with the Master Plan specified in Article 1 of this Decision and other relevant master plans (if any); at the same time, the investment policy decider shall take full responsibility before law for its decision.

3. After national- and regional-level master plans are decided or approved by competent authorities, to review the contents of the Master Plan and, if finding that the contents of the Master Plan are contradictory to higher-level master plans, to adjust such contents and submit them to the Prime Minister for consideration and adjustment under Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022.

In the process of studying and implementing specific projects, the agency competent to approve or decide on investment policy shall take full responsibility for determining the location, area, scale, capacity and investment phasing of works and projects in conformity with the schedule and actual situation, ensuring compliance with Article 1 of this Decision and relevant current regulations.

Article 3. The People’s Committee of Ha Tinh province shall be held responsible for the accuracy of data, documents, maps and databases in the dossiers of the Master Plan, and shall:

1. Formulate 5-year and annual plans, key development programs and specific projects for implementation of the Master Plan.

2. Formulate and promulgate or submit to competent authorities for promulgation mechanisms and policies meeting development requirements and complying with law to mobilize resources for implementation of the Master Plan.

3. Continue to ensure satisfaction of environmental protection requirements and contents when implementing projects for implementation of the Master Plan, ensuring the harmony between socio-economic development and environmental protection, contributing to sustainable development; to organize environmental monitoring, supervision and management; to store databases and share environmental information and databases to serve the digital transformation process during the implementation of the Master Plan.

4. For projects planned for investment after 2030, if the province wishes to implement such projects for socio-economic development and can mobilize resources, it shall report them to a competent authority for permitting earlier investment.

Article 4. Related ministries and sectors shall, within the ambit of their assigned functions and tasks, guide the People’s Committee of Ha Tinh province in the process of implementing the Master Plan; in case of necessity, coordinate with Ha Tinh province in studying and formulating or submitting to competent authorities for promulgation a number of appropriate mechanisms and policies to mobilize and effectively use resources for implementation of the Master Plan.

Article 5. This Decision takes effect on the date of signing.

Article 6. Ministers, heads of government-attached agencies, and the Chairperson of the People’s Committee of Ha Tinh province shall implement this Decision.-
