DECISION
Approving the master plan on development of Vietnam’s road transportation up to 2020, with orientations toward 2030
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Minister of Transport,
DECIDES:
Article 1.
To approve the master plan on development of Vietnam’s road transportation up to 2020, with orientations toward 2030, with the following principal contents:
I. DEVELOPMENT VIEWPOINTS
1. Road transportation constitutes an important part of socio-economic infrastructure and should therefore receive prioritized development investment to create a prerequisite as well as a momentum for socio-economic development, serve national industrialization and modernization, help accelerate regional and international economic integration, and contribute to maintaining defense and security.
2. To develop road transportation in a rational, synchronous and sustainable manner under a uniform planning, with the ramification and decentralization to and cooperation and linkage between modes of transportation suitable to geographical conditions, thereby forming an uninterrupted and effective transport network.
3. To concentrate resources on upgrading the existing road system according to technical standards; to accelerate the construction of the North-South Expressway and key trunk expressways under the approved planning; to attach importance to the management and maintenance of existing infrastructure facilities in order to make the best use of their capacity.
4. To develop the outbound road system closely linked with the inbound road system in order to take the initiative in regional and international cooperation and integration.
5. To rapidly develop bus transportation in big cities, especially in Hanoi capital and Ho Chi Minh City; to develop static traffic facilities and road works accessible to road users with disabilities; to control the increase of personal means of transport; and to curb traffic congestion and ensure urban traffic order and safety.
6. To develop local transportation to meet the needs of agricultural and rural industrialization and modernization; to link local transportation networks with the national transportation network to ensure their a transferability and uninterruptedness and reduce transport costs to a reasonable level affordable to a majority of population.
7. To intensify the application of scientific and technical advances, modem technologies and new materials to designing, construction and operation of road transportation works with a view to mitigating environmental pollution and saving energy. To attach importance to the development of human resources for the transport sector’s development needs.
8. To attract all economic sectors’ investment in developing road infrastructure facilities; to mobilize to the utmost all resources, especially domestic ones, for development investment. Road users are obliged to pay tolls for maintenance of and reinvestment in road infrastructure facilities.
9. To reserve adequate land areas for development of road infrastructure facilities and assurance of traffic safety corridors. To make the protection of traffic works and assurance of road traffic order and safety a responsibility of local administrations at all levels, branches, entire society and each citizen.
II. DEVELOPMENT OBJECTIVES
1. From now to 2020
- To meet the needs for cargo and passenger transportation of good quality and at reasonable costs, ensuring safety and convenience of transportation, controlling and eventually reducing traffic accidents and environmental pollution; to bring into play the advantages of high mobility and efficiency of road transportation within short distances, with a view to collecting goods and creating goods sources for other modes of transportation. Some specific targets are as follows:
+ A total of 5.5 billion transported passengers or 165.5 billion in-transit passengers.
+ A total of 760 million tons of transported cargoes or 35 billion tons of in-transit cargoes.
+ A total of 2,8-3 million automobiles of all kinds.
- To upgrade the existing road system according to technical standards; to make intensive investment in a number of important works to raise the clearance capacity, to start as soon as possible the construction of the expressway system under planning, especially the North-South Expressway, and vigorously develop urban transportation.
Specific targets:
+ To build 24 expressways and expressway sections (including urban belt roads) with a total length of 2,381 km.
+ To upgrade 100% of national highways according to technical standards.
+ To complete the building of major bridges to replace 100% of weak bridges on national highways.
+ To asphalt or concrete 100% of provincial roads.
+ Land for building urban road infrastructure will account for an average 16-26% of total area for urban construction.
+ 100% of communes and commune clusters will have asphalted or concreted motorways to their centers, except those with exceptionally difficult terrains or geographical conditions. All foot-bridges will be eliminated.
2. Orientations toward 2030
- To meet social needs for fast, smooth, safe and quality transportation and transportation services up to international standards; to combine road transportation with other modes of transportation, especially at depots for transshipment of long-distance passengers to urban transport vehicles.
- To improve and substantially modernize the road traffic infrastructure network; to further build expressways, expressway sections, urban roads and belt roads.
