THE PRIME MINISTER
Decision No. 1270/QD-TTg dated July 27, 2011 of the Prime Minister approving the scheme on cultural conservation and development of Vietnamese ethnic minorities through 2020
Pursuant to the December 25, 2001 Law on Organization of the Government:
Pursuant to the June 29, 2001 Law on Cultural Heritage and the June 18, 2009 Law Amending and Supplementing a Number of Articles of the Law on Cultural Heritage;
Pursuant to the Government's Decree No. 05/ND-CP of January 14, 2011, on ethnic minorities affairs:
Pursuant to the Prime Minister's Decision No. 581/QD-TTg of May 6, 2009, approving the strategy for cultural development through 2020;
At the proposal of the Minister of Culture. Sports and Tourism.
DECIDES:
Article 1. To approve the Scheme on cultural conservation and development of Vietnamese ethnic minorities through 2021, with the following principal contents:
1. Title of the Scheme: Cultural conservation and development of Vietnamese ethnic minorities through 2020.
2. Managing agency: The Ministry of Culture, Sports and Tourism.
3. Coordinating agencies: The Committee for Ethnic Minorities Affairs, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training, the Ministry of National Defense (the General Department of Politics, the Border Guard Command), the Ministry of Information and Communications, the Ministry of Agriculture and Rural Development, the Ministry of Home Affairs, the Ministry of Science and Technology, the Ministry of Natural Resources and Environment, the Ministry of Labor, War Invalids and Social Affairs, Vietnam Academy of Social Sciences, Radio of Vietnam. Vietnam Television, the Central Vietnam Fatherland Front Committee, the Central Vietnam Women Union, the Central Ho Chi Minh Communist Youth Union, the Literature and Art Association of Vietnamese Ethnic Minorities, the Vietnam Folklore Association, the Vietnam Cultural Heritage Association and the People's Committees of provinces and cities with ethnic minority inhabitants.
4. Implementation time: From 2011 to 2020, divided into 2 stages:
- Stage 1: From 2011 to 2015.
- Stage 2: From 2016 to 2020.
5. Targets and areas of the Scheme:
- Targets: Vietnamese ethnic minorities, prioritizing cultural development of ethnic minorities with very small population, and those not having conditions to protect and promote their cultural heritages.
- Areas: Mountainous and ethnic minority areas, prioritizing deep-lying, remote and border areas, areas with exceptional difficulties, islands, areas with inhabitants to be relocated for economic development; areas at high risk of loss of cultural identity; and key ethnic minority regions (northwestern, central highlands and southwestern).
6. Objectives of the Scheme:
a/ General objectives:
- To mobilize the strength of the entire society for developing ethnic culture, contributing to making culture truly the spiritual foundation of the society, the objective and concurrently the motive for socio-economic development while maintaining security and defense and assuring integrity of sovereignty of the national territory.
- To conserve and promote traditional cultural identities of ethnic minorities suitable to the practical situation, attaching importance to areas of ethnic minorities at high risk for cultural variation (ethnic minorities with very small population and not having conditions to protect their culture: cultural conservation and development of ethnic minorities in border areas, islands and resettlement areas of hydropower projects). To promote the role of cultural subjects in developing the traditional culture of ethnic minorities.
- To promote fine traditional cultural values of ethnic minorities; to encourage the creation of new cultural values. To contribute to gradually narrowing the gap in living standards and cultural enjoyment between regions and ethnic minorities, associating economic development with cultural conservation and development of ethnic minorities.
- To increase state investment, to boost socialization of cultural activities, to raise all resources for cultural conservation and development of Vietnamese ethnic minorities, associating economic development with cultural development, especially in key areas: Ethnic minority, deep-lying, remote and border areas, islands and areas with exceptional difficulties.
b/ Specific objectives:
- Stage 1 (2011-2015):
+ To basically lift ethnic minorities with very small population (under 5.000) from the status in need of urgent cultural protection and initially promote their typical cultural heritages.
+ 50-60% of villages and hamlets will have cultural bonuses with activities decided and carried out by cultural subjects.
+ To form and develop a cultural life in ethnic minority resettlement areas.
+ 40-50% of cultural workers in ethnic minority areas will be indigenous residents (or other ethnic natives permanently living in the localities and conversant with customs, habits and traditional culture of the indigenous ethnic minorities) who have been professionally trained.
+ Each district in an ethnic minority area will receive support to develop at least 1 typical traditional trade, folksong, folk dance or tourist activity, contributing to hunger eradication and poverty reduction and socio-economic development.
+ 100% of ethnic minorities will have their cultural assets inventoried; to complete the set of ethnic cultural development indicators by 2020.
- Stage 2 (2016-2020):
+ To basically lift ethnic minorities with very-small population (under 10.000) from the status in need of urgent cultural protection.
+ 70-85% of villages and hamlets will have cultural houses with activities decided and carried out by cultural subjects.
+ 60-80% of cultural workers in ethnic minority areas will be indigenous residents or other ethnic natives living in the localities who have been professionally trained.
+ Each district in an ethnic minority area will receive support to develop at least 2 typical traditional trades, folksongs, folk dances or tourist activities, contributing to socio-economic development.
+ To conserve and promote typical cultural values of ethnic minorities.
+ To basically complete the urgent conservation of, and initially promote, typical cultural heritages of ethnic minorities with a population of under 10.000.
7. Central tasks of the Scheme:
- To urgently conserve the cultures of ethnic minorities with very small population (under 10,000), ethnic minorities in resettlement areas of hydropower projects comprehensively interconnected and incorporated with related programs and projects.
- To build the cultural life and cultural environment in ethnic minority areas. To closely associate the cultural life building with socioeconomic development suitable to each region, area, ethnic minority and religion.
- Cultural subjects and communities inheriting and practicing culture play a significant role and are the decisive factor in conserving and promoting traditional cultural heritages of ethnic minorities.
- To attach importance to and implement programs on conservation and promotion of fine traditional values, to build and develop new cultural, literary and art values, especially supporting the development of ethnic minority languages and scripts.
- To prioritize investment in the conservation and promotion of traditional performing arts of ethnic minorities; to collect, restore and develop traditional arts at risk of loss.
- To boost the conservation and promotion of cultural identities of ethnic minorities associated with programs on economic development, traditional craft development, community tourism associated with hunger eradication and poverty reduction.
- To synchronously build, and raise operation quality and effectiveness of, community cultural institutions, to truly promote the role of communities in organizing community activities to promote the effectiveness of cultural institutions.
- To increase cultural exchange activities at local, regional and national levels.
- To formulate policies to encourage research, collection, preservation, teaching and introduction of intangible cultural heritages of Vietnamese ethnic minorities.
- To complete the system of cultural institutions and establishments.
- To promulgate a set of cultural development indicators of Vietnamese ethnic minorities.
8. Scheme implementation solutions:
a/ Breakthrough solutions: To-train key personnel for conservation and promotion of ethnic culture at district and provincial levels. To associate conservation and development of ethnic culture with socio-economic development in areas and localities; to ensure harmony between cultural development and economic development and between conservation, promotion and development.
b/ The Government and the People's Committees of provinces with programs on urgent conservation and capacity building for self protection against the threat of cultural loss of ethnic minorities with very small population.
c/ To formulate provincial, regional and national cultural and art performance programs and festivals of ethnic minorities annually and for 2011-2020.
d/ To raise funds from the state budget, the society and official assistance; to encourage and create conditions for organizations and individuals to fund and invest in activities related to the Scheme; to further invest in and raise the effectiveness of activities of the Culture and Tourism Village of Vietnamese Ethnic Minorities.
e/ To increase public information and communication: To increase information work to make the society understand the cultural conservation and development of ethnic minorities: to coordinate Vietnam Television. Voice of Vietnam and local radio and television stations in developing programs to promote the cultural conservation and development of ethnic minorities, prioritizing the use of ethnic languages and scripts in these programs.
f/ To link and integrate programs and projects on development of ethnic minority culture and socio-economic development programs with the national target program on culture: and the Scheme with completed and ongoing programs and projects.
g/ To formulate particular policies for the conservation and improvement of the cultural life in ethnic minority areas, paying attention to policies and regimes to encourage craftsperson’s to transfer cultural heritages and encourage young generations to receive those heritages. To integrate these policies with incentive polices for ethnic minority craftsperson’s who are conferred the title of excellent craftsperson or people's craftsperson.
9. The Scheme consists of 6 component projects:
a/ Project 1: Formulation of a set of indicators on cultural development of ethnic minorities through 2020. To conduct a general inventory of cultural heritages of ethnic minorities.
- Managing agency: The Ministry of Culture, Sports and Tourism.
- Coordinating agencies: The Ministry of Planning and Investment (the General Statistics Office): the Committee for Ethnic Minorities Affairs, the Ministry of National Defense (the Border Guard Command) and localities with ethnic minority inhabitants.
- Implementation time: 2011-2015.
b/ Project 2: Urgent conservation and support and capacity building for cultural conservation and development of ethnic minorities and elimination of backward customs in ethnic minority areas.
- Managing agency: The Ministry of Culture, Sports and Tourism.
- Coordinating agencies: The Committee for Ethnic Minorities Affairs, the Ministry of Education and Training, the Ministry of Health, the Ministry of Labor. War Invalids and Social Affairs, the Ministry of National Defense (the Border Guard Command) localities with ethnic minorities with very small population and localities with hydropower projects.
- Implementation time: 2011-2020.
c/ Project 3: Human resource training and employment, raising of effectiveness of grassroots cultural institutions in ethnic minority areas.
- Managing agency: The Ministry of Culture, Sports and Tourism.
- Coordinating agencies: The Ministry of Education and Training, the Ministry of Information and Communications, the Ministry of Home Affairs and localities with ethnic minority inhabitants.
- Implementation time: 2011-2020.
d/ Project 4: Combination of economic development with cultural conservation and development of ethnic minorities.
- Managing agency: The Ministry of Culture, Sports and Tourism.
- Coordinating agencies: The Ministry of Planning and Investment, the Committee for Ethnic Minorities Affairs, the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, and localities with ethnic minority inhabitants.
- Implementation time: 2011-2020.
e/ Project 5: Introduction and promotion of typical art and literary works and cultural heritages of ethnic minorities and introduction of education of traditional culture of ethnic minorities into schools.
- Managing agency: The Ministry of Culture, Sports and Tourism.
- Coordinating agencies: The Ministry of Education and Training, the Ministry of Foreign Affairs, the Ministry of Information and Communications, the Vietnam Union of Literature and Arts Associations, the Vietnam Folklore Association, the Literature and Arts Association of Vietnamese Ethnic Minorities, the Cultural Heritage Association. Vietnam Television, Voice of Vietnam. Vietnam News Agency, press and communication agencies and localities with ethnic minority inhabitants.
- Implementation time: 2011-2020.
f/ Project 6: Provincial, regional and national culture and art programs, festivals and performances during 2011-2020.
- Managing agency: The Ministry of Culture, Sports and Tourism and localities with ethnic minority inhabitants.
- Coordinating agencies: The Committee for Ethnic Minorities Affairs, the Ministry of Information and Communications, the Ministry of Foreign Affairs, news and press agencies and localities with ethnic minority inhabitants.
- Implementation time: 2011-2020.
10. Funds for the Scheme implementation:
a/ The total fund for the Scheme is estimated at VND 1.512 billion (one thousand five hundred and twelve billion dong).
- Stage 1: (2011-2015): VND 1.030.7 billion.
- Stage 2: (2016-2020): VND 481.3 billion, b/ Funding sources:
- (Central and local) state budget funds.
- Funds incorporated in socio-economic development programs and the national target program on culture.
- Funds raised from the society and domestic and overseas organizations and individuals.
- Funds raised from the population.
Article 2. Organization of the Scheme implementation
1. Administration of the Scheme:
- On the basis of the approved Scheme, the Ministry of Culture. Sports and Tourism shall assume the prime responsibility for, and coordinate with the Committee for Ethnic Minorities Affairs, and concerned ministries, sectors and provincial-level People's Committees in. formulating component projects. The Prime Minister authorizes the Minister of Culture, Sports and Tourism to assume the prime responsibility for, and coordinate with concerned ministries and sectors in. appraising and approving component projects under regulations.
- The administration and organization of the Scheme implementation comply with the Slate's current regulations on development support investment projects.
2. Assignment of implementation responsibilities:
a/ The Ministry of Culture. Sports and Tourism:
- To assume the prime responsibility for formulating, appraising and approving component projects under its management, to assign tasks to its attached units to implement the Scheme.
- To summarize annual plans and reach agreement with the Ministry of Planning and Investment and the Ministry of Finance to balance and allocate funds for the Scheme implementation.
- To direct, supervise, examine, inspect and urge concerned ministries, sectors and localities in implementing the Scheme, to review and report to the Prime Minister on annual implementation of component projects.
b/ The Ministry of Planning and Investment:
- To assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism, ministries, sectors and localities in, balancing funds and incorporating socio-economic programs for the Scheme implementation, to guide the management of finance and funds of the Scheme.
- To coordinate with the Ministry of Culture. Sports and Tourism in directing, inspecting, examining and supervising the Scheme implementation.
- To direct and coordinate the implementation of Project 1.
c/ The Ministry of Finance:
- To assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Planning and Investment and provincial-level People's Committees in. allocating funds for annual implementation, ensuring the fulfillment of the plans, targets and schedules of the approved component projects.
d/ The Committee for Ethnic Minorities Affairs: To coordinate with the Ministry of Culture, Sports and Tourism in managing, applying and implementing issues assigned to it under the Scheme.
e/ The Ministry of Information and Communications: To coordinate with Vietnam Television. Voice of Vietnam and Vietnam News Agency in increasing information to make the society understand the cultural conservation of ethnic minorities, developing programs and sections on cultural conservation and development of ethnic minorities.
f/ The Ministries of Home Affairs: Education and Training; Information and Communications: Agriculture and Rural Development; National Defense (the General Department of Politics, the Border Guard Command); Science and Technology; Natural Resources and Environment; and Labor. War Invalids and Social Affairs, and concerned agencies, organizations and professional associations: To coordinate with the Ministry of Culture. Sports and Tourism in guiding and directing the Scheme implementation in different sectors and professional areas: to adopt uniform plans and incorporate resources, programs and projects to implement related contents and policies to properly and effectively implement the Scheme and its approved component projects.
g/ People's Committees of provinces and cities with ethnic minority inhabitants:
- To implement component projects in their localities; to set up standing bodies for the Scheme implementation with their heads being representatives of provincial-level People’s Committees, permanent deputy heads being representatives of provincial-level Culture, Sports and Tourism Departments and members being representatives of concerned departments, divisions and sectors.
- To direct, examine and supervise the Scheme implementation in their provinces according to approved contents and current law.
- To direct the provincial-level specialized departments, sectors and People's Committees of districts and communes in their localities in implementing the Scheme according to their assigned tasks.
- To biannually and annually summarize the implementation of the Scheme and its component projects and report it to the Ministry of Culture, Sports and Tourism.
Article 3. This Decision lakes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People's Committees shall implement this Decision.-
