THE PRIME MINISTER

Decision No. 1226/QD-TTg dated July 22, 2011 of the Prime Minister approving the master plan on socio-economic development of Ha Nam province through 2020

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the Government's Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of socio-economic development master plans, and Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of Decree No. 92/2006/ND-CP of September 7, 2006;

At the proposal of the People's Committee of Ha Nam province,

DECIDES:

Article 1. To approve the master plan on socio-economic development of Ha Nam province through 2020 (below referred to as the master plan) with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. The master plan must conform with the national socio-economic development strategy and the Red River delta master plan and be synchronous and consistent with master plans of industries and sectors.

2. To bring into play internal resources and effectively use all resources for quick and sustainable socio-economic development; to build a synchronous infrastructure system as the foundation for socio-economic development toward industrialization and modernization; to boost economic restructuring and raise growth quality and competitiveness of the economy.

3. To develop advanced industries in order to make high added-value and competitive commodities; to develop a commodity production agriculture associated with science and technology application and building of a new countryside; to boost development of quality services to meet development requirements.

4. To associate economic development with social progress and equality and natural resources and environmental protection; to closely combine socio-economic development with assurance of defense and security and maintenance of security and political stability and social order and safety.

II. DEVELOPMENT OBJECTIVES

1. General objectives:

To build Ha Nam by 2020 into a province with fast effective and sustainable socio-economic growth, attaching importance to economic restructuring and improvement of growth quality and competitiveness of the economy; by 2020, to strive to raise the per-capita income above the average level of the Red River delta; to step by step build synchronous and modern socio-economic infrastructure facilities to meet development requirements of the next period; to unceasingly improve people's material and spiritual lives; to firmly maintain defense, political security and social order and safety.

2. Specific targets:

a/ Economically

- To reach an annual average GDP growth rate of 14.2% during 2011-2020, 13.5% during 2011-2015 and 15% during 2016-2020. The proportions of industry, services and agriculture in the province's economic structure will be 54.8%, 32% and 13.2% by 2015, and 58.6%, 33.2% and 8.2% by 2020, respectively;

- To strive for an annual export value growth rate of 23% on average during 2011-2020,15% during 2011-2015 and 32% during 2016-2010; budget revenues will account for around 11- 12% of GDP by 2020.

b/ Socially

- To firmly retain achievements in universalization of primary, lower secondary and upper secondary education up to national standards. To solidify all schools by 2020;

- To strive for the targets of 9 medical doctors and 25 patient beds per 10,000 inhabitants by 2015; to reduce the urban unemployment rate to under 5% by the end of the planning period, to raise the rate of trained labor to over 60% by 2020;

- To reduce the rate of poor households to below 3% according to the poverty line and the malnutrition rate of under-5 children to less than 15%; to raise the rate of vocationally trained labor to 60% by 2020.

c/ Environmentally

- By 2020, to reach a forest coverage rate of 7% in order to well protect the eco-environment and land, regulate water sources and make active contribution to economic growth and poverty reduction;

- To ensure urban environment sanitation, food hygiene and safety and the environment of industrial parks and tourist sites on the basis of harmonizing economic, industrial and service growth and protection of natural resources and the environment.

d/ Defense and security

To closely associate economic growth with increased consolidation of defense and security; to bring into play the entire political system's overall strength in order to build all-people defense combined with people security disposition, to boost prevention and combat of crimes and social evils, to control and reduce traffic accidents, to maintain political stability and social order and safety.

III. DEVELOPMENT ORIENTATIONS OF INDUSTRIES AND SECTORS

1. Overall orientations: To concentrate on transferring and distributing labor from the low- productivity agriculture sector to the industry- service sector toward developing the province's potential and advantageous industries; to develop quality services and trade; to build infrastructure facilities, attaching importance to transport development, building of urban centers and key economic regions with dynamically developed industry and tourism, initially focusing on regions with geographic and transport advantages.

To boost economic restructuring toward developing industry and construction, maintaining food security under regulations and prioritizing the use of good land areas favorable for agricultural production to raise land use productivity and effectiveness, maintaining the rice cultivation area at 26,000 ha.

2. Industry-construction development

- To rapidly develop production of industries and cottage industries, especially creating a drastic change in product quality, effectiveness and competitiveness.

- To boost complete investment in technical infrastructure facilities, to raise effectiveness of industrial parks, clusters of industries and cottage industries, and clusters of cottage industries and craft villages. To encourage development of processing industries, especially beer, soft drink, milk and food; to strongly increase subcontract manufacture and assembly in mechanical engineering and electronics, production of consumer goods and supporting goods, and other industries toward modernity, effectiveness and environmental protection.

To strive that by 2020, industrial parks will be put into stable operation as the motive force for boosting economic growth and economic restructuring, accounting for around 70% of the industrial production value, 90% of the export value and around 50% of budget revenues of the province, and creating around 80,000 jobs, 70% of which will be for locals.

- Industry and construction will grow at 17.2% during 2011-2020, 17.5% during 2011-2015 and 17% during 2016-2020, and make up 54.8% of the province's economic structure by 2015 and 58.7% by 2020, creating some 80,000 new jobs during 2011-2020.

- Development of the building material industry:

+ Cement: To prioritize expansion and construction of cement plants with reverted furnace technology in Kim Bang and Thanh Liem districts. Not to build and develop cement plants with blast furnace technology. By 2010, to reach a capacity of 5-5.5 million tons and annual output of 4 million tons; by 2015 to reach a capacity of 15.5 million tons and steadily maintain this capacity to 2020. After 2015, the cement industry will concentrate on technological renewal toward modernity, increased efficiency and productivity and reduced environmental pollution without new development.

+ Construction rock: During 2011-2020, to mostly focus on intensive investment in large production establishments with advanced technologies to raise production and product quality, to re-organize small production establishments, encouraging and creating conditions for these establishments to enter into joint ventures and partnerships to become large ones with economic potential for changing technology and equipment to raise production and product quality.

- Farm produce, food and animal feed processing: To stabilize operation of existing animal feed production establishments at full designed capacity. To prioritize development of the food industry, to encourage development of brewer if with high capacity and modern equipment and technology; to strongly attract investment in milk and diary product mills.

- Machine manufacture and metal subcontract production: To encourage the manufacture of details and spare parts for the building material industry, transport, agriculture, auto and motorbike assembly, electronics and information technology. To manufacture steel structures for construction of transport Works and workshops in the province and neighboring provinces.

To make diversified traditional industrial products with better quality, designs and specifications, especially agricultural tools; to encourage investment in large-sized and technologically modern mechanical engineering establishments which have market outlets, operating on a semi-automatic or automatic basis.

- Garments and leather footwear: To retain the capacity of existing garment and leather footwear establishments; to concentrate on intensive investment to raise output, quality and competitiveness. To neither expand nor encourage formation of garment establishments during 2011-2020.

- Chemicals: To concentrate on production of light powder, cleansing liquid, fertilizer and industrial paint.

- Electronics and information technology: To encourage investment in and adopt appropriate incentive mechanisms for hi-tech industries with products of high economic value and large grey matter contents such as information technology, machine manufacture, electronics, software, etc., to create a remarkable change in the province's industrial structure.

- Clean water production: To raise lawful funding sources and encourage enterprises to invest in raising the capacity of water plants in Phu Ly city, to study and build centralized clean water plants in rural areas. By 2020, to strive that clean water plants in the province will reach a total daily capacity of 240,000-250,000 m3 to meet the needs for clean water of all inhabitants in the province.

- Paper production: To retain the capacity of existing paper mills, meeting market demands at a reasonable level.

3. Agricultural, forestry and fisheries development

To reach an average growth rate of around 2.6% during 2011-2020, 2.5% during 2011-2015 and 3% during 2016-2020. To strive for an agricultural value of around VND 6.2 trillion by 2020. To gradually decrease the share of agriculture to around 8.2% of the province's economic structure by 2020; to reduce the regular underemployment rate to 6-8% and raise agricultural labor's income to around VND 28 million/person by 2020, specifically:

+ Cultivation, husbandry and agricultural services: The production value will grow at around 2.5% on average during 2011-2015 and around 2% during 2016-2020. To restructure the agricultural economy toward increasingly boosting husbandry and services and expanding areas under commodity winter crops. To strive to export farm products on the basis of intensive farming of input materials and enhancement of the processing industry.

To develop large-scale husbandry, striving to build 65 cattle and poultry farms by 2020, which will account for 70% of pigs and 90% of poultry raised in the province.

To concentrate on developing rice, maize, beans, clean vegetables, potatoes, etc. on the basis of developing material intensive farming zones and advanced processing technologies. To strongly develop variety and breed, veterinary, plant protection, finance, electricity supply, irrigation and other related services, to increasingly apply new technologies to agricultural production, attaching importance to transfer and application of new technologies to production of rice strains, plant varieties and animal breeds, and farming and breeding techniques.

+ Forestry: To raise forestry value in the economic structure and restructure the forestry economy, balancing forest plantation, exploitation and processing and forestry services; to build estates of three types of forests with a reasonable structure, to keep the forest coverage at around 7% by 2020 with an area of around 6,000 ha, making important contributions to the protection of the eco-environment, land and water sources.

+ Fisheries: To comprehensively develop fisheries, to strive for an average production value growth of around 6.2% during 2011-2020. To consider fisheries an important industry with high potential for production development, especially in lowland areas unfavorable for agricultural production.

+ Rural construction and development: To strive that by 2020, half the province's communes will reach standards on new countryside (according to the national criteria on new countryside); to raise rural inhabitants' living quality; to raise people's income by 2.2-2.5 times the current level; to prevent and promptly handle seriously polluting points.

To build comprehensive essential socio economic infrastructure in rural areas, attach importance to human resource training and quality improvement and support economic development and appropriate and effective forms of production organization in agriculture, rural areas and new countryside building.

4. Service development

To quickly develop services for economic restructuring to become an important economic sector by the end of the planning period. To strive for an annual service growth rate of 12.5% during 2011-2020,11 % during 2011-2015 and 14% during 2016-2020; the total retail sales and service revenues will increase nearly 13% during 2011 -2020. The export value will reach over USD 270 million by 2015 and over USD 1.2 billion by 2020.

To focus on investment in focal tourist sites; to build the Tarn Chuc - Ba Sao tourist site, turning Ba Sao recreational center into a regional-level tourist site; Ngu Dong Son, Ben Thuy and Kem Trong tourist attractions; and the cultural, historical and festive places of Long Doi Son, Lanh Giang temple, Tran Thuong temple and Ba Danh pagoda; and intangible cultural activities such as Lieu Doi wrestling, Ha Nam folksong, etc.

5. Social development

- To develop human resources quantitatively and qualitatively to meet development requirements of the province and domestic and foreign labor markets. To generate stable employment and incomes for laborers, to create 75,000 jobs (15,000 jobs/year on average) during 2011-2015 and 111,000 moonlighting jobs (22,200 jobs/year on average); to create 70,000 jobs (14,000 jobs/year on average) during 2016-2020 and 80,000 moonlighting jobs (16,000 jobs/ year on average); to have 250,000 and 350,000 trained laborers during 2011-2015 and 2016-2020, respectively; to reduce the urban unemployment rate to below 5%.

- To keep the annual birth reduction rate at 0.2% on average and reduce the rate of giving birth to the third child or more to 0.3%, to maintain-the replacement birth rate to incrementally stabilize the population size and structure and distribute inhabitants suitable to the province's development situation in each period and improve population quality physically intellectually and spiritually.

- Education and training: To stabilize and maintain programs to universalize primary and lower secondary education, to reach upper secondary education universalization standards; to solidify all schools by 2020. To build 80% of preschools and lower secondary and upper secondary schools and 100% of primary schools up to national standards by 2020.

Professional education and vocational training: to reach a rate of 60% of trained laborers by 2020; to complete the targets of streaming graduates of upper secondary schools. To build a university urban center north of Phu Ly city, attracting investment from universities and vocational colleges. To strive to have at least 2 new universities by 2020.

- Public healthcare and population work: To reduce the morbidity rate and diseased mortality rate, to improve people's health and life expectancy and population quality, contributing to improving living quality and human resource quality, to form a synchronous healthcare system from provincial to grassroots levels meeting industrialization and modernization requirements during the province's development.

To increase training and retraining to raise professional qualifications of health workers to catch up with scientific and technical advancements; to encourage post-graduate training. To concentrate on building infrastruc­ture facilities and increasing equipment for the province's health system. To complete and consolidate the grassroots health network, to maintain healthcare quality and build communes reaching national health standards. To build a regional quality health center and hospitals with funds raised from the society.

- Culture: To improve people's cultural and spiritual lives. To build and complete some cultural institutions at provincial, district and grassroots levels.

By 2020, 90% of families will reach cultural standards; 100% of communes and wards will have cultural houses, art performance groups and recreational centers. To build and complete some cultural institutions at provincial, district and grassroots levels. To conserve and embellish national and provincial relics; to rank the provincial museum at grade III; to build a modern library system to meet people's cultural and spiritual needs. To build cultural houses of hamlets and villages and particularly renew their activities based on people's customs, habits and production development. To upgrade and expand the radio and television broadcast system to meet people's demands.

- Physical training and sports: To boost physical training and sports movements to attract people to regular physical training and sports activities. To foster sportspersons, especially those of key high-achievement sports, especially women soccer. By 2020, to annually increase the rate of medal winners by 10-15%, to supply 15-20% of sportspersons for national teams. To build a regional sports center with sporting halls, sports grounds and athletes' houses, etc.

- To quickly and sustainably reduce poverty; to annually reduce the rate of poor households by 2-3% on average according to the new poverty line; to adopt socio-economic development strategies, programs and plans of levels and sectors, to take specific measures for implementing the hunger eradication and poverty reduction program in order to narrow the rich-poor gap in the population.

6. Defense and security: To build and consolidate defense, security and social order and safety, assuring stability for development.

7. Infrastructure development

- Transport system development: To further consolidate and upgrade existing transport routes in combination with building some inter-provincial, provincial and urban roads, including:

+ For national highways: To coordinate with the Ministry of Transport in completing construction of Cau Gie-Ninh Binh expressway and upgrading sections of national highways 1 A, 21 A. 2 IB and 38 running through Ha Nam province; to build a road and bridge spanning the Red river, linking the north-south expressway with Hanoi-Hai Phong expressway (starting point: Ha Nam - ending point: Hung Yen); to build road 499 and a bridge spanning the Red river linking the north-south expressway with national highway 39 in Thai Binh; to upgrade the road linking Ha Nam, Nam Dinh and Ninh Binh provinces into a national highway.

+ For provincial roads: To asphalt and concrete all roads; to upgrade all provincial roads up to grade-IV delta road standards and upgrade bridges on this road in conformity with the roads' grade; to upgrade roads in old urban centers, to complete roads within new urban centers under planning; to build some urban trunk roads: Dong Van-Phu Ly avenue and a bridge over Chau river.

+ For rural roads: By 2015, to asphalt or concrete all inter-commune roads and upgrade commune roads to type-A or -B rural road standards.

+ Waterway transport: To upgrade, improve and dredge river fairways and ports, warehouses and storage yards to meet the needs for transport of materials and supplies for production and sale. To open the route linking Chau river with Red river, to improve routes for operation of ships of 50-200 tons.

+ To complete the upgrading of the north-south railway by 2020, to build Phu Ly station into a major cargo transit point of the North in general and the Red river delta in particular. To coordinate with the Ministry of Transport in building the north-south railway into a double one under the master plan of the railway sector.

- Electricity and water supply:

+ High voltage system: To stably operate Kim Bang 220kV transformer station and the 110kV grid, to build the transformer stations of Dong Van II, Thanh Nghi and Cau Giat and well operate existing transformer stations.

+ Medium voltage system: To be designed open loop, for new urban centers, industrial parks and Phu Ly city.

+ Water supply system: To raise the capacity of water-plants in Phu Ly city and study the construction of water plants in districts to reach a total designed capacity of around 250,000 m3 per day by 2020.

- Information and communications: To build 25 and 20 switchboards and 150 and 100 base transceiver- stations during 2011-2015 and 2016-2020, respectively. To replace switchboard devices with switches and optic-cable transmission systems.

V. ORIENTATIONS FOR SPATIAL ORGANIZATION

1. North western sub-region (comprising Duy Tien, Kim Bang and Thanh Liem districts): To concentrate on development of industries and centralized industrial parks to take advantage of the terrain, geographical position, transport system, etc.

2. Southeastern sub-region (comprising Binh Luc and by Nhan districts): To concentrate on development of agriculture and light industries.

3. Phu Ly city central region as the province's cultural, economic and political center: To concentrate on development of trade and services such as banking, hotels, post and telecommunications, etc.

4. Orientations for spatial development of the urban system and rural residential areas up to 2020:

- Phu Ly city: To expand its size to meet the province's development requirements. By 2020, to become a grade-II provincial city. To mainly develop the northeastern area and northern Chau Giang (to increase its area by around 1,000 ha) and to form a new political and administrative center of the province.

- Duy Tien district: To develop the urban-industrial-service chain of Dong Van-Hoa Mac-Yen Lenh, from 2015 to 2020, to establish Duy Ha town with a population of around 100,000 and Doi Son township as the political-cultural-social center of Duy Tien district.

- Kim Bang district: To be a service, trade, eco-tourism and resort center. To form Nhat Tan and Tuong Linh townships and expand Que and Ba Sao townships.

- Thanh Liem district: To expand Non and Kien Khe townships. To form a central township and Pho Ca township. This is an industrial service and building material center.

- Ly Nhan district: To form Nhan Hau, Nhan My and Cau Khong townships. To expand Vinh Tru township. This is the province's agricultural production center.

- Binh Luc district: To form Cho Song, Ba Hang, DoHai and An Noi townships. To expand Binh My township. To become the province's trade and agricultural development center.

V. DEVELOPMENT PROGRAMS

1. Socio-economic development program.

2. Urban development program.

3. Human resource development program.

4. Agricultural and forestry restructuring program.

5. Industry and cottage industry development program.

6. Service and tourism development program.

7. Transport development program.

8. Program on economic development cooperation within the Red river delta.

VI. LIST OF PROGRAMS AND PROJECTS PRIORITIZED FOR INVESTMENT STUDY

(See the enclosed Appendix)

VII. MAJOR SOLUTIONS FOR IMPLEMENTING THE MASTER PLAN

1. Fund raising

The total investment during 2011-2020 is estimated at around VND 270 trillion, including over VND 70 trillion during 2011-2015 and over VND 200 trillion during 2016-2020.

Apart from state budget funds, the province should adopt specific solutions to raise to the utmost domestic and overseas resources for development investment, including:

Making and promulgating a list of programs and projects calling for investment up to 2020. On this basis, boosting investment advertising, introduction and promotion in order to attract enterprises and investors to the province, attaching importance to ODA funding source.

Improving the investment, production and business environment, especially reforming investment procedures; creating conditions in terms of infrastructure facilities to readily receive investment projects; promulgating attractive and transparent investment support policies in compliance with law.

- Boosting socialization of investment, especially in education, training, health, culture, sports, radio, television, science and technology and environmental protection, to attract different economic sectors to make investment in these domains.

- To expand BOT, BT, BTO and PPP forms of investment, to create favorable conditions for capital market development; to develop investment joint ventures and partnerships and contribution of property as capital.

2. Training and human resource development

- To further increase investment m education and training; to raise training capacity of universities, colleges and secondary schools to meet the province's socio-economic develop­ment requirements. To invest in equipment and physical foundations of the vocational college and professional secondary schools and build capacity for their employees and lecturers.

- To expand forms of vocational training, to encourage enterprises to provide vocational training for employees of their own and others; to focus on high-demand industries such as electricity, electronics, mechanical engineering, building materials, etc, closely associating with labor demands of enterprises and production establishments; to adopt employment mechanisms and welfare policies to step by step raise productivity.

3. Science and technology

To adopt measures to associate development of science and technology with production; to increase domestic and overseas cooperation in scientific research and technological development; to study and adopt incentive mechanisms and policies for enterprises, organizations and persons investing in the research, application and transfer of scientific and technological advances to production in line with the State's general policy.

4. Natural resources use and environmental protection

- To well implement the law and programs on protection of water and mineral resources and the environment; to reasonably and effectively exploit land and mineral resources.

- To actively mobilize people to raise awareness about environmental protection; to boost socialization of environmental protection work in combination with resource planning and balancing, to increase the state management of the environment. To adopt effective measures to mitigate environmental pollution, especially in urban centers and centralized industrial zones.

5. Increase of state management capacity

To further boost administrative procedure reforms, saving time for investors, organizations and individuals. To concurrently boost information technology application to administration in parallel with administrative procedure-reforms, especially in investment project appraisal, business registration, construction licensing, grant of house ownership and land use rights certificates, residence registration, notarization, etc.

6. Trade promotion and development cooperation

To raise quality and effectiveness of trade and investment promotion; to boost development cooperation and association with Hanoi, Red river delta provinces and other provinces nationwide; to prioritize cooperation in industries of high levels and technologies for which the province has demands.

7. Defense and security

To closely associate socio-economic development with increase of defense and security strength in the locality toward building all-people defense disposition combined with people security disposition to firmly maintain political stability, security and social order and safety in the locality.

VIII. ORGANIZATION AND SUPERVISION OF THE MASTER PLAN IMPLEMENTATION

1. After the master plan is approved by the Prime Minister, to publicize and disseminate it to party committees and administrations of all levels, sectors, mass organizations, enterprises and people in the province; to elaborate programs of action to step by step implement the master plan.

2. To concretize the master plan's objectives and tasks into five-year and annual plans for effective implementation. Annually, to evaluate the implementation of the master plan and on that basis, review and propose according to its competence the adjustment or supplementation of the master plan to suit the socio-economic development situation in the province in each period.

3. Levels, sectors, socio-political organizations and people shall inspect and supervise the implementation of the master plan.

Article 2. The master plan will serve as a basis for the elaboration, submission, approval and implementation of sectoral master plans (construction, land use and other related plans) and investment projects in the province.

Article 3. To assign the People's Committee of Ha Nam province to base itself on the approved master plan to assume the prime responsibility for, and coordinate with concerned ministries and sectors in, directing the formulation, submission, approval and implementation of the following documents:

1. District-level socio-economic develop­ment master plans; construction master plans; land use master plans and plans; and development master plans of industries and sectors in the province to ensure achievement of socio-economic development objectives associated with defense and security maintenance.

2. Long - medium - and short-term plans associated with specific projects to enable appropriate planning of fund allocation.

3. Mechanisms and policies meeting the province's development requirements in each period so as to attract investment and raise resources for the master plan implementation, which shall be promulgated, or proposed to competent authorities for promulgation, by the People's Committee of Ha Nam province.

Article 4. Concerned ministries and central sectors, within The ambit of their functions, tasks and powers, shall:

1. Guide and assist the People's Committee of Ha Nam province in implementing the master plan.

2. Coordinate with Ha Nam province in reviewing, adjusting and supplementing master plans of industries and sectors to ensure completeness and consistency with the master plan; assist the province in raising domestic and overseas investment funds for the master plan implementation.

Article 5. This Decision takes effect on the date of its signing.

Article 6. The chairperson of the People's Committee of Ha Nam province, ministers, heads of ministerial-level agencies and heads of government-attached agencies shall implement this Decision.-
