On promulgating the Set of indicators to assess the risk of the Coronavirus infection at enterprises in Ho Chi Minh City

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Law on Prevention and Control of Infectious Diseases dated July 21, 2007;

Pursuant to the Prime Minister s Decision No. 447/QD-TTg dated April 01, 2020, on announcement of the COVID-19 epidemic;

Pursuant to the Prime Minister s Directive No. 15/CT-TTg dated March 27, 2020, on drastically implementing the prevention and control of the COVID-19 outbreak;

Pursuant to the Prime Minister s Directive No. 16/CT-TTg dated March 31, 2020, on implementing urgent measures to prevent and control the COVID-19 epidemic;

Pursuant to the Government Office s Official Dispatch No. 2601/VPCP-KGVX dated April 03, 2020, on implementing the Directive No. 16/CT-TTg on the prevention and control of the COVID-19 epidemic;

At the proposal of the Department of Health in the Official Dispatch No. 1928/SYT-NVY dated April 04, 2020,

 


 

DECIDES:

 

Article 1.To promulgate with this Decision the Set of indicators to assess the risk of the Coronavirus infection at businesses in Ho Chi Minh City.

Article 2.This Decision takes effect on the date of its signing.

Article 3.The Chief of Office of the City People s Committee, Director of Department of Health, Director of Department of Labor, War Invalids and Social Affairs, Head of Management Board of Export Processing and Industrial Zones of the City, Head of Management Board of Hi-Tech Park city, Head of the City Food Safety Management Board, Heads of related Departments and branches, Chairpersons of People s Committees of rural districts, Chairpersons of People s Committees of wards - communes - townships and relevant organizations and individuals are responsible for the implementation of this Decision./.

Set of indicators

to assess the risk of the Coronavirus infection at enterprises in Ho Chi Minh City
(Attached to the Decision No. 1203/QD-BCD dated April 06, 2020, of the Head of Ho Chi Minh City Steering Committee for Prevention and Control of COVID-19 epidemic)

I. SET OF INDICATORS(maximum of 10 points - the highest risk):

1. Component indicator 1 (TP1):Number of workers working concentrated in the enterprise:

- Under 100 workers: 1 point;

- From 100 workers to under 500 workers: 2 points;

- From 500 workers to under 1,000 workers: 5 points;

- From 1,000 workers to under 5,000 workers: 7 points;

- From 5,000 workers or more: 10 points.

2. Component indicator 2 (TP1):Density of workers working in a workshop; on average of 1 m2of workshop premises, there are:

- 0.06 workers: 1 point (every 16 m2or more, there is one worker);

- 0.1 workers: 2 points (every 9 m2to under 16 m2, there is one worker;

- 0.25 workers: 6 points (every 4 m2to under 9 m2, there is one worker);

- 0.4 workers: 8 points (every 2.5 m2to under 4 m2, there is one worker);

- 1 worker: 10 points (every 1 m2to less than 2.5 m2, there is one worker).

3. Component indicator 3 (TP1):Workers washing their hands with alcohol-based sanitizers before entering and leaving the workshop:

- In all workshops: 1 point;

- There are workshops without antiseptic water and washing places: 10 points.

4. Component indicator 4 (TP4):Percentage of workers wearing masks while working:

- All of the workers wearing masks while working: 1 point;

- Some people do not wear a mask while working: 10 points.

5. Component indicator 5 (TP5):Ratio of workers whose temperatures are checked before entering the workshop:

- All of the workers temperatures are checked before entering the company: 1 point;

- Some people do not have their temperatures checked before entering the company: 10 points.

6. Component indicator 6 (TP6):Distance between workers at the cafeteria:

- 2 m or more: 1 point;

- From 2 m to 1.5 m: 3 points;

- From under 1.5 m to 1 m: 6 points;

- From under 1 m to 0.5 m: 8 points;

- Less than 0.5 m: 10 points.

7. Component indicator 7 (TP7):Number of workers going to work by pick-up vehicle:

- Under 100 workers: 1 point;

- From 100 workers to under 500 workers: 3 points;

- From 500 workers to under 1,000 workers: 6 points;

- From 1,000 workers to under 5,000 workers: 8 points;

- From 5,000 workers or more: 10 points.

8. Component indicator 8 (TP8):Number of worker’s areas (places for pick-up and drop-off) before going to work (each area is 3 km or more apart):

- 1 area: 1 point;

- From 2 - 3 areas: 3 points;

- From 4 - 5 areas: 7 points;

- More than 5 areas: 10 points.

9. Component indicator 9 (TP9):The company issues masks to workers every day or distributes enough washable masks:

- 100% of workers: 1 point;

- From 80% to under 100% of workers: 2 points;

- From 60% to under 80% of workers: 8 points;

- From 40% to under 60% of workers: 9 points;

- Under 40% of workers: 10 points.

10. Component indicator 10 (TP10):The company works night shifts (except for enterprises producing food, foodstuff, pharmaceuticals, gasoline, oil, electricity, water, fuel and medical equipment for the prevention and control of the COVID-19 epidemic):

- No night shift: 1 point;

- Having a night shift: 10 points.

II. ASSESSMENT:

1.The formula for assessing the Risk of Coronavirus infection (CRLN) of an enterprise is:

CRLN = (TP1 + TP2 + …. + TP10)/100.

2.If an enterprise’s CRLN is:

- 10%: Very low risk (allowed to operate);

- Less than 30%: Low risk of infection (allowed to operate but must be checked periodically to overcome the restrictions on which component indicator is the highest);

- From 30% to under 50%: Average infectious risk (can be operated as long as there is no component indicator score of 7 or more);

- From 50% to under 80%: High risk of infection (risk reduction measures must be implemented in order to operate);

- From 80% to 100%: Very high risk of infection (inactivity)./.
