DECISION
Approving the Overall Scheme on further building Hanoi Law University and Ho Chi Minh City University of Law into key universities in training law officers[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the June 14, 2019 Education Law;
Pursuant to the June 18, 2012 Law on Higher Education; and the November 19, 2018 Law Amending and Supplementing a Number of Articles of the Law on Higher Education;
Pursuant to the Government’s Decree No. 96/2017/ND-CP of August 16, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Justice;
Pursuant to the Prime Minister’s Decision No. 549/QD-TTg of April 4, 2013, approving the Overall Scheme on building Hanoi Law University and Ho Chi Minh City University of Law into key universities in training law officers;
At the proposal of the Minister of Justice,
DECIDES:
Article 1. To approve the Overall Scheme on further building Hanoi Law University and Ho Chi Minh City University of Law into key universities in training law officers (below referred to as the Scheme) with the following principal contents:
1. Title of the Scheme: Further building Hanoi Law University and Ho Chi Minh City University of Law into key universities in training law officers.
2. Agency in charge of the implementation of the Scheme: the Ministry of Justice, for Hanoi Law University, and the Ministry of Education and Training, for Ho Chi Minh City University of Law.
3. The Scheme’s objectives:
a/ General objectives: To continue focusing resources on building Hanoi Law University and Ho Chi Minh City University of Law into key universities in training law officers that are top legal research and legal knowledge dissemination centers among Vietnam’s law training institutions, play the leading role in the country’s system of law training institutions and are reputable in Southeast Asia and the world.
b/ Specific objectives:
- Regarding training
+ In the 2022-2025 period: By 2025, the two universities will provide training to around 36,000 undergraduate students, learners and postgraduate students. The number of second-degree students and master’s and doctor’s students will increase by 10% per year. To have a number of key spearhead specialties, meeting Vietnam’s and international requirements. The student-lecturer ratio will not exceed 25:1.
+ In the 2026-2030 period: To provide training to around 49,000 students, focusing on increasing the scale of high-quality and master and doctor training programs. By 2030, the student-lecturer ratio will not exceed 20:1; the average enrollment for master’s and doctor’s levels will not be lower than 20% of their yearly enrollment scale. To continue asserting their strengths in training in assorted spheres of law; to develop new training disciplines and specialties at bachelor’s and master’s levels; to continue developing high-quality training programs. To diversify programs and expand forms of training, including basic training, advanced training and training under the orders of agencies, organizations and enterprises.
- Regarding scientific research
+ In the 2022-2025 period: By 2025, all professors and associate professors and 85% of doctors will take the main charge of or take part in scientific and technological themes and schemes of all levels. To publish at least 100 articles in reputable scientific journals in the world; annually, to implement at least 10-20 national- or ministerial/provincial-level themes, jointly conduct at least 1 to 2 research(es) with international partners, organize 9 national and international seminars, and publish around 20 monographs.
+ In the 2026-2030 period: Annually, to publish at least 200 articles in the world’s reputable scientific journals with the rate of at least 0.3 international journal article per one permanent lecturer, and implement 12-25 national- or ministerial/provincial-level scientific themes, and 10 scientific research cooperation programs with foreign partners; to host at least 13 national and international seminars, and have 30 new book titles. By 2030, to digitalize all articles published on the Journal of Legal Studies and Vietnamese Journal of Legal Sciences; to continue developing all-level scientific themes, textbooks, case books, references, and monographs and focus on the quality of articles published on international journals, etc.
- Regarding law dissemination and communication, legal consultation, legal aid and community service
+ In the 2022-2025 period: To increase the number of consultation cases to 15% per year, of which 20-30% are free of charge. By 2025, the number of consultation cases and matters in assorted spheres of law for clients will be at least 500 per year, the number of lecturers’ and students’ participations in legal consultation and legal aid activities will reach 500 per year; annually, to organize at least 30-40 law dissemination and communication programs in various forms.
+ In the 2026-2030 period: The number of legal consultation cases and matters will reach 600-700 per year, of which 30-40% are free of charge. Annually, to organize 40-60 law dissemination and communication programs in various forms.
- Regarding human resources and apparatus organization
+ In the 2022-2025 period: Hanoi Law University will have a contingent of around 450 permanent lecturers, and Ho Chi Minh City University of Law, 350 permanent lecturers, of whom at least 40% possess doctor’s degree, 20-30% hold the title of professor or associate professor, and at least 30% are fluent in foreign languages; at least 70% of division heads and 50% of public employees can communicate in foreign languages; the two universities will boast large and qualified contingents of guest lecturers; and exchange of lecturers between law training institutions will be increased.
+ In the 2026-2030 period: By 2030, each university will have around 600 lecturers, of whom 40-45% possess doctor’s degree, 25-30% hold the title of professor or associate professor, and at least 50% are fluent in foreign languages; guest lecturers will undertake at least 20% of the teaching workload; and the two universities will increase the exchange of lecturers with foreign law training institutions; 90% of division heads and 70% of public employees can communicate in foreign languages and all public employees can master information technology in their work.
- Regarding domestic and international cooperation
+ In the 2022-2025 period: To reach 80 agreements with foreign training institutions and 40 domestic cooperation agreements. To increase the number of foreign experts working in the universities, striving to reach the number of 15 foreign lecturers per year; to have at least 20 student and lecturer exchange programs per year. Each university will host at least 1 international moot court competition and participate in at least 3 English-language moot court competitions (at national, regional or international level).
+ In the 2026-2030 period: To reach 150 agreements with foreign training institutions and 85-100 domestic cooperation agreements. To have 30 foreign lecturers and at least 30 student and lecturer exchange programs per year. Each university will host at least 2 international moot court competitions and participate in at least 5 English-language moot court competitions (at national, regional or international level).
- Regarding physical facilities and information technology
+ In the 2022-2025 period: To continue investing in and completing spacious and modern physical facilities in Campus 2 of Hanoi Law University in Tu Son city, Bac Ninh province; to upgrade, renovate and modernize physical facilities at the Hanoi-based head office and branch in Dak Lak province. To continue implementing the project to build Ho Chi Minh City University of Law in Long Phuoc ward, Thu Duc city; the project in Ward 7, Da Lat city, Lam Dong province, and procedures for preparation for investment in the Project to build the training facility of Ho Chi Minh City University of Law in Cam Phuc Bac ward, Cam Ranh city, Khanh Hoa province. To renovate teaching and learning methods, administration and management based on digital technology; to develop a modern digital library, accelerate the use of the world’s leading advanced electronic databases; to cooperate with at least three libraries of regional countries.
+ In the 2026-2030 period: By 2030, all instructive and executive documents will be exchanged in the cyberspace; 60% of communications between learners and school will be carried out via the information technology system; half of lecturers’ lectures will be uploaded on the E-Learning system; all public employees and learners will use emails in their work; 40% of meetings will be held online; all units and classrooms will be connected with local area networks (LAN) and wifi with stable high bandwidth. To increase and diversify revenue sources, especially those from services and scientific and technological activities, then strive to make self-financing investment.
4. Organization of implementation:
- The Ministry of Justice:
+ To take full responsibility before the Prime Minister for the accuracy, completeness and legality of data and information and the whole contents relating to Hanoi Law University stated in the Scheme.
+ To assume the prime responsibility for, and coordinate with the Ministry of Education and Training in, directing Hanoi Law University and Ho Chi Minh City University of Law to implement the Scheme and their respective component schemes; to annually report the results of implementation of the Scheme and component schemes to the Prime Minister and competent agencies.
+ To approve orientations, tasks, specific plans and projects related to the implementation of the Scheme on building of Hanoi Law University into a key university in training law officers.
+ To assume the prime responsibility for, and coordinate with the Ministry of Home Affairs, Ministry of Finance and related ministries and sectors in, proposing specific mechanisms and policies for the two universities’ managers and lecturers in accordance with law and the Party’s regulations.
- The Ministry of Education and Training:
+ To take full responsibility before the Prime Minister for the accuracy, completeness and legality of data and information and the whole contents relating to Ho Chi Minh City University of Law stated in the Scheme.
+ To assume the prime responsibility for, and coordinate with the Ministry of Justice and related ministries and sectors in, directing Hanoi Law University and Ho Chi Minh City University of Law to adopt solutions related to training contents and programs, renew training process and methods according to the objectives, tasks and solutions set forth in the Scheme and their respective competent schemes.
+ To approve orientations, tasks, specific plans and projects related to the implementation of the Scheme on building of Ho Chi Minh City University of Law into a key university in training law officers.
- The Ministry of Planning and Investment shall guide the Ministry of Justice to formulate medium-term and annual public investment plans, including tasks of implementing the Scheme to ensure compliance with the Law on Public Investment.
- The Ministry of Finance shall guide and allocate funds for the two universities to implement the Scheme and according to the plan and schedule.
- The People’s Committee of Bac Ninh province shall coordinate and support Hanoi Law University in building Campus No. 2 in the locality in accordance with relevant master plans and current law; the People’s Committee of Ho Chi Minh City shall continue to support Ho Chi Minh City University of Law in completing administrative procedures to implement the investment project in Long Phuoc ward, Thu Duc city, in accordance with relevant master plans and current law.
5. Funds for the implementation of the Scheme:
- State budget funds: The Ministry of Justice and Ministry of Education and Training shall coordinate with the Ministry of Planning and Investment and Ministry of Finance in summarizing, reviewing, balancing and allocating state budget funds for implementation of the Scheme’s objectives and tasks to ensure compliance with the law on the state budget.
- Self-accumulated funds of Hanoi Law University and Ho Chi Minh City University of Law.
- Funds from other lawfully mobilized sources.
Article 2. This Decision takes effect on the date of its signing.
Article 3. The Ministers of: Justice, Education and Training, Planning and Investment, Finance, and Home Affairs, chairpersons of provincial-level People’s Committees and heads of related agencies shall implement this Decision.-
