Decision No. 1113/QD-TTg dated July 09, 2013 of the Prime Minister approving the general planning adjustment of Phu My new urban area, Ba Ria – Vung Tau with the vision to 2030
Pursuant to the Law on Government’s organization dated December 25, 2001;
Pursuant to the Law on Construction dated November 26, 2003
Pursuant to the Law on Urban Planning dated June 17, 2009;
Pursuant to the Decree No. 37/2010/ND-CP dated April 07, 2010 of the Government on the formulation, evaluation, approval and management of urban planning;
At the proposal of People’s Committee of Ba Ria – Vung Tau province,
DECIDES:
Article 1. To approve general adjustment planning of Phu My new urban area, in Ba Ria – Vung Tau province through 2030 with the following principal contents:
1. Planning scope
The planning scope includes entire administrative boundaries of Tan Thanh rural district, Ba Ria – Vung Tau province, with area of 33,794 ha.
2. Characteristic
Being new urban area, keeping role as a center of industry, international seaport, service and tourism, being important transport focal center of Ba Ria – Vung Tau province and a south key economy region, with importance position on security and national defense.
3. Population scale
- By 2020, population of entire urban area will be about 200,000 persons, in which inner-city population will be about 174,000 persons, outer-city population will be about 26,000 persons.
- By 2030, population of entire urban area will be about 310,000 persons, in which inner-city population will be about 285,000 persons, outer-city population will be about 25,000 persons.
4. Land scope
a) By 2020, the natural area of entire urban area will be 33,794 ha, in which:
- Inner-city land will be 20,500 ha, including:
+ Land for urban construction will be 6,923 ha, in which land for civil purpose will be 1,783 ha, average of 102.5 m2 /person; other land in scope of area for civil purpose will be 700.3 ha; land not for civil purpose will be 4439.7 ha (in which industrial land will be 3058.2 ha, port land will be 216.1 ha).
+ Other land in inner-city area (ecological trees, natural hills …) will be 13,577.1 ha.
- Outer-city land will be 13,294 ha.
b) By 2030, the natural area of entire urban area will be 33,794 ha, in which:
- Inner-city land will be 20,500 ha, including:
+ Land for urban construction will be 11,945.4 ha, in which land for civil purpose will be 3,125.5 ha, average of 109.66 m2 /person; other land in scope of area for civil purpose will be 1188.6 ha; land not for civil purpose will be 7631.4 ha (in which industrial land will be 5,278.2 ha, port land will be 934.4 ha).
+ Land reserved for development will be 3,493.4 ha, in which land reserved for industrial development will be 1261 ha and port development will be 201 ha, land for transport, yard, warehousing services will be 815 ha…
+ Other land in inner-city area (ecological trees, natural hills …) will be 5,061.2 ha.
- Outer-city land will be 13,294 ha.
5. Orientations for urban development
a) Adjusting orientation of functional sub-divisions and land use
- Zone not for civil purpose
+ Industrial zones:
. The existing industrial zones have a total area of 3,432.45 ha. Including zones: My Xuan A (303 ha), My Xuan A2 (313 ha), My Xuan B1 (226.15 ha), Tien Hung (200 ha), Dai Duong (145.7 ha), Phu My I (954 ha included port), Phu My II (620.6 ha), Cai Mep (670 ha).
. The built-newly industrial zones have a total area of about 1,845 ha, including zones: Phu My II industrial zone expended: 403 ha (steel, chemical, etc...); Phu My III industrial zone: 942 ha (electricity, fertilizer, chemical, heavy industry, etc...); Long Huong industrial zone: 400 ha; My Xuan industrial zone expended: 100 ha.
. Spending the reserved land fund (1,590 ha) for development of several local industrial zones and clusters in future, such as: Phu My II industrial zone expended: 600 ha (multidisciplinary); Cai Mep Ha Logistic zone: 815 ha.
+ Seaports and port logistic service zones:
. System of main port, including existing ports and ports just been developed along to system of Thi Vai, Cai Mep rivers, with total area of 934.4 ha and reserved land fund for development of service zones in future will be about 201 ha.
+ Zone of infrastructure focal works has a total area of about 31ha.
- Zone for civil purpose:
After adjusting, total area of land for civil purpose of Phu My new urban area will be about 3,125.5 ha. The zone for civil purpose of urban area will be allocated into 06 urban areas:
+ Phu My urban area with area of land for civil purpose of 879.4 ha.
+ My Xuan urban area with area of land for civil purpose of 827 ha.
+ Phuoc Hoa urban area with area of land for civil purpose of 789.0 ha.
+ Hac Dich urban area with area of land for civil purpose of 443.6 ha.
+ Toc Tien urban area with land area of 378.0 ha.
+ Tan Hai urban area with area of land for civil purpose of 124 ha.
- System of centers, agencies, tourism zones and works for religion and belief:
+ System of urban service works with land area scope of 142.5 ha, including system of common education facilities, network of medical, cultural, trading and service, sport facilities, etc… the urban ranks will be laid suitably with service radius.
System of urban centers, urban public works will be planned suitably with urban characteristic and structure:
. The administrative - political facilities are situated in Phu My urban area.
. The trading, service, finance - banking centers are situated at My Xuan, Phu My, Phuoc Hoa and Hac Dich urban areas.
. The entertainment facilities, sport and physical exercise centers are situated in Phu My and Phuoc Hoa urban areas.
. The training – vocational schools, hospitals are situated in Phu My and Hac Dich urban areas.
- + Agencies outside urban areas have area of 47.4ha.
- Tourist, rest or recreation zones are situated in Dinh mountain and Thi Vai tourism zones, with area of 371.1 ha.
- Works for religion and belief have total area of 124 ha and are preserved and rehabilitated.
- System of parks, forest parks, isolated ecological areas:
System of parks, forest parks, isolated ecological areas with area of 2,010.3 ha. At My Xuan urban area, 01 park with trees - harmonic lake, area of 160 ha is arranged. The forest park at fringe of Toc Tien, Thi Vai, Dinh mountains have area of 350 ha. Besides that, there is a system of isolation trees of corridor to protect from high-tension power grid and protect for natural canals, surface water, etc …
- Outer-city area:
Space of outer-city, agricultural area, area for landscape protection, development reserve will be Chau Pha, Toc Tien, Tan Hai, Song Xoai and Hac Dich.
b) Orientations of overall urban space, design frame
Exploiting characteristic of urban areas along rivers in association with canals and mountain ranges of Thi Vai, Dinh mountains, forming the abundant and diverse architecture space on the basis of developing architectures of low-storey house adjacent to industrial zones, the existing residential areas innovated; residential areas with low density in association with tourist and recreation zones and system of tree parks; concurrently developing residential areas and central areas with architecture of high-storey houses at central urban areas.
Building high stories, modern architectures, creating many open spaces, associated with system of trees, water surface at centers of urban areas. Toward layout according to main traffic axles; on traffic routes, creating suitable open space and public setback space.
Spatial organization of outer-city areas, natural landscape associated with urban space elements.
6. Orientations for infrastructure system development
a) Orientations for traffic system development:
* The external traffic system:
- Railway: Building couple railway with gauge of 1,435 mm connected from Bien Hoa city to Vung Tau city, section passing Phu My urban areas, and running along to the East side of national road 51. Corridors of railway and gas pipeline ensured on entire route will be 150m; building 3 sub-routes leading to port clusters.
- Waterway port: General port has capacity of 80 million ton/year; specialized ports have capacity of 15-25 million ton/year; depth-water ports have capacity of 100-120 million ton/year.
- Road:
+ Upgrading national road 51, boundary line planned 70 m; building Bien Hoa – Vung Tau new highway, road safe corridors of 100m.
+ Building 4 main lateral axes:
. Lateral axis 1: building line of 50m, the head point of road connected with Bien Hoa – Vung Tau highway, the end point of road connected with My Xuan A port.
. Lateral axis 1: building and expending on the basis of My Xuan – Hac Dich – Ngai Giao route, building line of 30m, the head point of road connected with the belt 4 of Ho Chi Minh city, the end point of road connected with Phu My – Thi Vai inter-port road.
. Lateral axis 3: building line of 75 - 82.5 m, the head point of road connected with Bien Hoa – Vung Tau highway, the end point of road connected with Phu My – Thi Vai inter-port road.
. Lateral axis 4: building and expending on the basis of Tan Hoa – Toc Tien route, building line of 44 m, the head point of road connected with Bien Hoa – Vung Tau highway, the end point of road connected with Phu My – Thi Vai inter-port road.
+ Building 4 other traffic intersections on Bien Hoa – Vung Tau highway and 4 other traffic intersections going through railway corridor and national road 51.
+ Building 01 bus station serving for urban area. Truck station serving for industrial zones and ports will be arranged under each functional area.
* The inner-city traffic system:
- Forming traffic axis linked industrial zones, increasing the continuous and systematic nature for network.
- System of parking in urban areas: Criterion of parking land for entire urban areas appropriates 2.5 – 3% on all land fund for civil construction; total land fund for parking in urban area: 40 - 50 ha.
- System of parking in industrial and port areas: Public parking yards are arranged in combination with system of warehouses, yards, station prior to port; separate parking will be allocated in each industrial zone, port, criterion of parking ensure 1- 1.5% of land fund.
b) The planning orientations for leveling, storm water drainage
- Ground: Ground level in construction of industrial zones and areas for civil purpose will be ≥ 2.7 m, concentrated park with trees will be ≥ 2.0 m.
- Drainage: Old residential areas are built a complete general drainage system; industrial zones and new urban centers are built separate sewer system for drainage, these sewer lines will be gathered to transport water to some place to let out at outside fence of project.
c) The planning orientations for water supply
- Criterion of water supply for inner-city living activities will be 150 liter/person/day, water supply for outer-city living activities will be 120 liter/person/day. Water for concentrated industry zones: 22÷45 - m3/ ha/ day. Water for ports: 10 m3/ha/ day.
- Water demand: At head period till 2020, it will be about 240,000 m3/day; in long term till 2030, it will be about 325,000 m3/day.
- Water sources to supply for Phu My new urban area are underground water sources on the spot and surface water sources of Suoi Sao, Da Den and Song Ray lakes.
- Focal works: Upgrading, expending Toc Tien surface water plant up to capacity of 20,000 m3/day; Phu My underground water plant with capacity of 25,000 m3/day; Phu My (Chau Duc) surface water plant with capacity of 150,000 m3/day; Toc Tien II surface water plant with capacity of 60,000 m3/day; Phu My II surface water plant with capacity of 100,000 m3/day.
d) The planning orientations for power supply
- The calculated criterion calculated of electricity for living activities will be 500 KW/1,000 persons; criterion of electricity supply for industry will be 150-300 KW/ha;
- Total capacity required will be 1,728 MW.
- Phu My new urban area will be supplied electricity from the Phu My thermal-power center through 110KV lines; building 16 new 110 KV stations with capacity of each station will be from 2x25 to 2x63 MVA.
e) The planning orientations for sewage drainage and management of solid wastes and graveyards
- Building the system of drainage sewers.
- All sewage will be concentrated to 14 stations for processing industrial sewage and 3 stations for processing living sewage, processed sewage must meet the current standards before being discharged into the environment.
- Phu My new urban area will build 3 stations for processing living sewage: Capacities of stations respectively are 26,000 m3/day, 25,500 m3/day, and 2,000 m3/day.
- Industrial zone includes 14 stations for processing sewage: Capacities of stations respectively are 4,800 m3/day to 21,000 m3/day.
- Building a complex for processing solid wastes at Toc Tien ward, construction land scale will be 100 ha.
- Building graveyard at Toc Tien ward with area of 20 ha. The graveyard use synthetic technology: Burying once, tomb may be disinterred for reburial.
7. The use planning at head period till 2020
a) Planning on land use
- To develop projects of investment in infrastructure construction of industrial zones, seaports from My Xuan area to Cai Mep Ha, Long Huong area with total scale of about 5,000 ha.
- To develop tourism projects at Dinh, Toc Tien and Thi Vai mountains.
- To innovate and embellish the existing residential areas from My Xuan, Ngoc Ha areas to Tan Hoa, Tan Hai areas.
b) Programs and projects prioritized for investment
- Industrial zones: The expended Phu My II industrial zone (403 ha); Phu My III industrial zone (942 ha); Long Huong industrial zone (400ha); the expended My Xuan industrial zone (100 ha).
- Seaport: Phu My port cluster; Cai Mep port cluster according to seaport planning, market demand and financial capability.
- New urban centers: My Xuan urban area (105 ha); Phu My urban area (125 ha); Toc Tien urban area (190 ha).
- To renovate and embellish the existing residential areas: At Phu My, My Xuan, Phuoc Hoa and building completely Phu My new urban area center. Building public service works (cinema, school…); finishing formulation of projects for renovating and building new residential zones in area from national road 51 to corridor of high-tension power line.
- Building the key traffic routes:
+ Bien Hoa – Vung Tau highway, section crossing Phu My urban area and the lateral axis 4.
+ Completing the inter-port route according to existing projects, harbors, and focal yards.
- Building the storm water drainage system in areas built at head period and renovating, upgrading (widening, dredging, making embankment) canals for main drainage of urban area such as: Suoi Nhum, Muong canal, Sao, Ngoc Ha, Ba Dinh, Mo Nhat, Da springs, Tre canal, Chau Pha spring, Kinh Tai, Chau Pha rivers, etc…
- Building the water supply system: Building new Phu My surface water plant and system of pipelines supplying water for area.
- Building the electricity supply system: Building 2 stations of 220/110 KV; 13 stations of 110/22 KV; 5 km 220 KV dual-circuit line; 20 km 110 KV dual-circuit line; 450 km 22KV single-circuit line; 150 km 0.4 KV line.
- Building system of pipelines, stations for processing sewage and urban environmental hygiene.
Article 2. To assign People’s Committee of Ba Ria – Vung Tau province to perform the following affairs:
1. To promulgate the management Regulation according to the approves Scheme on general adjustment planning of Phu My new urban area; formulate and promulgate the Regulation on managing plan and architecture of entire urban area.
2. To announce publicly the approved Scheme on general adjustment planning of Phu My new urban area.
3. To carry out formulation and adjustment to subdivision plans, detailed plans to concrete general adjustment planning of new Phu My urban area as basis for implementation of investment project.
4. To make plan on investment in technical infrastructure construction and construction investment management according to the approved general adjustment planning of Phu My new urban area.
5. To formulate mechanism, policy to mobilize financial, land, human sources for implementation of frame infrastructure projects of Phu My new urban area.
Article 3.This Decision takes effect on the signing date.
The Minister of Construction, People’s Committee or Ba Ria – Vung Tau province, and relevant Ministries, sectors shall implement this Decision.
