DECISION

Approving the Scheme on the formation of domestic large-scale strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity for the 2026-2030 period[1]

 

THE PRIME MINISTER

Pursuant to February 18, 2025 Law on Organisation of the Government;

Pursuant to June 16, 2025 Law on Organisation of Local Administration;

Pursuant to June 14, 2025 Law on the Digital Technology Industry;

Pursuant to June 27, 2025 Law on Science, Technology and Innovation;

Pursuant to the Government’s Resolution No. 71/NQ-CP of April 1, 2025, on amendments and supplementations to, and updating of, the Government’s Action Programme to implement the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation; the Government’s Resolution No. 11/NQ-CP of January 14, 2026, on amendments and supplementations to, and updating of, the Government’s Resolution No. 71/NQ-CP of April 1, 2025, on amendments and supplementations to, and updating of, the Government’s Action Programme to implement the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation;

At the proposal of the Minister of Science and Technology in Report No. 59/TTr-BKHCN of April 9, 2026, and Document No. 3295/BKHCN-CNCNTT of May 25, 2026,

 

DECIDES:

Article 1. To approve the Scheme on the formation of domestic large-scale strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity for the period up to 2030 (below referred to as the Scheme) with the following contents:

I. VIEWPOINTS

1. Vietnam needs to establish large strategic technology enterprises that boast highly skilled human resources with research and development capabilities meeting regional and international standards, owned by Vietnamese people; and that will play a crucial role in national development and perform key national science, technology, innovation and digital transformation tasks in essential and foundational sectors that exert a vigorous spillover effect.

2. Domestic large-scale strategic technology enterprises will serve as the core force promoting and developing digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity; lead in domestic research and development capabilities to help the country step by step master core technologies, foundational technologies and strategic technologies such as artificial intelligence (AI), the Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, 5G and 6G mobile communications, satellite communications and other emerging technologies; be capable of performing key national science, technology, innovation and digital transformation tasks; play a driving role in training and developing highly skilled technology human resources, leading small- and medium-sized enterprises in joining supply chains, establishing a sustainable domestic ecosystem; enhance localisation capabilities; operate on a large scale with a high governance level and efficiency as well as regional and global competitiveness; and contribute significantly to achieving the double-digit economic growth target.

3. The State shall play a facilitative, orientating and leading role by (i) assigning key national science, technology, innovation and digital transformation tasks to domestic enterprises to boost the formation and development of large-scale strategic technology enterprises; (ii) promulgating preferential and incentive mechanisms and policies on investment, land and tax; (iii) supporting market outlets for domestic products; (iv) mobilising and coordinating the State's and social resources while attracting domestic and foreign resources; (v) supporting domestic and international research and development, and intellectual property registration, protection, management and exploitation while promoting technology transfer to Vietnamese enterprises; and (vi) prioritising the promotion of large-scale enterprises with strong financial potential that lead or are capable of leading the market, enterprises with efficient operations in technology, enterprises with outstanding science and technology capacity, and enterprises that have potential to participate or are participating deeply in global supply chains or are capable of leading domestic enterprises’ growth in order to form large-scale strategic technology enterprises.

4. Vietnam aims to build large-scale strategic technology enterprises closely tied to the development of a robust domestic enterprise ecosystem. Within this ecosystem, large-scale strategic technology enterprises will lead and connect other enterprises, institutes, schools and the State in research, development, innovation and  supply of digital technology products that meet the needs of citizens, agencies, enterprises and the entire society; state agencies, organisations and enterprises, especially large-scale enterprises from the private sector, will act as “anchor consumers”, steering market directions and fostering an increase in the participation rate and scale of Vietnamese enterprises in the entire value chain.

5. The Scheme sets out targets that serve as orientational bases for ministries, sectors and localities to identify key national and major science, technology, innovation and digital transformation tasks and problems in the sectors, fields and localities under their management in order to place orders, assign tasks, and select large-scale domestic strategic technology enterprises to realise and contribute to achieving national goals for digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity through 2030.

II. OBJECTIVES THROUGH 2030

1. The objective of developing large-scale strategic technology enterprises

To form at least 10 domestic large-scale strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity each satisfying the following requirements:

- To generate annual revenue of USD 1 billion or more;

- To have an annual average of 5,000 or more employees participating in social insurance;

- To have at least 1 science and technology organisation established and operating in accordance with the law on science, technology and innovation that is under the digital technology enterprise;

- The ratio of expenses on research and development (R&D) to the total revenue of the enterprise will be 3% or more;

- The enterprise possesses at least 1 patent granted by one of the world’s five prestigious intellectual property offices: USPTO, EPO, JPO, KIPO or CNIPA.

2. The objective of digital infrastructure development

Large-scale strategic technology enterprises shall play a pivotal role in enabling Vietnam to develop a system of synchronous, modern, green, interconnected national digital infrastructure, integrated domestically and internationally with large capacity, high speed, high reliability and high availability to serve national digital transformation, digital economy development, digital society and the safeguarding of digital sovereignty. Specifically as follows:

- To build and commission at least 6 new additional submarine fibre-optic cable routes, including at least 1 wholly invested by Vietnam, with large capacity and high speed for international connection.

- To rapidly roll out 5G networks, striving to cover 99% of the population.

- To develop and improve digital platforms and shared databases serving ministries, sectors and localities to provide services nationwide and serving as essential digital infrastructure for socio-economic development.

- To establish at least 5 large-scale data centres meeting international standards and green standards, contributing to developing Vietnam into a regional data hub.

3. The objective of digital data development

- Large-scale strategic technology enterprises shall build an open, interconnected, safe and trustworthy national digital data ecosystem, ensuring that data are standardised, shared and exploited in a responsible manner to promote digital government, digital economy and digital society and protect data sovereignty.

- To develop a supervised data market to ensure safety and compliance with law; to develop data services (data aggregation, analysis and labelling, etc.).

4. The objective of digital human resource development

Large-scale strategic technology enterprises shall contribute to developing a large-scale, highly skilled digital workforce meeting international skills standards in key areas through reskilling and upskilling under a combined “State - School - Enterprise” model: Training, universalising and improving digital skills for personnel of state agencies, organisations and enterprises and citizens via online learning platforms using modern technologies such as AI, virtual reality (VR) and augmented reality (AR), etc., in teaching, simulation and updating activities in conformity with international standards. To adopt policies to attract and employ domestic and foreign experts to work at large-scale strategic technology enterprises and participate in projects to develop strategic technologies and strategic technology products to meet national socio-economic development requirements.

5. The objective of strategic technology development

Large-scale strategic technology enterprises will master, develop and commercialise a number of key strategic technologies, attaining sufficient capability to perform key national science, technology, innovation and digital transformation tasks while safeguarding the technological sovereignty. Specifically as follows:

-  To master, research, develop and apply strategic technologies and strategic technology products; to propel Vietnamese enterprises to master at least 70% of strategic technologies on the List of strategic technologies promulgated by the Prime Minister.

- Vietnam will be ranked among the top 3 Southeast Asian nations in AI research, development and application.

- To develop at least 6 AI systems based on Vietnam's data to solve essential problems facing the people and society: justice, finance, agriculture and environment, culture, sports, tourism, education and healthcare.

- To develop digital twins for selected provinces and cities, including a national 3D digital map, urban technical infrastructure, the environment, transport, logistics, education, healthcare, industry and trade, disease maps, underground works, surface space, and satellite space.

- To build at least 1 blockchain platform to support agencies, organisations and enterprises in applying blockchain technology in governance, administration, production and business operations.

6. The objective of promoting cybersecurity

To build proactive national cybersecurity capabilities to protect critical digital infrastructure and personal data, enabling rapid incident detection, prevention, response and recovery to ensure safety and maintain digital sovereignty. Specifically as follows:

- To develop and improve the connection and information-sharing network between provincial or municipal cybersecurity centres and the National Cybersecurity Centres under the Ministry of Public Security and the Ministry of National Defence to facilitate the monitoring, detection and early response to cyberattacks nationwide.

- To develop key cybersecurity products and services capable of dominating the domestic market and expanding in international markets.

III. TASKS AND SOLUTIONS

1. Improving institutions and enhancing the effectiveness of policy and law enforcement

a/ To review and improve institutions to facilitate the provision of support for enterprises that have domestic markets and customers, including investment, land, and tax incentives and support; to ensure output markets for products; to support domestic and international research and development, and intellectual property (registration, protection, management and exploitation); to promote and support technology transfer to Vietnamese enterprises; to prioritise the development of domestic large-scale strategic technology enterprises.

b/ To review and streamline administrative processes and procedures regarding investment to create a transparent and favourable investment environment for investment projects in strategic technologies, especially investment projects on core technologies and foundational fields.

c/ To review and improve mechanisms for encouraging domestic enterprises to receive and master transferred technologies, contributing to improving the competitiveness and creating high-added-value products and services to participate in global supply chains.

d/ To adopt policies to encourage large state groups, corporations and sole proprietorships to invest in, lease, procure and utilise products of domestic large-scale strategic technology enterprises to serve the former’s production and business activities and digital transformation.

2. Performing national key tasks and solving major problems in science, technology, innovation and digital transformation

a/ Based on objectives of the Scheme and related sectors and fields approved by the Prime Minister for the period up to 2030, ministries and sectors shall (i) announce national key tasks in science, technology, innovation and digital transformation in the sectors and fields assigned for management, and (ii) organise the selection of enterprises to participate in performing at least 1 national key task in science, technology, innovation and digital transformation in the sectors and fields assigned for management in accordance with current laws.

b/ Ministries, sectors and localities shall organise order-placing and task-assigning mechanisms to select enterprises to participate in solving at least 1 major problem in science, technology, innovation and digital transformation of their respective ministries, sectors or localities in accordance with current laws.

c/ When assigning enterprises to participate in performing and solving national key tasks in science, technology, innovation and digital transformation using state budget funds, ministries, sectors and localities shall require these enterprises to commit to ensuring specific ratios and number of domestic small- and medium-sized technology enterprises participating in the supply chain performing those tasks.

3. Supporting research and development and market development for enterprises

a/ Based on practical conditions, development needs and unique advantages in the fields of digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity, localities shall study and consider implementing appropriate regulatory sandboxes to support enterprises and organisations in testing digital technology products and services prior to the large-scale implementation.

b/ To support the solicitation of domestic and foreign investment funds to invest in performing national key tasks in science, technology, innovation and digital transformation in the fields of digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity in accordance with law.

c/ To study solutions to encourage large-scale strategic technology enterprises to place orders, share technical standards, processes and data and support technology transfer to small- and medium-sized enterprises, institutes and schools through joint projects for research, development and testing of products and services.

d/ To support and promote enterprises performing national key tasks in science, technology, innovation and digital transformation through technology application and transfer support from abroad, intellectual property protection via the National Foundation for Science and Technology Development and the National Technology Innovation Foundation in accordance with law.

dd/ To give priority to enterprises performing national key tasks in science, technology, innovation and digital transformation to participate in investment and trade promotion programmes with the aim of supporting product and service promotion and connecting to or expanding domestic and foreign markets.

e/ To provide digital skill training, universalisation and improvement for personnel of state agencies, organisations, enterprises and citizens via online learning platforms utilising modern technologies for teaching, simulation and updating up to international standards.

4. Measuring and evaluating the Scheme’s implementation results

To establish an information system for online measurement and periodical monitoring and evaluation and annually publish the Scheme’s implementation results.

IV. FUNDING FOR IMPLEMENTATION OF THE SCHEME

1. Funding for the implementation of the Scheme must comply with law and shall be allocated from the following sources:

a/ State budget sources for science, technology, innovation and digital transformation in accordance with the law on the state budget, the law on science, technology and innovation and digital transformation, and relevant laws;

b/ State budget sources for development investment and recurrent expenditures for economic activities in accordance with the law on the state budget; the investment support fund in accordance with the investment law and relevant laws;

c/ Loans, contributions, donations and investments from domestic and foreign enterprises, organisations and individuals, including science and technology development funds of enterprises and other lawful funds and financial sources as specified by law.

2. The management and use of funding sources for the implementation of the Scheme must ensure proper purposes, efficiency and compliance with law.

Article 2. Organisation of implementation

1. Ministries, ministerial-level agencies and provincial-level People’s Committees shall:

a/ Review and improve mechanisms and policies and provide guidance for removing difficulties and helping enterprises develop digital infrastructure, digital human resources, strategic technologies and cybersecurity.

b/ Ministers, heads of ministerial-level agencies and Chairpersons of provincial-level People’s Committees shall personally direct the performance of tasks assigned under the Scheme and bear responsibility before the Prime Minister for the implementation results.

c/ Based the targets, tasks and solutions set out in the Scheme, formulate action plans for implementation of the Scheme and submit them to the Ministry of Science and Technology for monitoring and joint implementation to ensure implementation efficiency and satisfy the assigned implementation progress requirements.

d/ Within their competence, organise the performance of tasks assigned under the Scheme by incorporating such tasks into 5-year plans, annual plans, programmes and schemes in the sectors and fields under their management.

dd/ Allocate funding, human resources and physical facilities for organising the performance of the assigned tasks.

e/ Before December 15 every year, report on the Scheme’s implementation progress and results according to their assigned functions and tasks to the Ministry of Science and Technology via the Scheme’s information system for summarisation and reporting to the Prime Minister.

2. The Ministry of Science and Technology shall:

a/ Assume the prime responsibility for organising the performance of tasks and solutions related to digital infrastructure and strategic technologies.

b/ Annually coordinate with related ministries, sectors and localities in guiding and organising the evaluation of results of the development of domestic large-scale strategic technology enterprises and publicise results thereof on the Scheme’s information system.

c/ Annually summarise and report the Scheme’s implementation progress and results to the Prime Minister.

d/ Bear responsibility for contents of reports, proposals and recommendations in Report No. 59/TTr-BKHCN of April 9, 2026, and Document No. 3295/BKHCN-CNCNTT of May 25, 2026.

3. The Ministry of Finance shall:

a/ Based on proposals of the Ministry of Science and Technology and ministries, sectors and localities, balance and summarise for submission to competent authorities for allocation annual state budget funds in accordance with the law on the state budget.

b/ Assume the prime responsibility for organising the performance of tasks and solutions assigned to it under the Scheme.

4. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, implementing contents related to digital human resource development.

5. The Ministry of Public Security shall, within its tasks, powers, functions and duties, assume the prime responsibility for, and coordinate with the Ministry of National Defence and the Ministry of Science and Technology in, implementing contents related to digital data development and cybersecurity.

6. The Ministry of National Defence shall, within its tasks, powers, functions and duties, assume the prime responsibility for, and coordinate with the Ministry of Public Security and the Ministry of Science and Technology in, implementing cybersecurity-related contents.

7. To request the Vietnam Television, the Voice of Vietnam, the Vietnam News Agency and press and news agencies to coordinate with ministries, sectors and localities in disseminating information on the Scheme's contents.

8. Science and technology foundations/associations shall:

a/ Study and propose mechanisms and policies to support enterprises participating in the Scheme.

b/ Connect enterprises in the Scheme with investment funds, international partners and the innovation ecosystem.

Article 3. Implementation provisions

1. This Decision takes effect on the date of its signing.

2. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, and related units and organisations shall implement this Decision.-
