DECISION

REGARDING ISSUING THE SECTOR STANDARDS: HYGIENE STANDARDS FOR CLEAN WATER

THE MINISTER OF HEALTH

 

Pursuant to the Law on Protection of People’s Health dated 07/11/1989;

Pursuant to Decree No. 49/2003/ND-CP dated 15/5/2003 of the Administration regulating functions, rights and duties and Public Health Ministry organizational structure;

 Pursuant to Decree No.104/2000/QD-TTg dated 25/8/2000 of the PM regarding approval of the National Strategy for RWSS up to the year 2020;

Following Government Order of Goods Quality dated 24/12/1999;

Based on suggestions made by the Department of Preventive Health and HIV/AIDS Prevention and Control of the MOH,

DECIDES:

Article 1. Issued alongside with this Decision the sector standards: Hygiene standards for clean water.

Article 2. This Decision shall be effective in 15 days after being published on Official Gazette.

Article 3. Department of Preventive Health and HIV/AIDS Prevention and Control of the MOH, shall have to organize and direct the implementation of this Decision

Article 4. The Head of the Admin Office, the Head of the Inspectors, Department of Preventive Health and HIV/AIDS Prevention and Control and Units under the MOH, shall have to implement this Decision,

HYGIENE STANDARDS FOR CLEAN WATER
(Issued alongside with Decision No. 09/2005/QĐ-BYT dated 11/ 3/ 2005 of MOH)

I. DEFINITIONS OF WORDS

Clean water mentioned as per these standards is water used for the purposes of domestic individual and family consumption, but not as direct drinking and cooking water. If water is used for direct drinking and cooking purposes it has to be treated to meet required standards set forth under Decision 1329/QĐ - BYT dated 18/4/2002 of the MOH.

II. SCOPE OF ADJUSTMENT

These standards shall be applied for household clean water supply, piped water supply stations servicing max 500 people and other forms of clean water supply.

III. SUBJECTS APPLIED:

1. Organizations, individuals that exploit water sources to supply the household users or water supply for less than 500 users.

2. Water supply systems and household users are encouraged to apply The Standards of Hygienic Water for Drinking and Cooking issued under Decision 1329/2002/QĐ-BYT dated18/4/2002 of the MOH.

Explanation:

1. (*) Level of inspection:

a) Level I: Including parameters to be inspected prior to use and then inspected once every 6 months. These are parameters that can be affected by the weather; and the water supply units and the public health units in localities can carry out. The inspection of water quality basing on those parameters helps in the monitoring of the treatment process of the supply stations as well as in the change of water quality in individual households water supply in order to find measures to correct timely.

b) Level II: Including ‘parameters’ of requiring modern equipment for inspection and little fluctuation due to the change of weather. These parameters are inspected at these times:

- Before the use of the water source.

- Water sources exploited in areas with high pollution potential of relevant elements or elements already existed in nature.

- When the results of water cleanliness inspected or epidemiology survey shows that water might be contaminated.

- When an environment crisis occurs affecting the cleanliness of the source of water.

- When there are doubts that water is contaminated due to the presence of the elements presented in the above table.

- Other special requirements.

2. (**) Specifically for the parameter of pH: the permissible range would be from 6,0 to 8,5.
