DECISION
ON THE GOVERNMENT’S PROGRAM OF ACTION FOR IMPLEMENTATION OF THE CONCLUSIONS OF THE IXTH PARTY CENTRAL COMMITTEE’S SIXTH PLENUM ON EDUCATION AND TRAINING
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to the conclusions of the IXth Party Central Committee’s sixth plenum;
Pursuant to the Government’s Resolution No. 12/2002/NQ-CP of November 8, 2002;
At the proposal of the Minister of Education and Training,
DECIDES:
Article 1.- To issue together with this Decision the Government’s Program of Action for implementation of the conclusions of the IXth Party Central Committee’s sixth plenum on education and training.
Article 2.- This Decision takes effect after its signing.
Article 3.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of provinces and centrally-run cities shall have to implement this Decision.

THE GOVERNMENT’S PROGRAM OF ACTION FOR IMPLEMENTATION OF THE CONCLUSIONS OF THE IXTH PARTY CENTRAL COMMITTEE’S SIXTH PLENUM ON EDUCATION AND TRAINING
(Issued together with the Prime Minister’s Decision No. 06/2003/QD-TTg of January 9, 2003)
A. OBJECTIVES OF THE PROGRAM OF ACTION
This program of action aims to define the tasks of the Government in organizing the implementation of education, training and job-training development objectives and tasks set forth in the conclusions of the IXth Party Central Committee’s sixth plenum and the 2001-2010 education development strategy.
B. CONTENTS OF THE PROGRAM OF ACTION
I. CONTINUING TO SUBSTANTIALLY RENEW THE STATE MANAGEMENT OVER EDUCATION, TRAINING AND JOB-TRAINING
1. To concentrate on directing the renewal of general-education programs; to renew education and training objectives and programs and reform the enrollment of students into universities, colleges, intermediate vocational and job-training schools.
2. To continue guiding the implementation of the Education Law and perfecting the system of legal documents on education, training and job-training activities. To sum up practical lessons and propose necessary amendments to a number of articles of the Education Law for submission to the National Assembly.
3. To substantially decentralize education management; to define the contents of State management in the field of education, training and job-training, to be performed by the provincial/municipal People’s Committees.
4. To formulate a scheme on re-structuring the training system and setting up the national agency for management, direction and administration of human resource development.
5. To consolidate the organization and operation of the education inspectorate, enhance order and disciplines, prevent and repel negative phenomena in training, granting of diplomas and certificates and collection and use of revenues in schools as well as education, training and job-training establishments.
II. BUILDING A CONTINGENT OF TEACHERS AND EDUCATION, TRAINING AND JOB-TRAINING ADMINISTRATORS
6. To adjust the contents of the national target program on education and training along the direction of concentrating on building a contingent of teachers and education, training and job-training administrators with a view to implementing the Prime Minister’s Directive No. 18/2001/CT-TTg of August 27, 2001 on a number of urgent measures to build a contingent of teachers for the national education system.
To draw up plannings on training and fostering administrators and teachers, ensuring the adequate quantity thereof, the structural synchronism and qualification standardization.
To formulate labor norms, working regimes and preferential-treatment regimes; to sort out, re-arrange and allow teachers and administrators who no longer satisfy the working conditions to retire before the prescribed ages.
III. INCREASING INVESTMENT IN EDUCATION, TRAINING AND JOB-TRAINING
7. To ensure that the proportion of State budget expenditures for education, training and job-training shall reach at least 18% in 2005 and 20% in 2010. To give priority to making State budget investment in universalized education, geographical areas meeting with socio-economic difficulties and areas inhibited by ethnic minority people, talent fostering, high-level training and the training in fields difficult to attract investment capital from sources other than State budget.
8. To direct the implementation of the Government’s Decree No. 10/2002/ND-CP of January 16, 2002 on financial regimes applicable to non-business units with revenues in the national education system.
9. To direct the implementation of Decision No. 159/2002/QD-TTg of November 15, 2002 on the execution of the program on solidification of schools and classrooms of pre-school and general-education institutions. To build dormitories for students and pupils and accommodations for teachers working in geographic areas meeting with special socio-economic difficulties. To guide and direct the formulation and implementation of the plannings on land for building schools in compatibility with each type of schools and the planning on school networks in the localities.
IV. CONTINUING TO PERFECT THE SYSTEM OF EDUCATION, TRAINING AND JOB-TRAINING
10. To determine and adjust the development structure and scale for assorted education grades and levels, assorted types of schools as well as education, training and job-training modes along the direction of diversification, modernization, standardization and accreditation, meeting the human resource requirements of the socio-economic development strategy until 2005 and 2010.
11. To direct the implementation of the Prime Minister’s Decision No. 161/2002/QD-TTg of November 15, 2002 on a number of policies to develop pre-school education. To perfect the model and consolidate the system of boarding schools for ethnic minority pupils, meeting the requirements of training ethnic minority cadres for localities.
12. To direct the implementation of the planning on the network of universities, colleges and intermediate vocational and job-training schools; to concentrate investment so as to speed up the construction tempo of two national universities and other key universities. To institutionalize the combination between training and scientific research.
13. To continue consolidating pedagogic schools, building Hanoi Teachers’ Training University and Ho Chi Minh City Teachers’ Training University into key ones.
14. To create conditions for localities to open community colleges and community study centers.
V. BOOSTING SOCIALIZATION AND ACHIEVING SOCIAL JUSTICE IN EDUCATION, TRAINING AND JOB-TRAINING
15. To concentrate on directing the northern mountainous, Central Highlands and Mekong river delta provinces to carry out the universalization of junior secondary education as scheduled.
16. To renew the polices on school fees, scholarships and training credit and implement the socialization and social-justice undertakings. To publicize the investment demand and mechanisms for mobilization and use of social resources, create conditions for domestic as well as foreign organizations and individuals to participate in the cause of educational development. To issue the charters of funds in support of education, training and job-training development. To work out the mechanisms for coordination between the Government’s agencies performing the management over education, training and job-training and the central bodies of mass organizations.
17. To perfect the legal basis for non-public education, training and job-training as well as the mechanisms and policies for converting public education, training and job-training forms into non-public ones.
18. To open a separate television channel on education, training and job-training before 2005.
C. ORGANIZATION OF THE IMPLEMENTATION
I. THE WORK OF IDEOLOGY, INFORMATION AND PROPAGATION
The Ministry of Culture and Information shall assume the prime responsibility and coordinate with the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs, the concerned agencies and the provincial-level People’s Committees in organizing the propagation and thorough grasping of the conclusions of the IXth Party Central Committee’s sixth plenum on education and training and the Government’s program of action.
II. IMPLEMENTATION MONITORING
1. The ministries, the ministerial-level agencies, the agencies attached to the Government, the provincial/municipal People’s Committees shall base themselves on and concretize the Government’s program of action into their own action programs.
2. The Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs shall have to monitor and urge the implementation of this program of action and biannually sum up and report the situation to the Prime Minister.
