RESOLUTION

Promulgating the Government’s Plan on implementation of the National Assembly’s Resolution No. 201/2025/QH15 of May 29, 2025, on pilot implementation of a number of particular mechanisms and policies for social housing development

Pursuant to the February 18, 2025 Law on Organization of the Government;

Pursuant to the National Assembly’s Resolution No. 201/2025/QH15 of May 29, 2025, on pilot implementation of a number of particular mechanisms and policies for social housing development;

Pursuant to the Government’s Decree No. 39/2022/ND-CP of June 18, 2022, promulgating the Working Regulation of the Government;

At the proposal of the Minister of Construction;

On the basis of the voting result of the Government Members.

RESOLVES:

Article 1. To promulgate together with this Resolution the Government’s Plan on implementation of the National Assembly’s Resolution No. 201/2025/QH15 of May 29, 2025, on pilot implementation of a number of particular mechanisms and policies for social housing development.

Article 2. This Resolution takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, heads of related agencies, and related organizations and individuals shall implement this Resolution.-

THE GOVERNMENT’S PLAN

On implementation of the National Assembly’s Resolution No. 201/2025/QH15 of May 29, 2025, on pilot implementation of a number of particular mechanisms and policies for social housing development

(To the Government’s Resolution No. 155/NQ-CP of June 1, 2025)

On May 29, 2025, at the 9^th session, the 15^th National Assembly adopts Resolution No. 201/2025/QH15, on pilot implementation of a number of particular mechanisms and policies for social housing development, which takes effect on June 1, 2025 (below referred to as Resolution No. 201/2025/QH15). To implement Resolution No. 201/2025/QH15 in a timely, synchronous, uniform and effective manner, the Government has issued the Government’s Plan to implement Resolution No. 201/2025/QH15 with the following principal contents:

I. PURPOSES AND REQUIREMENTS

1. Purposes

- To implement in a synchronous, uniform and effective manner pilot mechanisms and policies for social housing development specified in Resolution No. 201/2025/QH15.

- To clearly clarify responsibilities and implementation progress of ministries, sectors and localities to ensure the timely and effective implementation and prevent legal loopholes or overlaps.

2. Requirements

- To ensure close coordination among ministries, sectors and localities in the course of implementation.

- To promptly promulgate guiding documents and organize extensive public communication and dissemination activities;

- To periodically examine and evaluate the implementation results.

II. TASKS AND IMPLEMENTATION PROGRESS

1. To formulate a document detailing, and providing measures to implement, the Resolution

a/ The Ministry of Construction shall assume the prime responsibility for, and coordinate with related ministries and sectors in, expeditiously studying, formulating and submitting to the Government for promulgation the Decree detailing, and providing measures to implement, including also the contents assigned in, Resolution No. 201/2025/QH15, specifically:

- Assignment of project owners, approval of investment policy concurrently with assignment of project owners not through bidding for investment projects on construction of social houses and houses for the people’s armed forces not using public investment funds;

- The procedures for grant of construction permits in cases construction permits are required and the application of model designs and typical designs for social house construction works.

- Determination of sale prices and rental rates of social houses.

- Implementation measures falling under the Government’s authority.

Deadline: To submit to the Government for promulgation in June, 2025, ensuring its effect is in sync with Resolution No. 201/2025/QH15.

b/ The Ministry of Construction shall assume the prime responsibility for, and coordinate with the Ministry of Finance in, formulating a decree detailing the establishment of the National Housing Fund.

c/ Provincial-level People’s Committees shall, based on local practical conditions, promulgate regulations detailing cases in which persons having houses under their ownership located far from their workplaces may be considered for being entitled to social housing support policies as specified in Clause 2, Article 9 of Resolution No. 201/2025/QH15.

Deadline: To be promulgated within June 2025, ensuring their effect are in sync with Resolution No. 201/2025/QH15.

2. To carry out dissemination of, public communication about, and training for, the implementation of the Resolution

The dissemination of, public communication about, and training for, the implementation of the Resolution must be carried out in a regular and continuous basis, with practical contents and methods appropriate for each target group, including:

a/ The Ministry of Construction shall assume the prime responsibility for, and coordinate with relevant agencies in, compiling materials and organizing conferences for carrying out dissemination and training for stakeholders covered by the Resolution, including cadres engaged in housing, construction investment, planning, finance, land, etc. from central to local levels.

b/ Ministries, ministerial-level agencies, and central-level agencies and organizations shall take initiative in organizing communication about and dissemination of Resolution No. 201/2015/QH15 and its guiding documents to cadres and civil servants within their respective agencies and units through appropriate means.

c/ The Ministry of Culture, Sports and Tourism shall direct central and local news and press agencies to make plans on public communication about and dissemination of Resolution No. 201/2015/QH15 and its guiding documents to each organization and citizen through various means.

d/ The Vietnam Fatherland Front is requested to organize programs to disseminate Resolution No. 201/2015/QH15 and its guiding documents to its members.

dd/ Provincial-level People’s Committees shall carry out public communication about, and dissemination of, the Resolution to agencies, organizations, businesses, and residents in their respective localities.

Deadline for implementation: From the second quarter of 2025 until the end of 2025.

3. To review and finalize the system of legal documents

Ministries, ministerial-level agencies, and provincial-level People’s Committees shall review legal documents in the fields under their management, which are related to policies and mechanisms for social housing development as specified in Resolution No. 201/2025/QH15. In case of necessity, they shall take initiative in amending, supplementing, promulgating according to their competence, or submitting to competent authorities for promulgation, legal documents so as to ensure consistency, uniformity, and alignment with the Resolution.

Deadline for implementation: In the third quarter of 2025.

4. To establish, organize, and put into operation the National Housing Fund

a/ The Ministry of Construction shall assume the prime responsibility for, and coordinate with, the Ministry of Finance and relevant ministries and sectors in, formulating and issuing the operational regulations of the Central Housing Fund; allocate funds for the Central Housing Fund; and guide localities in establishing, allocating funds for, and put into operation local housing funds.

b/ Provincial-level People’s Committees shall formulate and issue the operational regulations of local housing funds, ensuring public, transparent and efficient operations; and allocate funds for and operate local housing funds.

Deadline for implementation: the third quarter of 2025.

5. Specific tasks

5.1. For ministries and sectors

a/ The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Construction and related agencies in, reporting to the Government the allocation and balancing of funding sources, or guiding localities in allocation of funds for social housing development as stated in Resolution No. 201/2025/QH15. For cases falling beyond its competence, the Ministry shall advise the Government to report to the National Assembly or the National Assembly Standing Committee for consideration and decision.

Implementation period: On a regular basis.

b/ The Government Inspectorate, and relevant ministries and ministerial-level agencies shall, within the ambit of their assigned functions and tasks, organize the implementation, monitor, inspect, and examine the implementation of the Resolution.

Implementation period: On a regular basis.

c/ The Ministry of National Defense and the Ministry of Public Security shall organize the implementation of this Resolution within their respective areas of management; and carry out inspection and examination of the implementation of particular mechanisms and policies for social housing development as stated in the Resolution.

Implementation period: On a regular basis.

5.2. For provincial-level People’s Committees

a/ To review housing development programs and plans, and construction master plans to update, modify, and supplement the content of social housing development in conformity with the Resolution, ensuring land areas for development of social houses, especially in urban areas, industrial parks, and areas with high demand.

Deadline for implementation: In 2025.

b/ To take initiative in allocating public investment capital, recurrent expenditure funds, and other lawful funding sources under regulations to carry out compensation, support, resettlement, and synchronous investment in technical infrastructure systems outside projects to create land areas for development of social houses.

Implementation period: On a regular basis.

c/ To prioritize the partial use of the amount equivalent to the value of land areas with technical infrastructure systems for building social houses in accordance with the housing law in order to carry out compensation, support, and resettlement for creating land areas for development of social houses.

Implementation period: On a regular basis.

6. To conduct mid-term and final reviews of the implementation of the Resolution

The Ministry of Construction shall assume the prime responsibility for, and coordinate with ministries, sectors, and localities in, conducting mid-term and final reviews of the implementation of the Resolution, summing up results, and reporting thereof to the Government for submission to the National Assembly under regulations.

Mid-term review: To be conducted in the fourth Quarter of 2027.

Final review: To be conducted in the fourth Quarter of 2030.

III. FUNDS FOR IMPLEMENTATION

Funds for implementation of this Plan come from the state budget and other lawful sources. Ministries, sectors, and localities shall make estimates and submit them to competent authorities for approval under regulations.

IV. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Construction shall assist the Government in monitoring, urging, guiding, and inspecting the implementation of this Plan.

2. Ministries and sectors shall, within the ambit of their assigned functions and tasks, closely coordinate with the Ministry of Construction in implementing the Resolution.

3. Provincial-level People’s Committees shall organize the implementation of the Plan’s contents in their respective localities.

4. Annually, ministries, sectors, and localities shall submit reports on implementation results to the Ministry of Construction before December 31 for summarization and reporting to the Government.
