CIRCULAR
Amending and supplementing a number of articles of Circular No. 34/2025/TT-NHNN guiding a number of articles of the Government’s Decree No. 24/2012/ND-CP dated April 03, 2012, on management of gold business activities, which was amended and supplemented under Decree No. 232/2025/ND-CP
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;
Pursuant to the Law on Credit Institutions No. 32/2024/QH15;
Pursuant to the Government’s Decree No. 24/2012/ND-CP on management of gold business activities, which was amended and supplemented under Decree No. 232/2025/ND-CP;
Pursuant to the Government’s Decree No. 26/2025/ND-CP defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam;
At the proposal of the Director of the Foreign Exchange Management Department;
The Governor of the State Bank of Vietnam hereby promulgates the Circular amending and supplementing a number of articles of Circular No. 34/2025/TT-NHNN guiding a number of articles of the Government’s Decree No. 24/2012/ND-CP dated April 03, 2012, on management of gold business activities, which was amended and supplemented under Decree No. 232/2025/ND-CP.
Article 1. Amending and supplementing Clause 6 of Article 33
“6. Based on the grant of gold bar manufacturing licenses for enterprises and commercial banks, the formulation of total quotas, and allocation of quotas for export of gold bars, import of gold bars, and import of gold material in 2025 and 2026 for enterprises and commercial banks under Article 11a of Decree No. 24/2012/ND-CP shall comply with Articles 19 and 20 of this Circular, except for the time limits specified in Clause 3, Article 19 and Article 20 of this Circular.”
Article 2. Implementation provisions
1. This Circular takes effect from December 26, 2025.
2. Heads of units under the State Bank of Vietnam, enterprises and credit institutions engaged in gold trading activities shall organize the implementation of this Circular./.
