CIRCULAR

Providing the list of devices and equipment subject to energy labeling under the Ministry of Industry and Trade's management, and the implementation roadmap thereof

 

Pursuant to the Law on Economical and Efficient Use of Energy dated June 17, 2010; and the Law Amending and Supplementing a Number of Articles of the Law on Economical and Efficient Use of Energy No. 77/2025/QH15 dated June 18, 2025;

Pursuant to the Government's Decree No. 40/2025/ND-CP, dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

At the proposal of the Director of the Agency for Innovation, Green Transition and Industry Promotion;

The Minister of Industry and Trade hereby promulgates the Circular providing the list of devices and equipment subject to energy labeling under the Ministry of Industry and Trade's management, and the implementation roadmap thereof.

 

Article 1. Scope and subjects of application

1. This Circular provides the list of devices and equipment subject to energy labeling under the Ministry of Industry and Trade's management, and the implementation roadmap thereof.

2. This Circular applies to organizations and individuals engaged in the manufacture, import, distribution and trading of products included in the list of devices and equipment subject to energy labeling under the Ministry of Industry and Trade's management.

3. This Circular does not apply to organizations and individuals engaged in the manufacture, import, distribution and trading of products that are:

a) Devices and equipment manufactured, assembled, or imported for direct use for national defense and security purposes, and those imported under specific regulations of the Prime Minister;

b) Devices and equipment temporarily imported for re-export; in transit or transshipment; diplomatic and consular goods;

c) Devices and equipment serving repair or replacement, or for assessing energy efficiency levels.

Article 2. List of devices and equipment subject to energy labeling  

The list of devices and equipment subject to energy labeling is categorized into the following groups:

1. Household equipment group, including: Straight-tube fluorescent lamps, compact fluorescent lamps, electromagnetic and electronic ballasts for fluorescent lamps, air conditioners, refrigerators, household washing machines, rice cookers, electric fans, televisions, LED lamps, storage water heaters, induction cookers, infrared cookers, microwave ovens;

2. Office and commercial equipment group, including: Photocopiers, printers, computer monitors, laptops, desktop computers, commercial refrigerators, commercial air conditioners;

3. Industrial equipment group, including: Distribution transformers, electric motors, LED street and roadway lighting lamps.

Article 3. Implementation roadmap for energy labeling

1. With respect to the household equipment group and the industrial equipment group:

a) Mandatory energy labeling shall apply to the following household and industrial equipment: Straight-tube fluorescent lamps, compact fluorescent lamps, electromagnetic and electronic ballasts for fluorescent lamps, air conditioners, refrigerators, household washing machines, rice cookers, electric fans, televisions, LED lamps, storage water heaters, distribution transformers, electric motors;

b) Voluntary energy labeling shall apply, through December 31, 2026, to: Induction cookers; infrared cookers; microwave ovens; and LED street and roadway lighting lamps.

c) Mandatory energy labeling shall apply, from January 01, 2027, to: Induction cookers; infrared cookers; microwave ovens; and LED street and roadway lighting lamps.

2. With respect to the office and commercial equipment group:

a) Mandatory energy labeling shall apply to laptops and commercial refrigerators;

b) Voluntary energy labeling shall apply to: Photocopiers; computer monitors; printers; and commercial air conditioners;

c) Voluntary energy labeling shall apply, through December 31, 2026, to desktop computers;

d) Mandatory energy labeling shall apply, from January 01, 2027, to desktop computers.

3. The voluntary application of energy labeling is encouraged for devices and equipment not included in the list specified in Article 2 of this Circular, provided that national standards prescribing energy efficiency levels are in place and domestic testing capability exists.

Article 4. Implementation organization

1. The Agency for Innovation, Green Transition and Industry Promotion, the Ministry of Industry and Trade shall provide instructions, and conduct inspection and supervision of the energy labeling for the groups of devices and equipment subject to energy labeling under Article 3 of this Circular.

2. Provincial-level People’s Committees shall direct relevant specialized agencies to inspect and supervise the implementation of energy labeling for devices and equipment within their localities that fall under the list according to the roadmap prescribed in this Circular.

Article 5. Effect and responsibility for implementation

1. This Circular takes effect from January 01, 2026.

2. Any difficulties arising in the course of implementation should be promptly reported to the Ministry of Industry and Trade for study, amendment and supplementation./.
