Circular 57/2020/TT-BTC fees for granting of passport and laissez-passer

CIRCULAR

PRESCRIBING THE RATES OF CHARGES AND FEES RELATED TO GRANTING OF PASSPORT AND LAISSEZ-PASSER, EXIT PERMITS AND AB STAMPS, THE RATES OF CHARGES AND FEES RELATED TO GRANTING OF FIREWORK MANAGEMENT PERMITS, WEAPONS, EXPLOSIVES AND COMBAT GEARS MANAGEMENT PERMITS

Pursuant to the November 25, 2015 Law on Charges and Fees;

Pursuant to the Decree No. 87/2017/ND-CP dated July 26, 2017 of the Government on defining functions, tasks, powers, and organizational structure of the Ministry of Finance;

On implementation of the Directive No. 11/CT-TTG dated March 04, 2020 of the Prime Minister on urgent tasks and solutions to remove difficulties for production and business, ensure social security in response to the Covid-19 epidemic;

At the proposal of the Director of the Department of Tax Policy;

Prescribes the rates of charges and fees related to granting of passport and laissez-passer, exit permits and ab stamps, the rates of charges and fees related to granting of firework management permits, weapons, explosives and combat gears management permits

Article 1. The rate of charges and fees for grant of passports, laissez-passers, exit permits and AB stamps

When carrying out procedures to request Vietnam-based competent agencies to grant papers related to passports, laissez-passers and exit, Vietnamese citizens shall pay the charge and fee as follow:

1. From the effective date of this Circular to the end of December 31, 2020, pay the charge equal to 80% the charge rate prescribed in Section I of the Charge table attached to the Circular No. 219/2016/TT-BCT dated November 10, 2016 of the Minister of Finance on prescribing the rates of charges and fees related to exit from, entry into, transit through and residence in Vietnam and charge and fee collection, remittance, management and use (hereinafter referred to as the Circular No. 219/2016/TT-BCT).

During the effective time of this Circular, the charges and fees for grant of passports, laissez-passers, exit permits and AB stamps as prescribed in Section I of the Charge table attached to the Circular No. 219/2016/TT-BCT shall not apply.

2. From January 01, 2021, the charges and fees for grant of passports, laissez-passers, exit permits and AB stamps as prescribed in Section I of the Charge table attached to Circular No. 219/2016/TT-BCT shall apply.

Article 2. The rates of charges and fees related to granting of firework management permits, weapons, explosives and combat gears management permits

Agencies and organizations allowed to manage of importing to and exporting fireworks from Vietnam by the competent police authority; granted the permits of using, transporting, buying, carrying and repairing weapons, explosives and combat gears shall pay the charge and fee as follow:

1. From the effective date of this Circular to the end of December 31, 2020, pay the charge equal to 80% the charge rate prescribed in Part III and Part IV in Article 1 of the Circular No. 23/2019/TT-BTC dated April 19, 2019 of the Minister of Finance on amending and supplementing a number of articles of the Circular No. 218/2016/TT-BTC dated November 10, 2016 on prescribing the rates of charges and fees, the charge and fee collection, remittance, management and use of the appraisal fee related to condition of security field; fee for the examination to grant of security guard professional certificate; fee for granting of firework management permits, weapons, explosives and combat gears management permits (hereinafter referred to as the Circular No. 23/2019/TT-BTC).

During the effective time of this Circular, the charges and fees for granting of firework management permits, weapons, explosives and combat gears management permits as prescribed in Part III and Part IV in Article 1 of the Circular No. 219/2016/TT-BCT shall not apply.

2. From January 01, 2021 the charges and fees for granting of firework management permits, weapons, explosives and combat gears management permits as prescribed in Part III and Part IV in Article 1 of the Circular No. 219/2016/TT-BCT shall apply.

Article 3. Implementing provisions

1. This Circular takes effect on June 12, 2020 to the end of December 31, 2020.

2. Other contents related to the collection, remittance, management and use of charges and fees, documents for charge and fee collection, and publicity of charge and fee collection regimes which are not guided in this Circular must comply with regulation as prescribed in the Circular No. 218/2016/TT-BTC, the Circular No. 23/2019/TT-BTC, the Circular No. 219/2016/TT-BTC and the Circular No. 41/2020/TT-BTC dated May 18, 2020 of the Minister of Finance on amending and supplementing a number of articles of the Circular No. 219/2016/TT-BTC.

3. In the course of implementation, if any problems arise, agencies and units are requested to report them to the Ministry of Finance for consideration and settlement./.
