CIRCULAR
Stipulating the statistical reporting regime in health sector
Pursuant to the Statistics Law dated June 19, 2015;
Pursuant to the Government's Decree No. 94/2016/ND-CP dated July 01, 2016, detailing and guiding the implementation of a number of articles of the Statistics Law;
Pursuant to the Government's Decree No. 97/2016/ND-CP dated July 01, 2016, prescribing the statistical indicator in the national statistical indicators system;
Pursuant to the Government's Decree No. 60/2018/ND-CP dated April 20, 2018, detailing the national statistical reporting regime;
Pursuant to the Government's Decree No. 75/2017/ND-CP dated June 20, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Health;
At the proposal of the Director of the Planning and Finance Department;
The Minister of Health promulgates the Circular stipulating the statistical reporting regime in health sector.
Article 1. Initial books and statistical report forms
To promulgate together with this Decree:
1. Forms and guidance to record the initial book, provided in Appendix I.
2. Forms and guidance to record the statistical reports for health agencies in communes, districts and townships (hereinafter referred to as commune level), provided in Appendix II.
3. Forms and guidance to record the statistical reports for health agencies in districts and provincial cities (hereinafter referred to as district level), provided in Appendix III.
4. Forms and guidance to record the statistical reports for health agencies in provinces and centrally-run cities (hereinafter referred to as provincial level), provided in Appendix IV.
5. Forms and guidance to record statistical reports for central-level health agencies, provided in Appendix V.
Article 2. Reporting period
The reporting period shall be calculated according to the calendar day.
1. Monthly reporting period: From 00:00 on the first day of the month to 24:00 on the last day of the month.
2. Quarterly reporting period:
a) From 00:00 on January 01 to 24:00 on March 31 every year;
b) From 00:00 on April 01 to 24:00 on June 30 every year;
c) From 00:00 on July 01 to 24:00 on September 30 every year;
c) From 00:00 on October 01 to 24:00 on December 31 every year;
3. Biannual reporting period:
a) From 00:00 on January 01 to 24:00 on June 30 every year;
b) From 00:00 on July 01 to 24:00 on December 31 every year.
4. 9-month reporting period: From 00:00 on January 01 to 24:00 on September 30 every year.
5. Annual report period: From 00:00 on January 01 to 24:00 on December 31 of the statistical reporting period.
6. Ad-hoc statistical report: In case ad-hoc statistical reports are required to implement requirements for state management of the Ministry of Health, the requesting agency must send a written request, clearly stating the time, deadline and statistical report criteria.
Article 3. Statistical reporting regime in health sector
1. Commune level:
a) Unit submitting reports: Commune-level health stations;
b) Contents: Statistical reports shall be made according to the form provided in Appendix II;
c) Units receiving reports: District-level units assigned to act as focal points by the Departments of Health of provinces and centrally-run cities;
d) Reporting deadline: 05 working days from the end of the statistical period as prescribed in Article 2 of this Circular.
2. District level:
a) Unit submitting reports: District-level units assigned to act as focal points by the Departments of Health of provinces and centrally-run cities;
b) Contents: Statistical reports shall be made according to the form provided in Appendix III;
c) Units receiving reports: Departments of Health of provinces and centrally-run cities;
d) Reporting deadline: 15 working days from the end of the statistical period as prescribed in Article 2 of this Circular.
3. Provincial level:
a) Unit submitting reports: The Department of Health;
b) Contents: Statistical reports shall be made according to the form provided in Appendix IV;
c) Units receiving reports: The Ministry of Health (the Planning and Finance Department).
d) Reporting deadline: 25 working days from the end of the statistical period as prescribed in Article 2 of this Circular.
4. Central level:
a) Unit submitting reports: Central agencies;
b) Contents: Statistical reports shall be made according to the form provided in Appendix V;
c) Units receiving reports: The Ministry of Health (the Planning and Finance Department).
d) Reporting deadline: Before March 31 every year.
Article 4. Implementation responsibility
1. Reporting units:
a) To make sufficient and accurate reports with information and time limit as prescribed in this Circular and take responsibility before the law for their reports;
b) To inspect and re-provide reports and relevant information up on request of the unit receiving reports.
2. Units receiving reports:
a) To summarize statistical information according to forms prescribed in the statistical reporting regime;
b) To request the reporting units to inspect and re-provide reports and relevant information to check the accuracy of the reporting data;
c) To ensure to announce, use and keep confidential statistical information as prescribed by law.
3. Departments of Health of provinces and centrally-run cities shall assign a district-level unit to act as a focal point in summarizing data provided by the district-level units and make reports according to Article 3 of this Circular.
4. The Planning and Finance Department:
a) To act as a focal point in receiving, summarizing and analyzing statistical data in health sector;
b) To guide, inspect and examine the implementation of the statistics law, statistical reporting regime and other contents related to statistics;
c) To coordinate in inspecting the implementation of statistical reporting regime and other contents related to statistics in accordance with the law on specialized statistics inspection.
5. The Information Technology Department shall assume the prime responsibility for, and coordinate with the Planning and Finance Department and other relevant units under the Ministry of Health to apply information technology in their statistical work, including:
a) Completing and operating the software for statistical report in health sector;
b) To integrate, exploit statistical data from specialized application software and other administrative databases within the assigned responsibility to serve the statistical activities of the Ministry of Health and state statistical activities in accordance with law provisions.
Article 5. Effect
1. This Circular takes effect on April 01, 2020.
2. The Ministry of Health’s Circular No. 27/2014/TT-BYT dated August 14, 2014, defining the system of statistical forms applicable to health agencies in provinces, districts and communes, the Decision No. 3266/QD-BYT dated September 03, 2008, promulgating the reporting forms for central agencies and the Decision No. 2360/1997/QD-BYT dated November 14, 1997, promulgating the statistical forms for hospitals according to the indicator system applicable to health sector shall cease to be effective from the effective date of this Circular.
Article 6. Transitional provisions
The system of statistical indicators specified in the Circular No. 20/2019/TT-BYT dated July 31, 2019 shall be applied from the effective date of this Circular.
Any difficulties arising in the course of implementation should be promptly reported to the Ministry of Health (the Planning and Finance Department) for consideration and settlement./.
