Circular No. 33/2013/TT-BTC dated March 21, 2013 of the Ministry of Finance amending, supplementing Article 2 of the Circular No. 187/2010/TT-BTC dated November 22, 2010 of the Ministry of Finance promulgatingon mechanism, policies of support of plant varieties, livestock, fisheries for production restoration of areas damaged by natural disasters, epidemics
Pursuant to theDecree No. 60/2003/ND-CP dated June 06, 2003 of the Government detailing and guiding the implementation of the State Budget Law;
Pursuant to the Decision No.142/2009/QD-TTg dated December 31, 2009 of the Prime Minister on mechanism, policies of support of plant varieties, livestock, fisheries for production restoration of areas damaged by natural disasters, epidemics;
Pursuant to the Decision No. 49/2009/QD-TTg dated November 08, 2012 of the Prime Minister amending, supplementing Article 3 of the Decision No.142/2009/QD-TTg dated December 31, 2009 of the Prime Minister on mechanism, policies of support of plant varieties, livestock, fisheries for production restoration of areas damaged by natural disasters, epidemics;
Pursuant to the Decree No. 118/2008/ND-CP dated November 27, 2008 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Finance,
At the proposal of the Head of State Budget Department,
After having mutual agreement with the Ministry of Agriculture and Rural Development, the Ministry of Finance issues the Circularamending, supplementing Article 2 of the Circular No. 187/2010/TT-BTC dated November 22, 2010 of the Ministry of Finance promulgatingon mechanism, policies of support of plant varieties, livestock, fisheries for production restoration of areas damaged by natural disasters, epidemics as follows:
Article 1.To amend, supplement Article 2 as follows:
1. To support damaged plants from 30% and upwards:
a) Damaged area for transplantation over 70% shall be supported VND 2,000,000 per hectare; damaged from 30 – 70%, support VND 1,000,000 per hectare;
b) Damaged area of rice seeds over 70% shall be supported VND 20,000,000 per hectare; damaged from 30 – 70%, support VND 10,000,000 per hectare;
c) Damaged area of cross-planted rice over 70%, shall be supported VND 3,000,000 per hectare; damaged from 30 – 70%, support VND 1,500,000 per hectare;
d) Damaged area of cross-planted rice’s seed over 70%, shall be supported VND 30,000,000 per hectare; damaged from 30 – 70%, support VND 15,000,000 per hectare;
dd) Damaged area of corn and subsidiary crops over 70%, shall be supported VND 2,000,000 per hectare; damaged from 30 – 70%, support VND 1,000,000 per hectare;
e) Area of industrial plants and old-time fruit trees is damaged over 70%, shall be supported VND 4,000,000 per hectare; damaged from 30 – 70%, support VND 2,000,000 per hectare;
Basing on the previous regulations and the damage levels of each plant, Chairmen of provincial People’s Committees shall decide specific sport level for farmers, farm’s owners, group, co-operatives in planting sector and having damages caused by natural disasters, epidemics so as to be suitable with local reality.
2. Supports for raising livestock, domestic fowls
a) Damaged by natural disasters:
- Support from VND 10,000 – VND 20,000 per domestic fowl;
- Support VND 750,000 per pig;
- Support VND 4,000,000 per buffalo, cow, and horse;
- Support VND 2,000,000 per giraffe, deer, sheep, and goat;
Basing on the previous regulations and the damage levels of each livestock, Chairmen of provincial People’s Committees shall decide specific sport level for farmers, farm’s owners, group, co-operatives in planting sector and having damages caused by natural disasters, epidemics so as to be suitable with local reality.
b) Damaged by epidemics:
Supports for dangerous epidemics shall be implemented in accordance with the Decision No. 719/QD-TTg dated June 05, 2008 of the Prime Minister promulgating support policies for protection against epidemics from livestock and domestic fowls, the Decision No. 1442/QD-TTg dated August 23, 2011 of th Prime Minister amending, supplementing some articles of the Decision No. 719/QD-TTg dated June 05, 2008 of the Prime Minister on support policies for protection against epidemics from livestock and domestic fowls and the Circular No. 80/2008/TT-BTC dated September 18, 2008 of the Ministry of Finance guiding the financial regime in the protection against epidemics from livestock and domestic fowls.
3. Supports to maritime products and seafood:
a) Farming area of traditional fish cultivation with the damage over 70%, shall be supported from VND 7,000,000 – 10,000,000 per hectare; damaged from 30 – 70% shall be supported from VND3.000.000 – 7.000.000 per hectare;
b) Farming area of extensive farming shrimp with the damage over 70%, shall be supported from VND 4,000,000 – 6,000,000 per hectare; damaged from 30 – 70% shall be supported from VND2.000.000 – 4.000.000 per hectare;
c) Farming area of intensive farming shrimp with the damage over 70%, shall be supported from VND 6,000,000 – 8,000,000 per hectare; damaged from 30 – 70% shall be supported from VND4.000.000 – 6.000.000 per hectare;
d)Farming area of intensivefarmingLitopenaeus vannameiwith the damage over 70%, shall be supported from VND 20,000,000 – 30,000,000 per hectare; damaged from 30 – 70% shall be supported from VND10.000.000 – 20.000.000 per hectare;
dd)Farming area of oyster cultivation with the damage over 70%, shall be supported from VND 40,000,000 – 60,000,000 per hectare; damaged from 30 – 70% shall be supported from VND20.000.000 – 40.000.000 per hectare;
e)Farming area ofpangasiuscultivationwith the damage over 70%, shall be supported from VND 20,000,000 – 30,000,000 per hectare; damaged from 30 – 70% shall be supported from VND10.000.000 – 20.000.000 per hectare;
d) Damaged cages and raft over 70% shall be supported from VND 7,000,000 to 10,000,000 per 100 m3;damaged from 30 – 70% shall be supported from VND3.000.000 – 7.000.000 per 100 m3.
Basing on the previous regulations and the damage levels of cultivation and damages of seeds, Chairmen of provincial People’s Committees shall decide specific sport level for damaged households in accordance with above regulations and support households in cultivate maritime products and seafood with the objectives that do not exceed above level of above regulations.
4. The support level shall be equivalent to the support by case at current exchange rate in the case of supporting by plant varieties, livestock, and fisheries.
Article 2.This Circular takes effect on the signing date. All support policies for plant varieties, livestock, fisheries for production restoration of areas damaged by natural disasters, dangerous epidemics shall be implemented on December 30, 2012.
Any arising problems in the course of implementation shall be reflected to the Ministry of Finance for considering suitable amendments and supplements./.
