CIRCULAR
Providing the principle of administering the import of salt, birds’ eggs and unmanufactured tobacco in 2022 within tariff quotas[1]
Pursuant to the 2017 Law on Foreign Trade Management;
Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management;
At the proposal of the Director General of the Agency of Foreign Trade;
The Minister of Industry and Trade promulgates the Circular providing the principle of administering the import of salt, birds’ eggs and unmanufactured tobacco in 2022 within tariff quotas.
Article 1. Quantity of salt, birds’ eggs and unmanufactured tobacco to be imported in 2022 within tariff quotas

Article 2. Method of allocating import tariff quotas
The allocation of import tariff quotas for salt, birds’ eggs and unmanufactured tobacco must comply with the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management, and the Ministry of Industry and Trade’s Circular No. 12/2018/TT-BCT of June 15, 2018, detailing a number of articles of the Law on Foreign Trade Management and the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management.
Article 3. Subjects eligible to be allocated import tariff quotas
1. Import tariff quotas for salt shall be allocated to traders for direct use as materials for production of chemicals and drugs and medical products.
2. Import tariff quotas for birds’ eggs shall be allocated to traders that wish to import birds’ eggs.
3. Import tariff quotas for unmanufactured tobacco shall be allocated to traders that possess cigarette production licenses granted by the Ministry of Industry and Trade and wish to use imported unmanufactured tobacco for cigarette production.
Article 4. Time for allocation of import tariff quotas
The Ministry of Industry and Trade shall exchange opinions with the Ministry of Agriculture and Rural Development and Ministry of Finance to determine the time for allocation of import tariff quotas for salt and birds’ eggs.
The Ministry of Industry and Trade shall determine the time for allocation of import tariff quotas for unmanufactured tobacco.
Article 5. Effect
This Circular takes effect from February 1, 2022, through December 31, 2022.-
