Circular No. 19/2011/TT-BTTTT dated July 01, 2011 of the Ministry of Information and Communication regulating on application of file format standard in state agencies

MINISTER OF INFORMATION AND COMMUNICATION

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to the Decree No. 187/2007/ND-CP dated December 25, 2007 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communication;

Pursuant to the Decree No. dated April 10, 2007 of the Government on information technology application in state agencies' operations

At the proposal of the Manager of Information Technology Department,

REGULATES:

Article 1. Scope and application objectives

1. This Circular regulates the application of file format standards in posting, exchanging and storing database in some state agencies.

2. The Circular is applied to state agencies including: Ministries, ministerial-level agencies, government-attached agencies, provincial/municipal or commune level People’s Committees and units using the state budget.

All agencies, organizations in that are not included in above objectives are encouraged to implement regulations in this Circular.

Article 2.  File format standards for opening ODF office applications is Vietnam Standard TCVN 7978:2009 (Standard ISO/IEC 26300:2006) regulated at the Decision No. 1761/QD-BKHCN dated August 27, 2009 of the Minister of Science and Technology on announding national standards.

Article 3. Application regulation

1. Posting file on gate, website of state agencies must implement according to this regulation as follows:

a/ All files, sheets, readable and adjustable presentation must have formats in accordance with File format standards for opening ODF office applications, specifically: format .odt for document files; format .ods for sheet files; format .odp for presentation files.

b/ Read-only files only apply Portable Document Format (.pdf) standards v1.4, v1.5, v1.6.

2. State agencies actively regulates at their agencies and units on using File format standards for opening ODF office applications for files of documents, sheets and presentation in storing and exchanging information with organizations and individuals.

Article 4. This Circular takes effect on August 15, 2011.

On the implementation, if there is any problems, agencies and organizations will reflect to the Ministry of Information and Communication (Information Technology Department for studying and solving.

Article 5. Office Manager, Manager of Information Technology Department, heads of ministerial agencies and units, relevant agencies and organization shall implement this Circular.
