CIRCULAR
Promulgating the Digital Competency Framework for teachers and administrators of early childhood education institutions, general education institutions and continuing education institutions
Pursuant to the Education Law No. 43/2019/QH14; as amended and supplemented under Law No. 123/2025/QH15;
Pursuant to the Government’s Decree No. 37/2025/ND-CP dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Teachers and Educational Administrators Department;
The Minister of Education and Training promulgates the Circular promulgating the Digital Competency Framework for teachers and administrators of early childhood education institutions, general education institutions and continuing education institutions.
Article 1. Scope of regulation and subjects of application
1. Promulgation together with this Circular of the Digital Competency Framework for teachers and administrators of early childhood education institutions, general education institutions and continuing education institutions (hereinafter referred to as the Digital Competency Framework).
2. This Circular applies to teachers and administrators of early childhood education institutions, general education institutions and continuing education institutions (hereinafter referred to as education institutions); and relevant organizations and individuals.
Article 2. Purposes of the Digital Competency Framework
1. Serving as a basis for development of training and further training programs; learning materials and guidance materials for development of digital competencies for teachers and administrators of education institutions to meet digital transformation requirements in education; improving the quality of education.
2. Serving as a basis for teachers and administrators of education institutions to self-assess and identify further training needs to meet digital competency requirements.
3. Ensuring consistency in requirements for digital competencies of teachers and administrators of education institutions.
Article 3. Organization of implementation
1. State management agencies in charge of education shall direct education institutions to implement the Digital Competency Framework in accordance with their assigned functions and tasks.
2. Institutions providing training and further training for teachers and administrators of education institutions (hereinafter referred to as training and further training institutions) shall exercise autonomy in professional and academic matters in developing and improving training and further training programs. Based on the Digital Competency Framework, training and further training institutions shall carry out research, supplementation and updating of requirements on digital competencies for teachers and administrators of education institutions in programs, learning materials and guidance materials; and at the same time ensure necessary conditions for implementation of the Digital Competency Framework in accordance with directions and guidance of superior management agencies and applicable laws.
3. Teachers and administrators of early childhood education institutions, general education institutions and continuing education institutions shall proactively undertake self-training and participate in further training courses to improve digital competencies in accordance with the requirements of the Digital Competency Framework corresponding to their job positions.
Article 4. Effect
This Circular takes effect from May 12, 2026.
Article 5. Implementation responsibilities
The Chief of Office, the Director of the Teachers and Educational Administrators Department, heads of relevant units under the Ministry of Education and Training; Chairpersons of People’s Committees at all levels; Directors of Departments of Education and Training; Directors of universities and academies; Rectors of universities, pedagogical colleges, and colleges having teacher training programs shall implement this Circular./.
