Circular No. 15/2018/TT-BNNPTNT dated October 29, 2018 of the Ministry of Agriculture and Rural Development on promulgating HS codes of commodities under management of Ministry of Agriculture and Rural Development

Pursuant to Decree No. 15/2017/ND-CP dated February 17, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government on elaboration of a number of Articles of the Law on Foreign Trade Management; 

At the request of the Director of Department of Legal Affair; Directors General of Directorate of Fisheries and Directorate of Forestry; Directors of Department of Plant Protection, Department of Animal Health, Department of Animal Husbandry, Department of Crop Production and Department of Cooperatives and Rural Development;  

The Minister of Agriculture and Rural Development promulgates a Circular providing HS codes for commodities under management of Ministry of Agriculture and Rural Development.

Article 1.To issue with this Circular as follows:

1. Appendix I.HS codes of commodities under management of the Ministry of Agriculture and Rural Development. Specifically:

Section 1.HS codes for the list of terrestrial animals and products thereof subject to quarantine.

Section 2.HS codes for the list of livestock breeds permitted for production and trading in Vietnam.

Section 3. HS codes for the list of precious and rare livestock breeds prohibited from export.

Section 4. HS code for the list of diluted environments for conservation of livestock s sperm .

Section 5.HS codes for the list of gene sources of precious and rare domestic animals to be preserved. 

Section 6.HS codes for the list of aquatic animals and products thereof subject to quarantine.

Section 7.HS codes for the list of commonly imported fish seeds.

Section 8.HS codes for the list of aquatic species subject to conditional export.

Section 9.HS codes of live aquatic species permitted to be imported for food. 

Section 10. HS codes for the list of aquatic species prohibited from export.

Section 11. HS codes for the list of articles subject to Vietnam’s plant quarantine.

Section 12. HS codes of food products originated from imported plants subject to food safety inspection under management of the Ministry of Agriculture and Rural Development.

Section 13. HS codes for the list of plant varieties permitted for production and trading in Vietnam.

Section 14. HS codes for the list of precious and rare plant genetic resources for international exchange in special cases.

Section 15. HS codes for the list of precious and rare plant genetic resources restricted from international exchange.

Section 16. HS codes for the list of salts (including table salt and denatured salt).

Section 17. HS codes for the list of imported animal feed permitted for trading in Vietnam.

Section 18. HS codes for the list of chemicals and antibiotics prohibited from import, production, trading and use in cattle and poultry feed in Vietnam.

Section 19. HS codes for the list of feed and raw materials for production of aquatic feed.

Section 20. HS codes for the list of products for treatment of aquaculture environment.

Section 21. HS codes for the list of veterinary medicines and veterinary medicine materials permitted import to be circulated in Vietnam.

Section 22. HS codes for the list of fertilizers.

Section 23. HS codes for the list of commodities prohibited from export, which are logs and lumber of all kinds from domestic natural forests.

Section 24. HS codes for the list of wood and wood-derived products which must be supported by legal forest product dossiers when being exported.

Section 25. HS codes for the list of pesticides.

Section 26. HS codes for the list of pesticides prohibited from use in Vietnam.

Section 27. HS codes for the list in fishing industry.

2.Appendix II. HS codes for lists of commodities under management of the Ministry of Agriculture and Rural Development: 1768 commodity lines.

Article 2.Effect

1. This Circular takes effect on January 01, 2019.

2. This Circular replaces the Circular No.24/2017/TT-BNNPTNT dated November 15, 2017 of the Minister of Agriculture and Rural Development on HS codes for specialized exports and imports under management of the Ministry of Agriculture and Rural Development.

Article 3. Implementation responsibilities

Chief of the Ministry Office, Director of Department of Legal Affairs, Directors of entities affiliated to the Ministry of Agriculture and Rural Development and relevant agencies, organizations and individuals shall take responsibility to implement this Circular.

Any problems arising in the course of implementation shall promptly inform the Ministry of Agriculture and Rural Development for further instructions./.
