VietnameseOn February 12, 2025, the Ministry of Transport issued Circular No. 09/2025/TT-BGTVT promulgating the National Technical Regulation on the Classification and Construction of Sea-going Steel Ships. The main contents are as follows:
1. The National Technical Regulation on the Classification and Construction of Sea-going Steel Ships (hereinafter referred to as the Regulation) applies to ships flying or intended to fly the Vietnamese flag with the following characteristics, and to foreign-flagged ships (when deemed necessary or upon request):
- Ships (self-propelled or non-self-propelled) with a length of 20 meters or more;
- Self-propelled ships (regardless of length) with a total continuous power output of the main engine of 75 kW or more;
- Passenger ships, tugboats, liquid cargo ships, liquefied gas carriers, dangerous chemical carriers, and other specially purposed ships regardless of the ship's length and the main engine's power.
2. The classification of ships is divided into 3 classes. The classification symbol for the hull is H; the classification symbol for ships with a main engine is M.
3. When conducting inspection and classification of sea-going ships, the Registry must perform the following tasks:
- Appraise the design with the volume of drawings and documents specified in the corresponding Parts of this Regulation;
- Inspect the manufacture of materials and products/equipment used for new construction/repair and installation on ships or objects subject to the Registry's certification inspection;
- Inspect during new construction, conversion, and repair;
- Inspect ships in operation;
- Grant, revalidate, restore class, record in the Vietnam Register of Technical Ships, and issue other related certificates of the Registry.
This Circular takes effect on September 1, 2025.
