SUMMARY

Priority policies by regions in enrollment in bachelor degree programs in Early Childhood Education

On June 06, 2022, the Ministry of Education and Training issues the Circular No. 08/2022/TT-BGDDT promulgating the Regulation on enrollment in bachelor and associate degree programs in Early Childhood Education.

Accordingly, priority policies by regions in enrollment in bachelor and associate degree programs in Early Childhood Education shall be as follows: The priority points applied to Region 1, Region 2 - rural area, Region 2 are 0.75 points, 0.5 points, and 0.25 points respectively; and Region 3 is not given priority points; The enrollment region of each candidate shall be determined by the location of the high school or intermediate school where the candidate has the longest study duration; if he/she has the same study duration (longest) in different schools, the enrollment region shall be determined according to the region of the school that the candidate attended last; etc.

Besides, the following cases shall be given priority according to the place of permanent residence: Students of boarding schools for ethnic minorities that are entitled to the State’s priority and preferential regimes according to regulations; Students with permanent residence of 18 months or more in region III communes and communes with extremely difficult villages in ethnic and mountainous areas; Soldiers, officers, non-commissioned officers and conscripts in the People’s Public Security Forces who are sent to sit the exam; etc. From 2023, candidates will be entitled to the priority policies by regions as prescribed in the year of graduating from high school (or intermediate school) and the following year.

Additionally, candidates subject to direct admission and priority for admission include: Labor heroes and heroines, People’s Armed Force heroes and heroines, and nationwide emulation soldiers shall be directly admitted to disciplines and programs prescribed by training institutions; Candidates who have high achievements in national or international exams, competitions, and tournaments; Candidates who win the first, second and third prizes at ASEAN occupational skills contests and international vocational competitions in which they are appointed to participate by the Ministry of Labor, War Invalids and Social Affairs; etc.

This Circular takes effect on July 22, 2022.

CIRCULAR

Promulgating the Regulation on enrollment in bachelor and associate degree programs in Early Childhood Education

Pursuant to the Education Law dated June 14, 2019;

Pursuant to the Law on Higher Education dated June 18, 2012; the Law amending and supplementing a number of articles of the Law on Higher Education dated November 19, 2018;

Pursuant to the Government’s Decree No. 69/2017/ND-CP dated May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to the Government’s Decree No. 99/2019/ND-CP dated December 30, 2019, detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Higher Education;

At the proposal of the Director of the Tertiary Education Department,

The Minister of Education and Training promulgates the Circular promulgating the Regulation on enrollment in bachelor and associate degree programs in Early Childhood Education.

 

Article 1. To promulgate together with this Circular the Regulation on enrollment in bachelor and associate degree programs in Early Childhood Education.

Article 2. This Circular takes effect on July 22, 2022 and replaces the Circular No. 09/2020/TT-BGDDT dated May 7, 2020 promulgating the Regulation on enrollment in bachelor and associate degree programs in Early Childhood Education, and the Circular No. 16/2021/TT-BGDDT dated June 1, 2021 amending and supplementing the Circular No. 09/2020/TT-BGDDT promulgating the Regulation on enrollment in bachelor and associate degree programs in Early Childhood Education issued by the Minister of Education and Training.

Article 3. The Chief of Office, the Director of the Tertiary Education Department, heads of relevant units under the Ministry of Education and Training; chairpersons of provincial and municipal-level People's Committees; Directors of provincial Departments of Education and Training; Directors of universities and academies; Principals of universities and junior colleges that enroll in Early Childhood Education shall be responsible for the implementation of this Circular.

REGULATION

On enrollment in bachelor and associate degree programs in Early Childhood Education

(Issued together with the Circular No. 08/2022/TT-BGDDT dated June 6, 2022 of the Minister of Education and Training)

 

Chapter I

GENERAL PROVISIONS

 

Article 1. Scope of regulation and subjects of application

1. This Regulation provides the principles, requirements, standards, processes, rights and responsibilities of relevant entities in enrollment in bachelor and associate degree programs in Early Childhood Education for multiple training forms; specific regulations on organization of examinations in service of enrollment and admission for formal training.

2. This Regulation applies to higher education institutions, other education institutions licensed to provide higher education, and junior colleges that enroll in Early Childhood Education (hereinafter collectively referred to as training institutions), Departments of Education and Training and related organizations and individuals.

Article 2. Interpretation of terms

In this Circular, the following terms are construed as follows:

1. Scope of enrollment means training programs, disciplines, groups of disciplines, training fields and forms that are organized to enroll students in a batch, or according to a certain enrollment method.

2. Enrollment means that a candidate participates in the admission process to a training program or discipline of a training institution, through the registration of aspiration for admission on the general enrollment support system, and registration of exams or admission according to the regulations of the training institution (if any).

3. Admission means a separate process at training institutions (or a general process performed by groups of training institutions) to determine the conditions for admission and make a list of eligible candidates for admission to a training program or sector based on the admission criteria determined by the training institutions.

4. Aspiration processing means the handling process conducted on the general enrollment support system to determine the highest aspiration among aspirations of candidates that are eligible for admission, on that basis, make a list of admitted candidates.

5. Admission threshold (or quality assurance threshold for admission) means the minimum requirement for academic ability shown in study results, exam results, and assessments, ensuring that admitted candidates are able to study and complete their training programs.

6. Direct admission means the recognition of successful admission for those subjects prescribed in this Regulation and who have met the requirements for admission without considering the admission threshold.

7. Assessment criteria means the factors applied in the ability exams, tests and assessments for classification of candidates according to the level of meeting the entrance requirements of training programs.

8. Admission criteria means the factors applied to determine the candidate’s eligibility for admission, mainly based on academic performance or test results and assessment of candidates; commonly converted into scores for admission (admission scores) including priority points.

9. Matriculation score (of a group of disciplines, an academic discipline, or a training program) means the threshold score at which the candidates (who have registered their aspiration to follow such discipline or training program) gaining the equal or higher score will be eligible for admission.

10. Priority points mean the difference between the matriculation score applied to a group of candidates given priority and the normal score; or mean the points added to the group’s admission score before applying the normal matriculation score.

11. Entrance exam means an exam held in association with the admission process, taking the exam results as the sole basis or the main basis for admission.

12. Independent exam means an exam held independently of the admission process, taking the test results as a basis at different levels for admission.

13. Complementary exam means an exam held to supplement the enrollment methods (such as aptitude test, talent test, or interview) to take the results as a basis and a criterion for admission.

14. On-site exam means a form of exam directly supervised by proctors; the candidates do the test on paper or on computers and networked devices, or conduct an interview in front of the exam board.

15. Online exam means a form of exam online supervised by proctors and technology; the candidates do the test on computers and networked devices or conduct an online interview.

16. The general enrollment support system of the Ministry of Education and Training (MOET) means a software system that supports the registration of aspirations for admission, exchange of admission data, aspiration processing and data management of successful enrolment and admissions of training institutions.

17. The enrollment portal (of the Ministry of Education and Training) means the web interface of the general enrollment support system of the Ministry of Education and Training.

18. School code means a nationally consistent and conventional code used to identify a training institution.

19. Admission code means a consistent and conventional code used in a training institution to identify a group of disciplines, a discipline or a training program, together with the applied enrollment method.

Article 3. General requirements for enrollment

1. Training institutions shall exercise autonomy and accountability for enrollment, ensure compliance with the law provisions and take responsibility before law.

2. Each training institution shall take all necessary measures to create favorable conditions and equal opportunities for all candidates; select candidates with aspirations and abilities that best satisfy the requirements of training programs and disciplines.

3. Training institutions shall closely coordinate under the support and supervision of the Ministry of Education and Training to ensure the consistency, synchronization and interoperability in the system; contribute to improving the enrollment quality and efficiency of each training institution and the whole system.

Article 4. Key principles in enrollment

1. Fairness to candidates

a) Regarding information provision: Each interested candidate shall be provided with complete, clear, reliable, consistent and timely information to make appropriate decisions and best prepare for his/her enrollment;

b) Regarding enrollment opportunities: No candidate may lose the opportunity to enroll due to regulations unrelated to qualifications and capacity (except for the regulations of the Ministry of Public Security and the Ministry of National Defense which are specific in the defense and security fields); or because the admission process is troublesome or expensive;

c) Regarding capacity assessment: Candidates must be assessed objectively, fairly and reliably about their learning ability and prospects for success and satisfaction of the training program and discipline’s requirements;

d) Regarding matriculation opportunities: Candidates must be given the highest matriculation opportunity and have the right to determine the priority aspiration among the training programs and disciplines eligible for admission;

dd) Regarding implementation of commitments: Training institution must fulfill the commitments to candidates; advise, support and resolve complaints, and protect the legitimate interests of candidates in risky cases.

2. Equality among training institutions

a) Regarding cooperation: Training institutions shall cooperate equally in order to improve the enrollment quality and efficiency, and bring the best benefits to candidates;

b) Regarding competition: Training institutions shall compete in an honest, fair and wholesome manner in enrollment as prescribed by the law provisions on competition.

3. Transparency towards society

a) Regarding information transparency: Training institutions shall be responsible for disclosing enrollment information in a complete, clear and timely manner through appropriate media for the society and state management agencies to perform joint supervision;

b) Regarding accountability: Training institutions shall be responsible for reporting at the request of state management agencies and accountable to society in an appropriate form regarding major issues that cause frustration for people.

Article 5. Subjects and conditions for enrollment

1. Subjects of enrollment shall be determined at the time of admission (before the official announcement of admission results), including:

a) Persons who have been recognized as Vietnamese high school graduates or have obtained foreign graduate diplomas with recognized equivalent qualifications;

b) Persons who have obtained vocational intermediate degrees in the same field of enrollment and have fully completed the required volume of cultural knowledge at high school level as prescribed by the law provisions.

2. Subjects of enrollment specified in Clause 1 of this Article must satisfy the following conditions:

a) Reaching the admission threshold as prescribed in Article 9 of this Regulation;

b) Meeting the health requirements to study according to current regulations;

c) Having sufficient personal information and enrollment applications as prescribed.

3. With regard to a training program or discipline applying multiple enrollment methods at the same time, the training institution may specify the subjects and conditions for each enrollment method but must comply with the principles specified at Point b, Clause 1, Article 4 of this Regulation.

4. With regard to candidates with disabilities who have been impaired learning ability, the training institution shall take necessary measures and create the best conditions for candidates who wish to register for enrolling and studying in appropriate disciplines suitable for their health condition.

Article 6. Enrollment methods

1. A training institution shall decide on one or several enrollment methods (entrance exam, selection-based enrollment or combination of entrance exam and selection-based enrollment), which shall apply to the whole training institution or to several training programs, disciplines, fields and forms. A training program or discipline may apply several methods of enrollment at the same time.

2. The training institution shall clearly specify the assessment and admission criteria for each enrollment method, and the methods to use a combination of criteria to classify, rank and determine the admission conditions for candidates according to the requirements of the training program and discipline. The assessment and admission criteria must be based on the requirements of background knowledge and core competencies that candidates need satisfy to follow such training program or discipline.

3. With regard to the enrollment method based on academic results or exam results for each subject (including average scores of high school subjects, exam scores of high school graduation subjects and other assessment results):

a) A combined admission test shall comprise at least 3 subjects suitable to the characteristics and requirements of the training program (coefficients may be calculated for each subject), including mathematics or literature;

b) A discipline or training program may apply several combined admission tests at the same time, in which the difference between these combined tests may be specified when determining the conditions for admission;

c) A discipline or training program shall not apply more than 4 combined admission tests at the same time (except for the case where the combined tests only differ from each other in foreign languages).

4. With regard to a discipline or training program that has the separate criteria for each enrollment method or combined admission test:

a) The allocation of criteria among enrollment methods or combined admission tests must have a reasonable basis; not causing unfairness to candidates who choose different enrollment methods or combined admission tests;

b) The change or addition of enrollment methods or combined admission tests must have a reasonable basis and schedule; not reducing the target allocation ratio of an enrollment method or combined test used in the previous year by more than 30% (in the target structure of the discipline or training program) unless such change or addition has already announced at least 1 year before the time of enrollment registration opening.

5. The training institution shall be responsible for explaining the scientific and practical bases in determining the enrollment methods, admission methods, combined admission tests and allocation of enrollment quotas; which is based on the analysis, assessment and comparison of academic results of admitted students every year.

Article 7. Priority policies in enrollment

1. Priority policies by regions (according to Appendix I of the Regulation)

a) The priority points applied to Region 1 (KV1), Region 2 - rural area (KV2-NT), Region 2 (KV2) are 0.75 points, 0.5 points, and 0.25 points respectively; and Region 3 (KV3) is not given priority points;

b) The enrollment region of ​​each candidate shall be determined by the location of the high school or intermediate school where the candidate has the longest study duration; if he/she has the same study duration (longest) in different schools, the enrollment region shall be determined according to the region of ​​the school that the candidate attended last;

c) The following cases shall be given priority according to the place of permanent residence:

- Students of boarding schools for ethnic minorities that are entitled to the State’s priority and preferential regimes according to regulations;

- Students with permanent residence (during the studying time in high school or intermediate school) of 18 months or more in region III communes and communes with extremely difficult villages in ethnic and mountainous areas as prescribed by the Minister or the Chairperson of the Committee of Ethnic Affairs and the Prime Minister; extremely difficult communes in coastal areas and islands; extremely difficult communes, border communes, and communes in safe zones, which are eligible for investment under Program 135 (in accordance with the Prime Minister’s Decision No. 135/QD-TTg dated July 31, 1998); especially difficult villages and communes in the areas prescribed by the Prime Minister if attending high school (or intermediate school) in a district, town or provincial city where at least one of the communes face special difficulties.

For soldiers, officers, non-commissioned officers and conscripts in the People’s Public Security Forces who are sent to sit the exam. If they are stationed for 18 months or more in any region, they will be given priority according to that region or according to their permanent residence before enlistment, depending on which region has the higher priority. If they are stationed for 18 months or more in regions with different priority levels, they will be given priority according to the region with longer serving time. If they are stationed for under 18 months, they will be given regional priority according to their permanent residence before enlistment.

d) From 2023, candidates will be entitled to the priority policies by regions as prescribed in the year of graduating from high school (or intermediate school) and the following year.

2. Priority policies by subjects (in accordance with Appendix II of the Regulation)

a) The priority points applied to the groups of UT1 (including subjects 01 thru 04) and UT2 (including subjects 05 thru 07) are 2.0 points and 1.0 points respectively;

b) The priority points applied for other policy beneficiaries (defined in current legal documents) shall be decided by the Minister of Education and Training;

c) Candidates belonging to various categories of policy beneficiaries specified at Points a and b of this Clause will only be given the highest priority point.

3. The priority points specified in this Article correspond to the total score of 3 subjects (in combined admission tests) on a 10-point scale for each test/exam subject (without multiplying the coefficient); In cases where the enrollment method uses a different scale, the priority points shall be converted to the same level.

4. From 2023, the priority points for candidates with a total score of 22.5 or higher (when the result is converted to a 10-point scale and the maximum total score for 3 subjects is 30) shall be determined by the following formula:

Priority points = [(30 - Total score achieved)/7.5] x Priority points specified in Clauses 1 and 2 of this Article

Article 8. Candidates subject to direct admission and priority for admission

1. Labor heroes and heroines, People’s Armed Force heroes and heroines, and nationwide emulation soldiers shall be directly admitted to disciplines and programs prescribed by training institutions.

2. Candidates who have high achievements in national or international exams, competitions, and tournaments which the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism organize or appoint them to participate in shall be directly admitted, in the year of graduating from high school (or intermediate school), to disciplines relevant to their subjects, contents or profession they have competed and won prizes; specifically in the following cases:

a) Candidates who win the first, second and third prizes in national and international competitions to select excellent students or in national and international science and technology contest which the Ministry of Education and Training organize or appoint them to participate in; the time from winning prizes shall not be more than 3 years by the time of direct admission;

b) Candidates who win official awards in international art contests in singing, dancing, music and fine arts recognized by the Ministry of Culture, Sports and Tourism; the time from winning awards shall not be more than 4 years by the time of direct admission;

c) Candidates who participate in the national team and have certified by the Ministry of Culture, Sports and Tourism to have completed the task of competing in official international tournaments, including: World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), Southeast Asian Cups; the time from winning prizes shall not be more than 4 years by the time of direct admission;

d) Candidates who win the first, second and third prizes at ASEAN occupational skills contests and international vocational competitions in which they are appointed to participate by the Ministry of Labor, War Invalids and Social Affairs; the time from winning prizes shall not be more than 3 years by the time of direct admission.

3. Candidates who have a very good intermediate degree or higher in pedagogy discipline, or have a good intermediate degree in pedagogy discipline and at least 02 (two) years working in the discipline considered for direct admission to the associate degree programs in Early Childhood Education.

4. Principals and directors of training institutions, based on the students’ academic performance at high school and requirements of disciplines, to consider and decide on admission in the following cases (if necessary, add the condition that the candidates must study for 1 year to improve knowledge before entering the official school):

a) Candidates who are particularly severe disabled with the competent agency's certification of disability as prescribed, and are capable of studying a number of disciplines prescribed by the training institution but are unable to enroll according to the normal enrollment methods;

b) Candidates who are ethnic minorities with few people according to current regulations of the Government and candidates in 20 poor border districts and islands in the Southwest region;

c) Candidates who have permanent residence for 3 years or more, studied for 3 years and graduated from high school in poor districts (boarding ethnic high school students by place of permanent residence) according to the regulations of the Government and the Prime Minister Government;

d) Candidates who are foreigners with the test results of Vietnamese knowledge and ability meeting current regulations of the Minister of Education and Training.

5. Training institutions shall prescribe other forms of priority for admission (priority for admission in the year of graduating from high school or intermediate school) in the following cases:

a) Candidates specified in Clauses 1 and 2 of this Article who apply to the disciplines of their choice (not using the right of priority for direct admission);

b) Candidates who win the consolation prizes in the national exam to select excellent students; candidates who win the fourth prizes in the national science and technology contests and apply for a discipline suitable to the subjects or contents that they have competed and won the prizes; the time from winning prizes shall not be more than 3 years by the time of direct admission;

c) Candidates who win the gold, silver and bronze medals at national sports competitions held once a year and candidates who are recognized by the General Department of Physical Education and Sports as national grandmasters and apply for appropriate sports and physical training disciplines; the time from winning prizes shall not be more than 4 years by the time of direct admission;

d) Candidates who win official awards in official national professional art contests in singing, dancing, music, and fine arts and apply for suitable art disciplines; the time from winning prizes shall not be more than 4 years by the time of direct admission;

dd) Candidates who win the first, second and third prizes at ASEAN occupational skills contests and international vocational competitions, and apply for disciplines suitable to the profession they have competed and won the prizes; the time from winning prizes shall not be more than 3 years by the time of direct admission.

6. Training institutions shall prescribe and announce enrollment subjects, quotas, criteria, scope, disciplines, and training programs for direct admission or priority for admission in their enrollment schemes and plans.

Article 9. Admission threshold for training disciplines

1. The admission threshold for teacher training and health-related disciplines with practice certificates shall be announced annually by the Ministry of Education and Training for formal training enrollment methods using high school graduation exam results.

2. With regard to enrollment for training forms other than formal training or enrollment methods that do not use high school graduation exam results, candidates may meet the admission threshold for teacher training and health-related disciplines with practice certificates if:

a) Their learning capacity in grade 12 is classified as excellent or higher or their high school graduation score is 8.0 or higher, except for the cases specified at Point b of this Clause;

b) Their learning capacity in grade 12 is classified as good or higher or their high school graduation score is 6.5 or higher, for the disciplines of Physical Education and Sports Training, Music Pedagogy, Fine Arts Pedagogy; Early Childhood Education of associate training level and disciplines of Nursing, Preventive Medicine, Midwifery, Orthodontic Technique, Medical Laboratory Technology, Medical Imaging Technique, Rehabilitation Technique.

3. With regard to candidates who are class-1 athletes, grandmasters, athletes winning medals at Phu Dong Sports Festival or national and international youth tournaments, and candidates of music pedagogy and art pedagogy disciplines who have gained excellent aptitude test scores in exams organized by the training institution (from 9.0 or higher on a 10.0 scale), when applying for admission to appropriate disciplines, they are not required to meet the admission threshold.

4. With regard to candidates who have graduated from pedagogical intermediate degree programs and apply for admission to associate degree programs in Early Childhood Education, the training institution shall stipulate and be responsible for explaining the admission threshold.

5. Candidates who have graduated from intermediate degree programs or higher in the same group of disciplines are eligible for the following admission thresholds:

a) With regard to candidates enrolling in bachelor degree programs in the group of teacher training and health-related disciplines with practice certificates, except for the cases specified at Point b of this Clause, the admission threshold shall apply one of the following criteria:

- Their learning capacity in grade 12 is classified as excellent or higher or their average score of high school general subjects is 8.0 or higher;

- The candidates have graduated from high school with excellent scores or higher, or they have learning capacity in grade 12 classified as good and 3-year working experience in accordance with training specializations;

- The candidates have graduated from high schools, junior colleges or universities with excellent grades or higher;

- The candidates have graduated from intermediate level, or associate level or bachelor level with good grades and have 3-year working experience in accordance with training specializations;

b) With regard to candidates enrolling in bachelor degree programs in disciplines of Nursing, Preventive Medicine, Midwifery, Orthodontic Technique, Medical Laboratory Technology, Medical Imaging Technique, Rehabilitation Technique, Music Pedagogy, Arts Pedagogy, Physical Education, Sports Training, the admission threshold shall apply one of the following criteria:

- Their learning capacity in grade 12 is classified as good or their average score of high school general subjects is 6.5 or higher;

- The candidates have graduated from high school with good scores, or they have learning capacity in grade 12 classified as average and 5-year working experience in accordance with training specializations;

- The candidates have graduated from intermediate level, or associate level or bachelor level with good grades or higher.

6. With regard to persons who have been matriculated or graduated from the teacher training disciplines before May 7, 2020, if they enroll in bachelor degree programs to achieve the standard qualifications as prescribed in Article 72 of the 2019 Education Law, the admission threshold shall be specified by the training institution.

7. Based on the requirements of quality assurance, the training institution shall determine and announce the admission thresholds for disciplines, groups of disciplines and enrollment methods at least 10 days before the closing time of enrollment registration. For the admission thresholds for teacher training and health-related disciplines with practice certificates, the admission thresholds determined by the training institutions must not be lower than those specified in Clauses 1, 2 and 5 of this Article.

Article 10. Reservation of admission results

1. Candidates who have obtained the admission notices may be entitled to reserve their admission results in the following cases:

a) Doing military service or participating in youth volunteering forces in the year of successful admission under a decision or order of a competent authority;

b) Being seriously ill or having a serious accident that makes candidates unable to admit on time, and having medical records and certification of a competent medical authority.

2. Candidates specified in Clause 1 must submit an application for reservation of admission results together with proving documents to the training institution calling for admission. The maximum period for reservation shall be specified by the training institution, but not less than 3 years for the persons specified at Point a, Clause 1 of this Article.

3. After being eligible to return to school, the persons with reserved admission results must carry out the admission procedures in accordance with the regulations of the training institution, and they must provide proofs of having completed their tasks or having been rehabilitated. For the cases specified in Clause 1 of this Article who have the reservation period of 3 years or more, the training institution shall introduce them to pre-university schools or classes for review before entering the official school.

Article 11. Enrollment schemes

1. Training institutions shall formulate, publish and implement the enrollment schemes to fulfill its accountability and commitment to candidates, state management agencies and society. The enrollment schemes must contain sufficient information as a basis for the following purposes:

a) Candidates can choose schools, disciplines, training programs and enrollment methods suitable to their individual capacities, interests and conditions; prepare the conditions for enrollment and take steps according to the enrollment plans of training institutions;

b) State and social management agencies can supervise the implementation of law provisions and training institutions’ commitments to learners in enrollment and training.

2. An enrollment scheme shall include the following principal contents:

a) Information about the training institution, disciplines and training programs, including information on the decision to open disciplines, training languages, teaching staff, study and research conditions, graduation diplomas, quality assessment results, percentage of graduates (out of total admissions) and employment rates appropriate to the graduates’ professional qualifications (according to Appendix III of the Regulation);

b) Full information on training costs, tuition fees, enrollment service fees and other service fees for the whole course schedule and each academic year; scholarship policy, tuition fee exemption and reduction policy, financial support, dormitory accommodation and other preferential and supportive policies for learners;

c) Enrollment plan and enrollment scope for each year (in which the first batch of enrollment in formal bachelor and associate degree programs must be consistent with the general plan promulgated by the Ministry of Education and Training), including regulations on enrollment subjects and conditions, enrollment methods, combined admission tests and enrollment quotas for training disciplines and programs; registration process and procedures and other necessary information for candidates;

d) Plans to deal with risks when implementing enrollment work and commitment of responsibilities of the training institution.

3. Training institutions shall notify the enrollment together with the announcement of the enrollment scheme on their website and through other appropriate forms at least 30 days before opening the registration for the first batch of enrollment; or at least 15 days before opening the registration for the first batch of enrolment for the cases of adjustment.

 

Chapter II

ORGANIZATION OF ENTRANCE EXAMS

 

Article 12. Training institutions organizing entrance exams

1. Exams in service of admissions shall be organized by a training institution itself, or by a group of training institutions, in which a training institution shall assume the prime responsibility for organization (hereinafter referred to as training institutions organizing entrance exams).

2. The training institutions organizing entrance exams must have sufficient capacity in terms of staff, facilities and other conditions to organize the exam objectively, seriously, professionally, safely, conveniently and effectively. Specifically as follows:

a) There must be a division in charge of examination work capable of managing and organizing the implementation of the entire examination process;

b) The officials participating in the organization of entrance exams must be in sufficient number, have good ethical qualities and appropriate professional capacity to ensure the good performance of tasks in each process of examination work;

c) The processes and assignment of responsibilities of participating parties must be complete, clear and effective, ensuring independence and objectivity between stages and parties; taking effective measures against fraud and abuse;

d) Facilities, equipment and software must be suitable for the scale and form of exam organization, meeting the requirements of effective support for the processes in exam organization, including the requirements on confidentiality, safety, security, anti-cheating in the exam;

dd) In case where an online exam is held, all measures must be taken to ensure the assessment results are reliable and fair as in the form of on-site exam, and the entire progress of the exam must be filmed, recorded and archived.

3. At least 30 days before candidates start to register for entrance exams, the training institutions organizing the entrance exams must develop the exam regulations and the exam organization scheme (which can be integrated in the enrollment scheme), publish it on their website, and send it to their direct managing agencies and the Ministry of Education and Training for reporting.

4. The training institutions organizing entrance exams shall be responsible before the law for all work before, during and after the exams, including the accountability to state and social management agencies for the quality of exam questions, exam regulations, exam organization scheme and the implementation of exam organization scheme.

Article 13. Exam questions

1. Exam questions must be made according to the outline. The exam outline (including the structure and format of exam questions, scope and assessment criteria) must reflect the background knowledge and core competencies that candidates need to successfully follow training levels. The exam outline must be published to candidates at least 30 days before the exam date.

2. The structure of exam questions for entrance exams or independent exams must contain components of contents of mathematics or literature along with at least two other subjects in the high school program in accordance with the requirements of training disciplines and fields; The contents of exam questions must be consistent with the law provisions on education and culture.

3. The assessment scope of exam questions for entrance exams or independent exams is mainly within the contents of current high school curriculum; the assessment scope of supplementary exams is based on the requirements of talents, aptitudes or special qualities of training disciplines and fields. The assessment criteria must be based on levels of ability and thinking; categorize candidates’ ability, and meet candidates’ suitability level for the disciplines and fields within the scope of enrollment.

4. Exam questions shall be made based on contents randomly extracted from a large enough standardized question bank, or newly made according to an absolutely confidential process. In cases of organizing multiple exam batches, or an exam batch with multiple exam questions, the exam questions must be equivalent. Exam questions must be worded clearly without multiple meanings.

5. Exam questions must be developed by an exam-making council and appraised by an exam-appraisal council. The organization and operation of these councils must be independent of each other and of the group that develop the exam question bank (if any).

Article 14. Exam regulations

1. Examination regulations must be approved by the scientific and training council of the training institution that organizes the entrance exam and signed and promulgated by the principal or director of the training institution, serving as a basis for organizing the performance of tasks before, during and after the exam, and must comply with the general requirements and key principles specified in Articles 3 and 4 of these Regulations.

2. The contents of exam regulations must include the following provisions:

a) Scope of enrollment, subjects and conditions for enrollment;

b) Exam outline and exam format;

c) Exam organization processes and tasks and powers of participating organizations and individuals (in preparing for the exam, organizing exam registration, making exam questions, proctoring exams, marking candidates’ assignments, etc.);

d) Security and anti-cheating measures in the exam;

dd) Publicity, reporting and archiving regimes;

e) Inspection, examination, handling of incidents and violations.

3. Exam regulations must be trained for all participants in exam work and fully disseminated to candidates.

Article 15. Exam organization schemes

1. Exam organization schemes shall be issued by the principal or director of training institutions organizing entrance exams, demonstrating their accountability and commitments to state management agencies, candidates and the whole society about the purpose and conditions of quality assurance of the exam; must comply with the general requirements and key principles specified in Articles 3 and 4 of this Regulation.

2. An exam organization scheme shall include the following principal contents:

a) Purposes and nature of the exam (entrance exam, independent exam or supplementary exam);

b) The plan to organize the exam and the list of training institutions that cooperate or have announced the use of exam results;

c) Information and evidence for fully meeting the exam organization capacity as prescribed in Clause 2, Article 12 of this Regulation;

d) Contents of exam regulations (in the form of an appendix or a link to the document on the training institution’s website);

dd) Specific instructions for candidates to carry out the procedures for registration and participation in the exam, including regulations on fees for examination organization services.

3. An exam organization scheme may be adjusted or supplemented during the implementation process, but must not be detrimental to candidates or reduce their opportunity to smoothly and fairly access the exam.

 

Chapter III

FORMAL TRAINING ADMISSION

 

Article 16. Formulation of admission plans

1. The Ministry of Education and Training shall issue an overall plan for the first batch of formal training admission so that training institutions can coordinate with it in implementing the following processes:

a) Registering for their own admission procedures on the enrollment portal of the Ministry of Education and Training (referred to as the system within the scope of this Chapter) and on the National Public Service Portal;

b) Organizing admissions at training institutions by using the results of high school graduation exam or the high school academic performance or the examination and assessment results of candidates;

c) Processing the registered aspirations of candidates on the system (in an iterative cycle at the same time with the admission processes at the training institutions);

d) Confirming the admissions on the system and at the training institutions.

2. Based on the overall plan, the training institutions shall formulate their direct admission own plans, early admission plans for some autonomous enrollment methods, and plans on supplementary admissions (if any).

Article 17. Registration and organization of direct admission

1. Based on the announced enrollment scheme, a training institution shall organize for candidates who are eligible for direct admission as prescribed in Article 8 of this Regulation to submit their applications online or in person at the training institution.

2. The training institution shall consider and offer direct admission for qualified candidates, then announce the results on the schedule of the overall plan.

3. Directly admitted candidates can confirm their admission early (when eligible) or follow the overall plan like other candidates; the training institution shall not require candidates to confirm admission earlier than the schedule of the overall plan.

4. Directly admitted candidates who have not confirmed their admission can apply to other institutions via the general system to have more chances to be admitted like other candidates.

Article 18. Registration and organization of early admission

1. A training institution shall consider early admission for some enrollment methods, and organize for candidates to submit their applications online or in person at the training institution.

2. The training institution shall consider admission for candidates who complete the enrollment procedures but shall not ask the candidates to confirm their admission earlier than the schedule of the overall plan. The training institution shall publish and upload the list of candidates meeting all admission requirements (except for high school graduation requirement) into the system to process their aspirations together with other enrollment methods under the overall plan and complete it before the candidates apply for admission on the system.

3. Candidates who have applied for admission to a training institution under the early admission plan must then continue to register their admission aspirations on the system under the overall plan of the Ministry of Education and Training.

a) In cases where a candidate is notified by the training institution that he or she meets all the admission requirements (except for the high school graduation requirement) of a certain discipline, the candidate may decide on his/her own to place the order of priority when registering their admission aspirations on the system (depending on whether the candidate wants to be admitted to that aspiration or to have more chances to be admitted to other aspirations).

b) In case the candidate does not meet the requirements for being admitted to an aspiration as registered, he/she can continue to register such aspiration by other enrollment methods on the system.

Article 19. Registration for admission on the system under overall plans

1. The Ministry of Education and Training shall support training institutions in organizing the registration for all enrollment methods in the first admission batch. The registration period begins after the high school graduation exam takes place and ends after the results of the exam and high school graduation consideration come out.

2. Candidates applying for formal training programs in the first admission batch (including those who have applied under the early admission plans of the training institutions) shall register for admission on the system (via the enrollment portal of the Ministry of Education and Training or the National Public Service Portal) under the overall plan and guidance of the Ministry of Education and Training.

3. Candidates are allowed to register aspirations for multiple disciplines and different schools and there is no limit on the number thereof, but they must place their aspirations in the order of priority from the most to the least wanted. In cases where a candidate is eligible for admission to various disciplines or school, she/he shall only be recognized and called for admission to the most wanted one.

4. Candidates place their aspirations in the order of priority by choosing the following options on the enrollment support system (following the guidance of the Ministry of Education and Training):

a) The order of priority of aspirations (The first one is the most wanted one);

b) Choose the training institution or enrollment unit (School code);

c) Choose the discipline, group of disciplines, and training program (Discipline code);

d) Choose the enrollment method (Method code);

dd) Choose the combined admission test (Combined test code) for the admission method based on the results of tests/exam subjects or choose the admission method based on the high school academic performance.

5. Candidates applying for admission to schools under the Ministry of National Defense and the Ministry of Public Security shall comply with the provisions of this Article and the regulations and instructions of the Ministry of National Defense and the Ministry of Public Security.

Article 20. Admission and aspiration processing under overall plans

1. Training institutions shall organize their own admission procedures using their own methods and criteria, or voluntarily coordinate with others in groups to organize admission procedures using common methods and criteria. The Ministry of Education and Training shall provide guidance on the admission schedule and support their processing of aspirations on the system.

2. As the time for registering aspirations on the system expires, the training institutions shall download the information and data from the system to serve their admission procedures, including data about aspiration registration and high school graduation exam results, high school academic performance of the candidates who apply for admission to such training institutions by all enrollment methods.

3. Principles for admission

a) The matriculation score shall be determined so that the number of admitted students of each discipline or training program is consistent with the number of announced quotas, but not lower than the admission threshold;

b) For a discipline (or training program) using a method and combined admission test (a group of subjects), all candidates shall be considered and selected equally depending on their scores regardless of the priority order of their aspirations, unless otherwise specified at Point c of this Clause;

c) In cases where multiple candidates have the same score ranked at the end of the list, the training institution may use the secondary criterion of the aspiration order (to select candidates whose aspiration are placed at the higher priority than others);

d) The use of priority points by regions and subjects for admission shall be uniformly comply with the provisions on priority points specified in Article 7 of this Regulation.

4. After every admission cycle, the training institution shall upload the list of prospective candidates to be admitted to the disciplines and programs (by all enrollment methods). The aspiration processing system shall automatically remove from the list the candidates who have multiple eligible aspirations but place the respective applications at the lower priority, then return the list of prospective candidates to be admitted, who place the respective aspirations at the top priority.

5. Based on the results of the aspiration processing, the training institution shall repeat the admission process in the next cycle and adjust the matriculation scores to match the quotas within the prescribed time limit. In the last cycle, the training institution shall decide on the matriculation scores for the disciplines and training programs (by all enrollment methods) and uploads the list of (official) candidates who are eligible for admission.

Based on the final results of aspiration processing, the training institution shall decide on the list of successful candidates admitted to the disciplines and training programs.

6. The training institution shall announce the matriculation scores (and the conditions and sub-criteria, if any) for the disciplines and programs by all enrollment methods; organize for candidates to search their matriculation scores on the website of the training institution (or the group of training institutions that coordinate with other in the admission process).

Article 21. Notification of results and confirmation of admission

1. The training institution shall send the admission notice to the successful candidates and clearly state therein the necessary procedures for the candidates upon admission and the enrollment method of the candidates.

2. Candidates shall confirm their admission online on the system before entering the educational institution.

3. Candidates who cannot confirm their admission within the given time limit:

a) If there is no valid reason, they shall be considered as refusing the admission and the training institution has the right not to admit them;

b) Due to illness or accidents with the certification of hospitals at the district or higher level or due to natural disasters with the certification of People's Committees at the district or higher level, the training institution shall consider and decide to admit the candidates or defer their admission;

c) Due to wrongdoings or mistakes made by admission officers or the candidates themselves, the training institution shall actively coordinate with relevant individuals and organizations to review the evidence and decide to admit candidates or defer their admission.

4. Candidates who confirm their admission at the training institution shall not participate in the entrance exams elsewhere or supplementary admission, unless otherwise permitted by the training institution.

Article 22. Supplementary registration and admission

1. Based on the enrollment quotas and the number of successful candidates who have confirmed their admission to the disciplines and training programs, the enrollment council of the training institution shall consider and decide to conduct supplementary admissions. The training institution shall announce the plans, methods and registration forms for the supplementary admissions; the requirements for admission to disciplines and training programs by each enrollment method, which shall not be less than the matriculation requirements of the preceding admission.

2. Candidates, who are not admitted or who are matriculated but have not confirmed their admission to any school, can apply for supplementary admissions under the plan and guidance of the training institution.

3. At the end of each supplementary admission, the training institution shall publish on its website the matriculation scores (and conditions and sub-criteria, if any) for the disciplines and training programs by all enrollment methods; organize for candidates to search their admission results; and send admission notices and instructions to successful candidates.

Article 23. Responsibilities of parties involved in admission process

1. The candidates shall:

a) Carefully read the enrollment information of the training institutions, do not apply for the disciplines or training programs, or by enrollment methods that they are not eligible for;

b) Sufficiently provide and ensure the accuracy of all registration information, including personal information, information about their priority regions and subjects (if any), their aspirations; and the authenticity of related proofs;

c) Consent to allow the training institution in which they enroll to use their information and data necessary for the admission;

d) Complete the payment of the enrollment fees before the end of the admission procedures.

2. High schools and other units assigned to take responsibility for the candidates shall:

a) Review, check, supplement and update personal information and data of high school academic performance of candidates on the sector’s database system;

b) Check the data and guide the candidates to fill in correct information, including information about their priority regions and subjects;

c) Support the candidates who are unable to register online to register their aspirations;

d) Support the training institutions which have autonomous admission plans to verify the high school academic performance of candidates.

3. The training institutions shall:

a) Provide sufficient enrollment information and data in the correct format on the system, and ensure the authenticity thereof following the guidance of the Ministry of Education and Training;

b) Provide regulations (or reach agreement with other training institutions) on the fees, methods of collection and use of enrollment service fees;

c) Provide adequate information, advice and guidance to candidates, do not allow candidates to apply for admission to any discipline or training program, or follow an enrollment method that they are not eligible for;

d) Ensure the admission process is accurate, fair and objective; make commitments to following the announced enrollment methods;

dd) Check the information and related proofs when the candidates enter the schools in order to ensure that all candidates are eligible for the admission;

e) Handle letters, complaints and wrongdoing reports related to the admission of the training institutions in accordance with the law provisions.

4. The units assigned to manage and operate the system shall:

a) Manage the national general admission database, and synchronously connect it with the sector’s database;

b) Build, maintain and operate the enrollment portal to support candidates and training institutions in the admission process;

c) Connect the enrollment portal of the Ministry of Education and Training with the National Public Service Portal.

 

Chapter IV

ORGANIZATION OF IMPLEMENTATION

 

Article 24. Responsibilities of the Ministry of Education and Training

1. Issuing the overall plan for the first batch of formal training admission and other documents guiding the admission of training institutions; establishing a Steering Committee for Student Enrollment to direct training institutions in performing the admission work and ensure their compliance with this Regulation.

2. Deciding on the admission of students that does not comply with a number of articles and clauses of this Regulation in the event of natural disasters, epidemics and other force majeure circumstances, but must not be contrary to the law provisions.

3. Directing the inspection and examination of the implementation of this Regulation and the law provisions as decentralized by the Government.

Article 25. Responsibilities of provincial/municipal Departments of Education and Training

1. Assigning and directing schools and other units under their management to:

a) Review and guide 12th-grade students to completely update their personal information and data on the sector’s database (including their identifiers and study records of high school semesters);

b) Review, amend and supplement the database on priority regions for high schools and their equivalents in the respective localities in accordance with the regulations; prepare adequate facilities and equipment to support candidates to register their applications online;

c) Fulfill the responsibilities specified in Clause 2, Article 23 of this Regulation.

2. Directing the inspection, examination and settlement of complaints and wrongdoing reports during the implementation of this Regulation and the law provisions within the scope of their functions and tasks.

Article 26. Responsibilities of training institutions

1. Formulating their own enrollment regulations for all training forms from 2023 to concretize the provisions of this Regulation, then publicizing them on their websites.

2. Organizing enrollment under the issued schemes and regulations on enrollment, in compliance with the provisions of this Regulation and current law provisions; taking accountability to the Ministry of Education and Training, competent agencies and the society for the entire enrollment work of the training institutions.

3. Organizing internal inspection and examination, proactively dealing with the risks mentioned in the enrollment schemes of the training institutions; settling complaints or wrongdoing reports, and handling violations related to the enrollment work of the training institutions in accordance with this Regulation and relevant laws.

4. Updating the list of candidates who are admitted to and actually enter the institutions on the system no later than 30 days after the candidates complete the admission procedures; sending reports with contents as prescribed in this Regulation, and reports on enrollment situation and results at the request of the Ministry of Education and Training.

5. Detaining and archiving documents related to the admission during the training course in accordance with the Law on Archives and regulations on the time limit for detention of professional documents of the education sector. The training institutions that organize matriculation exams shall detain the lists of exam rooms, the candidates' exam papers, the records and the exam results within the time limit specified in the Regulation on the high school graduation exam of the Ministry of Education and Training.

Article 27. Handling of violations

1. Officers and candidates who commit violations during the examination shall be handled according to the provisions of the Regulation on the high school graduation exam of the Ministry of Education and Training.

2. Candidates who commit acts of cheating in the process of applying for admission or taking the matriculation exams, and are admitted, depending on the severity, shall be forced to withdraw from school, banned from enrolling in training institutions in the following years or be criminally sanctioned in accordance with the law provisions.

3. Violators of this Regulation who are civil servants and public employees, depending on the severity, shall be handled by their management agencies in accordance with Article 71 of the Law on Higher Education; Law on Public Employees, Law on Cadres and Civil Servants, and regulatory documents on disciplinary actions for public employees and civil servants.

4. For violators of this Regulation who are cadres, permanent lecturers, teachers, employees of private training institutions, other than civil servants or public employees, the principals of training institutions shall be responsible for handling their violations in accordance with the Labor Code and relevant legal documents.

5. Training institutions that violate the admission process, depending on the severity of their violations, shall be handled in accordance with current law provisions. The principals, the chairpersons of the enrollment councils, and other relevant violators of the training institutions shall be handled in accordance with relevant law provisions.

6. The enrollment regulations of the training institutions shall detail the handling of violations against individuals and organizations participating in the admission work.
