CIRCULAR

Regulating the form of the Citizen’s identity card

Pursuant to the Law on Citizen Identification dated November 20, 2014;

Pursuant to the Decree No. 01/2018/ND-CP dated August 06, 2018 of the Government on defining the functions, tasks, powers and organizational structure of the Ministry of Public Security;

At the proposal of the Director General of the Police Department for Administrative Management of Social Order;

The Minister of Public Security hereby promulgates the Circular regulating the form of the Citizen’s identity card.

Article 1. Scope of regulation

This Circular specifies the shape, size, content, specifications, other languages, materials of Citizen’s identity cards and responsibilities of the Public Security forces at units and localities in the production, issuance and management of Citizen’s identity card.

Article 2. Subjects of application

1. Vietnamese citizens aged full 14 years or older who carry out procedures for grant, renewal or re-grant of Citizen’s identity cards.

2. The People’s Public Security forces at units and localities.

3. Agencies, organizations and individuals involved in the production, grant and management of the Citizen’s identity card.

Article 3. Form, size, contents, specifications, other languages and material of Citizen’s identity cards

1. Form and size:

The Citizen’s identity card has a rectangle shape with the width of 53.98 mm ± 0.12 mm, the length of 85.6 mm ± 0.12 mm, the thickness of 0.76 mm ± 0.08 mm, four corners are rounded with radius r = 3.18 mm ± 0.3 mm.

2. Contents:

a) The front side of a card showing the following information:

- The left side from top down: the National emblem of the Socialist Republic of Vietnam with radius of 12 mm; photo of the card holder sized 20 x 30 mm; Có giá trị đến/Date of expiry;

- The right side from top down: CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM; Độc lập - Tự do - Hạnh phúc; SOCIALIST REPUBLIC OF VIET NAM; Independence - Freedom - Happiness; the line CĂN CƯỚC CÔNG DÂN/Citizen Identity Card; chip icon; QR code; Số/No; Họ và tên/Full name; Ngày sinh/Date of birth; Giới tính/Sex; Quốc tịch/Nationality; Quê quán/Place of origin; Nơi thường trú/Place of residence;

b) The back side of a card showing the following information:

- The left side from top down: Đặc điểm nhân dạng/Personal identification; Ngày, tháng, năm/Date, month, year; CỤC TRƯỞNG CỤC CẢNH SÁT QUẢN LÝ HÀNH CHÍNH VỀ TRẬT TỰ XÃ HỘI/DIRECTOR GENERAL OF THE POLICE DEPARTMENT FOR ADMINISTRATIVE MANAGEMENT OF SOCIAL ORDER;  signature and full name of the card issuer, the seal bearing the National emblem of the card-issuing agency; electronic chip.

- The right side from top down: there are two cells: the left index finger and the right index finger of the card holder.

- MRZ line:

3. Specifications:

a) The two sides of the Citizen’s identity card shall be printed with a blue pattern with the center turn from yellow to blue. The background of the card’s front side includes: Vietnamese administrative maps, bronze drums, decorative traditional motifs pattern. The background of the card’s back side includes: Patterns which is combination of lotus flowers images and interwoven criss-cross curves;

b) The National emblem and portrait photo of the card holder shall be printed directly on the Citizen’s identity card.

c) Color of information on the Citizen’s identity card

- The lines “CĂN CƯỚC CÔNG DÂN”; the seal bearing the National emblem of the card issuing agency are red.

- The card number; information of the Citizen’s identity card holder; date, month and year of expiration; left index fingerprint photo, right index finger fingerprint photo; information about the identity of the card holder; date, month and year of issuance of the Citizen’s identity card; first name, middle name, last name and signature of the card issuer; MRZ line, QR code are black.

d) The electronic chip which stores basic information of citizens is attached to the back of the Citizen’s identity card.

4. Materials

The Citizen’s identity card are made from materials approved by the Minister of Public Security.

5. Other language on the Citizen’s identity card is English, which is a condition for Vietnamese citizens to use their Citizen’s identity card instead of their passport when Vietnam enters into a treaty or international agreement allowing the citizens of the Contracting State to use their Citizen’s identity card instead of passports in the territories of each other.

Article 4. Effect and transitional provisions

1. This Circular takes effect on January 23, 2021 and replaces the Circular No. 61/2015/TT-BCA dated November 16, 2015 of the Minister of Public Security on regulating the form of the Citizen’s identity card, the Circular No. 33/2018/TT-BCA dated October 10, 2018 on amending and supplementing a number of articles of the Circular No. 61/2015/TT-BCA dated November 16, 2015 of the Minister of Public Security on regulating the form of the Citizen's identity card.

2. The Citizen’s identity cards which are granted before the effective date of this Circular shall remain valid until their expiration as prescribed; such cards may be changed to the new Citizen’s identity cards under this Circular at the citizens’ request.

3. Legally valid papers already issued that use information on Citizen’s identity card issued before the effective date of this Circular shall remain valid.

Article 5. Implementation responsibilities

1. Responsibilities of the Police Department for Administrative Management of Social Order

a) To guide, inspect and urge the implementation of this Circular;

b) To elaborate the cost estimation, plans and procedures for selection of Citizen’s identity card manufacturers according to the provisions of this Circular and relevant law provisions;

c) To assume the prime responsibility for, and coordinate with related units in, examining and supervising the production process of Citizen’s identity cards; ensure the technique, quality, form, size, content, specifications, materials and other languages as specified in this Circular and ensure to satisfy requirement on safety, security and confidential of Citizen’s identity card information and data in accordance with law;

d) To uniformly manage the use of Citizen’s identity cards nationwide;

dd) To receive and make statistics on the number of Citizen’s identity cards that are damaged during the production process, and annually carry out the destruction procedures in accordance with law provisions.

2. Responsibilities of the Department of Planning and Finance

a) To assume the prime responsibility for organizing the appraisal of estimates and plans for unit selection and guide the procedures for organizing unit selection, signing contracts on production and granting Citizen’s identity card in accordance with law provisions;

b) To coordinate with the Police Department for Administrative Management of Social Order and relevant units to ensure funding for production, issuance and management of Citizen’s identity cards in accordance with law provisions.

3. Responsibilities of the Institute of Science and Technology

a) To assume the prime responsibility for, and coordinate with relevant units in, performing security and analysis, assessment, and proposing the handling of Citizen’s identity cards attached with electronic chips when there are signs of counterfeiting; manage Security technical records in accordance with law provisions;

b) To coordinate with the Police Department for Administrative Management of Social Order in assessing and examining technical standards and quality of raw materials for the manufacture and production of Citizen’s identity cards to ensure technical standards in accordance with law provisions;

c) To implement the research to design basic Citizen’s identity cards attached to electronic chips to ensure standards, technical regulations, confidentiality and security as specified in Article 3 of this Circular and submit to the competent authority for approval; to hand over technical design documents of basic Citizen’s identity card attached with electronic chip as specified in Article 3 of this Circular to the Police Department for Administrative Management of Social Order.

4. Responsibilities of Public Security Departments of provinces or centrally run cities

Annually, to make an estimate of the demand for using the Citizen’s identity card of their locality for the following year and submit to the Police Department for Administrative Management of Social Order and the Ministry of Public Security; within the competence, to inspect, monitor and handle violations in the course of implementing this Circular.

5. Heads of units affiliated to the Ministry of Public Security, Directors of Public Security Department of provinces and centrally run cities and relevant agencies, organizations and individuals are responsible for the implementation of this Circular.

In the course of implementing this Circular, if there are any difficulties and problems, Public Security of units and localities shall report to the Ministry of Public Security (Police Department for Administrative Management of Social Order) for promptly guidance./.
