The maximum time limit for evaluating an e-bid dossier is 65 days
The Ministry of Planning and Investment issues the Circular No. 05/2018/TT-BKHDT on providing detailed regulations on making of e-bid dossier evaluation reports for bidding packages for which contractors are selected in the e-public procurement system on December 10, 2018.
The time limit for evaluating an e-bid dossier is 45 days from the date of bid opening to the date the bid solicitor submits the contractor selection result to the project owner for approval. This time limit excludes the period for appraisal and approval, including the period for appraisal of the evaluation result of dossiers of technical proposals for bidding packages subject to the method of single-stage two-envelope bidding.
For small-scale bidding packages, the time limit for evaluating an e-bid dossier is 25 days from the date of bid opening to the date the bid solicitor submits the contractor selection result to the project owner for approval. When necessary, this time limit may be extended for no more than 20 days while sticking to the project performance schedule.
This Circular takes effect on September 01, 2019.
