CIRCULAR

On guiding the implementation of a number of articles of the Government’s Decree No. 61/2015/ND-CP dated July 09, 2015 on job creation policies and National Employment Fund and the Government’s Decree No. 74/2019/ND-CP dated September 23, 2019 on amending and supplementing a number of articles of the Decree No. 61/2015/ND-CP

Pursuant to the Government's Decree No. 14/2017/ND-CP dated February 17, 2017, on defining the functions, rights, responsibilities and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to the Government’s Decree No. 61/2015/ND-CP dated July 09, 2015 on job creation policies and National Employment Fund (hereinafter referred to as the Decree No. 61/2015/ND-CP);

Pursuant to the Government’s Decree No. 74/2019/ND-CP dated September 23, 2019 on amending and supplementing a number of articles of the Decree No. 61/2015/ND-CP dated July 09, 2015 on job creation policies and National Employment Fund (hereinafter referred to as the Decree No. 74/2019/ND-CP);

At the proposal of the Director General of the Department of Employment;

The Minister of Labor, War Invalids and Social Affairs hereby promulgates the Circular on guiding the implementation of a number of articles of the Government’s Decree No. 61/2015/ND-CP dated July 09, 2015 on job creation policies and National Employment Fund and the Government’s Decree No. 74/2019/ND-CP dated September 23, 2019 on amending and supplementing a number of articles of the Decree No. 61/2015/ND-CP.

Article 1. Scope of regulation

This Circular provides guidance on report on results of loans from the National Employment Fund; report on results of lending to support job creation and lending to support employees working abroad under contracts from capital mobilized by the Vietnam Bank for Social Policies (hereinafter referred to as the mobilized capital) as prescribed in the Decree No. 61/2015/ND-CP and the Decree No. 74/2019/ND-CP.

Article 2. Subjects of application

The Vietnam Bank for Social Policies, the Department of Labor, War invalids and Social Affairs and Division of Labor, War Invalids and Social Affairs.

Article 3. Report on results of loans from the National Employment Fund

1. On a quarter basis, before the 10^th of the first month, the Transaction Office of the Vietnam Bank for Social Policies shall report results of lending to support job creation, job maintenance and expansion and the results of preferential loans for employees working abroad under contracts from the National Employment Fund to the Division of Labor, War Invalids and Social Affairs according to Form No. 1 and Form No. 2 promulgated together with this Circular. 

2. On a quarter basis, before the 15^th of the first month, branches of the Vietnam Bank for Social Policies shall report results of lending to support job creation, job maintenance and expansion and the results of preferential loans for employees working abroad under contracts from the National Employment Fund to the Department of Labor, War Invalids and Social Affairs according to Form No. 3 and Form No. 4 promulgated together with this Circular.
