SUMMARY

05 solutions boosting the fast and sustainable economic development in the 2023-2030

On July 05, 2023, the Government issues the Resolution No. 93/NQ-CP on improving the efficiency of international economic integration, boosting the fast and sustainable economic development in the 2023-2030 period. A number of remarkable contents shall be as follows:

1. 05 solutions boosting the fast and sustainable economic development, including:

- To reform and complete the economic institutions;

- To improve the business environment, to raise competitiveness;

- To effectively implement FTAs;

- To promote post-COVID-19 economic growth and sustainable development;

- To perform the comprehensive integration in the fields of socio-culture, science and technology, security and defense.

2. Responsibilities of Ministries, sectors and localities as follows:

- The Ministry of Industry and Trade shall formulate the FTA Index to create a basis for assessment of FTA implementation results; formulate and improve legal documents in the domains of industry and trade for efficient implementation of international commitments; and efficiently implement the Scheme “Raising the competiveness of Vietnamese exports up to 2020, with a vision towards 2030”; etc.

- The Ministry of Planning and Investment shall study the possibility to open a number of sub-services for foreign investors’ participation at proper extents; effectively implement the Program on support for enterprises in digital transformation in the 2021-2025 period; etc.

- The Ministry of Foreign Affairs shall continue mobilizing partners, international organizations and multilateral mechanisms to assist in raising the medical capacity, promoting investment projects on technology transfer for production of vaccines, curative medicines, medical equipment in the COVID-19 pandemic prevention and fighting; etc.

RESOLUTION

On improving the efficiency of international economic integration, boosting the fast and sustainable economic development in the 2023-2030 period[1]

 

THE GOVERNMENT

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to Politburo Resolution No. 22-NQ/TW of April 10, 2013, on international integration;

Pursuant to Resolution No. 06-NQ/TW of November 5, 2016, of the fourth plenum of the 12th Party Central Committee on effective implementation of the international economic integration process, firmly maintaining the socio-political stability in the context of our country’s participation in new-generation free trade agreements;

Pursuant to the major undertakings, guidelines and policies on international economic integration stated in the Document of the 13th National Party Congress;

Pursuant to the Strategy for socio-economic development for the 2021-2030 period;

Based on the consideration and assessment of results of the implementation of Resolution No. 49/NQ-CP of July 10, 2014, promulgating the Action Program on implementation of the Resolution of the 4th plenum of the 10th Party Central Committee on a number of major undertakings and policies for rapid and sustainable economic development when Vietnam becomes a member of the World Trade Organization;

At the proposal of the Minister of Industry and Trade;

Based on results of the voting by the cabinet members.

 

RESOLVES:

After eight years’ materializing the Government’s Resolution No. 49/NQ-TW of July 10, 2014, promulgating the action program for implementation of the Resolution of the fourth plenum of the 10th Party Central Committee on a number of major undertakings and policies for rapid and sustainable economic development when Vietnam becomes a member of the World Trade Organization, the results show that ministries, central sectors, local administrations and the business community all have endeavored to perform the tasks set forth in the Resolution, contributing to the well planned and effective implementation of the international economic integration; actively contributed to the implementation of the foreign policy of independence, sovereignty, multilateralization and diversification of international relations; attracted enormous resources for the national socio-economic development while still firmly preserving the national security, especially economic security, struggling to frustrate all attempts, plots and activities of taking advantages of the country’s international economic integration process to intervene in Vietnam’s internal affairs and change our political system. Thanks to the implementation of Resolution No. 49/NQ-CP, the systems of laws, mechanisms and policies has been constantly improved in conformity with the requirements of building a modern market economy and international integration. The awareness of various issues related to the process of economic integration among the entire political system, ministries, central sectors, local administrations and the business community has been incrementally raised. The market elements and different types of markets have been step by step developed in a synchronous manner, linked with regional and world markets. Vietnam has formed a broad network of international economic partners through the frameworks of bilateral, regional and multi-lateral cooperation. So far, we have established official relations with 189/193 countries, had economic, trade and investment ties with more than 224 countries and territories, signed 15 free trade agreements (FTA) with more than 60 partners, and 71 partners have recognized that Vietnam has a market economy. The achievements recorded in the international economic integration activities have created favorable conditions for Vietnam to successfully materialize the socio-economic development targets in the recent past. Prominently, the economy has grown incrementally steady and constantly improved, the scale of the economy has been constantly expanded, major economic balances have been ensured, the people’s living standards have been increasingly raised, and social security has been better cared for and ensured. The import-export balance has markedly improved, changing from deficit to surplus, the export markets have been expanded and diversified. Vietnam see annual export growth in the markets with which it has concluded new-generation FTAs. The increased foreign direct investment capital flow through international economic integration also constitutes a main driver for Vietnam’s economic development.

Besides the achievements, the materialization of Resolution No. 49/NQ-CP has also revealed a number of fundamental shortcomings and limitations in the process of international economic integration. They include, among others, in the course of law improvement, the awareness, especially at local level, of the significance, role, importance and opportunities as well as challenges of the international economic integration process, and the understanding of Vietnam’s international commitments for incorporation in domestic legal norms in a flexible manner to ensure the national security and protect to the utmost the interests of the Vietnamese State, agencies, organizations, enterprises and citizens has not been really good. The competitiveness of our country’s economy, enterprises and products, albeit improved, remains weak as compared to other countries in the world, including those in the region. The effectiveness of making full use of opportunities and benefits from the international commitments in some domains such as science and technology, education and training etc., remains limited. The uniformity, synchronism and connectivity between politics and national security etc., and economy as well as among the lines in the economic and commercial fields, and among ministries, sectors and localities; and the State support for the business community, especially private companies, still see certain limitations. The international economic integration has not been closely connected to the requirements of increasing the quality, effectiveness and sustainable development of the economy; the level of renewal and creativity in thinking and resoluteness in action has not been really high.

In the coming period, the domestic, regional and world situations are predicted to be volatile with complicated and unexpected developments. The multipolar and multi-centred situation in the world has become increasingly sharper; populism, protectionism and trade disputes between big countries tend to be on the rise; the traditional and non-traditional security challenges are changing the world’s order, economic structure, and modes of economic activities and social life organization. In addition, conflicts emerging in a number of countries and regions and the aftermaths of the COVID-19 pandemic will continue hindering the international trade and investment flows and “disrupting” the global supply chains, negatively affecting the economy of every country, region and the world in the years to come. The above situation has accelerated the current trends such as digital economy, circular economy, and green, sustainable and inclusive development. In that context, nations will find a new point of balance between economic development, door opening, international economic integration and maintenance of national security, while actively promoting and making full use of scientific and technological achievements, innovation from the fourth industrial revolution which is unfolding rapidly, with breakthroughs and intensive, extensive and multi-dimensional global impacts.

The Resolutions of the 13th National Party Congress has clearly stated the orientations for national development in the 2021-2030 period: “To proactively continue with comprehensive, intensive, extensive and effective international integration; to firmly maintain the environment of peace and stability, constantly heightening the international position and prestige of Vietnam”. The question is that we should continue boosting the process of Vietnam’s international economic integration in the time ahead so as to take advantage of opportunities in service of the country’s sustainable economic development, promptly responding to and flexibly adapting to difficulties, challenges and negative impacts in the process of constantly intensive and extensive international economic integration of Vietnam.

I. VIEWPOINTS

1. To ensure the Party’s leadership and the State’s unified management of the international economic integration process, attaching importance to further renewing the thinking and methods, acting in a resolute, concerted and unified manner, firmly maintaining independence and sovereignty in determining the policies and strategies for national economic development in the context of increasingly intensive and  extensive international economic integration, solidly protecting national security and territorial integrity, preserving the national cultural identity, and protecting the environment. To create conditions for and support Vietnamese enterprises to develop strongly, becoming the core of the national economy. To multilateralize and diversify international economic relations, proactively and actively integrate in the international economy while ensuring the state-national interests.

2. To closely pursue the objectives and tasks set forth in the 2021-2030 socio-economic development strategy: “To strive by 2030 to become a developing country with modern industry and upper middle income; with modern, competitive, effective and efficient management institutions; with dynamic, fast, sustainable, independent, sovereign economic development based on science, technology, innovation in association with higher efficiency in external relation and international integration activities; to arouse the national development aspiration, promoting the creativity, will and strength of the entire nation, building a prosperous, democratic, equitable, civilized, orderly, disciplined and safe society, ensuring the peaceful and happy life of people; to constantly raise the living standards of the people in all aspects; to firmly protect the Fatherland and the environment of peace and stability for national development; to elevate the position and prestige of Vietnam on the international arena”.

3. Building a self-reliant economy must serve the objective of enhancing the internal strength on the basis of mastering technology, innovation, proactive and active integration, and market diversification. To raise the national production capacity, attaching importance to groups of new, modern fields of high technological content in order to enhance the self-reliance, efficient participation and higher position in global value chains and the effective resilience to greet and abnormal external impacts. To develop the internal force as a decisive factor in association with the external force and the strength of the time.

4. International economic integration is the focus and priority of international integration; integration in other domains must facilitate the international economic integration and be carried out synchronously under a general international integration strategy with roadmaps, schemes and steps suitable to the practical conditions and capability of the country. International economic integration must contribute to constantly improving the domestic institutions, legal system, mechanisms and policies in conformity with the Party’s and the State’s policies and orientations, and with the international and regional commitments and practices; to proactively build new partnerships, participate in new rounds of negotiations, promote bilateral, regional and multi-lateral economic cooperation relations, facilitating the process of renewing the growth model and sustainable economic development of the country.

5. To diversify forms of international economic integration, attaching importance to the digital economic integration with flexible roadmaps suitable to the country’s conditions and objectives in each period. To proactively make early forecasts and effectively and promptly handle arising issues and developments, strictly oversee and effectively manage impacts of the international economic integration process.

6. The set international economic integration tasks should be comprehensive, close to reality, flexible, proactive, creative and anticipating in order to bring about substantive results. To step up activities related to the expansion of bilateral and multilateral economic and trade ties, attraction of foreign investment, conclusion of international agreements and treaties, while ensuring focal and central points and giving priority to efficiency; to continue proactively conducting the negotiation and conclusion of FTAs with benefit-complementing partners so as to be able to bring about multifaceted efficiency; to efficiently tap the benefits of the FTAs which Vietnam has already concluded as the motive force for quantitative and qualitative import and export development based on investment in and application of modern science and technology coupled with high-quality human resources.

II. OBJECTIVES

1. General objectives:

To successfully realize the major policies set forth at the 13th National Party Congress in the context that our country is implementing the 2021-2025 socio-economic development plan and the 2021-2030 socio-economic development strategy, focusing on building an independent, self-reliant economy, raising the effectiveness of international economic integration; ensuring fast and sustainable economic growth on the basis of macro-economic stability, science and technology development and innovation; quickly recovering the economy to overcome the negative impacts of the COVID-19 pandemic; being proactive in comprehensive, intensive, extensive and efficient international integration in order to attract external resources for development, intensifying the interest connection with partners and raising Vietnam’s position and prestige on the international arena, ensuring national security.

2. Specific objectives:

- To convert obtained benefits of the international economic integration into specific results in the growth of goods and service import and export; to raise the economy’s absorbability of science and technology and efficiency of capital use; to boost the development of domestic economic sectors, securing a higher position in global value chains; to improve the quality of institutions and laws towards completeness and modernity for deeper integration.

- To raise the extent and quality of international integration in general and international economic integration in particular, actively contributing to renewing the growth model toward sustainability, restructuring the economy, stepping up national industrialization and modernization; to narrow the development gap with the developed countries in the region and the world.

- To enhance public-private partnership, mobilize social resources, including support from multilateral mechanisms, non-governmental organizations, the business community, etc., in the course of implementing the international commitments which Vietnam has concluded, especially commitments in the FTAs.

- To raise the economy’s resilience to external negative impacts; to enhance the capability to respond to with and flexibly and efficiently handle developments in the world, which may significantly impact/threaten to impact export and import activities, trade transactions and international economic integration of economic sectors; to complete the system of trade safeguards in order to protect the economy, enterprises and domestic markets in conformity with international commitments. At the same time, to improve the competitiveness of the Vietnamese economy, enterprises and products; to create conditions and environment for enterprises to steadily and stably develop.

- To fully and correctly grasp the role and position of international law in the process of international economic integration; to proactively participate in building international legal rules; to make the fullest use of international law in the protection of Vietnam’s lawful rights and interests in international economic relations, especially in the settlement of arising legal matters.

- To step up cooperation, training and development of high-quality human resources, raising the training quality so as to meet the development requirements in the context of the Fourth Industrial Resolution and intensive and extensive international integration.

- To proactively participate in digital economic integration with a view to contributing to the successful achievement of Vietnam’s objective of developing the digital economy and digital society under the national strategy on development of the digital economy and digital society through 2025, with a vision toward 2030.

- To build an independent and self-reliant economy; to heighten the efficiency of international economic integration, attaching importance to the efficient exploitation of FTAs with a view to expanding and diversifying the export markets, not heavily relying on certain markets. To actively negotiate bilateral and multilateral trade agreements and participate in new economic cooperation and alignment patters and frameworks. To further improve trade policies suitable to national conditions and the international integration.

III. IMPLEMENTATION SOLUTIONS AND TASK ASSIGNMENT

1. Implementation solutions

a/ To reform and complete the economic institutions

- To continue building and completing the legal system and policies for full performance of and compatibility with international economic integration obligations and commitments, especially with new-generation FTAs according to set roadmaps. To make the fullest use of the policy space allowed for Vietnam in the commitments in order to create favorable conditions for Vietnamese entities.

- To scrutinize, amend and supplement existing legal documents, ensuring the synchronism, transparency and effectiveness in order to maintain a favorable, stable and predictable business and investment environment. To concentrate on promptly addressing the limitations and inadequacies in mechanisms, policies and legal provisions in the field of tax, investment, trade, environment, market management, etc. in order to liberalize resources for development, ensuring the effectiveness of the international economic integration process.

- To complete the legal corridor for attaining domestic reform objectives and proceeding to build a legal system with modern and progressive regulations; to create a foundation for application of new business models, promoting cashless payment, e-commerce, digital banking services, and financial technology.

- To vigorously reform the administrative procedures, particularly those related to investment, export and import, tax etc., and reduce improper business conditions, unnecessary procedures so as to simplify the administrative procedures, creating favorable conditions for people’s and enterprises’ search and compliance.

-  To formulate mechanisms and policies for promoting the building of controlled experimental legal frameworks for socio-economic domains applying  new/integrated products, services, solutions, and business models in order to have timely and suitable development management policies to boost the digital economy, innovation, and start-ups. To ensure the principle of transparency and non-discrimination among various types of enterprises.

- To formulate and implement international economic integration strategies, action programs, plans and schemes from now through 2030, with a vision toward 2045, ensuring a higher extent and quality of international economic integration in order to expand markets, make full use of funding sources, intellectual property, technologies, knowledge and management skills from superpowers in the world; at the same time, to attach importance to raising the integration capacity at home, particularly in regions and localities.

- To promote the mechanism of coordination among ministries, sectors, Vietnam Chamber of Commerce and Industry and business associations, aiming to respond to and handle promptly and effectively adverse developments in international trade-investment, which may cause substantial damage for international economic integration activities of Vietnam.

- To continue revising the system of laws related to competition management, trade protection, sustainable development, intellectual property, e-commerce, government procurement, labor, trade unions, etc., conforming with new-generation FTA commitments and ensuring interests of enterprises, laborers and the economy in the course of international economic integration.

- To enhance ideological work, raising the awareness of state management officials, enterprise management and citizens about international integration in general and international economic integration in particular, especially about the opportunities, challenges and requirements to be satisfied in the implementation of international economic integration commitments, in order to create high consensus and effective involvement in the integration process.

b/ To improve the business environment, to raise competitiveness

- To raise the efficiency of business environment improvement, ensuring the equality, transparency, innovation promotion, ensuring a healthy competition environment bringing about the stability and predictability of policies. To set more substantive and specific objectives and tasks for resolute settlement of problems in the business environment. To redress the lack of connection and coordination among relevant agencies and units with regard to every domain under their management. To clearly define responsibilities of main agencies and units for enterprises and people to know and strictly oversee the implementation. To substantively and efficiently enforce regulations in order to create favorable conditions for domestic enterprises to stably develop, increase productivity, quality, creating a foundation for them to compete with foreign enterprises, facilitating the development of private enterprises into an important driving force of the economy.

- To continue formulating plans and strategies for development of specific products and commodity lines in association with the strategy on development of national brands, aiming to step up the intensive, efficient and sustainable export-import activities; to well implement early warning work on trade safeguards while taking advantage of international regulations on geographical indications and origin, copyright and brand registration, promoting the application of solutions on codes, barcodes and traceability in order to protect Vietnamese enterprises and products in international trade.

- To actively carry out programs for trade, investment and tourism promotion, and brand building; to develop e-commerce so as to strengthen the capability for transaction, market search and expansion. To promote the role of overseas Vietnamese representative offices in coordinating with the business community and relevant agencies at home and abroad in order to expand the export markets, promote trade, tourism and attract investment; to support the protection of interests of Vietnamese enterprises in trade disputes.

- To further realize well the Government’s Resolution No. 68/NQ-CP of May 12, 2020, promulgating the program on reduction and simplification of regulations related to business activities in the 2020-2025 period, contributing to improving the efficiency and ensuring the objectives of state management, promoting the development of enterprises. To step by step improve the domestic logistics infrastructure, particularly warehouses and storing yards and transportation from production regions to international ports.

- To concentrate on directing the performance of tasks and solutions on digital transformation in the state management towards building a digital government under the Prime Minister’s Decision No. 749/QD-TTg of June 3, 2020, approving the “Program on national digitalization through 2025, with orientations toward 2030” in synchronism with the administrative reform. To well realize the national strategy on development of digital economy and digital society to 2025, with a vision toward 2030 under the Prime Minister’s Decision No. 411/QD-TTg of March 31, 2022. To develop digital infrastructure in service of centralized and uninterrupted state administration; to synchronously design, build and operate the system integrating and connecting big databases in better service of international economic integration activities.

- To promptly and fully update data related to public services; attach importance to public services practical for people, provide infrastructure for promoting e-commerce.

c/ To effectively implement FTAs

-  To scrutinize and redress overlaps between ministries and sectors in performing the tasks related to international economic integration, effectively promoting the e role of key agencies in the implementation of FTA commitments; to clearly define the role and responsibility of parties in formulating and materializing economic development strategies, schemes and action programs related to and affect many ministries, sectors and localities.

- To intensify the coordination among ministries and sectors; to promote the effectiveness of the consultation mechanism between state management agencies and enterprises in the process of proposing and selecting partners and formulating plans for negotiations on new FTAs as well as in removing difficulties in approaching the export markets; to conclude agreements on mutual recognition of conformity assessment results in domains where Vietnam has advantages and potential for export. To accelerate the research, warning and reporting of technical measures applied by other countries for domestic enterprises and relevant management bodies to proactively respond to technical barriers.

- To continue implementing fully and scrupulously the commitments on international economic integration and commitments in FTAs; to study and suggest proposals for negotiations on new FTAs as well as upgrading of a number of concluded FTAs; to study and concentrate on effective implementation of FTAs which Vietnam has participated in, especially plans on implementation of new-generation ones such as CPTPP, EVFTA, UKVFTA and RCEP, further taking advantage of preferences in the FTAs to promote export and expand the markets. To make full use of the reservation of rights/exceptions (especially preferences for small- and medium-sized enterprises, exceptions to a number of regulatory commitments), flexibly satisfying the requirements of commitments for the internal interests of Vietnam.

- To further implement the Prime Minister’s Decision No. 1659/QD-TTg of October 2, 2021, on the Scheme to raise the trade protection capacity in the context of participating in new-generation FTAs.

- To review and evaluate the roadmap of fulfillment of current commitments on international economic integration and their impacts on each sector, each field for proper adjustment of sectoral development strategies, promptly grasping arising matters and proposing solutions.

- To scrutinize and renew modes of implementing trade and service commitments in FTAs so as to make full use of, and tap new markets, aiming to step up the export of information technology service and cultural industry products of Vietnam.

- To intensify supporting measures for raising the competitiveness, brand development for commodity lines and enterprises; to remove difficulties and hurdles regarding policies in order to develop domestic raw material sources, helping enterprises meet the rules of origin, making better use of opportunities brought about from FTAs, particularly new-generation ones.

- To renew forms and contents of public dissemination of FTAs. To coordinate with the Ministry of Industry and Trade in receiving, operating, upgrading and developing Vietnam’s Free Trade Agreement Portal (FTAP) aiming to connect enterprises with state management bodies in the course of implementing the FTAs.

d/ To promote post-COVID-19 economic growth and sustainable development

- To attach importance to building various scenarios for effective coping/adaptation with disasters and epidemics in the time to come. To apply various measures to restore the supply chains, ensuring goods circulation, safe and smooth production and business activities of enterprises under new normal conditions. To maintain and improve the competitiveness of sectors prone to export decline after the pandemic. To make full use of opportunities from the post-COVID-19 process of restructuring the global production and supply chains in order to intensify Vietnamese enterprises’ involvement in the global production and supply chains; to take advantage of the post-COVID-19 wave of investment relocation to attract foreign investment into Vietnam.

- To step up industrialization and modernization and economic restructuring in association with renewing the growth models, ensuring substance and efficiency; to promote fast and sustainable growth, green growth based on macro-economic stability. To materialize the 2021-2025 plan on economic restructuring and growth model renewal. To properly handle the relations between economic growth and socio-cultural development; to ensure social security for people, particularly vulnerable groups.

- To resolutely implement large-scale investment programs, especially for strategic infrastructure, promoting the projects on inter-regional infrastructure, green energy, green infrastructure, national digital infrastructure, etc., to bring about widespread impacts and new growth motive forces for the economy. To formulate regional planning, master plans on development of infrastructure sectors in the 2021-2030 period, with a vision toward 2050.

- To continue proposing and applying effective measures to support enterprises in restoring production and business, overcoming negative effects of the COVID-19 pandemic, and creating employment opportunities for vulnerable groups. To formulate schemes on restoration of the labor market after COVID-19, ensuring human resources for enterprises to restore their production, particularly enterprises participating in the global supply chains.

- To vigorously remove difficulties for enterprises, including foreign-invested enterprises in Vietnam. To encourage new investment modes, new, green, less-gas emission business models with the participation of foreign-invested, private-invested enterprises, especially promote the efficiency of public-private cooperation on infrastructure investment. To protect the lawful rights and interests of investing enterprises; to harmonize the interests between the State, investors and laborers.

- To strongly develop science, technology and innovation in order to create big strides forward in raising the productivity, quality and competitiveness of the economy. To develop human resources, education and training, attaching importance to training human resources for the digital economy, laborers with high skills and professional and technical qualifications, who are ready for the supply chain-relocating trend, meeting the requirements of the Fourth Industrial Revolution and international integration.

- To effectively manage and use natural resources; to enhance the environmental protection and climate change response; to attach importance to sustainable development, clearly defining and synchronously, harmoniously materializing the economic, social and environmental objectives. To well fulfill the international commitments related to environment and climate change response.

dd/ Comprehensive integration in the fields of socio-culture, science and technology, security and defense

- To actively participate in building and forming the regional and global economic-trade architectures, including the elaboration of orientation documents of WTO, ASEAN, APEC, and ASEM, Mekong subregion mechanisms, especially in new areas of cooperation such as digital transformation, green growth, inclusive and sustainable development.

- To closely coordinate with members of ASEAN, ASEM, and APEC in policy cooperation, building initiatives and orientations for cooperation in the post-COVID-19 period and actively participate in those forums with a view to ensuring long-term and effective cooperation.

- To make correct, adequate and prompt forecasts, analyses, evaluation of the world and regional situation, especially big upheavals directly affecting our country so as to make fast, resolute and proper decisions and actions; to harmoniously connect international integration with national renewal; to bring into the fullest play and closely and efficiently combine domestic and foreign resources.

- To further study and inquire into development trends, new innovations, policies and experiences of various countries in the course of integration, especially countries efficiently implementing the international integration commitments.

- To carry out extensive and gradually intensive integration activities in the fields of science and technology, innovation, from basic research to applied research; social sciences and humanities, natural sciences, inter-sector research, intellectual property, standards, measurement and quality; technological transfer, promoting the process of domestic technological renewal to serve the performance of the tasks of national socio-economic development. To actively participate in multilateral science and technology organizations and forums through participating in international events, standing for and undertaking important positions at international organizations; to proactively suggest initiatives, creating positive imprints and heightening the position and values of Vietnam in relations with other countries.

- To complete institutions, ensure defense strengthening, protecting political security as well as social order and safety; to further renew and restructure the organization of the political system for streamlined, elite, effective and efficient operation, to implement decentralization on the basis of ensuring the inspection and supervision by superior state bodies.

- To firmly maintain the environment of peace and stability for national development, creating favorable environment for foreign investors for long-term business cooperation. To create conditions and opportunities for economic, cultural, social, diplomatic development together with defense, sustainable and efficient development in critical regions and areas nationwide. To firmly maintain political stability and national security in international relations, ensuring economic, cultural and social development with intensified expansion of international economic cooperation, attaching importance to marine economic cooperation with countries, creating intertwined interests.

- To complete the integrated and uniform marine management mechanism, raising the efficiency of law enforcement on the sea. To establish the relevant security posture inside and outside the national border and on the cyberspace, attaching special importance to cyber security.

2. Task assignment

a/ The Ministry of Industry and Trade

- To formulate the FTA Index to create a basis for assessment of FTA implementation results at ministries, sectors, localities nationwide. To act as the key body urging the effective implementation of FTAs, which Vietnam has participated in, especially plans for implementation of new-generation FTAs such as CPTPP, EVFTA, UKVFTA and RCEP.

- To improve legal documents in the domains of industry and trade for efficient implementation of international commitments. To study and build a system of new policies and laws to create breakthroughs in the development of industry and trade at home, especially new industries in line with the trends of digital economy development and the fourth Industrial Revolution; to heighten the competitiveness and capability to participate in the global value chains.

- To efficiently implement the Scheme “Raising the competiveness of Vietnamese exports up to 2020, with a vision towards 2030” under the Prime Minister’s Decision No. 1137/QD-TTg of August 3, 2017, and the Scheme “Raising the trade protection capability in the context of involvement in new-generation free trade agreements under the Prime Minister’s Decision No. 1659/QD-TTg of October 2, 2021.

- To assume the prime responsibility for, and coordinate with relevant ministries and sectors and the Government Negotiation Delegation in, studying and proposing negotiations, and drafting schemes for negotiations on FTAs with regard to commitments in the domains under its charge and submit to the Prime Minister overall schemes on organization, negotiation and conclusion of FTAs as well as implementation of the concluded FTAs; to regularly consult with VCCI, and business associations and community on negotiation on FTAs being underway and to be implemented and remove difficulties in the course of implementing FTAs.

- To enhance coordination with ministries, sectors and localities in raising the efficiency of public information on international economic integration toward diverse forms and intensive contents of interest to the business community.

- To continue holding meetings of inter-governmental committees, joint committees, trade subcommittees, implementing agreements and established mechanisms, negotiating on the establishment of new inter-governmental committees, Joint Committees and trade sub-committees with partner countries.

b/ The Ministry of Planning and Investment

- To assume the prime responsibility for, and coordinate with ministries, sectors and localities in, monitoring and urging the materialization of the Government’s Resolution No. 54/NQ-CP  of April 12, 2022, promulgating the action program for realization of the National Assembly’s Resolution on the plan to restructure the economy in the 2021-2025 period; attaching importance to formulating and applying measures to attract foreign direct investment, especially investment from FTA partners, in association with mechanisms and policies to encourage the transfer of advanced technologies and modern administration, linking value chain-based production with domestic private enterprises; to renew investment promotion modes towards efficiency, focusing on potential partners, to attract strategic investors with experiences, financial capacity, transnational groups with high technologies, source technologies, and green technologies friendly to the environment.

- To coordinate with localities in monitoring and synthesizing investment data of countries participating in the FTAs with Vietnam, supply them to the Ministry of Industry and Trade for monitoring the implementation of FTAs.

- To study the possibility to open a number of sub-services for foreign investors’ participation at proper extents; to promote the development of domestic enterprises with capital and technological potential and high competitiveness, being able to join the global value chains in order to take advantage of the trend of moving the supply chains into Vietnam and heighten the self-reliance of the economy in the context of increasingly extensive and intensive international integration.

- To effectively implement the Program on support for enterprises in digital transformation in the 2021-2025 period.

c/ The Ministry of Finance

- To scrutinize and complete the framework agreements on financial cooperation with important partners such as financial institutions, international financial forums and finance state management agencies in the countries being comprehensive strategic partners, strategic partners and traditional partners of Vietnam.

- To intensively raise the substantive effectiveness of financial cooperation and diplomatic activities in the financial domain, forming regional financial instruments and mechanisms to support the management of macro-economy, public finance, and financial market; to intensify policy dialogues with a view to heightening the trust in financial cooperation partnership relations and public information and attraction of resources from the outside, to mobilize, receive and efficiently manage technical assistance activities/programs of partners for the Ministry of Finance.

- To synchronously complete the institutions and implement integration commitments on tax, customs, insurance service, securities, accounting-auditing, etc., To study and propose more proactive implementation of bilateral and multilateral commitments on export and import tariffs, aiming to reduce trade concentration, especially import from a number of specific partners.

- To enhance the effectiveness of implementation of financial integration commitments through raising the quality of analyzing and forecasting the impacts on the economy and financial domain; to study and propose mechanisms and policies to ensure financial safety in the context of implementing international integration commitments; to intensify and raise the effectiveness of public information on the benefits and challenges from the implementation of financial commitments to relevant stakeholders, particularly domestic and foreign enterprises; to intensify the synchronous and full application of the national one-stop mechanism and ASEAN one-stop mechanism, digital customs, smart customs, automatic grant of tax codes; to expand and intensify cooperation with customs authorities in the world.

d/ The State Bank of Vietnam

- To proactively, flexibly and cautiously administer the monetary policy in harmony with the fiscal policy and other macro-policies, aiming to control inflation, maintain the macro-economic stability, ensure major balances, and promote the sustainable economic growth.

- To further accelerate the restructuring of the system of credit institutions, focusing on handling weak credit institutions and non-performing debts; at the same time to further raise the competitiveness and transparency and to comply with international standards and practices in the administration and operation of credit institutions.

- To continue stepping up the digitalization of the banking sector and enhance the assurance of security and safety, and protecting the lawful interests of customers in the payment domain.

- To effectively materialize the Prime Minister’s Decision No. 1813/QD-TTg of October 28, 2021, approving the 2021-2025 Scheme on Development of Cashless Payment in Vietnam.

- To efficiently realize the National Comprehensive Financial Strategy to 2025, with a vision towards 2030.

dd/ The Ministry of Foreign Affairs

- To further expand and deepen relations and interest mingling with important partners; to promote, formulate and upgrade economic, trade and investment cooperation frameworks; to study the promotion and establishment of sector-based partnerships in conformity with our interests such as digital economy, green growth, innovation, and human resource development in the context of the Fourth Industrial Revolution. To make full use of favorable factors and external resources with a view to mobilizing capital and technologies in service of the cause of national development.

- To bring into play Vietnam’s role at international economic mechanisms and forums, especially mechanisms and forums of strategic importance, in conformity with the national interests and conditions; to step up Vietnam’s involvement in multilateral economic cooperation mechanisms and frameworks, including assuming the role of co-chairman of the Southeast Asia Program of OECD in the 2022-2025 period.

- To continue mobilizing partners, international organizations and multilateral mechanisms to assist in raising the medical capacity, promoting investment projects on technology transfer for production of vaccines, curative medicines, medical equipment in the COVID-19 pandemic prevention and fighting.

- To further carry out activities of connecting localities and enterprises with overseas representative offices and foreign partners, aiming to seize opportunities for investment, trade cooperation, and protecting the legitimate interests of people and enterprises in foreign countries.

- To synchronously, creatively and efficiently carry out economic diplomatic activities in service of development in conformity with trends and meeting the requirements of the new situation; to vigorously renew the contents and forms of assisting Vietnamese sectors, localities and enterprises in the course of international economic integration.

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors, the Government Delegation for Economic and International Trade Negotiations in, formulating schemes for general and specific diplomatic campaigns in order to support the process of FTA negotiations and settlement of international trade disputes.

- To step up the strategic research and forecasts on international economic and trade trends, the adjustment of  policies of major partners, our participation in such frameworks as the Indian-Pacific Economic Cooperation Framework, etc. so as to promptly advise the Government on Vietnam’s international economic integration policies.

e/ The Ministry of Justice

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and the Government Delegation for International Economic and Trade Negotiations, in studying and proposing negotiations, synthesizing and formulating schemes on negotiations in the field of legal services and other fields as assigned by the Government.

- To coordinate with the Ministry of Industry and Trade in synthesizing the master plan on negotiation to be submitted to the Prime Minister for approval while coordinating with the latter in elaborating and implementing schemes on legal and institutional negotiations.

- To actively coordinate with relevant ministries, sectors and organizations in evaluating the commitments in the field of legal services and relevant domains as assigned in order to ensure that the negotiation plans and commitment contents in FTAs yield the optimum benefits for Vietnam.

- To coordinate with agencies proposing the negotiations, conclusion, ratification and approval in assessing legal impacts of FTAs, treaties for use as the basis for submission to authorities competent to propose or decide on negotiations, conclusion, ratification or approval of FTAs or treaties to ensure their conformity with the 2016 Law on Treaties.

- To coordinate with relevant ministries, sectors and bodies in scrutinizing and assessing the compatibility of the Vietnamese legal system with the requirements and obligations to be fulfilled under FTAs.

- To improve the quality of appraising legal documents in order to ensure their conformity with Vietnam’s international commitments.

- To study and propose the absorption of good rules of international law, particularly in the field of international justice, contributing to the completion and modernization of domestic laws in service of international integration.

- To intensify the training of international law knowledge and skills towards modernization up to regional and international levels.

- To assist the Government in drafting a Law on Civil Legal Assistance and submitting it to the National Assembly.

g/ The Ministry of Science and Technology

- To effectively implement the Strategy on Science and Technology Development and Innovation towards 2030, the National Strategy on Intellectual Property towards 2030, and the Program on Intellectual Property Development towards 2030.

- To complete the system of laws on standards, technical norms, and product and commodity quality in conformity with international practices and further improve the system of national standards and technical norms towards harmony with international standards and suitability to Vietnamese enterprises.

- To build and develop national quality infrastructures (NQI), to step up digitalization in the standard, measurement and quality domains, meeting the international economic integration requirements on standards, measurement and quality.

- To effectively implement programs, schemes and plans on accelerated standard, measurement and quality activities in service of international economic integration, specifically: (i) the Scheme “To intensify and renew measurement activities in support of Vietnamese enterprises to heighten their competitiveness and international integration capacity to 2025, with orientations towards 2030” (the Prime Minister’s Decision No. 996/QD-TTg of August 10, 2018); (ii) the Scheme “To realize, apply and manage the traceability system” (the Prime Minister’s Decision No. 100/QD-TTg of January 19, 2021); (iii) the master plan for higher productivity on the basis of science, technology and innovation in the 2021-2030 period (the Prime Minister’s Decision No. 36/QD-TTg of January 11, 2021).

- To further raise the effectiveness of implementation of the commitments on technical barriers to trade within the WTO, CPTPP, EVFTA, UKVFTA and RCEP frameworks and the FTAs which Vietnam has participated in. To build and complete the system of databases on technical barriers to trade.

h/ The Ministry of Agriculture and Rural Development

- To promote the market towards product value chain-based connection, heightening the competitiveness of green, safe, and organic agricultural products up to international and domestic standards.

- To maximize the advantages and potentials of each region and each locality, to organize close alignment between localities in each region so as to build the specialized raw material zones, and develop connection clusters. To mobilize international research organizations, domestic and foreign groups to build regional-level agricultural innovation centers in Vietnam.

- To enhance cooperation with competent authorities of importing countries in order to ensure the prompt settlement of technical barriers and disputes arising in agricultural, forestry and fishery trade.

- To step up the science and technology application in agriculture, making full use of 4.0 technologies in order to digitalize the agriculture for raising the efficiency, productivity and competitiveness of Vietnamese farm produce.

- To develop the agricultural product-processing industry, raising the value, quality and competitiveness of agricultural products, contributing to vigorous production restructuring towards sustainable export and development. To intensify the alignment between foreign-invested and domestic enterprises, aiming to develop supporting and processing industries of large scale and high quality, linked with regional and global agricultural product value chains.

- To step up the building of new-style countryside towards greenness and sustainability, speeding up the satisfaction of communes of new-style countryside standards; to review and complete norms and criteria on rural environment; to build eco-villages and smart villages adaptable to climate.

i/ The Ministry of Information and Communications

- To assume the prime responsibility for implementing the National Digitalization Program to 2025, with orientations towards 2030. To organize the implementation of the Strategy on development of e-government towards digital government in the 2021-2025 period, with orientations towards 2030; to coordinate ministries, sectors and localities in annually reporting to the Government on the implementation situation.

- To assume the prime responsibility for organizing the materialization of the national strategy on development of digital economy and digital society to 2025, with a vision towards 2030, promulgated under the Prime Minister’s Decision No. 411/QD-TTg of March 31, 2022.

- To formulate, submit for promulgation and organize the implementation, the Law on e-Transactions towards adding provisions on trustworthy services in e-transactions, operation of digital platforms, digital data, online digital services, and data-sharing services.

- To formulate and submit to the Prime Minister for approval and organize the implementation of, a strategy on digital infrastructure development, a strategy on national cyber safety and security, and a national data strategy.

- To formulate and submit to the Prime Minister for approval and organize the implementation of, a strategy of Vietnamese digital technology industry; to step up the realization of the program on support for small- and medium-sized enterprises in digitalization; to organize the implementation of the program on promoting digitalization of big enterprises and state-run groups and corporations.

- To establish and implement the digital skill standards and national digital skill framework.

- To step up public information on international economic integration with a view to creating the consensus of people of all strata on international economic integration policies of the Party and the State.

k/ The Ministry of Culture, Sports and Tourism

- To continue implementing effectively the Prime Minister’s Decision No. 210/QD-TTg of February 8, 2015, approving the Strategy on development of Vietnam’s external-relation culture to 2020 and a vision towards 2030, and the Prime Minister’s Directive No. 25/CT-TTg of September 10, 2021, on stepping up the materialization of the Strategy on development of Vietnam’s external-relation culture.

- To promote the development of cultural industries, building a healthy cultural market and a digital cultural environment suitable to digital economy, meeting the requirements of sustainable development in the context of the fourth Industrial Revolution and intensive and extensive international economic integration.

- To step up the combination of promotion and propagation of national cultural values and top-quality products of cultural industries to the world with the effective exploitation of FTAs, expanding and diversifying the export markets. To develop the soft power of Vietnamese culture, contributing raising the combined national strength in the new period.

l/ The Ministry of Labor, War Invalids and Social Affairs

- To further efficiently implement the Strategy on international integration on labor and social affairs to 2020, with a vision towards 2030; the Strategy on development of vocational education in the 2021-2030 period, with a vision toward 2045; the Government’s Resolution No. 06/NQ-CP of January 10, 2023, on development of flexible, modern, efficient, sustainable and integrated labor markets for fast socio-economic recovery; to assume the prime responsibility for coordinating with the International Labor Organization and relevant ministries and sectors in efficiently implementing the Program on decent work in the 2022- 2026 period and the memo of understanding on cooperation in promoting international labor standards in Vietnam in the 2021-2030 period.

- To assume the prime responsibility for coordination with relevant ministries, sectors and organizations in efficiently implementing the National Target Program on Sustainable Poverty Reduction in the 2021-2025 period; to study the possibility of acceding to Convention No. 87 of the International Labor Organization; to realize the labor-related commitments in the new-generation FTAs which Vietnam has participated in.

- To assume the prime responsibility for, and coordinate with ministries, sectors and localities in reviewing and proposing the completion of policies and laws relating to labor and social affairs, ensuring social security, especially for vulnerable groups, ensuring the objectives on decent work be incorporated into Vietnam’s socio-economic development strategies and plans.

m/ The Ministry of Resources and Environment

- To direct the handling of key and urgent environmental issues related to the management of solid waste, air quality, craft village environment, water environment, river basins, sea and island environment; to redress environmental pollution and degradation; to maintain and improve the environmental quality and sanitation.

- To step up the socialization of environmental protection; to formulate and realize programs and projects on international cooperation in the field of resource management and environmental protection; to establish an environment information and reporting system, stepping up environment communications aiming to enhance the implementation of environment-related social liability of enterprises and communities.

- To improve the policies and laws in the resource and environment domain, aiming to unlock and liberate to the utmost and raise the use efficiency of, existing resources, ensuring the effectiveness of the international economic integration process.

- To intensify international cooperation on environmental protection, natural resource protection and sustainable development, response to climate change and fulfillment of related international commitments, especially Vietnam’s commitments at the 26th session of the Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change.

- To suggest the amendment, supplementation and elaboration of the system of laws on the seas and islands on the basis of evaluation and review of the enforcement of the Law on sea and island resources and environment.

- To speed up the formulation and submission for promulgation of the Planning on national marine space, and the master plan on exploitation and sustainable use of coastal resources.

- To intensify baseline surveys of sea and island resources and environment, aiming to satisfy the requirements of sustainable development of marine economy, defense and security maintenance, diplomacy and international cooperation.

- To speed up the standardization of data and uniformly manage the use of system of national databases on sea and island resources and environment, including the database on allocation of sea areas to organizations and individuals. To proceed with the integration and digitalization of marine resource and environment databases of ministries and localities with the national database on seas and islands.

- To study and propose the establishment of a group of green marine economic partners, aiming to mobilize the participation of relevant parties, contributing to future effective management and promotion of the sustainable development of Vietnam’s marine economy.

- To intensify international cooperation on raising the quality of education and training, especially higher education, up to the quality level of, and conformable with, regional and international standards with a view to satisfying the requirements of development of human resources in service of the fourth Industrial Revolution; to attach importance to training human resources in service of high technologies in line with the trend of relocating the supply chains into Vietnam, especially spearhead sectors such as electronic and semi-conduct industries.

- To promote cooperation in the field of defense economy and defense industry in forms of investment, joint venture, military production and trade,…alignment with appropriate partners, aiming to raise the country’s defense potential and contribute to national economic development.

- To further materialize effectively the Politburo’s Conclusion No. 57-KL/TW of September 16, 2019, on combination of defense and security with economy, economy with defense and security, especially in key defense-security areas.

p/ The Ministry of Public Security

- To enhance the state management of security and order, proactively carry out activities of ensuring national security and social order and safety in the international economic integration process according to its functions and tasks. To enhance the understanding of the situation, the provision of strategic advice and specialized advice in service of international economic integration; to further implement with efficiency the Politburo’s Directive No. 12-CT/TW of January 5, 2017, on enhancing the Party leadership over the maintenance of economic security in the context of developing the socialist-oriented market economy and international economic integration. To establish and complete the system of legal documents on security and order; to create the investment environment, security jurisprudence and safety for the process of socio-economic development and international integration. To develop the security industry in order to boost the integration and enhance self-reliance capacity to protect the national security, peace and stability.

- To complete the Scheme “Stepping up the application of national population database in service of socio-economic development and national digitalization”; to formulate a strategy on national cyber safety and security, proactively coping with challenges from the cyber space up to 2025, with a vision towards 2030; to coordinate with relevant ministries and sectors in assuring data security, protecting personal data in the course of international economic integration; to coordinate with relevant ministries and sectors in strengthening the legal documents relating to international economic integration and sustainable development in the 2021-2025 period.

- To study and promote the expansion of international cooperation channels with other countries and international organizations with a view to enhancing the situation understanding, information exchange, experience sharing and coordination in the application of measures to prevent, combat, stop and handle crimes, especially transnational crimes, cyber crime, hi-tech crime,…; to proactively identify difficulties and problems in cooperation in order to inform other countries and partners for coordinated settlement, aiming to secure to the utmost Vietnam’s interests and minimize harm; to mobilize and propose other countries to support Vietnam’s viewpoints, policies and activities at economic forums and on issues related to Vietnam’s interests and national security.

- To expand international cooperation with the United Nations and foreign partners in order to materialize the Scheme “ Vietnamese Public Security forces participate in the UN peace-keeping activities”; to step up training of personnel to be ready for joining the UN peacekeeping activities.

q/ The Ministry of Construction

- To improve legal provisions and management instruments to strictly and effectively control the process of urban development linked with the process of industrialization, modernization and rural development.

- To effectively implement national programs and plans on urban development, upgrading of national urban centers, development of climate change-resilient urban centers, the plan on development of Vietnamese green cities to 2030, and the Scheme on sustainable development of Vietnam’s smart cities in the 2018-2025 period and orientations towards 2030”.

- To speed up the formulation and finalization of a system of construction standards and norms gradually approaching the international standards; to complete the system of construction quotas and unit prices.

- To implement the Plan on Digitalization of the Construction Sector in the 2020-2025 period, with orientations towards 2030; and the Plan on application of information technology in activities of the Ministry of Construction in the 2021-2025 period.

r/ The Ministry of Transport

- To step up the realization of strategic breakthroughs on building the system of transport infrastructure in tandem with a number of modern constructions; to concentrate and prioritize investment in putting to early use key works and projects on land, sea and air transport connecting regions, zones, and economic centers nationwide and in the world, thereby effectively supporting industries and export. To boost the execution of projects on transport infrastructure development in the form of public-private partnership.

- To step up the implementation of strategies, programs and plans on enhancing cooperation and transport connection with neighboring countries, the region and the world in order to make full use of resources for further developing the transport system and restoring international transport in order to meet the travel demand, restore supply chains and circulate commodities in face of the impact of the COVID-19 pandemic.

s/ The Nationalities Committee

- To coordinate with ministries, sectors and localities in implementing the National Target Program on socio-economic development of ethnic minority and mountainous regions in the 2021-2025 period, which was  approved by the Prime Minister in Decision No. 1719/QD-TTg of October 14, 2021.

- To intensify international cooperation in order to mobilize resources for materialization of the National Target Program under the Scheme “Intensifying international cooperation in support of socio-economic development of ethnic minority regions”, approved by the Prime Minister in Decision No. 2152/QD-TTg of December 18, 2020.

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and the Government Delegation for negotiations on international economy and trade in, studying and suggesting negotiations and elaboration of schemes on FTA negotiations regarding the commitments in the domains under their respective management. To continue sticking to the Plan on implementation of existing FTAs and fulfilling, as scheduled, the tasks stated in the implementation plan.

- To regularly review and perfect mechanisms, policies, laws and regulations on administrative procedures, investment and business conditions and establish a system of information on integration in all domains, particularly market, trade, investment, services, tourism, etc.

u/ Provincial/municipal People’s Committees

- To proactively formulate programs and plans for implementation of this Resolution in conformity with the line and policies of the Party and the State, and with their local conditions.

- To proactively propose specific measures to remove difficulties for enterprises in localities in the course of implementing FTA commitments. To make full and effective use of opportunities brought about by international economic integration in accordance with international regulations, rules and standards and multilateral institutions to protect the legitimate interests of enterprises.

- To elaborate specific action plans for quick and efficient implementation of Decision No. 749/QD-TTg promulgating the Program on national digitalization to 2025, with orientations towards 2030, etc.

- To enhance coordination in organizing trade exchange activities, goods supply-demand connection, expansion of international and regional experience exchanges; to support enterprises, cooperatives and business households in advertising their products, intensifying the sale of products, especially agricultural produce, to the world market.

- To proactively direct and create favorable conditions for enterprises, cooperatives and business households to prevent and combat epidemics while maintaining production stability and safe and efficient export and import.

- To enhance connection with the coordinating body, namely the Ministry of Industry and Trade, in the course of implementing FTA commitments in order to avoid overlapping and waste and attain the optimum efficiency for limited resources.

- To coordinate with the Ministry of Industry and Trade in the receipt, operation, upgrading and development of FTA Portal (FTAP), aiming to connect enterprises with state management bodies in the course of implementing the FTAs.

- To develop regional economy according to the integration and multi-sectoral approach, building commodity and service value chains, taking advantage of regional and local peculiarities; to enhance regional and inter-regional connectivity, thereby efficiently participating in global value chains, creating new development space while minimizing negative impacts upon any disruption of supply chains.

- To closely coordinate with ministries, sectors, and professional associations in carrying out international economic integration activities in a practical and efficient manner; to evaluate and report on the obtained results as well as difficulties and problems in the course of implementing this Resolution.

v/ The Vietnam Chamber of Commerce and Industry, business associations, and professional association

- To step up the dissemination and propagation of the contents, impacts, solutions to make full of opportunities, to cope with challenges from WTO and FTA commitments and other trade and investment commitments according to each domain, matter, market, which enterprises concern.

- To make comments make counter-arguments from the enterprise’s angle on the formulation of laws and policies for implementation of FTA commitments.

- To carry out the supervision from the perspective of enterprises over the implementation of FTA commitments by competent Vietnamese bodies as well as partners, especially in the aspects directly related to the rights and interests of enterprises.

- To sum up and report on hurdles and difficulties faced by enterprises in the implementation of commitments and the integration process, to advise on, and propose policy solutions to promptly and efficiently redress the inadequacies.

- To sum up enterprises’ comments and advice on implementation and efficiency with negotiation agencies in the negotiation of new FTAs and upgrading of existing FTAs.

- To advise, support and represent enterprises in the process of handling international trade barriers, trade protection investigations and other cases or matters, especially in foreign markets.

IV. ORGANIZATION OF IMPLEMENTATION

1. Based on the major contents and tasks in this Resolution and the assigned functions and tasks, the ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial/municipal People’s Committees shall personally direct the implementation of the Resolution and annually send reports on implementation results to the Ministry of Industry and Trade before December 5 for summarization and report to the Government and the Prime Minister.

2. The Ministry of Industry and Trade and the Inter-Sectoral Steering Committee for International Economic Integration shall monitor, examine, urge and evaluate the implementation of this Resolution, sum up the situation and report thereon to the Prime Minister, Head of the National Steering Committee for International Integration, and the Deputy Prime Minister, Head of the International Economic Integration Inter-Branch Steering Committee annually or upon request.-
