RESOLUTION

Of the fifth plenum of the 13th CPV Central Committee
On agriculture, farmers, and rural areas towards 2030, with a vision to 2045

 

I. CONTEXT

After nearly 15 years of implementing Resolution No. 26-NQ/TW of the 10th CPV Central Committee on Agriculture, Farmers, and Rural Areas, with the focused leadership and direction of Party committees and organizations at all levels, and the concerted efforts and unity of the entire people, Vietnam's agriculture, farmers, and rural areas have achieved substantial accomplishments. Agriculture has continued to grow in both scale and production level, maintaining relatively high growth rates, thereby affirming its important role as a pillar of the economy and firmly ensuring national food security. Agricultural production and business have developed robustly toward restructuring crop and livestock sectors, applying science and technology, enhancing quality and added value, leveraging regional and local advantages, and adapting to climate change. The organizational system for agricultural production and business has been increasingly improved; the proportion of processed agricultural products has gradually increased; consumption markets have expanded; export volume, value, and the proportion of high-quality products have risen rapidly. Vietnam has become one of the world's leading exporters of certain agricultural commodities. The educational level and knowledge of Vietnamese farmers have been gradually enhanced; their mindset regarding agricultural production and business has been continuously renewed, progressively adapting to the socialist-oriented market economy. Farmers have increasingly affirmed their role as key actors by participating in cooperation, linkage, production restructuring, economic development, restoration and development of rural crafts and occupations, building new-style rural areas, preserving national cultural identity, and ensuring political security, social order, and safety. The new-style rural development movement has become widespread, with the active participation of the entire political system and the people, achieving targets ahead of the Resolution’s timeline; contributing to accelerating the industrialization and modernization of agriculture and rural areas. The rural economic structure has shifted positively, increasing the proportion of industrial and service sectors; the income and material and spiritual life of rural residents have been continuously improved; the poverty rate has declined rapidly; the number of well-off and affluent households has increased; the appearance of Vietnam’s rural areas has changed markedly; and public trust in the Party, the State, and our regime has been increasingly consolidated and enhanced.

However, alongside the achievements attained, agricultural development remains unsustainable; growth rates tend to decline; production and business organization still predominantly rely on smallholder farming, lacking effective linkages. The quality and efficiency of the collective economy and cooperatives remain low. Research, application of science and technology, innovation, and human resource training are still limited and have yet to become key drivers for breakthrough development. Many types of crop varieties, livestock breeds, and agricultural inputs remain heavily dependent on imports. Attracting investment for agricultural and rural service development faces numerous challenges. The mechanical industry serving agriculture and agricultural product processing has not met practical requirements; agricultural mechanization remains uneven. Forecasting and provision of information on production and consumption markets for agricultural products remain limited. Vocational training, job creation, and rural labor restructuring still face many shortcomings. The rural workforce is aging; labor productivity and the average income of rural residents remain low; the poverty rate remains high, especially in remote areas and ethnic minority regions. The building of new-style rural areas is uneven. In many places, insufficient attention has been paid to production development, livelihood creation, and the promotion of cultural life; rural environmental pollution is on the rise; various complex social issues have emerged in multiple localities, causing widespread public concern. The capacity to respond to climate change, and to prevent and control natural disasters and epidemics, remains limited.

The primary causes of the aforementioned limitations and shortcomings are as follows: Awareness of the position and role of agriculture, farmers, and rural areas remains incomplete and inadequate, resulting in passivity, dependence, and a lack of close, decisive leadership and direction by some Party committees, organizations, and authorities in implementing the Resolution. Coordination among ministries, sectors, and relevant agencies remains insufficient. The state management apparatus and public service system have not kept pace with development requirements. Several mechanisms and policies are slow to be promulgated, not closely aligned with actual conditions, lack implementation resources, and are delayed in revision and supplementation, particularly in areas such as land, investment, credit, insurance, and production organization. Public investment has not met the targets set forth in the Resolution; the effectiveness of mobilizing and utilizing social investment capital for agricultural and rural development remains low.

II. VIEWPOINTS

1. Agriculture, farmers, and rural areas are three closely interrelated and inseparable components, playing a vitally important role in the cause of renovation, national construction, and defense, and constituting a foundational and decisive force in socio-economic development, environmental protection, climate change adaptation, maintenance of political stability, safeguarding of national defense and security, and preservation and promotion of Vietnamese cultural and human values, thereby meeting the requirements of international integration. The industrialization and modernization of agriculture and rural areas is among the foremost tasks in the overall process of national industrialization and modernization. The country's resources must continue to be prioritized for investment in agriculture, farmers, and rural areas. It is necessary to ensure balanced development between rural and urban areas, across regions and localities; to closely integrate industrial and service development with agricultural development, and sustainable rural development with the process of urbanization, in line with the orientation of “ecological agriculture, modern countryside, and cultured farmers.”

2. Farmers are the key actors and central stakeholders in the process of agricultural development, rural economic development, and the building of new-style rural areas. The development of the farmer class must be associated with agricultural advancement and the process of rural industrialization and urbanization. The highest objective in agricultural and rural development is to comprehensively improve the material and spiritual well-being of farmers and rural residents. Special attention must be paid to fostering a comprehensively developed and cultured Vietnamese farmer class who are patriotic, united, autonomous, self-reliant, resilient, innovative, and imbued with the will and aspiration to build a prosperous and happy homeland and nation; who possess knowledge, educational attainment, and advanced capacity for production organization; who lead civilized lifestyles, assume social responsibility, respect the law, protect the environment, enjoy the achievements of socio-economic development, and gradually gain access to urban-level services.

3. Agriculture is one of Vietnam’s national strengths and a pillar of the economy. Agricultural development must be effective, sustainable, and integrated with multiple values, oriented toward increasing added value and competitiveness, in close linkage with the vigorous development of processing industries, post-harvest preservation systems, and the expansion of agricultural markets both domestically and internationally. Food safety and national food security must be firmly ensured, while the protection of the ecological environment must be actively promoted. The development of green, organic, and circular agriculture is encouraged.
A fundamental shift in mindset is required from agricultural production to the development of an agricultural economy based on market demand. Regional and local advantages must be fully leveraged. Agricultural production and business must be organized along value chains, grounded in science, technology, and innovation.

4. Rural areas must be developed to be modern, prosperous, happy, democratic, and civilized, with synchronous socio-economic infrastructure; a green, clean, and beautiful environment; a wholesome, diverse, and culturally rich way of life imbued with national identity; and guaranteed political security, public order, and social safety. Agricultural and rural development must be closely linked with both tangible and intangible cultural heritage spaces and the preservation of the values of the wet-rice civilization and the noble national cultural identity.
Socio-economic development planning for rural areas must ensure harmonious and synchronous development across agriculture, industry, and services, in close connection with labor restructuring, the creation of local livelihoods and employment, and income improvement for farmers and rural residents, while ensuring national defense and security and consolidating grassroots political systems, especially in strategic, key areas, remote areas, border regions, islands, and ethnic minority regions. The building of new-style rural areas must be deepened in a substantive, effective, and sustainable manner. Land and water resources must be managed and utilized efficiently and economically; environmental protection, biodiversity conservation, and sustainable ecosystem development must be ensured. Proactive measures must be taken to prevent and mitigate natural disasters, adapt to climate change, protect agricultural production, and ensure public safety.

5. The development of agriculture and rural areas, along with the improvement of the material and spiritual well-being of farmers and rural residents, is a central responsibility and core task of the entire political system and society under the leadership of the Party. The role and responsibility of Party committees and organizations at all levels, especially their leading officials, as well as the effectiveness and efficiency of state agencies, must be upheld. The role of the Vietnam Fatherland Front, the Vietnam Farmers’ Union, and socio-political organizations must be promoted in exercising oversight, providing social feedback, and mobilizing their members and the people to actively participate in agricultural and rural development.

III. OBJECTIVES AND VISION

1. Overall objective by 2030

Farmers and rural residents shall attain increasingly high levels of education and material and spiritual well-being, taking ownership of the agricultural and rural development process. Agriculture shall develop rapidly, sustainably, and efficiently, firmly ensuring national food security; the scale of commercial agricultural production shall continue to expand; ecological sustainability shall be maintained; and effective adaptation to climate change shall be ensured. Rural areas shall undergo comprehensive development, with modern and synchronized socio-economic infrastructure; a rational economic structure and appropriate forms of production organization; a safe, healthy, and culturally rich living environment imbued with national identity; firmly maintained political security, public order, and social safety; and clean, strong grassroots Party organizations and political systems.

2. Specific objectives by 2030

- To achieve an average annual GDP growth rate of approximately 3% in the agricultural sector; to increase agricultural labor productivity by 5.5% – 6% per year on average.

- To attain an average annual growth rate of over 10% in rural industry and services.

- To ensure that over 90% of communes meet new-style rural area standards, with 50% of those meeting advanced new-style rural standards; and that over 70% of district-level units meet new-style rural standards, with 35% achieving advanced new-style rural status.

- To increase the average income of rural residents in 2030 by 2.5 to 3 times compared to 2020.

- To ensure that 80% of rural households have access to clean water meeting national standards.

- To reduce the proportion of agricultural labor in the total workforce to below 20%; and to provide vocational training for approximately 1.5 million rural workers annually.

- To maintain forest cover at 42%, with improved productivity and quality; and to ensure that 90% of rural household solid waste is collected and treated in accordance with regulations.

3. Vision to 2045

Farmers and rural residents shall be civilized and comprehensively developed, with high incomes. Agriculture shall be ecological, large-scale, and high value-added; closely integrated with domestic and international markets, supported by modern agricultural processing and preservation industries; and capable of exporting a wide range of agricultural products that rank among the world’s top. Rural areas shall be modern, with living conditions approaching those of urban areas; a green, clean, and beautiful environment; and a rich national cultural identity. National defense, security, public order, and social safety shall be firmly ensured.

IV. KEY TASKS AND SOLUTIONS

1. Enhancing the role, position, and self-reliance capacity of farmers and rural residents; comprehensively improving their material and spiritual well-being

To focus on renewing and enhancing the quality and effectiveness of communication, education, and training to improve awareness, capacity, and educational attainment among farmers and rural residents, aiming to fostering innovation and application of science and technology in agricultural production, preservation, processing, and marketing, thereby promoting income generation and wealth creation from agriculture and rural development. To accelerate the transition of agricultural labor to the industrial and service sectors; to promote rural economic growth, create local employment opportunities, increase rural incomes, and attract highly qualified labor to work in rural areas.

To ensure the right of farmers and rural residents to exercise self-governance in accordance with the principle: “The people know, the people discuss, the people do, the people supervise, the people inspect, and the people benefit.” To promote solidarity, neighborly bonds, and mutual support; to expand movements for farmer entrepreneurship, emulation in production and business, mutual prosperity, sustainable poverty reduction, and the building of new-style rural areas.
To foster happy families and strong communities; to encourage participation in social governance; to protect natural resources and the environment; to preserve and promote ethnic cultural identities; and to ensure political security, social order, and public safety. To create a favorable environment to support farmers and rural residents in improving governance capacity, developing household businesses and cooperatives, securing stable livelihoods and employment, accessing resources and technological advances, and transitioning from small-scale production to value chain-based, high-tech, and digitalized agricultural production in alignment with the goals of agricultural restructuring and new-style rural building.

To enhance the quality of services for farmers and rural communities in education, vocational training, healthcare, culture, and sports. To effectively implement population and development policies; to ensure equitable access to development opportunities and basic public services in rural areas. To strictly enforce gender equality policies; to prevent violence and abuse against women and children; and to strengthen the capacity and status of rural women. To promote inclusive insurance policies and encourage farmers to participate in voluntary social insurance and health insurance. To effectively implement national target programs. To facilitate stable resettlement in border areas, islands, spontaneous migration zones, special-use forest areas, economic-defense zones, and disaster-prone regions. To prioritize the allocation of investment resources to districts and communes with high poverty rates. To continue supporting ethnic minorities that lack housing or production land by creating livelihoods and employment, improving incomes, and enhancing living conditions.

To promote the role of the Vietnam Farmers’ Union, socio-political organizations, the Vietnam Cooperative Alliance, and socio-professional associations in providing legal consultancy, agribusiness knowledge, and science and technology support. To strengthen mass movements fostering unity in building new-style rural areas, safeguarding national security, and promoting cultural households, and villages.

2. Developing an efficient, sustainable, and eco-oriented agriculture sector through advanced science and technology application to improve quality and added value

To substantively and effectively restructure the agricultural sector, leveraging the advantages of tropical agriculture as well as the potential and strengths of each region and locality. To promote land accumulation and consolidation; to develop agriculture in the direction of modernization, specialized large-scale commercial production, and food safety assurance, based on the application of advanced science and technology, digital transformation, mechanization, and automation; to closely integrate agriculture with industry and services, and align production with the preservation, processing, and consumption of agricultural products. To encourage the development of green, organic, and circular agriculture; the One Commune, One Product (OCOP) program; and the reduction of greenhouse gas emissions, etc. To continue investing in, upgrading, renovating, and building new agricultural production infrastructure, with priority given to projects and works serving agricultural restructuring and climate change adaptation.

To vigorously develop the crop and livestock breeding industry with high productivity, quality, disease resistance, and climate adaptability; to preserve and enhance high-value indigenous breeds; to establish appropriate mechanisms to incentivize research institutions, universities, and enterprises to engage in variety selection and breeding; to strengthen domestic capacity in the production of animal feed; to promote research and technological mastery in the production of vaccines, veterinary medicines, plant protection products, equipment, and agricultural inputs. To reorganize production; to strongly develop farm economies and cooperative economies, focusing on cooperatives and agricultural enterprises; to promote linkages and cooperation along value chains to increase added value. To synchronously and effectively develop the technical systems of veterinary medicine, plant protection, quarantine, and food safety. To strictly manage the quality of agricultural inputs and improve the effectiveness of disease prevention and control. To build safe and high-quality food supply chains; and to strictly handle violations in the production and trading of agricultural inputs and food safety.

For crop cultivation, to adjust crop structure in alignment with local advantages and market demand, and in response to climate change; to establish large-scale specialized production zones. To reform policies on the management and use of rice land to allow flexible and efficient utilization; to convert inefficient rice cultivation areas to more productive crops or livestock; to strictly protect dedicated rice land, ensuring the annual production of at least 35 million tons of rice to guarantee national food security. To promote the adoption of advanced technologies and production processes; to reduce the use of inorganic chemical fertilizers and pesticides; and to encourage the use of organic alternatives.

For livestock production, to develop high-tech industrial livestock farming; support environmentally friendly farm and household-scale livestock operations. To relocate livestock facilities out of densely populated residential areas. To promote specialty and organic livestock breeds to generate high-value, competitive products. To allocate appropriate land for livestock development, especially in rice-growing localities. To strictly eliminate the use of banned substances, the overuse of antibiotics, and unregulated chemicals in livestock production; to strengthen the capacity and effectiveness of the veterinary system to meet disease prevention and control requirements.

For fisheries, to develop marine and inland aquaculture along industrial and ecological lines; to strengthen disease control and antibiotic residue monitoring. To implement comprehensive solutions for the protection, development, and sustainable exploitation of aquatic resources in accordance with international standards and practices; to improve the efficiency of offshore fishing in conjunction with safeguarding Vietnam’s maritime sovereignty; to take decisive action to eliminate illegal, unreported, and unregulated (IUU) fishing; and to increase investment in fisheries infrastructure and services.

For forestry, to enhance forest management, protection, and development; to restore natural forests in connection with biodiversity conservation, landscape preservation, and ecological protection. To launch afforestation campaigns in accordance with annual master plans and plans. To promote forest-based economic development with special mechanisms to ensure both forest protection and the creation of livelihoods and improved incomes for communities living in forest areas. To promote socialization and the development of carbon markets; and to rapidly increase the area of sustainably certified forests. To improve the quality of plantation forests, focusing on large timber trees and specialty forest products to meet domestic demand and serve as raw materials for export-oriented processing. To strictly protect special-use and protection forests, and prioritize the development of coastal forests. To review and convert non-forested forestry land into agricultural, aquacultural, or integrated agro-forestry uses in accordance with master plans. To develop the wood processing and high-end wood product industries, positioning Vietnam as a global center for wood processing and furniture exports.

For the salt industry, to invest in upgrading infrastructure and technology; to develop production, processing, and product diversification. To formulate appropriate policies to ensure livelihoods and improve the incomes of salt workers.

3. Promoting robust development of industry and services; restructuring the economy; creating local employment opportunities for the rural workforce

To develop and effectively implement socio-economic development master plans; to accelerate rural economic restructuring by closely integrating agricultural development with the development of industry and services. To build a comprehensive and coordinated rural economy with a rational structure of agriculture, industry, and services, grounded in science, technology, and innovation. To invest in upgrading industrial and service infrastructure; to establish networks for distribution, preservation, processing, logistics, and e-commerce in rural areas.

To strongly develop rural industries, especially agricultural product processing and the manufacture of equipment, machinery, and materials serving agriculture. To invest in the development of industrial clusters and craft villages aligned with master plans and specific local conditions. To create a favorable business environment to attract various economic sectors to invest in agriculture and rural areas; to promote the formation of large-scale enterprises engaged in agricultural production and business; and to generate local employment and increase rural incomes.

To preserve and develop traditional occupations, craft villages, rural services, community-based tourism, and ecological tourism. To effectively implement the “One Commune, One Product” (OCOP) program, in conjunction with the preservation and promotion of traditional cultural values. To emphasize the training and recognition of rural artisans. To develop diverse and synchronized rural commercial infrastructure that harmoniously combines traditional and modern commerce, tailored to specific localities; to upgrade traditional markets to meet residents’ needs. To enhance the role of industry associations in fostering linkages in the production, preservation, processing, and marketing of agricultural products.

4. Developing rural areas in a modern direction in close association with urbanization

To develop comprehensive and sustainable new-style rural areas in close association with urbanization; to ensure practical, in-depth, and effective development for the benefit of the people. To continue refining the criteria for building new-style rural areas; to implement the building of advanced new-style rural areas, exemplary new-style rural areas, and new-style rural areas at the village and hamlet level. To plan and design residential areas, public facilities, and housing in harmony with cultural traditions, natural landscapes, environmental conditions, and the actual circumstances of each locality, while ensuring adaptability to climate change. To apply science and technology in the design, management, and construction of rural architecture. To improve living conditions and housing; to promote shifts in mindset and lifestyle; to preserve and promote ethnic cultural identity; to ensure political security, public order, and social safety; and to narrow the development gap between rural and urban areas and across regions. To closely integrate socio-economic development with the strengthening of national defense and security, and the sustainable development of border, maritime, island, and disadvantaged areas, etc.

To invest in developing modern and synchronized rural infrastructure connected to urban areas, especially in peri-urban zones, townships, and emerging towns, progressively aligning with urban infrastructure and service standards. To accelerate the modernization of transportation infrastructure, digital transformation, culture, education, and healthcare; to ensure the provision of clean water meeting regulatory standards; to upgrade and guarantee the safety of irrigation facilities, disaster prevention systems, river and sea dikes, and embankments to prevent riverbank and coastal erosion. To urgently and decisively address environmental pollution, particularly waste and wastewater issues. To build rural landscapes that are well-lit, green, clean, beautiful, civilized, and rich in traditional cultural identity.

To increase public investment from the state budget, prioritizing disadvantaged, mountainous, border, and island regions, with the goal of reducing regional disparities. To improve the effectiveness of investment by integrating several ongoing investment programs into the National Target Program on New-Style Rural Development. To vigorously mobilize and efficiently utilize resources from all economic sectors to invest in rural and agricultural infrastructure development, with a strong focus on public-private partnerships (PPP).

5. Completing institutions and policies concerning agriculture, farmers, and rural areas

To continue improving policies and laws related to agriculture, farmers, and rural areas. To revise and supplement land-related policies and laws to ensure the sustainable and effective management and use of agricultural land, and promote land accumulation, concentration, and the flexible and efficient use of rice-growing land; to address land abandonment and degradation; and to ensure the lawful rights and interests of land users whose land is acquired in accordance with the law. To strengthen decentralization and the delegation of authority to local governments in parallel with enhanced inspection, supervision, and control of power. To increase state budget investment for agriculture and rural development in the 2021–2030 period to at least double that of the 2011–2020 period. To establish regulatory mechanisms to ensure the equitable allocation of budget resources between localities with large areas of rice or forest land and other regions; to support the improvement of livelihoods for rice and forest farmers. To urgently complete policies on forest-based economic development and payments for forest environmental services; and to ensure adequate resources for forest protection and development. To resolve long-standing land-related issues originating from state-run agricultural and forestry farms; and to terminate the situation in which agricultural and forestry companies are allocated or leased land but do not invest or organize production, instead subcontracting land management to households or individuals.

To develop financial markets, microcredit, and new financial products and services; to strengthen and expand the network of people’s credit funds to ensure safety and operational efficiency. To urgently complete policies to expand the coverage and participant base of agricultural insurance, thereby helping to mitigate risks for farmers. To continue allocating preferential credit resources and to encourage credit institutions to provide loans for agriculture, farmers, and rural areas; to provide credit support to cooperatives, enterprises, and rural households to facilitate production and business development; and to improve credit accessibility. To effectively implement preferential credit policies to address employment and facilitate livelihood transitions in rural areas. To promote the role of the Vietnam Bank for Social Policies and the Vietnam Bank for Agriculture and Rural Development in providing credit to households engaged in agricultural production, especially poor and policy-beneficiary households; and to prevent and strictly handle illegal lending and loan-sharking practices.

To formulate appropriate policies to support new-style rural development in peri-urban areas, lowlands, mountainous regions, border areas, and islands. To foster the spirit of entrepreneurship and attract businesses to invest in agriculture and rural areas. To continue reorganizing and improving the operational efficiency of state-owned enterprises and agricultural and forestry companies. To complete policies supporting the development of farms, household economies, and collective economies; to strengthen linkages and cooperation in production and business; and to foster connections among cooperatives through the formation of associations and federations of cooperatives.

6. Creating breakthroughs in research and application of science and technology, innovation, and digital transformation; and human resource training in agriculture and rural areas

To reform the organization and operations, and to enhance the capacity for research, application, and transfer of science and technology, particularly high technology, biotechnology, and environmentally friendly technologies. To accelerate the comprehensive digital transformation of the agriculture sector; to develop and complete large-scale databases. To vigorously promote innovation so that science and technology truly become a key driving force for agricultural and rural development.

To strengthen the capacity and operational efficiency of public research and technology transfer institutions; and to concurrently promote socialization by attracting businesses to invest in research, application, and technology transfer. To implement contracting and commissioning mechanisms for science and technology products to create breakthroughs in plant and animal breeding. To reform agricultural and industrial extension activities through partnerships between the State and enterprises, applying value chain approaches and digital transformation.

To support the establishment of technology incubators, startup hubs, innovation investment funds, and startups in agriculture and rural areas. To promote linkages and cooperation among research institutes, universities, enterprises, cooperatives, and farmers. To encourage enterprises and individuals to apply high technology and digital transformation in production and business, and in market connectivity. To promote e-commerce, product traceability, and food safety control. To build and complete the national database on agriculture, farmers, and rural areas, ensuring integration with national and sectoral data systems.

To create breakthroughs in human resource development, training, and skills enhancement to meet the requirements of agricultural restructuring, rural economic development, and to effectively capitalize on the opportunities of the Fourth Industrial Revolution, digital transformation, and international integration. To fundamentally reform the organizational forms and training content for rural laborers; to improve qualifications and vocational skills, especially among young workers, to meet labor market demands. To expand the scale and scope of training in support of agriculture, industry, services, science and technology, and business administration to meet rural labor needs, career transitions, and labor export. To develop strategies to improve labor productivity and encourage enterprises, cooperatives, and private organizations to participate in vocational training and rural labor market development.

7. Managing natural resources, protecting the rural environment, enhancing the capacity for climate change adaptation, and strengthening disaster prevention and control

To manage and utilize natural resources efficiently and economically, in connection with biodiversity conservation and a decisive shift toward a green growth model. To integrate rural land use planning with urban development; to effectively exploit land resources to support the sustainable construction and development of the rural economy. To safeguard the quantity and quality of agricultural land; to prevent riverbank and coastal erosion, saltwater intrusion, and land degradation. To implement synchronized and effective solutions to prevent deforestation and forest quality decline; to enhance forest quality and stock; and to strictly handle violations. To protect and sustainably develop aquatic and marine resources, and to conserve biodiversity.

To ensure water security; to promote the efficient, economical, and sustainable use of water resources. To encourage the development of circular agriculture, the reuse of agricultural by-products, and the application of advanced, environmentally friendly technologies. To attract enterprises to invest in wastewater and solid waste treatment, especially in craft villages, industrial clusters, service areas, and centralized waste treatment facilities.

To update climate change and sea level rise scenarios for each region and locality; to provide guidance to people and businesses to proactively adapt to climate change. To formulate policies and roadmaps for reducing greenhouse gas and methane emissions in agriculture in alignment with international commitments. To proactively implement disaster prevention and control measures, applying a comprehensive mix of structural and non-structural solutions; and to promote the role of local communities.

8. Proactively engaging in international integration and cooperation, expanding markets, mobilizing resources, and promoting science and technology transfer

To focus on developing the domestic agricultural market; to proactively and effectively capitalize on opportunities from free trade agreements (FTAs); to maintain traditional markets; and to expand and diversify export markets to avoid overdependence on a limited number of markets. To implement fundamental and timely solutions to effectively address difficulties in market access and congestion of agricultural exports at border crossings. To accelerate the transition from informal to formal export channels; to urgently establish distribution and transit centers, warehousing facilities, preservation systems, and to diversify transportation methods. To timely disseminate information on international commitments and changes in import market policies. To effectively and practically implement trade promotion and marketing efforts based on information technology applications and digital transformation. To proactively prevent trade fraud; to apply appropriate trade defense measures in line with international commitments; and to promptly handle emerging trade disputes.

To mobilize and efficiently utilize financial resources and aid from foreign countries, organizations, individuals, and international institutions for the development of agriculture, farmers, and rural areas. To selectively attract foreign investment projects in agriculture and rural areas; and to encourage investment in rural industrial and service development.

To expand international cooperation and to facilitate the transfer of new and advanced technologies, particularly in processing, preservation, seed technology, environmental technology, and the reuse of agricultural by-products. To strengthen international cooperation in climate change response, water security assurance, epidemic prevention and control, and the mitigation of transboundary environmental pollution.

9. Strengthening the leadership of the Party, enhancing the effectiveness and efficiency of state management, and promoting the roles of the Vietnam Fatherland Front, the Farmers’ Union, and socio-political, socio-professional organizations in rural areas

To strengthen the roles and responsibilities of Party committees, administrations at all levels, and heads of agencies in leading, directing, and implementing the Party’s guidelines and the State’s policies and laws on agriculture, farmers, and rural areas. To improve the capacity and accountability of local administrations and state management agencies at all levels concerning agriculture, farmers, and rural areas to ensure streamlined, effective, and efficient operations. To vigorously promote decentralization and the delegation of authority, coupled with inspection and supervision; to enhance the capacity of officials at all levels; and to ensure close and effective coordination between central agencies, ministries, sectors and local administrations. To accelerate digital transformation and to reform the governance and administrative methods of grassroots administrations; and to build a contingent of officials with adequate qualifications, competence, and integrity.

To promote grassroots democracy, enabling people to actively participate in oversight and social feedback, thereby contributing to the building of a clean and strong Party and political system. To build a strong Vietnam Farmers’ Union that genuinely represents and protects the legitimate rights and interests of farmers, while caring for their material and spiritual well-being. To promote the roles of, and to create favorable conditions for, the Vietnam Fatherland Front, the Farmers’ Union, socio-political organizations, socio-professional associations, and community-based organizations to actively participate in agricultural and rural development.

V. IMPLEMENTATION ORGANIZATION

1. The Political Bureau shall issue the Plan on implementation of the Resolution; lead and direct its comprehensive and timely implementation, fostering a strong transformation in the awareness and actions of the entire political system regarding agricultural and rural development, and the improvement of the material and spiritual well-being of farmers and rural residents.

2. Provincial and municipal-level CPV Committees; CPV Designated Representations and CPV Committees directly under the Central Government shall assume the responsibilities for researching, studying, grasping the Resolution among cadres, Party members, union members, and the people; and proactively develop action programs, plans, and projects to concretize the tasks of their respective localities and units in implementing the Resolution.

3. The National Assembly’s CPV Designated Representation and the Government’s CPV Designated Representation shall lead and direct the institutionalization and prompt implementation of the Resolution; prioritize the allocation of resources for the development of agriculture, farmers, and rural areas; and enhance inspection and supervision over the implementation process.

4. The Vietnam Fatherland Front, the Vietnam Farmers’ Union, and socio-political organizations shall strengthen communication, mobilization, and guidance for their members and the people to actively participate in agricultural and rural development; and reinforce monitoring and social feedback during the implementation of the Resolution in localities and units.

5. The Central Commission for Communication and Education shall assume the prime responsibility for, and coordinate with the Central Economic Commission and relevant agencies in, guiding the dissemination of the Resolution and the results of its implementation, especially in promoting exemplary collectives and individuals.

6. The Central Economic Commission shall assume the prime responsibility for, and coordinate with relevant agencies in, guiding, monitoring, urging, inspecting, and supervising the implementation of the Resolution, and send the Political Bureau and the Secretariat periodic reports on results of the implementation of the Resolution.
