Amending and supplementing a number of articles of the Government’s Decree No. 07/2021/ND-CP dated January 27, 2021, promulgating multidimensional poverty standards for the 2021-2025 period

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the National Assembly's Resolution No. 108/2023/NQ-QH15 dated November 29, 2023, on thematic supervision of “the implementation of the National Assembly's Resolutions on National Target Programs on new rural development for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period”;

At the proposal of the Minister of Labor, Invalids and Social Affairs;

The Government hereby promulgates the Decree amending and supplementing a number of articles of the Government’s Decree No. 07/2021/ND-CP dated January 27, 2021, promulgating multidimensional poverty standards for the 2021-2025 period.

Article 1. Amending and supplementing a number of articles of the Government’s Decree No. 07/2021/ND-CP dated January 27, 2021, promulgating multidimensional poverty standards for the 2021-2025 period

1. To amend and supplement Clause 1 Article 1 as follows:

“1. This Decree promulgates criteria for multidimensional poverty measurement; standards of poor households, near-poverty households, and better-off households; criteria and procedures for reviewing and determining low-income workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, and responsibility for organizing performance of poverty reduction work during 2021-2025.”.

2. To amend and supplement Point a Clause 2 Article 1 as follows:

“a) Households and individuals.”.

3. To amend and supplement Points d and dd Clause 2 Article 3 as follows:

“d) Criteria for determining low-income workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

Low-income workers are workers from households (excluding those from poor households and near-poverty households) who meet the following income criteria:

- Rural areas: Average monthly per capita income of VND 2,250,000 or less.

- Urban areas: Average monthly per capita income of VND 3,000,000 or less.”.

“dd) Standards of poor households, near-poverty households and better-off households, criteria for determining low-income workers under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period specified in Clause 2 of this Article serve as a basis for measuring and supervising the level of deprivation of people’s income and access to basic social services, identifying beneficiaries of poverty reduction and social welfare policies, and formulating other socio-economic policies during 2022-2025.”.

4. To add Point dd Clause 7 Article 4 as follows:

“dd) To organize the review and identification of low-income workers following the procedure for identifying households engaged in agriculture, forestry, fishery, and salt production with a moderate standard of living for the 2022-2025 period; application for identifying low-income workers according to Form No. 01, and decision recognizing the list of low-income workers in the locality according to Form No. 02, as provided in the Appendix to this Decree; to organize the implementation of vocational training support under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, within the central and local budget allocation, ensuring alignment with program objectives, cost-effectiveness, and efficiency according to regulations.”.

Article 2. Effect

1. This Decree takes effect from the date of its signing.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of provinces and centrally-run cities, and related agencies, organizations and individuals shall implement this Decree./.
