DECISION

Approving the National Strategy for attraction and employment of talents in suitable positions through 2030, with a vision towards 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administrations;

Pursuant to the November 13, 2008 Law on Cadres and Civil Servants;

Pursuant to the November 15, 2010 Law on Public Employees;

Pursuant to the November 25, 2019 Law Amending and Supplementing a Number of Articles of the Law on Cadres and Civil Servants and the Law on Public Employees;

Pursuant to Politburo Conclusion No. 86-KL/TW of January 24, 2014, on policies to attract and create sources of cadres from graduates with academic distinctions and young scientists; Conclusion No. 12-KL/TW of August 12, 2021, on overseas Vietnamese-related work in the new situation;

Pursuant to the Government’s Resolution No. 132/NQ-CP of October 24, 2018, promulgating the Action Program for materialization of Resolution No. 26-CT/TW of May 19, 2018, of the seventh plenum of the 12th Party Central Committee on concentrating efforts on building the contingent of cadres at all levels, particularly the strategic level, who possess adequate quality, capability and prestige on par with duties; and Politburo Plan No. 10-KH/TW of June 6, 2018, on materialization of Resolution No. 26-NQ/TW;

Pursuant to the Government’s Resolution No. 50/NQ-CP of May 20, 2021, on the Government’s Action Program for materialization of the 13th National Party Congress’s Resolution;

At the proposal of the Minister of Home Affairs,

 

DECIDES:

Article 1. To approve the National Strategy for attraction and employment of talents in suitable positions through 2030, with a vision towards 2050 (below referred to as the National Strategy for short) with the following principal contents:

I. OBJECTIVES AND REQUIREMENTS

1. General objectives

To formulate and efficiently implement strong and breakthrough policies and solutions in order to attract and employ talents (at home and overseas) in suitable positions through 2030, with a vision towards 2050, especially in spearhead sectors and fields such as: science and technology; education and training; culture; social sciences; healthcare; information and communications; digital transformation, etc., contributing to accelerating the national industrialization and modernization as well as international integration, achieving the goal that by 2030 Vietnam will become a developing country with modern industry and upper middle income, and by 2050 become a developed country with high income, equitable, democratic and civilized society.

2. Specific objectives

a/ Objectives by 2025:

- To develop and improve legal provisions and promulgate a policy framework on attracting and employing talents in suitable positions in the fields of: leadership, management; economy; science and technology; education and training; healthcare; culture and arts; social sciences; physical training and sports; army, defense and national security; information and communications, etc., contributing to implementing the strategic breakthroughs on development of high-quality human resources, promoting fast and sustainable science-technology and innovation development; creating a healthy social and cultural environment, ensuring the conservation and promotion of values of national culture and social morality.

- By the end of June 2024, to achieve the target that all ministries, ministerial-level agencies and localities issue plans to attract and employ talents in suitable positions in conformity with the National Strategy and practical requirements, with focal and central points, especially in spearhead sectors and fields with advantages.

- By 2025, to attract talents to work in state agencies, organizations and units, accounting for about 10% of the total annual new recruits.

b/ Objectives by 2030, with a vision toward 2050:

- To maintain the ratio of talents recruited into state agencies, organizations and units at at least 20% of the total annual new recruits.

- To strive for the target that 100% talents (recognized) continue working after 5 years since being attracted and employed in suitable positions at state agencies, organizations and units; the rates of talents who are trained in the fields of science and technology will reach 30% by 2025; 60% by 2030, and 100% by 2050.

- The global talent competition index (GTCI) from 2031 on will be constantly improved, then gradually higher over previous years; the “talent attraction” and “talent retention” indexes will be ranked high among countries with upper middle incomes.

- To create breakthroughs in promoting the connection of innovation networks and talent networks; to establish the global network of Vietnamese talents, global network of Vietnamese specialists and scientists, including leading scientists of international level, in basic sciences, high technologies and spearhead industries; talented leaders and managers, including those of strategic level, talented entrepreneurs, including entrepreneurs of regional level; top specialists, young talents and promising talents in the fields of politics, economics, science-technology, socio-cultural and other fields.

3. Requirements

a/ To thoroughly study and implement the Party’s policies and orientations on talents; to strictly implement the State’s policies and law on attracting and employing talents in suitable positions; to unify viewpoints and renew thinking in the perception and realization of the policies on attracting and employing talents in suitable positions, with a focus on the formulation of mechanisms and policies to create working conditions and environment for, and arrangement, utilization and preferential treatment of, talents.

b/ The Strategy’s implementation must be aligned with the implementation of the strategies on socio-economic development, defense and security; high-quality human resource development; science-technology and innovation development; cultural, educational and health care development and other relevant strategies.

c/ The policies on attracting and employing talents in suitable positions shall be implemented via assessment, nomination and self-nomination linked with the competence and responsibility of heads of Party committees, agencies and organizations, strictly following the Party’s policies and law on personnel work, meeting the requirements of national industrialization and modernization as well as international integration.

d/ To allocate adequate resources for plans and programs; to efficiently implement breakthrough policies to attract and employ talents in suitable positions, ensuring their feasibility and sustainability.

dd/ To closely combine and synchronously implement tasks and solutions to attract and employ talents in suitable positions in all sectors and fields; to concentrate on and prioritize spearhead sectors and domains, strategic  breakthroughs, particularly science and technology, innovation, education and training, healthcare, culture, social sciences, information technology and digitalization, cyber information safety, thereby creating a driving force for fast and sustainable national development.

e/ To promote democracy and heighten the responsibility of heads as well as talent nominators; to attach importance to the principle of publicity and transparency in talent nomination, self-nomination, selection and recognition; to ensure the close and uninterrupted coordination between agencies, organizations and units in discovering and nominating, and applying policies to, talents; to apply talent commendation and honoring policies and strictly handle violations of talent-related policies.

II. TASKS AND SOLUTIONS

1. To renew thinking and heighten responsibility in the implementation of policies on attracting and employing talents in suitable positions

a/ To thoroughly study the Party’s guidelines and the State’s policies and laws on attracting and employing talents in suitable positions.

b/ To raise the awareness and sense of responsibility of the heads at all levels, sectors and localities, of cadres, civil servants, public employees, officers and men of the armed forces and the entire society about the talents’ position, role, dedication and great contributions; about the significance and importance of the policies on attracting and employing talents in suitable positions in sectoral, local and national construction and development.

c/ To use results of the implementation of policies on attracting and employing talents in suitable positions as one of the contents for assessment of agencies, organizations and units.

2. To develop and perfect the system of institutions and policies to attract and employ talents in suitable positions

a/ To study and propose the amendment and supplementation of the Party’s regulations on planning, training, appointment and election of talents working in State agencies, organizations and units, not relying on their seniority, working duration, diplomas, geographical areas, and ages.

b/ To scrutinize, amend and supplement the Law on Cadres and Civil Servants and the Law on Public Employees; the Housing Law; the Law on Personal Income Tax; the Law on Nationality; the Anti-Corruption Law and other relevant laws.

c/ To scrutinize, build and improve legal provisions on attracting and employing talents in suitable positions; on recruitment, employment and management of cadres, civil servants and public employees and policies on preferential treatment of talents in various sectors and domains.

d/ To promulgate policy frameworks on attracting and employing talents in suitable positions in the fields of: leadership, management; economics; science and technology; education and training; healthcare; social sciences; culture and arts; physical training and sports; military affairs, national defense and security; information and communications.

3. To encourage, discover and nominate talents

a/ The search for talents aiming to discover persons with moral quality and exemplary lifestyle; with aspirations to dedicate to and serve the Fatherland and the People; with outstanding qualifications and creative capability; with projects, products, achievements, merits or special contributions, creating advancement and development of a field, a sector, locality or the country which are carried out in various sectors and domains of social life, focusing on the following four groups:

- Students with excellent and distinct academic achievements, graduates with excellent or distinct honors, possessing outstanding quality and aptitudes from educational and training establishments.

- Persons with master and doctorate degrees and titles of professor and associate professor, who possess research projects recognized and efficiently applied to practical life.

- Cadres, civil servants, public employees and laborers currently working at agencies, organizations, units of the Party, the State, the Vietnam Fatherland Front and socio-political organizations, showing outstanding capabilities, always fulfilling well or excellently tasks and public duties.

- Persons with prominent qualifications, capabilities and experiences, who are working in other sectors, regions, geographical areas at home and overseas.

b/ To encourage and heighten the responsibility of talent nominators; to ensure publicity, transparency and democracy of the introduction, nomination and recognition of talents.

c/ To promote the role and responsibility of the Vietnam Fatherland Front, socio-political organizations, socio-politico-professional organization, social organizations, and socio-professional organizations to introduce and nominate talents. The ministries, ministerial-level agencies and localities must be proactive in coordination with educational and training establishments in order to early discover young talents among students.

4. To raise the quality and create breakthroughs in talent training and fostering

a/ To renew training and fostering programs in sectors and  fields towards developing the utmost capabilities and special and outstanding aptitudes of talents.

b/ To raise the talent-fostering capabilities of training establishments; to strongly develop one or several typical universities of Vietnam into first-rank regional ones. To rally and develop the contingent of lecturers to participate in talent training and fostering programs, who are top specialists, educationalists, scientists, leaders, managers and entrepreneurs with high qualifications, experiences and high prestige at home and abroad; to attach importance to inviting top professors and specialists of Vietnamese origin to return to work and lecture in Vietnam; to adopt policies to encourage non-public educational establishments to engage in research and training high-quality human resources for the country.

c/ To develop programs and plans on cooperation or alignment with prestigious foreign educational and training establishments in the world on training and fostering talents to meet demand and regional or international standards.

d/ To create favorable conditions for study, research, testing and training environment for young talents being students, particularly graduates with excellent and distinction honors, to have opportunities to bring into full play their capabilities and strengths.

dd/ To enhance capability for public non-business units in the fields of scientific and technological research, education, healthcare, culture, social sciences and other key fields through training, fostering and supply of high-quality human resources and talents for national industrialization and modernization.

5. To heighten the quality of leaders and managers at different levels in discovering, attracting and employing talents in suitable positions

a/ To raise the quality of leaders and managers at different levels for effective discovery, attraction and employment of talents in suitable positions in each agency, organization and unit.

b/ To perfect the mechanism of employment and working-position management in a scientific, strict and uniform manner for use a basis for utilizing right persons in right jobs and utilizing talents in suitable positions.

6. To intensify international cooperation, exchange and integration on talents

a/ To step up international cooperation in attracting, employing and developing talents; to adopt policies to attract top professors and specialists in the world for participation in giving lectures and guiding scientific and technological research and application; to adopt policies to attract cultural, artistic, physical training and sport stars and great talents to work and reside in Vietnam.

b/ To proactively cooperate and participate in forums on exchange and sharing of experiences of countries in attracting and employing talents in suitable positions.

c/ To organize programs on invitation and attraction of Vietnamese talents overseas to return to work in the country and support for their integration into the life in Vietnam.

d/ To establish a global network of Vietnamese talents, global network of Vietnamese specialists and scientists; to intensify the exchanges between Vietnamese intellectuals overseas and intellectuals at home, creating a motive for them to return to work and contribute to the homeland.

7. To build a fair and professional working environment, a civilized and modern living environment

a/ To study and strictly observe regulations on public-duty ethics, occupational ethics and office culture; to build the working environment of unity, equitability, democracy, friendliness and humanity; to stimulate innovation and respect the differences; to promote the collective strength along with the creative capacity of talented individuals.

b/ To build a professional research environment with advanced and modern facilities, machinery and technologies, especially for talents working in the fields of science and technology, education and training, healthcare, culture, social sciences.

c/ To continue stepping up activities of corruption and negative practices prevention and fighting; to effectively control power, combating the position and power buying practices; to ensure opportunities for development and advancement of talents.

d/ To continue reforming the administrative procedures, creating favorable conditions for talents overseas to return to work in the country and stabilize their own and their families’ life through exit, entry, visa grant, residence and other procedures.

8. To intensify the information and communication about attracting and employing talents in suitable positions

a/ To renew contents and forms with diverse, flexible and proper methods for information and communication on attracting and employing talents in suitable positions; to organize and maintain specialized columns on attracting and employing talents in suitable positions on newspapers, radios, websites and e-portals and e-magazines of agencies, organizations and localities, paying attention to praising successful examples of attracting and employing talents in suitable positions.

b/ To step up the propagation, mobilization and agitation of patriotism and sense of national pride in order to encourage overseas Vietnamese talents to think about and return to the country to work and contribute; to proactively carry out information programs in appropriate forms in foreign countries to invite overseas Vietnamese talents to return to work in Vietnam.

c/ To establish a website on “attracting and employing Vietnamese talents in suitable positions” in order to timely publicize the Party’s policy and the State’s law on attracting and employing talents in suitable positions; to introduce the talent policies of ministries, ministerial-level agencies and localities; to regularly update information on the domestic situation, on development and success opportunities for talents in Vietnam.

d/ To organize annual programs to honor Vietnamese talents in each sector, each domain, each locality and nationwide; to promptly encourage the dedication and contributions of talents through commendation, reward, honoring and presentation of noble awards; to publish books on Vietnamese talents with annual updating.

9. To encourage organizations, individuals and heads of agencies, organizations and units to implement talent policies and strictly and promptly handle violations of talent policies

a/ To promulgate regulations on mechanisms, policies and responsibility to protect talents.

b/ To commend individuals and organizations with achievements in nominating, attracting and training talents and employing them in suitable positions; to severely handle acts of obstructing and ill treating talents.

10. To attract and efficiently use investment sources for attracting and employing talents in suitable positions

a/ To ensure state budget funds for investment in attracting and employing talents in suitable positions in a substantive way through practical and efficient measures.

b/ To set up the National Talent Development Fund, aiming to support and encourage the development of Vietnamese talents in different fields of social life, not for profit purpose; to adopt mechanisms on funding support for the National Talent Development Fund to operate under law.

11. To promote the role of Vietnam Fatherland Front and its member organizations in rallying and mobilizing talents at home and overseas for participation in national construction; to grasp feelings, aspirations and report suggestions and petitions of talents, particularly Vietnamese talents overseas, to the Party and the State; at the same time to participate in the formulation of guidelines and policies on attraction and promotion of talent resources in conformity with the national development.

III. IMPLEMENTATION RESPONSIBILITY

1. The Ministry of Home Affairs

a/ To monitor, urge and examine the implementation of the National Strategy at ministries, ministerial-level agencies and localities; to annually report thereon to the Prime Minister; to organize reviews of the implementation of the National Strategy.

b/ To preside over the elaboration and submission to the Government of a draft decree on policies to attract and employ talents (persons with talents) in suitable positions in state administrative agencies and public non-business units.

c/ To suggest the Government to propose the National Assembly to amend and supplement the Law on Cadres and Civil Servants and the Law on Public Employees in line with talent policies and high-quality human resource development.

d/ To submit to the Government for promulgation a Decree amending and supplementing provisions on recruitment, employment and management of civil servants and public employees (related to the criteria on assessment, recognition, attraction, employment of talents in suitable positions and management of talents).

dd/ To assume the prime responsibility for, and coordinate with the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Foreign Affairs, the Ministry of Planning and Investment as well as other ministries, ministerial-level agencies and localities in, establishing the National Database on Vietnamese Talents; establishing and developing the global network of Vietnamese Talents, establishing and managing the website on Attraction and Employment of Talents in Suitable Positions in Vietnam; and solutions to elevating Vietnam ranking in the global talent competition index.

e/ To act as key body in managing the dossiers on talent recognition and inspect and examine the implementation of policies to attract and employ talents in suitable positions nationwide.

2. The Ministry of Education and Training

To direct and guide the education and training establishments in heightening the teaching capability and quality and attaching importance to talent training and fostering.

3. The Ministry of Science and Technology

a/  To submit to the Government for promulgation a Decree providing the attraction, employment in suitable positions, training and fostering of scientific and technological talents (including overseas Vietnamese and foreign specialists involving in scientific and technological activities in Vietnam).

b/ To assume the prime responsibility for, and coordinate with relevant agencies, organizations and individuals in, formulating a scheme to establish and develop the global network of Vietnamese specialists and scientists.

c/ To scrutinize and propose mechanisms and policies on capital and tax incentives for talents working in science and technology fields.

4. The Ministry of Foreign Affairs

The Ministry of Foreign Affairs and overseas-based Vietnamese representative offices shall intensify meetings with, inquire into and grasp the situation on talents of Vietnamese origin overseas, foreign talents, and regard this a central task in their work programs and plans. Overseas-based Vietnamese representative offices shall make and regularly update lists of overseas Vietnamese talents in all fields.

5. The Ministry of Construction

To study and submit to competent authorities policies on housing incentives for domestic talents as well as for overseas talents returning to work in Vietnam.

6. The Ministry of National Defense

To study and promulgate according to its competence or submit to competent authorities for promulgation policies to attract and employ talents in suitable positions and determine the criteria of talents in the People’s Army.

7. The Ministry of Public Security

a/ To sponsor the study and submit to competent authorities for promulgation policies to attract and employ talents in suitable positions and determine the criteria of talents in the People’s Public Security Forces.

b/ To assume the prime responsibility for, and coordinate with the Ministry of Defense, the Ministry of Foreign Affairs and relevant ministries, ministerial-level agencies in, studying, proposing and submitting to competent authorities amendments and supplementations to regulations and administrative procedures on exit and entry, visa granting, residence, etc., toward creating favorable conditions for Vietnamese talents and their families to return to work and settle in the country.

8. The Ministry of Finance

To annually allocate state budget funds for activities of attracting and employing talents in suitable positions in accordance with law; to study and propose the establishment of the National Talent Development Fund and mechanisms on financial support for the Fund to operate in accordance with law.

9. The Ministry of Information and Communications

a/ To promote the information and communication on the Party’s guidelines and the State’s policies and law on attracting and employing talents in suitable positions and on the contents of this Strategy.

b/ To assume the prime responsibility for, and coordinate with the Ministry of Home Affairs, the Ministry of Foreign Affairs and other relevant ministries as well as ministerial-level agencies in, publishing and annually updating the Book on Vietnamese Talents.

10. The Committee for Ethnic Affairs

To assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies in, studying and submitting to competent authorities policies on discovery, search, attraction and employment of talents in suitable positions and the criteria for talents being ethnic minority people.

11. Vietnam Television, Radio Voice of Vietnam, Vietnam News Agency and other press and multi-media agencies

a/ To establish special pages, special columns on attracting and employing talents in suitable positions.

b/ To organize information programs to raise domestic and overseas people’s awareness of talents; and disseminate the Party’s and State’s policies on attracting and employing talents in suitable positions in the present period.

c/ Annually, Vietnam Television will organize the program to honor Vietnamese talents.

12. Ministries, ministerial-level agencies, Government-attached agencies and provincial-level People’s Committees

Based on the Strategy, the ministries, ministerial-level agencies, Government-attached agencies and provincial-level People’s Committees have the tasks:

a/ To issue their respective plans for implementation of the Strategy, identifying key and priority sectors and domains and specific target for each period; assign agencies and units to take charge, monitor, synthesize, examine and  inspect the implementation.

b/ To study and promulgate regulations to concretize the talent concept and criteria in each sector and domain; policies to attract and employ talents in suitable positions according to each sector, domain and locality.

c/ To propose, allocate and mobilize funds and resources for implementation of the Strategy according to plans of the agencies or localities, ensuring efficiency and conformity with their sector or domain development demands and plans or local socio-economic development plans.

d/ To regulate the protection and support of talents in the performance of official duties and tasks.

dd/ To annually report on the situation of attracting and employing talents in suitable positions to the Ministry of Home Affairs before December 15 for summarization and report to the Prime Minister.

13. The Vietnam Fatherland Front, socio-political organizations, socio-politico-professional organizations, social organizations, socio-professional organizations and economic organizations are requested to monitor, oversee, petition and join hands in the implementation of the Strategy.

IV. IMPLEMENTATION FUNDS

Funds for implementation of the Strategy include state budget fund, enterprise capital, donation, financial assistance and other lawfully raised funds. Lawful mobilization of social resources at home and overseas for implementation of the Strategy is encouraged.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, chairpersons of provincial-level People’s Committees and relevant organizations and agencies shall implement this Decision.-
