CIRCULAR
Amending and supplementing a number of articles of Circular No. 30/2018/TT-BCT dated October 01, 2018 of the Minister of Industry and Trade, detailing a number of articles of the Government’s Decree No. 107/2018/ND-CP of August 15, 2018, on rice export, and Circular No. 42/2019/TT-BCT dated December 18, 2019 of the Minister of Industry and Trade, amending and supplementing a number of regulations on periodic reporting regime in Circulars separately or jointly issued

Pursuant to the Government’s Decree No. 40/2025/ND-CP dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 107/2018/ND-CP dated August 15, 2018, on rice export;
Pursuant to the Government’s Decree No. 01/2025/ND-CP dated January 01, 2025, on amending and supplementing a number of articles of the Government’s Decree No. 107/2018/ND-CP dated August 15, 2018, on rice export;
At the proposal of the Director of the Agency for Foreign Trade;
The Minister of Industry and Trade promulgates the Circular amending and supplementing a number of articles of Circular No. 30/2018/TT-BCT dated October 01, 2018 of the Minister of Industry and Trade, detailing a number of articles of the Government’s Decree No. 107/2018/ND-CP of August 15, 2018, on rice export, and Circular No. 42/2019/TT-BCT dated December 18, 2019 of the Minister of Industry and Trade, amending and supplementing a number of regulations on periodic reporting regime in Circulars separately or jointly issued by the Minister of Industry and Trade.
Article 1. Amending and supplementing a number of articles of Circular No. 30/2018/TT-BCT dated October 01, 2018 of the Minister of Industry and Trade, detailing a number of articles of the Government’s Decree No. 107/2018/ND-CP of August 15, 2018, on rice export
1. To amend and supplement Clause 2 and Clause 3 Article 9 as follows:
“2. Before the 5th of each month, the trader shall submit a report to the Ministry of Industry and Trade, the provincial-level Department of Industry and Trade of the locality where the trader’s head office, rice storehouse or mill is located and at the same time send a copy of report to the Vietnam Food Association on the actual amount of paddy and rice in stock of the trader by each specific type to synthesize data for the management purpose. The form of reports is provided for in Appendix II issued together with this Circular.
3. Electronic reports specified in Clause 1, Clause 2 of this Article and Clause 1, Article 10 of this Circular shall be sent to the Ministry of Industry and Trade (the Agency of Foreign Trade) at [email protected]. After the Ministry of Industry and Trade officially announces the operation of the reporting software, traders shall submit their reports via the software.
In case of occurrence of a technical breakdown that affects the sending of data, traders shall update the data from the time the technical breakdown occurs to the time the system's operation resumes, and shall submit the report via the email address: [email protected], the update must be carried out within 05 days from the date the software's normal operation resumes.”
2. To amend Clause 1 Article 10 as follows:
“1. Traders shall make quarterly and annual reports according to Form No. 4 provided in the Appendix issued together with Decree No. 107/2018/ND-CP.
Quarterly reports and annual reports shall be sent to the Ministry of Industry and Trade before the 20th of the first month of the subsequent quarter and before January 20 of the subsequent year, respectively.”
Article 2. Repealing Article 26 of Circular No. 42/2019/TT-BCT dated December 18, 2019 of the Minister of Industry and Trade, amending and supplementing a number of regulations on periodic reporting regime in Circulars separately or jointly issued by the Minister of Industry and Trade.
Article 3. Implementation organization
1. The Vietnam E-commerce and Digital Economy Agency shall assuming the prime responsibility for, and coordinate with the Agency of Foreign Trade and other relevant units in, developing the software for the reporting of rice exporters.
The funding for the development, maintenance, and upgrading of such software shall be ensured by the state budget or mobilized from other financial sources.
2. The Department of Planning and Finance shall provide guidance to units under the Ministry on preparation of budget estimates, review, and synthesis into the Ministry's annual budget.
3. Any difficulties arising during the process of reporting via the software should be reported to the Ministry of Industry and Trade (Agency of Foreign Trade) for resolution.
The traders shall be responsible for updating the reporting contents into the software notified by the Ministry of Industry and Trade, for the reporting contents arising in the period from January 01, 2025 until the official operation of the software.
Article 4. Effect
1. This Circular takes effect on July 18, 2025.
2. Any difficulties arising during the implementation of this Circular should be reported to the Ministry of Industry and Trade (Agency of Foreign Trade) for consideration and settlement./.
