CIRCULAR

Amending and supplementing a number of articles of the Minister of Industry and Trade’s Circular No. 01/2018/TT-BCT dated February 27, 2018, prescribing in detail goods traded or transferred via secondary border gates and border crossings by traders

Pursuant to the Law on Foreign Trade Management dated June 12, 2017;

Pursuant to the Government's Decree No. 40/2025/ND-CP, dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 14/2018/ND-CP dated January 23, 2018, prescribing in detail border trade activities;

Pursuant to the Government’s Decree No. 122/2024/ND-CP dated October 4, 2024, amending and supplementing a number of articles of Decree No. 14/2018/ND-CP;

At the proposal of the Director General of the Agency of Foreign Trade;

The Minister of Industry and Trade hereby promulgates the Circular amending and supplementing a number of articles of the Minister of Industry and Trade’s Circular No. 01/2018/TT-BCT dated February 27, 2018, prescribing in detail goods traded or transferred via secondary border gates and border crossings by traders.

Article 1. Annulling Point c, Clause 2, Article 3, and replacing Appendix I of the Minister of Industry and Trade’s Circular No. 01/2018/TT-BCT dated February 27, 2018, prescribing in detail goods traded or transferred via secondary border gates and border crossings by traders

1. To annul Point c, Clause 2, Article 3 of Circular No. 01/2018/TT-BCT.

2. To replace Appendix I to Circular No. 01/2018/TT-BCT with the Appendix to this Circular.

Article 2. Effect

This Circular takes effect from July 21, 2025./.

I. Principles of application

1. For cases listing 2-digit HS codes, all 8-digit HS codes of this Chapter shall be applied.

2. For cases listing 4-digit HS codes, all 8-digit HS codes of such 4-digit shall be applied.

3. For cases listing 6-digit HS codes, all 8-digit HS codes of such 6-digit shall be applied.

4. For cases listing 8-digit HS codes, only 8-digit HS codes shall be applied.
