CIRCULAR

Providing for suspension from temporary import of logs and lumber from natural forests from Laos and Cambodia for re-export^[1]

Pursuant to the June 12, 2017 Law on Foreign Trade Management;

Pursuant to the Government’s Decree No. 96/2022/ND-CP of November 29, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of articles of the Law on Foreign Trade Management;

At the proposal of the Director of the Agency of Foreign Trade;

The Minister of Industry and Trade promulgates the Circular providing for suspension from temporary import of logs and lumber from natural forests from Laos and Cambodia for re-export.

Article 1. Scope of regulation

This Circular provides for suspension from temporary import of logs and lumber from natural forests from Laos and Cambodia for re-export.

Article 2. Subjects of application

1. Traders engaged in temporary import of logs and lumber from natural forests from Laos and Cambodia for re-export.

2. Agencies, organizations and individuals involved in temporary import of logs and lumber from natural forests from Laos and Cambodia for re-export.

Article 3. To suspend from temporary import of logs and lumber from natural forests from Laos and Cambodia for re-export

To suspend from temporary import of logs and lumber from natural forests from Laos and Cambodia for re-export to a third country, for logs and lumber under HS headings 44.03 and 44.07 of Vietnam’s List of exported and imported goods promulgated together with the Minister of Finance’s Circular No. 31/2022/TT-BTC of June 8, 2022.

Article 4. Effect

This Circular takes effect from January 1, 2024 through December 31, 2027.

Article 5. Organization of implementation

1. In case the documents referred to in this Circular are amended, supplemented or replaced, the amending, supplementing or replacing documents shall prevail.

2. Any problems arising in the course of implementation of this Circular should be reported in writing to the Ministry of Industry and Trade for settlement.-
