DECISION
Approving the Master Plan on development of inland container depot system for the 2021-2030 period, with a vision toward 2050[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the November 25, 2015 Vietnam Maritime Code;
Pursuant to the November 24, 2017 Planning Law;
Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws Concerning Planning;
Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improvement of effect and effectiveness of the implementation of planning policies and laws and a number of solutions for removing difficulties and problems, accelerating the formulation and improving the quality of master plans for the 2021-2030 period;
Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;
Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law;
Pursuant to the Government’s Decree No. 56/2019/ND-CP of June 24, 2019, detailing the implementation of a number of transport-related articles of the Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws Concerning Planning;
Pursuant to the Government’s Decree No. 38/2017/ND-CP of April 4, 2017, on investment in building and management of operation of inland container depots;
Pursuant to the Prime Minister’s Decision No. 1579/QD- TTg of September 22, 2021, approving the Overall Master Plan on development of Vietnam’s inland container depot system for the 2021-2030 period, with a vision toward 2050;
At the proposal of the Ministry of Transport in Official Letter No. 8244/TTr-BGTVT of July 31, 2023, and Appraisal Report No. 7233a/BGTVT-KHDT of July 10, 2023, of the Appraisal Council for the Master Plan on development of the inland container depot system for the 2021-2030 period, with a vision toward 2050.
DECIDES:
Article 1. To approve the Master Plan on development of the inland container depot system for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following principal contents:
I. VIEWPOINTS AND OBJECTIVES
1. Development viewpoints
- Inland container depots constitute part of transport infrastructure facilities and serve as focal points of organization of transport associated with operations of seaports, airports, inland waterway ports, railway stations and land border gates. The development of inland container depots must be consistent with the master plan on development of the inland container depot system and master plans on development of the transport network, and at the same time meet requirements for regional and local socio-economic development and national security and defense assurance.
- To develop the inland container depot system so as to optimize the transport of imported and exported goods in each region and economic corridors; to develop both inland container depots close to seaports for the direct support purpose and those far from seaports but connected to goods distribution and sale centers, land and railway border gates so as to effectively organize the transport network, promote multimodal transport and reduce transportation and logistics service costs.
- To prioritize the formation and development of inland container depots associated with various modes of transport of large-volume cargoes (by inland waterways and railway); and inland container depots associated with economic zones, industrial parks, export processing zones, logistics centers and international road and railway border gates having high demand for cargo transportation.
- To ensure the continuity of development and make the best use of the capacity of the existing inland container depots, and at the same time review and modify the Master Plan in conformity with practical conditions; to seek new locations for inland container depots in association with relocation of certain existing ones in order to establish a synchronous, modern and sustainable inland container depot system for assurance of the navigation safety and environmental protection.
- To mobilize all resources for, and optimize the use of all mobilized social resources for investing in the development of inland container depots under the Master Plan.
2. Development objectives
a/ General objectives:
To gradually establish and develop the inland container depot system nationwide so as to satisfy demands for transport of imported and exported goods, raise seaports’ cargo throughput; to organize container transport in a reasonable manner so as to reduce shipping costs and storage time at seaports, thereby ensuring goods safety; to contribute to reducing traffic congestion and protecting the environment, especially in large urban areas and areas with large seaports; to develop the inland container depot system to become goods transportation, transshipment and distribution hubs, in combination with the provision of logistics services.
b/ Specific targets:
- By 2030: To develop the inland container depot system to be capable of handling 25-35% of the demand for transportation of containerized imports and exports along transport corridors; to establish inland container depots and depot clusters with a total capacity of 11.9 million-17.1 million TEU/year; in which, northern inland container depots and depot clusters will have a total capacity of 4.29 million-6.2 million TEU/year; inland container depots and depot clusters in Central Vietnam and the Central Highlands, 0.9 million-1.4 million TEU/year; and southern inland container depots and depot clusters, 6.8 million-9.5 million TEU/year.
- Orientations by 2050: To develop the inland container depots to become goods transportation, transshipment, and distribution hubs, in combination with the provision of logistics services, with the capacity of handling 30-35% of the demand for transportation of containerized imports and exports along transport corridors as well as the demand for logistics services in localities.
II. PLANNING CONTENTS
1. In the North
a/ The Hanoi-Hai Phong transport corridor
- Scope of planning: Hanoi city and Hung Yen, Hai Duong, Hai Phong provinces.
- Cargo throughput of inland container depots in the corridor: 2.14 million-3.17 million TEU/year by 2030.
- Total area planned for inland container depots: 223-331 ha by 2030.
b/ The Lang Son-Hanoi-Hai Phong transport corridor
- Scope of planning: Hanoi city and Bac Ninh, Bac Giang and Lang Son provinces.
- Cargo throughput of inland container depots in the corridor: 460 thousand-580 thousand TEU/year by 2030.
- Total area planned for inland container depots: 46-58 ha by 2030.
c/ The Cao Bang-Hanoi-Hai Phong transport corridor
- Scope of planning: Hanoi city and Thai Nguyen, Bac Kan and Cao Bang provinces.
- Cargo throughput of inland container depots on the corridor: 200 thousand-250 thousand TEU/year by 2030.
- Total area planned for inland container depots: 20-25 ha by 2030.
d/ The Lao Cai-Hanoi-Hai Phong transport corridor
- Scope of planning: Hanoi city and Phu Tho, Yen Bai, Lao Cai, Tuyen Quang and Ha Giang provinces.
- Cargo throughput of inland container depots on the corridor: 585 thousand-900 thousand TEU/year by 2030.
- Total area planned for inland container depots: 60-95 ha by 2030.
dd/ The northern coast’s transport corridor (along national highways 1 and 10)
- Scope of planning: Thanh Hoa, Ninh Binh, Nam Dinh, Ha Nam, Thai Binh, Hai Phong and Quang Ninh provinces.
- Cargo throughput of inland container depots on the corridor: 913 thousand-1,313 thousand TEU/year by 2030.
- Total area planned for inland container depots: 91-131 ha by 2030.
e/ The Dien Bien-Hanoi-Hai Phong transport corridor
- By 2030, inland container depots in this corridor will not be planned due to low cargo traffic.
2. In Central Vietnam and Central Highlands
a/ The transport corridor along national highway 8
- Scope of planning: Nghe An and Ha Tinh provinces.
- Cargo throughput of inland container depots in the corridor: 200 thousand-250 thousand TEU/year by 2030.
- Total area planned for inland container depots: 20-25 ha by 2030.
b/ The transport corridor along national highway 12A
- Scope of planning: Quang Binh province.
- Cargo throughput of inland container depots in the corridor: about 50 thousand TEU/year by 2030.
- Total area planned for inland container depots: 50 ha by 2030.
c/ The transport corridor along national highway 9
- Scope of planning: Quang Binh and Quang Tri provinces.
- Cargo throughput of inland container depots in the corridor: 100 thousand-200 thousand TEU/year by 2030.
- Total area planned for inland container depots: 10-20 ha by 2030.
d/ Economic zones in Da Nang and Hue cities, and Quang Nam province- Scope of planning: Da Nang and Hue cities, and Quang Nam province.
- Cargo throughput of inland container depots in the corridor: 210 thousand-350 thousand TEU/year by 2030.
- Total area planned for inland container depots: 21-35 ha by 2030.
dd/ The transport corridor along national highway 19
- Scope of planning: Quang Ngai, Binh Dinh, Kon Tum and Gia Lai provinces.
- Cargo throughput of inland container depots in the corridor: 200 thousand-330 thousand TEU/year by 2030.
- Total area planned for inland container depots: 20-33 ha by 2030.
e/ The transport corridor along national highway 29
- Scope of planning: Phu Yen, Dak Lak and Khanh Hoa provinces.
- Cargo throughput of inland container depots in the corridor: 150 thousand-220 thousand TEU/year by 2030.
- Total area planned for inland container depots: 15-22 ha by 2030.
3. In the South
The development of inland container depots in transport corridors is planned as follows:
a/ In the Ho Chi Minh City economic zone (along belt road 4):
- Scope of planning: Ho Chi Minh City, and Dong Nai, Binh Duong and Long An provinces.
- Cargo throughput of inland container depots in the corridor: 3.2 million-4.24 million TEU/year by 2030.
- Total area planned for inland container depots: 309-400 ha by 2030.
b/ The Dak Nong - Binh Phuoc - Ho Chi Minh City transport corridor:
- Scope of planning: Ho Chi Minh City, and Binh Duong, Binh Phuoc and Dak Nong provinces.
- Cargo throughput of inland container depots in the corridor: 1.86 million-2.65 million TEU/year by 2030.
- Total area planned for inland container depots: 186-265 ha by 2030.
c/ The Tay Ninh - Ho Chi Minh City transport corridor:
- Scope of planning: Ho Chi Minh City, and Long An and Tay Ninh provinces.
- Cargo throughput of inland container depots in the corridor: 350 thousand-600 thousand TEU/year by 2030.
- Total area planned for inland container depots: 35-60 ha by 2030.
d/ The Ca Mau - Can Tho - Ho Chi Minh City transport corridor:
- Scope of planning: Ho Chi Minh City and the Mekong River delta provinces.
- Cargo throughput of inland container depots in the corridor: 530 thousand-780 thousand TEU/year by 2030.
- Total area planned for inland container depots: 53-78 ha by 2030.
dd/ The Ho Chi Minh City - Vung Tau transport corridor:
- Scope of planning: Ho Chi Minh City, and Dong Nai and Ba Ria - Vung Tau provinces.
- Cargo throughput of inland container depots in the corridor: 530 thousand-750 thousand TEU/year by 2030.
- Total area planned for inland container depots: 53-75 ha by 2030.
e/ The transport corridor along national highway 1
- Scope of planning: Ninh Thuan, Binh Thuan, Dong Nai provinces and Ho Chi Minh City.
- Cargo throughput of inland container depots in the corridor: 260 thousand-390 thousand TEU/year by 2030.
- Total area planned for inland container depots: 26-39 ha by 2030.
g/ The transport corridor along national highway 20
- Scope of planning: Ho Chi Minh City, and Dong Nai and Lam Dong provinces.
- Cargo throughput of inland container depots in the corridor: 50 thousand-100 thousand TEU/year by 2030.
- Total area planned for inland container depots: 5-10 ha by 2030.
(Details of inland container depots and depot clusters are provided in Appendix I to this Decision).
III. LAND USE DEMAND
The total land use demand for the development of inland container depots as planned by 2030 is 1,199-1,707 ha, of which the land area that needs to be added is 784-1,211 ha.
IV. INVESTMENT CAPITAL DEMAND BY 2030
The capital demand for investment in the inland container depot system by 2030 is VND 27.4 trillion-42.38 trillion.
V. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT BY 2030
To prioritize and concentrate investment capital for a number of inland container depots in transport corridors connected to major seaports in the North (Hai Phong seaport) and the South (Ho Chi Minh City and Ba Ria - Vung Tau seaports).
(Details of inland container depots prioritized for investment are provided in Appendix II to this Decision).
VI. A NUMBER OF SOLUTIONS AND MAJOR MECHANISMS AND POLICIES
1. Solutions related to mechanisms and policies
- To improve mechanisms and policies on inland container depots so as to encourage and create favorable conditions for enterprises of all economic sectors to participate in inland container depot construction investment and operation management in various forms specified by law.
- To promulgate regulations on making of inland container depot statistics, including statistical indicators and statistical regimes related to inland container depot construction investment and operation management in combination with a database on inland container depots in a scientific and consistent manner, thereby promptly serving specialized state management and satisfying the information use demand of organizations and individuals under regulations and international integration requirements.
- To improve relevant regulations so as to facilitate multimodal goods transport to and from inland container depots.
- To review and modify relevant regulations on dikes in order to optimize the use of shoreline and riverbank resources for development of inland container depot infrastructure associated with inland waterways connected to seaports, thereby reducing the traffic load for the road transport system.
2. Investment capital mobilization solutions
To expand and diversify investment forms toward promoting the mobilization of social resources; to encourage and create favorable conditions for enterprises of all economic sectors to participate in inland container depot construction investment and operation management in the forms specified by law; to implement current support policies and incentives on credit, taxes, prices, charges, fees, technology transfer and mining right franchising in conformity with local socio-economic conditions.
3. International cooperation, scientific, technological and environmental solutions
- To intensify investment promotion at home and abroad through preferential policies in order to facilitate investment and business activities.
- To implement treaties and regional and international agreements on inland container depots to which Vietnam is a contracting party; to continue effectively implementing the UNESCAP’s Intergovernmental Agreement on Dry Ports, promote international recognition of inland container depots, facilitate investment in inland container depot infrastructure facilitates, improve operational efficiency and enhance environmental sustainability in freight forwarding, thereby promoting the development of international multimodal transport corridors; to continue implementing the Prime Minister’s Decision No. 604/QD-TTg of May 8, 2015, approving the Scheme on strengthening of transportation connections in ASEAN through 2020, with a vision toward 2030.
- To intensify cooperation with, and get the best of assistance of, partners and international organizations for the human resource development, environmental protection, disaster prevention and control, and adaptation to climate change.
- To intensify the transfer and application of modern science, technology and techniques; to apply digital technology and digital transformation in the building, management and operation of the inland container depot system in conformity with the Fourth Industrial Revolution.
- To build digital platforms, connect and share data in the system with stakeholders in supply chains, including cargo owners, forwarding and inland transport companies, ports, shipping companies, customs offices, etc.
4. Human resource development solutions
To train and attract high-quality human resources, especially in the management and operation of inland container depot infrastructure; to study and implement a mechanism for placement of orders for training and further training of human resources in the fields related to inland container depot management and operation.
5. Master Plan implementation organization solutions
To enhance coordination, inspection and supervision of the implementation of the Master Plan, ensuring that inland container depots are built and exploited according to their functions and scale, approved scope and roadmap of the Master Plan; to ensure the compatibility of inland container depots with related infrastructure facilities; to hold business contact meetings to resolve issues related to inland container depot investment, development, management and operation.
- Ministries, sectors and localities shall closely coordinate with one another in planning and allocating appropriate land areas for the development of the inland container depot system; localities shall take the initiative in implementing land policies in order to support the construction of inland container depots; to consolidate master plans on logistics centers, inland container depots and bonded warehouses into a consistent whole.
- To strengthen the connection of the inland container depot system with the railway and inland waterway transport networks by planning the integration of cargo stations, ports and inland waterway landing stages compatible with inland container depots; to facilitate the railway connection from inland container depots to the national rail network under regulations; to remove clearance bottlenecks at river bridges for container transportation on inland waterways.
Article 2. Organization of implementation
1. The Ministry of Transport shall:
a/ Assume the prime responsibility for, and coordinate with related ministries, sectors and provincial-level People’s Committees in, managing and organizing the implementation of the Master Plan; publicize the Master Plan in accordance with the Planning Law; evaluate, revise and propose adjustments to, the Master Plan on an annual, five-year or irregular basis in conformity with the socio-economic development reality under regulations.
b/ Provide information on the Master Plan so as to update into information system and national database on planning under regulations.
c/ Formulate plans and propose necessary solutions to implement the Master Plan in a synchronous, feasible and effective manner.
d/ Closely coordinate with the Ministry of National Defense and other ministries, sectors and localities in implementing the Master Plan, ensuring that security and national defense are not affected.
dd/ Coordinate with localities in closely managing potential inland container depots in transport corridors that have been planned and oriented to be planned after 2030.
e/ Coordinate with localities in managing and regulating the process and scope of investment in inland container depots in the depot cluster, ensuring the total capacity of the inland container depot cluster as planned.
g/ Take full responsibility for the accuracy of contents, information, data, documents, and the system of maps and database in the Master Plan.
2. Ministries and sectors shall, within the ambit of their functions, tasks and powers, coordinate with the Ministry of Transport and provincial-level People’s Committees in, allocating resources and proposing mechanisms and policies in order to feasibly and efficiently achieve the objectives set in the Master Plan, ensuring their consistency with development master plans and plans of sectors and localities.
3. Provincial-level People’s Committees shall:
a/ Within the ambit of their tasks and powers, perform the state management of inland container depots in accordance with relevant laws within their localities; ensure land areas for the implementation of the Master Plan and strictly manage such land areas.
b/ Review, formulate or modify master plans and projects in their localities, ensuring the consistency and synchronization with the Master Plan; update contents of provincial master plans in compliance with orientations for development of local transport under the Master Plan, thereby satisfying sustainable development and environmental protection requirements.
c/ Take responsibility for building transportation infrastructure facilities connecting inland container depots to major traffic routes (national highways, expressways, inland waterways and railways).
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees and related agencies shall implement this Decision.-
