DECISION
Approving the Master Plan of Can Tho city for the 2021-2030 period, with a vision toward 2050[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the November 24, 2017 Planning Law; the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning; and the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;
Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law; and the Government’s Decree No. 58/2023/ND-CP of August 12, 2023, amending and supplementing a number of articles of the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law;
Pursuant to the Government’s Resolution No. 11/NQ-CP of February 5, 2018, on organization of the implementation of the Planning Law;
Pursuant to the Government’s Resolution No. 119/NQ-CP of September 27, 2021, on tasks and solutions to improve the quality and accelerate the formulation of master plans for the 2021-2030 period;
Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on continuing to enhance the effect and effectiveness of the implementation of planning policies and laws and a number of solutions for removing difficulties and obstacles, accelerating the formulation and improving the quality of master plans for the 2021-2030 period;
Pursuant to the Government’s Resolution No. 108/NQ-CP of August 26, 2022, on implementation of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on continuing to enhance the effect and effectiveness of the implementation of planning policies and laws and a number of solutions for removing difficulties and obstacles, accelerating the formulation and improving the quality of master plans for the 2021-2030 period;
Pursuant to the Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and national defense and security assurance in the Mekong River delta through 2030, with a vision toward 2045;
Pursuant to the Government’s Resolution No. 78/NQ-CP of June 18, 2022, promulgating the Government’s Program of Action to implement the Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on orientations for socio-economic development and national defense and security assurance in the Mekong River delta through 2030, with a vision toward 2045;
Pursuant to the Political Bureau’s Resolution No. 59-NQ/TW of August 5, 2020, on construction and development of Can Tho city through 2030, with a vision toward 2045;
Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;
Pursuant to the Prime Minister’s Decision No. 287/QD-TTg of February 28, 2022, approving the Master Plan of the Mekong River delta for the 2021-2030 period, with a vision toward 2050;
Pursuant to the Prime Minister’s Decision No. 1056/QD-TTg of July 20, 2020, approving the task of formulating the Master Plan of Can Tho city for the 2021-2030 period, with a vision toward 2050;
At the proposal of the People’s Committee of Can Tho city in Report No. 241/TTr-UBND of November 13, 2023, Official Letter No. 4870/UBND-TH of November 25, 2023, on approval of the Master Plan of Can Tho city for the 2021-2030 period, with a vision toward 2050; Appraisal Report No. 1645/BC-HDTD of March 9, 2023, and results of the review of the dossier of the Master Plan of Can Tho city in Document No. 5188/CV-HDTD of July 4, 2023, of the Council for Appraisal of Provincial Master Plans,
DECIDES:
Article 1. To approve the Master Plan of Can Tho city for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following major contents:
I. SCOPE AND BOUNDARIES OF THE MASTER PLAN
The scope and boundaries of the Master Plan cover the entire Can Tho city with a total natural area of 1,440.4 km2, with 9 district-level administrative units, including 5 urban districts (Ninh Kieu, Cai Rang, Binh Thuy, O Mon and Thot Not) and 4 rural districts (Phong Dien, Thoi Lai, Co Do and Vinh Thanh); Can Tho city borders:
- An Giang province to the north;
- Hau Giang province to the south;
- Dong Thap province to the east; and,
- Kien Giang province to the west.
The Can Tho city’s geographical coordinates are from about 9°55’08’’ to 10°19’38’’ north latitude and from 105°13’38’’ to 105°50’35’’ east longitude.
II. DEVELOPMENT VIEWS AND OBJECTIVES, KEY TASKS AND DEVELOPMENT BREAKTHROUGHS
1. Development views
a/ To ensure the Master Plan’s conformity with the Party’s and State’s development line and guidelines, and resolutions of the Political Bureau, National Assembly and Government, guaranteeing consistency with objectives and orientations of the national socio-economic development strategy and the national strategy for green and sustainable growth; to ensure democracy, compliance, continuity, inheritance, stability and conformity with the National Overall Master Plan, national sectoral master plans and plans, master plans and plans of the Mekong River delta, and relevant master plans and plans.
b/ To develop a synchronous and modern infrastructure system to meet the requirements for socio-economic development in each planning period; to concentrate resources on investment in works and projects with high spillover effects, thereby creating a driving force for development of the city. To bring into the fullest play internal and external resources, especially regional linkages and infrastructure connections in the Mekong River delta; to attach importance to market factors and cooperation among economic sectors; to focus on modern technologies; to carry out economic restructuring in the direction of reducing the proportion of agriculture and increasing the proportion of industry and trade in services.
c/ To ensure rapid, sustainable, inclusive, balanced, overall and comprehensive development of economic, socio-cultural, and environmental activities. To regard the people as the center, subject, objective and motivation for development associated with training and improving the quality of human resources; to carry out innovation and digital transformation, and develop green economy, circular economy and digital economy; to protect the environment, prevent and control disasters and adapt to climate change. To allocate, exploit and rationally and effectively use natural resources and typical natural landscapes.
d/ To closely combine socio-economic development with national defense and security assurance; to maintain political stability and social order and safety; to attach importance to improving the people’s material and spiritual lives and ensuring the people’s social security; to conserve and promote cultural values and the values of historical relics and cultural heritages; to expand and increase the efficiency of external and international integration activities; to build an orderly, disciplined, secure, safe and civilized society.
2. Development objectives through 2030
a/ General objectives
To build Can Tho city into a growth pole of the Mekong River delta; an ecological, civilized and modern city imbued with cultural identities of Tay Do (former name of Can Tho); an urban center, and a center for trade services, tourism, logistics, processing industry, hi-tech agriculture, education and training, specialized health, science and technology, culture and sports in the Mekong River delta, with a synchronous infrastructure system that is adaptive to climate change and meets requirements of intra-regional, inter-regional and international transport connectivity.
b/ Specific objectives and targets
- Economically:
+ The gross regional domestic product (GRDP) growth rate will reach 7.5-8% per year on average; and the per-capita GRDP (at current prices) will surpass VND 220 million.
+ The proportion of agro-forestry-fisheries, industry-construction, and services and taxes less subsidies on products to the GRDP will be around 5.9%, 35.9%, and 58.2%, respectively.
+ Labor productivity will increase by 11-15% per year on average.
+ To strongly develop digital infrastructure and data infrastructure to create a national digital transformation platform, develop digital government, digital economy and digital society; to strive that the digital economy will account for around 30% of GRDP.
- Socially:
+ The population growth rate will reach 0.67% per year on average.
+ The average life expectancy will reach 75 years; the number of healthy life years will be at least 68. The proportion of agricultural workers in total social labor will decrease to below 20%.
+ The rate of trained workers will surpass 85%, of whom more than 40% possess diplomas or certificates.
+ The rate of early childhood schools, primary schools, lower secondary schools, and upper secondary schools attaining the relevant national standards will surpass 90%, 95%, 95%, and 85%, respectively.
+ There will be at least 55 hospital beds and 20 medical doctors per 10,000 people; the rate of private hospital beds will be at least 15%.
+ All communes will meet the advanced new-style countryside standards and over 50% of communes will attain the model new-style countryside standards.
+ The health insurance coverage rate will surpass 95%. The rate of poor households classified based on multidimensional poverty standards will be below 0.32% by 2025; to strive for the target that by 2030, the city will basically have no poor households classified based on the national poverty standards.
- Regarding natural resources and the environment:
+ 100% of domestic solid wastes in urban areas will be collected and treated; 80% of domestic solid wastes in rural areas will be collected and treated; and 100% of ordinary industrial solid waste, hazardous waste and infectious hazardous waste will be collected and treated.
+ 100% of operating industrial parks and cottage industry zones will have centralized wastewater treatment systems to ensure treated wastewater is up to standards before being discharged into the environment; 100% of production and business establishments will satisfy environmental technical regulations; 100% of wastewater volumes will be collected and treated up to technical regulations so as to have the quality equivalent to that of wastewater discharged into receiving waters for domestic use.
- Regarding infrastructure development: The urbanization rate will reach around 80%; 100% of urban centers of grade IV or higher grade will meet urban classification criteria in terms of urban infrastructure, especially health, education and training infrastructure and urban-level cultural works.
- Regarding national defense and security: To properly perform the task of assuring national defense, security and social order and safety.
3. Vision toward 2050
To develop Can Tho city into an ecological, civilized and modern city imbued with the river identity of the Mekong River delta; one of the fairly developed cities in Asia, and a smart city worth living in Vietnam.
4. Key tasks and development breakthroughs
a/ To vigorously renew the leadership, management and governance mindset of administrations at all levels and economic mindset of enterprises and the people associated with carrying out digital transformation based on the 3 main pillars (digital economy, digital society and digital government).
b/ To study, formulate and promulgate mechanisms and policies to mobilize and promote to the utmost all resources for investment in socio-economic infrastructure, giving priority to investment in key works that are strategic and have spillover effects.
c/ To attract and develop human resources, especially high-quality human resources and human resources for spearhead fields; to intensify linkages with training institutions and intensive research institutions at home and abroad in order to achieve development goals.
d/ To restructure urban spaces, especially in central urban districts, with a view to increasing land use efficiency; to create land areas to develop regional-level key areas for health, education, training, culture, sports, tourism, trade and service activities.
III. ORIENTATIONS FOR DEVELOPMENT OF IMPORTANT SECTORS; PLANS ON ORGANIZATION OF SOCIO-ECONOMIC ACTIVITIES
1. Orientations for development of important sectors
a/ Industries
- To develop the following industries: chemicals, mechanical manufacturing engineering, energy generation, pharmaceuticals, electronics, agro-fishery product and food processing, and supporting industries that are fundamental, modern, sustainable, and suitable to local conditions, nature and advantages.
- To accelerate the completion of Vinh Thanh and Thoi Lai-Co Do industrial parks; the Thot Not urban-industrial-port-logistics area; and the O Mon energy, industry and hi-tech center; to promote linkage and integration of the urban-industrial economic corridor from Can Tho province to Long An province. To plan development of a new gas pipeline system serving industrial parks in the city.
- To gradually relocate industrial facilities and cottage industry facilities along Hau river to create land areas for development of urban centers and high-quality services; to relocate industrial facilities and cottage industry facilities that are likely to cause pollution into industrial parks and cottage industry zones.
b/ Trade and services
- To develop trade toward civilization and modernity; to strive to turn the city into a distribution center of the Mekong River delta; to develop and expand markets for domestic goods sale and import-export; to promote e-commerce and form regional-level trade centers.
- To promote the development of high-quality service industries and service products to meet the requirements of domestic and international markets. To prioritize development of such services as logistics, tourism, health, education, finance and banking, science and technology, information technology, transport, recreation and entertainment, shopping, and culture and sports.
- To link the city with international facilities and enterprises to train intensive human resources so as to make Can Tho city become a trade and service center of the Mekong River delta.
c/ Agriculture and fisheries
- To ensure sustainable, safe and prosperous development based on multi-sectoral integration, with coordination of regional and industrial linkages.
- To bring into full play advantages and efficiency of resources and natural resources, focusing on building of specialized agro-fisheries production units up to standards of each group of markets. To develop agricultural value chains associated with various types of agritourism. To promote hi-tech agricultural production, smart agriculture and circular agriculture that are eco-friendly and adaptive to climate change.
- To build hi-tech agricultural zones in Vinh Thanh, Co Do and Thoi Lai districts. To effectively organize, and attract strategic enterprises to carry out business investment activities in, a center for production, processing and sale of agricultural products in the Mekong River delta.
- To develop urban agriculture, thus contributing to building an ecological environment and landscapes with provision of green food, and sustainable urban centers. To bring into the fullest play advantages of the One Commune, One Product (OCOP) program; to develop agriculture associated with the program on building of a new-style countryside to combine different resources for comprehensive development of agricultural production and rural life.
d/ National defense and security
To strengthen national defense and security potential and maintain political stability and social order and safety. To build the city’s armed forces with concerted strength and high combat readiness so as to proactively handle situations promptly and effectively. To continue to build and consolidate the all-people national defense posture and the people’s security posture, and build solid defense areas.
2. Plan on organization of socio-economic activities and plan on arrangement of administrative units
a/ Five driving-force economic axes
- Two horizontal axes include: (1) the axis to be developed along the Chau Doc-Can Tho-Soc Trang expressway, in which industries will be further developed in the East, and eco-tourism and urban centers will be developed in the West; and (2) the existing economic corridor in the West of Hau river, including national highway 91, western ring road, and provincial road 920D, focusing on development of trade in services, ecological urban centers and industrial urban centers.
- Three vertical axes include: (1) the axis running along the Lo Te-Rach Soi expressway; (2) the O Mon-Giong Rieng inter-regional road; and (3) national highway 1A and the Can Tho-Ca Mau expressway. Specifically, the Lo Te-Rach Soi and the O Mon-Giong Rieng axes will be planned for industrial development to build an inter-regional industrial corridor. The axis running along national highway 1A will be planned for connection with the main urban corridor of the Mekong River delta.
b/ Three development areas
- The first development area, covering Cai Rang, Ninh Kieu and Binh Thuy urban districst, and Phong Dien rural district (to be developed into a town), and part of O Mon urban district and Thoi Lai rural district, will be a densely developed urban center. To bring into play the connection among airports, railways, waterways and roads so as to develop Can Tho city into a development driving-force center of the Mekong River delta.
- The second development area, covering the remaining part of O Mon urban district, Thot Not urban district, and part of Thoi Lai, Co Do and Vinh Thanh rural districts, will be a driving-force center for economic development in the North with functions of an urban center, high-class ecological urban center, industrial urban center, port, trade, service and logistics.
- The third development area, covering part of Thoi Lai, Co Do and Vinh Thanh rural districts, is the area in the West of the Chau Doc-Can Tho-Soc Trang expressway, and planned for development of new forms of livelihood such as changing from rice cultivation to crops and livestock, combining solar energy, environmental technology, river- and farm-based eco-tourism.
c/ Plan on arrangement of district- and commune-level administrative units
To review and rearrange district- and commune-level administrative units for the 2021-2030 period under the Political Bureau’s Resolution No. 37-NQ/TW of December 24, 2018, and the Political Bureau’s Conclusion No. 48-KL/TW of January 30, 2023, and the National Assembly Standing Committee’s Resolution No. 595/NQ-UBTVQH15 of September 12, 2022, on further implementation of the policy on arrangement of district- and commune-level administrative units for the 2021-2030 period.
The names, geographical boundaries and plans for arrangement of district- and commune-level administrative units must comply with decisions of competent authorities.
IV. PLANS ON DEVELOPMENT OF THE URBAN SYSTEM AND TERRITORIAL ORGANIZATION IN RURAL AREAS
1. Plan on development of the urban system
a/ To organize the implementation of the approved master plan on urban construction and development investment based on the results of arrangement of district- and commune-level administrative units in Can Tho city.
(Details are provided in Appendix XVIII to this Decision).
b/ Scale and structure of the urban system
- Can Tho city is a centrally run grade-I urban center with a synchronous infrastructure system for which it is expected to gradually improve the quality of criteria of an urban center according to current technical regulations and standards.
- Orientations for urban development:
+ The administrative units of Ninh Kieu, Binh Thuy, Cai Rang, O Mon and Thot Not urban districts will be areas having functions of urban centers with high population density. To develop Phong Dien rural district into Phong Dien town, which will be a special ecological urban center. To prioritize resources for zoning and development of new urban centers along the city’s main roads; to develop new urban centers and high-quality services along Hau river after relocating production facilities that cause environmental pollution and use old technologies.
+ District-level urban administrative units shall be established according to the scheme for arrangement of administrative units and the system of ward-level urban administrative units and district-level townships (in Thoi Lai, Co Do and Vinh Thanh districts); to repurpose agricultural land to non-agricultural land, increase forms of non-agricultural livelihoods for the people as well as develop specific ecological urban structures, specifically as follows:
. To strive for the target that by 2030, technical and social infrastructure facilities of district townships will meet criteria of grade-IV urban centers.
. Rural areas (communes) that meet criteria of urban centers will be classified as urban administrative units in accordance with current regulations. In the immediate future, priority will be given to development of Trung An commune into a grade-V urban center when it fully meets the law-specified conditions and criteria.
c/ Urban characteristics
- Can Tho city is a central urban center of the Mekong River delta, focusing on 3 main strategies: (1) inter-regional infrastructure connections and interchanges among railways, airways, waterways and expressways; (2) layout of centralized functional areas to ensure provision of services to the entire region; and (3) urban development in a pioneering direction for specific urban development models of the Mekong River delta.
- The city is the most advanced river-based ecological urban center along Hau river, with Hau river being the main facade for the entire city, and each district developed into an urban center along tributary rivers.
- Modern urban center: To build Can Tho into a modern, green and eco-friendly urban center. To develop multi-modal infrastructure facilities along the East-West economic corridor, overhead railways to sightsee landscapes and serve tourism along Hau river; to develop the urban center associated with railway stations and airports.
- Smart urban center: To develop a digital urban center associated with digital economy development and digital integration to improve the efficiency of the hard infrastructure system, especially transport infrastructure facilities.
2. Plan on development of rural areas
a/ To organize the arrangement of district- and commune-level administrative units according to decisions of competent authorities.
b/ To develop rural residential quarters toward rural modernization associated with reorganization of economic models and sector restructuring. To develop the model of new-style countryside according to national criteria for the advanced or model new-style countryside.
c/ To organize development spaces for rural residential areas based on four main models: (1) residential area in rice cultivation areas; (2) residential area in orchard and river areas; (3) residential area based on modern farms; and (4) residential area in farm and central orchard space areas.
3. Plan on development of district areas
a/ To organize the arrangement of district-level administrative units according to decisions of competent authorities.
b/ To effectively exploit main functions of developed district areas based on their strengths and practical conditions, including Vinh Thanh, Thoi Lai and Co Do districts (other functions will be concretized in technical and specialized master plans, construction master plans, urban master plans, etc., in conformity with the practical conditions and land areas of each district).
V. PLAN ON DEVELOPMENT OF FUNCTIONAL AREAS
1. Industrial parks
By 2030, the city will have 14 industrial parks on a total land area of around 7,473 hectares in Cai Rang, Binh Thuy, O Mon, Thot Not, Thoi Lai, Co Do, Vinh Thanh districts.
(Details are provided in Appendix XV to this Decision).
2. Supporting cottage industry zones
To continue to research and call for investment in supporting cottage industry zones on a land area of around 300 hectares in Binh Thuy, Thoi Lai, Co Do and Vinh Thanh districts.
(Details are provided in Appendix XVI to this Decision).
3. Tourist sites
To expand or build tourist sites on a total land area of around 720 hectares in the city’s districts, focusing on investment for effective exploitation of cultural, sports and entertainment services in order to create high-quality and branded tourism products that are domestically and internationally competitive.
(Details are provided in Appendix XI to this Decision).
4. Historical-cultural relics and scenic spots
- To concentrate resources for investment in “Conservation and promotion of the values of historical-cultural relics, intangible cultural heritages, craft villages and scenic spots” in the city associated with tourism development. To bring into full play and effectively exploit the invested historical-cultural works and relics in association with traditional education, cultural identity and tourism development.
- By 2030, the land area for historical-cultural relics and scenic spots will reach around 210 hectares.
5. Concentrated agricultural production units
- To arrange space for development of agricultural production units associated with transport and hydraulic-work infrastructure facilities in order to improve the efficiency of integrated development and strengthen the connection between production, circulation and sale of products.
- To establish a center for linkage, production, processing and sale of agricultural products in the Mekong River delta on a land area of around 250 hectares in Binh Thuy urban district and Co Do rural district.
(Details are provided in Appendix XVII to this Decision).
6. Sports facilities
To upgrade and develop infrastructure of the city’s network of sports facilities on a total land area of around 300 hectares in the city’s districts to meet the people’s needs and improve quality of the people’s life.
(Details are provided in attached Appendix XI to this Decision).
VI. PLANS ON DEVELOPMENT OF TECHNICAL INFRASTRUCTURE FACILITIES
1. Plan on development of the transport network
To develop a synchronous, modern, convenient, eco-friendly, and climate change-adaptive transport network in conformity with the national master plans and plans on transport development that is interconnected to promote regional linkages and ensure traffic safety.
a/ National-level transport infrastructure facilities
Expressways, national highways, inland waterways, airports, seaports and railways must comply with national specialized master plans approved by competent authorities.
b/ Provincial-level transport infrastructure facilities
- Roads:
+ To build collector roads along expressways and national highways; to build large and key interchanges that connect expressways and national highways to provincial roads, ring roads and urban arterial roads to increase inter-regional transport connectivity and promote socio-economic development.
+ To build an inter-provincial route of Sa Dec (Dong Thap province)-O Mon (Can Tho city)-Giong Rieng (Kien Giang province) and O Mon bridge crossing Hau river; to upgrade and expand national highway 91, the Km0-Km7 section in Ninh Kieu and Binh Thuy districts; to upgrade and expand national highway 61C (the section crossing Can Tho city).
+ To upgrade and expand or build provincial roads; to upgrade a number of important district roads into provincial roads; to build ring roads and urban roads and form complete and reasonable urban transport infrastructure. The land areas for construction of urban road transport infrastructure facilities up to the regional axis will reach 18%-25% of the land area for urban construction. To build a smart traffic system to serve the organization, management and operation of urban traffic.
+ To build bus stations to serve inter-provincial passenger transportation; to build bus stations and parking lots combined with other functions of land use in urban centers, residential areas, industrial parks, etc., in the city.
+ To prioritize the construction and development of infrastructure facilities and means for the mass transit system, striving for the target that the rate of public passenger transportation will reach 30%-35%.
- Waterways:
+ To upgrade and renovate important and major inland waterway routes of the city, and dredge, maintain and expand the other inland waterway routes in order to enhance the role of water transportation in districts.
+ To build large and key cargo ports on Hau river, Xa No and Cai San canals, O Mon river, and Thi Doi-O Mon canal; and large and key passenger ports on Hau and Can Tho rivers, and some other routes. To form waterway bus routes associated with ports and landing stages on Hau and Can Tho rivers, and some other routes.
- Railways:
+ To plan the construction of urban railways and railway stations with routes running along the city’s western ring roads, national highway 91, national highway 91B, Nam Song Hau (Southern Hau River) national highway, etc.; to develop tramways on urban road routes when the law-specified conditions are fully satisfied.
+ To build interchanges based on transit-oriented development (TOD) and railway logistics systems associated with Can Tho station of the Ho Chi Minh City-Can Tho city railway.
- Airports:
+ To build an aviation logistics center associated with Can Tho international airport; an aircraft maintenance and repair center.
+ To develop aerodromes and water areas for seaplanes on Hau river in areas with tourism potential in Cai Rang, Ninh Kieu, Binh Thuy, O Mon and Thot Not districts.
- Seaports: To build logistics centers associated with Can Tho seaport; to build inland container depots at Thot Not-Vinh Thanh and Co Do-Thoi Lai industrial parks and other industrial parks in the city, connected to expressways, national highways and Can Tho seaport.
(Details are provided in Appendices I, II, III, IV, V and XXIV to this Decision).
2. Plan on development of the power supply network
To develop the power supply network in conformity with the views, objectives, orientations and plans for development of power sources and grid, ensuring satisfaction of the criteria and scientific grounds specified in the National Power Development Plan for the 2021-2030 period, with a vision toward 2050 (Power Plan VIII approved by the Prime Minister and relevant decisions and regulations of competent authorities.
(Details are provided in Appendix VI to this Decision).
3. Plan on development of the information and communications network
To develop postal infrastructure facilities and services in the direction of shifting from traditional postal services to digital postal services; to develop telecommunications infrastructure facilities to be digital infrastructure facilities to serve smart urban development and e-commerce digital transformation. To gradually lay underground telecommunications infrastructure facilities, and intensify the use of shared infrastructure facilities, ensuring safety and urban aesthetics; to invest in radio and television transmission and broadcasting networks capable of providing quality programs and high added-value services.
To implement a roadmap for digitizing other essential infrastructure facilities to serve smart urban centers, digital government, digital economy and digital society; to develop key press and media agencies toward convergence, multimedia and multi-platforms in conformity with development level.
(Details are provided in Appendix VII to this Decision).
4. Plans on development of hydraulic-work and water supply and drainage networks
a/ Plan on development of the hydraulic-work network
To build a multi-purpose hydraulic-work system in accordance with plans on zoning, master plans on disaster prevention and control and hydraulic work, relevant regional master plans and hydraulic-work master plans. To consolidate the hydraulic-work system to ensure flood control, drought and seawater intrusion prevention and control, and flexible operation in order to stabilize production and prevent and control disasters. The area for the hydraulic-work system will be divided into the following 7 zones: zone I (Northern Cai San zone), zone II (Cai San-Thot Not zone), zone III (Thot Not-O Mon zone), zone IV (O Mon-Xa No zone), zone V (Binh Thuy-Ninh Kieu zone), zone VI (Southern Cai Rang zone), and zone VII - island areas (Tan Loc and Con Son).
(Details are provided in Appendix VIII to this Decision).
b/ Plan on development of the water supply network
To build and develop the city’s water supply network to meet the needs for standard water for residential use, services, industrial production and other services. To plan the construction of reservoirs in districts to ensure water storage, distribution and drainage.
(Details are provided in Appendix IX to this Decision).
c/ Plan on development of the water drainage network
- To build wastewater separation pits and sewers for collection of wastewater at outlets to Hau and Can Tho rivers, and canals and ditches in the basin; to renovate and supplement wastewater sewers; to build sewers and booster pump stations to bring domestic wastewater to wastewater treatment plants. Production wastewater of industrial parks shall be collected in a completely separate system and treated in industrial parks before it reaches relevant standards for being discharged into the environment.
- To build a synchronous anti-flooding and drainage system suitable for natural conditions and each drainage basin. To make the fullest use of the system of rivers, canals and ditches for rainwater drainage, apply sustainable drainage models, increase natural water infiltration, and take advantage of public works for temporary water storage.
5. Plan on development of waste treatment facilities and cemeteries
a/ Waste treatment facilities
According to the Prime Minister’s Decision No. 287/QD-TTg of February 28, 2022, approving the Master Plan of the Mekong River delta for the 2021-2030 period, with a vision toward 2050, there is no master plan on hazardous waste treatment facilities for Can Tho city.
a/ Domestic solid wastes
- To build a domestic solid waste treatment plant in Thoi Lai district with modern and eco-friendly technologies.
- To build transfer stations and collection points for domestic waste under regulations and in conformity with conditions of districts and towns.
- To thoroughly treat domestic solid waste landfills that no longer operate, ensuring hygiene, and implement a roadmap for closing such landfills under regulations.
b/ Industrial solid wastes: To build an industrial waste treatment plant in Thoi Lai district.
(Details are provided in Appendix X to this Decision).
6. Plans on development of fire prevention and fighting and rescue systems
a/ To plan and arrange locations and build head offices with sufficient areas for working, living and training. To ensure physical facilities, equipment and means for fire prevention and fighting forces, with priority given to fire prevention and fighting forces of 9 districts and towns, and 4 regional fire prevention and fighting brigades and 1 center for training in fire prevention and fighting and rescue.
b/ To synchronously build technical infrastructure (roads, water intake places, water supply systems for firefighting, communications systems and other related systems) in conformity with standards, technical regulations and norms for fire prevention and fighting and rescue forces to implement firefighting and rescue plans.
VII. SOCIAL INFRASTRUCTURE DEVELOPMENT PLANS
1. Plan on development of the network of health and healthcare establishments
a/ To make additional investment in, and upgrade, physical foundations and equipment of, and develop human resources for, health establishments in the city toward improving capacity of the system and service quality and intensively developing medical specialties. To develop the health cluster to become a health center of the Mekong River Delta. To establish the 115 Emergency Operation Center and the satellite emergency network, the Center for Tropical Diseases and the Bone Marrow Transplant Center; to upgrade the Can Tho Stadium into a city-level service, medical and sports complex; to upgrade the Can Tho City Center for Disease Control (CDC).
To boost the attraction of social resources for investment in, and forming, a high-quality private health system, serving medical examination and treatment demand of inhabitants in the city, region and foreign countries.
b/ To develop a health service provision network associated with residential clusters to create opportunities for all people to be protected and cared for and improve their health with the increasingly high quality.
(Details are provided in Appendix XII to this Decision).
2. Plan on development of the network of education and training institutions
a/ To call for social resources for investment in multi-level schools, attaching importance to the development and expansion of high-quality international schools to meet the learning needs of all subjects, including also foreigners living in Can Tho.
b/ To develop the scale and network of early childhood schools, primary schools, lower secondary schools and upper secondary schools to meet education development targets of each level and demand for education of pupils in both urban and rural districts.
c/ Vocational education-continuing education: To expand and improve the quality of colleges, vocational secondary schools, professional secondary schools and vocational schools. To develop continuing education centers toward consolidation with district-level vocational training centers into centers for continuing education-vocational training and job placement; to consolidate and improve community culture and learning centers.
d/ Graduate and postgraduate education: To expand the training scale and upgrade the physical foundations, equipment and quality of universities based in the city to meet human resource demands, especially high-quality human resources to serve socio-economic development targets; to step up the association in training and scientific research with domestic and international institutes and universities.
(Details are provided in Appendix XIII to this Decision).
3. Plan on development of the network of vocational education institutions and social assistance establishments
a/ To invest in physical foundations and equipment, and improve the training quality of the city’s colleges, professional secondary schools, and vocational education institutions. To mobilize social resources for establishing non-public vocational education institutions in districts that have the demand therefor. To form new vocational education institutions to meet the requirements of human resource training for the labor market in the city and other localities.
b/ To fully and promptly implement regimes and policies and promote the mobilization of social resources to take care of people with meritorious services to the country and social protection policy beneficiaries; to guarantee children’s rights and create a safe and healthy living environment for children’s comprehensive development; to care for children with special circumstances and lonely elderly people. To improve people’s living standards and ensure sustainable poverty reduction. To properly implement policies to promote gender equality for the advancement of women at all levels and sectors.
To upgrade and relocate social protection establishments in conformity with realities. To build a drug rehabilitation establishment in Co Do district and Can Tho City Nursing Center for People with Meritorious Services in Phong Dien district. To step up the prevention and control of social evils.
4. Plan on development of the network of cultural and sports facilities
a/ Culture
- To develop Can Tho into a cultural and artistic urban area and a creative city, with public spaces and community-based cultural and artistic activities, thus increasing the value of the urban environment and quality of life.
- To develop a system of cultural institutions to meet the requirements of socio-economic development of Can Tho in each phase, in sync with the tourism infrastructure development strategy.
- To conserve, and bring into play the value of, historical and cultural relics, intangible cultural heritages, craft villages, landscapes, and traditional festivals associated with tourism development and preservation and promotion of the typical cultural identity of “personality of the people of Tay Do”.
- To improve the system of cultural institutions at all levels, ensuring the scale and quality of these institutions for them to effectively operate according to their functions; to upgrade and improve a number of cultural institutions of the city.
(Details are provided in Appendix XI to this Decision).
b/ Sports
- To invest in infrastructure, training and competition equipment and organize physical training and sports movements. To promote the attraction of social resources for investment in sports activities; to diversify sports facilities to meet people’s demand for physical training in conformity with each development investment phase.
- To form trade-sports-recreation and entertainment complexes serving sports, service and tourism activities in the city, with the target of meeting regional and international demands.
(Details are provided in Appendix XI to this Decision).
5. Plan on development of the network of service, trade, exhibition and fair establishments
a/ To focus on attracting investment in developing trade infrastructure, building a system of department stores, supermarkets, markets, and convenience stores; to build agricultural and aquatic product wholesale markets of the Mekong River Delta as well as logistics centers and international exhibition and fair centers of regional level.
b/ To develop inter-provincial tours, associated with formation and development of the city’s typical tourism products imbued with identities of the Mekong River Delta’s river culture. To form amusement and entertainment areas, attracting investment in a system of high-quality, safe, civilized and modern service establishments.
6. Plan on development of the network of science and technology organizations
a/ To invest in upgrading physical foundations and equipment in parallel with developing scientific and technological research units and organizations in the city in a synchronous and modern manner to perform tasks of science and technology research and transfer in conformity with the city’s socio-economic development goals and make effective use of achievements of the Fourth Industrial Revolution. To promote science, technology and innovation activities in the business cycle.
b/ To develop human resources with high qualifications and creative and innovative capacities; to build an innovation center in Can Tho city connected to the National Innovation Center; to plan the formation of a regional-level Quality Assurance and Testing Center in the city.
(Details are provided in Appendix XIV to this Decision).
VIII. LAND ALLOCATION AND ZONING
1. Land resources shall be fully surveyed, evaluated, counted, inventoried and accounted in the economy and planed for efficient, reasonable, economical and sustainable use with a long-term vision so as to meet requirements of socio-economic development, national defense and security assurance, environmental protection and climate change adaptation. To ensure rational land use on the basis of balancing land use demands of sectors and fields in conformity with the norms assigned by the Prime Minister under the 2021-2030 National Land-Use Master Plan.
2. Norms and areas of agricultural land to be repurposed for non-agricultural use and housing and infrastructure development must be calculated and determined on the basis of compliance with the national land-use norms, development orientations of sectors and fields and local development demands to implement space- and territory-based development plans, and infrastructure works and projects for reporting to competent authorities for consideration and decision.
3. The implementation of projects after the Master Plan is approved must ensure compliance with the norms of the 2021-2030 land-use master plan and the national 2021-2025 five-year land-use plan allocated to Can Tho city under the Prime Minister’s Decision No. 326/QD-TTg of March 9, 2022, and amending and supplementing decisions (if any) of competent authorities.
4. The People’s Committee of Can Tho city shall formulate provincial-level land-use plans and district-level land-use master plans and plans in conformity with plans on land allocation and zoning by functional zone and land category in the Master Plan, which shall be used as a basis for land recovery for national defense, security and socio-economic development purposes in the national and public interests in accordance with law.
(Details are provided in Appendix XIX to this Decision).
IX. PLANS ON PROTECTION OF THE ENVIRONMENT AND BIODIVERSITY; EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES; AND DISASTER PREVENTION AND CONTROL AND ADAPTATION TO CLIMATE CHANGE
1. Plan on protection of the environment and biodiversity
a/ Environmental protection zoning
To divide the city into 3 zones to serve as a basis for implementing environmental protection measures as follows:
- The strictly protected zone, including the entire Ninh Kieu urban district and concentrated residential areas in the urban districts of Binh Thuy, Cai Rang, O Mon and Thot Not; areas with surface water sources used for domestic water supply; and protected areas of historical and cultural relics.
- The low-emission zone, including concentrated urban residential quarters in the center of rural districts and communes; protection corridors of surface water sources used for domestic water supply in accordance with the law on water resources.
- Other protection zones, including existing industrial parks, cottage industry zones, port clusters, and the remaining zones in the city.
(Details are provided in Appendix XX to this Decision).
b/ Conservation of nature and biodiversity:
- To conserve and promote the special value of the nature and biodiversity in terms of genetic resources, species and the ecosystem in the city in order to protect the people’s health, the environment and biodiversity values.
- To prevent biodiversity loss and ensure sustainable exploitation and efficient use of natural resources; to develop scientific research to conserve, preserve and ensure biodiversity, and restore depressed natural landscapes. To ensure sustainable exploitation and efficient use of land, water, mineral and aquatic resources.
- To maintain and develop important natural ecosystems, and conserve species and genetic resources. To develop ecotourism and environmental education activities, ensuring climate change adaptation and sustainable development.
(Details are provided in Appendix XXI to this Decision).
c/ Environmental protection in waste treatment areas and cemeteries
- Waste treatment areas shall be arranged in a way that ensures the safety distance and environmental hygiene according to current regulations, with a complete technical infrastructure system using advanced and modern technologies.
- Cemeteries shall be arranged in compliance with relevant master plans at locations and distances, meeting requirements regarding environmental hygiene and landscape of residential areas and not causing pollution to water sources and the surrounding environment.
d/ Development of the monitoring network
To complete the environmental database, and invest in infrastructure and equipment for automated continuous environmental monitoring; to develop the infrastructure, equipment and monitoring network for each type of environment; to build automated environmental monitoring stations.
2. Plan on protection, exploitation and use of natural resources
a/ Can Tho city does not have minerals subject to exploration, exploitation and use at the national level.
b/ For minerals under the city’s management:
- The mineral exploration and exploitation master plan must be based on the viewpoint of sustainable development and law compliance. On the basis of demand forecasting, the existing 2 sand mines in Truong Tho and Thoi An areas will be further exploited and will be closed according to regulations when their licensing periods expire. To perform procedures to license the exploitation of the sand mines of Tan Loc and Phuoc Loc in Thot Not district in accordance with law and open auctions of mineral exploitation rights in the mines of Phuoc Loc 2 in Tan Loc ward, Thot Not district; Tra Noc in Tra Noc ward, Binh Thuy district, and Phuoc Thoi ward, O Mon district; Phu Thu-Tan Phu in Phu Thu and Tan Phu wards, Cai Rang district; and Tan Phu in Tan Phu ward, Cai Rang district.
- Can Tho city has zoned off areas banned or temporarily banned from mineral activities which shall be decentralized from urban and rural districts. During the implementation process, based on practical requirements, areas banned or temporarily banned from mineral activities may be adjusted and supplemented to suit the city’s socio-economic development situation in accordance with law.
(Details are provided in Appendix XXIII to this Decision).
3. Plan on exploitation, use and protection of water resources, prevention, control and remediation of consequences of water-caused harms
a/ To divide water resource areas into 7 zones:
- Zone I (the Northern Cai San zone) is a flood control area for rice production.
- Zone II (Cai San-Thot Not zone) is a concentrated aquaculture area.
- Zone III (Thot Not-O Mon zone) is a specialized fruit tree growing area.
- Zone IV (O Mon-Xa No zone) is the area where flood water and silt are taken into fields to solve the problem of land degradation and environmental pollution.
- Zone V (Binh Thuy-Ninh Kieu zone) and Zone VI (Southern Cai Rang zone) is urban areas and residential clusters where inundation (tidal inundation and rainwater inundation) are controlled by the polder system and ground leveling.
- Zone VII is the Cu Lao zone.
b/ Protection of water resources, restoration of polluted, degraded or depleted water sources
- To take the initiative in formulating plans to effectively and economically exploit and use water resources; to operate hydraulic-work systems appropriately to increase the water storage capacity of intra-field canal systems, thus ensuring sufficient water for agricultural production and domestic use, protecting water sources during flood season, and effectively responding to water-related catastrophes and disasters.
- To improve the capacity of survey and evaluation of groundwater resources; to restrict the expansion of groundwater exploitation, prioritizing groundwater exploitation for residential use and in the context of being impacted by climate change, disasters and epidemics. To zone off and implement measures to restrict groundwater exploitation; to closely control groundwater exploration and exploitation drilling in the city.
- To further build the network for monitoring and surveillance of water resource exploitation and use; to closely control activities of exploitation and use of water resources, and restrict groundwater exploitation.
c/ Allocation of water resources
The allocation of water sources for water users in the planning period shall be carried out in the descending order of priority.
- Under the normal condition, to ensure sufficient water to meet 100% of demand with priority given to water supply for domestic use and production sectors with high socio-economic efficiency.
- In case of drought or water shortage, to ensure sufficient water to meet 100% of demand for domestic use and allocate the remaining water volume to serve other use purposes in appropriate ratios, depending on the water supply zoning.
d/ Prevention, control and remediation of consequences of water-caused harms
To develop a plan on monitoring, forecasting, and promptly warning of tidal inundation and sea level rise within the city; to ensure work safety, prevent and control river bank erosion and saltwater intrusion; to strengthen the system of river dikes and culverts for fresh water retention and protection; to review areas prone to water shortage for appropriate crop restructuring.
4. Plan on prevention and control of disasters and adaptation to climate change
a/ Risk zoning for each type of disaster in the city
- Disaster risk zoning in terms of flooding: areas at risks of disasters which are of large areas and stretch across districts and rural districts. Areas at risk of floods are mostly located in the South, including central districts of the city (Ninh Kieu, Cai Rang and Binh Thuy).
- Disaster risk zoning in terms of saltwater intrusion: districts along Hau River which are at risk of being affected by saltwater intrusion such as Cai Rang, Ninh Kieu, Binh Thuy, O Mon, Thot Not and Phong Dien districts.
- Disaster risk zoning in terms of landslide levels: mostly areas along rivers and canals in the city.
b/ Plan on disaster prevention and control and adaptation to climate change
- To invest in construction, maintenance and repair of disaster prevention and control works, prioritizing the system of key dikes, embankments and culverts; to relocate the population out of areas at risk of landslides; to strengthen hydrometeorological monitoring capacity and establish automated measuring stations in river basins.
- To intensify public communication and education about disaster prevention and control; to intensify the application of science and technology to improve the quality and timeliness of the forecasting and warning work; to regularly organize drills for prevention, control and mitigation of disasters.
IX. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT
Programs, projects and the order of priority in each sector and field must comply with the viewpoints, development breakthroughs and orientations of important sectors, depending on the demands and capacity to balance and mobilize investment capital in each period, prioritizing inter-regional and -district projects, key and breakthrough projects with spillover effects, and promoting socio-economic development for investment and investment attraction from external sources and domestic and foreign resources.
(Details are provided in Appendix XXIV to this Decision).
X. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF THE MASTER PLAN
1. Mobilization and use of investment capital
a/ To mobilize sufficient capital for implementation of the Master Plan through studying and implementing specific solutions for each of the capital sources and orientations of capital use, and improvement of investment efficiency.
b/ State budget capital: To improve the efficiency of management and administration of budget revenues and expenditures and public investment. To speed up the implementation of public investment projects, focusing on key and major projects to increase the disbursement rate and, at the same time, meet requirements on progress and quality of works; to give optimal priority to allocating resources from the state budget to direct and promote the attraction of non-state capital sources for investment in developing the city’s infrastructure system on the principle of using public investment to direct private investment.
c/ Non-state budget capital sources: To intensify the utilization and mobilization of capital sources from domestic and foreign investors through formulating breakthrough mechanisms and policies to attract strategic investors capable of directing and creating a suitable environment to form an ecosystem of key economic sectors and promote the development of other enterprises; to improve the business environment, enhance the city’s provincial competitiveness, and promote administrative reform, ground clearance and investment promotion.
d/ To take the initiative in connecting and contacting non-governmental organization so as to intensify the mobilization of donations from these organizations; to formulate a list of programs and projects calling for foreign non-governmental funds; to ensure the progress and effectiveness of investment programs and projects funded by non-governmental organizations; to carry out the supervision and implementation of activities of projects and non-project funds in the city under regulations.
dd/ To diversify forms of capital mobilization. To encourage and attract social resources for investment in synchronous infrastructure development; to mobilize social resources for investment in sectors and fields under regulations; to enhance the mobilization of investment capital in the form of public-private partnership (PPP).
2. Development and supply of human resources, development of the labor market
To improve the quality of education and training at all levels, especially university, college and vocational training levels. To adopt reasonable and synchronous mechanisms and policies to attract and use high-quality human resources. To intensify cooperation with international training organizations. To properly handle the relationship between the working environment and the socio-economic reality of the city. To ensure schools at all levels in the city meet training demands according to the educational development targets at all levels of the education sector.
3. Environmental protection
To properly carry out the public communication on environmental protection to raise the awareness of people, organizations and enterprises about environmental protection, considering environmental protection a common responsibility of the society. To apply international standards on environmental management; to develop and apply models of circular economy, clean production, and efficiency of energy and resources in all sectors and fields in the city. To actively cooperate with domestic and international localities on environmental protection. To attach importance to improving the capacity of state management of environmental issues. To regularly inspect, supervise, and strictly handle violations of the law on environmental protection. To improve the system of environmental protection-related institutions.
4. Science and technology development and innovation
To support the development of innovative and hi-tech startups, linking production and business with research and training. To create favorable conditions for science and technology development based on infrastructure investment, capital development, human resources of high qualifications and mechanisms to promote research activities. To expand cooperation and linkage activities between Can Tho and other localities.
5. Development linkage mechanisms and policies
a/ International linkage and cooperation: Can Tho shall play an important role, acting as a bridge connecting the entire region to the world.
b/ Regional linkage: With its position as the center of the Mekong River Delta, Can Tho shall closely coordinate with other localities in the region and renovate its development after the model of value chain-based linkage production and form linkages, thus creating strength and motivation for sustainable development and prosperity.
c/ National-scale linkage: To promote cooperation with other centrally run cities. To intensify the linkage with localities in the North Central region in the fields of infrastructure, take the initiative in conducting trade and investment promotion, forming inter-provincial tourism routes, and enhancing association with leading hospitals in health and science development.
6. Investment management and urban and rural development control
To raise the quality of management of construction planning and construction order; to effectively use land fund resources. To formulate plans on infrastructure development. ensuring synchronous investment and exploitation.
7. Enhancement of the effectiveness and effect of the state administrative management apparatus
a/ Planning work
- To organize the announcement and publicization of the Master Plan under regulations. To boost investment promotion activities, introduce and disseminate information on the city’s potential and advantages to domestic and foreign investors; to focus on calling for investment in key projects.
- To continue to review, adjust, supplement and formulate general master plans, district-level land-use master plans and other master plans in accordance with law.
- To formulate an action plan and regularly update, adjust and supplement it so as to concretize the contents of the Master Plan into 5-year and annual plans, ensuring consistency among authorities of different levels; to periodically evaluate and supervise the implementation of the Master Plan under regulations.
b/ Public communication work: To raise awareness of people, enterprises and authorities at all levels about the overall master plan, enabling people to contribute opinions to find out ways for working out appropriate solutions.
c/ Implementation of the Master Plan: To mobilize the participation of different entities; to prepare and train resources, especially mobilizing non-public resources for the implementation of social security programs as planned.
8. Organization and supervision of the implementation of the Master Plan
a/ To review, adjust and supplement existing urban master plans, rural master plans and other specialized master plans and formulate new ones, ensuring synchronism and consistency with the Master Plan.
b/ To formulate implementation plans, regularly update and concretize the contents of the Master Plan into 5-year and annual plans. All authorities, sectors and district-level People’s Committees shall review, adjust and supplement development programs and plans to ensure compliance with the approved master plans. During the implementation process, to regularly monitor and periodically evaluate the results of implementation of the master plans under regulations.
c/ To renew the organization and implementation of master plans to meet requirements of reality and conform with international practices. To appoint dedicated leaders and qualified cadres to meet the requirements and apply an effective and efficient management mechanism so as to successfully implement the Master Plan.
XII. MAPS OF THE MASTER PLAN
The detailed list of maps of the Master Plan is provided in Appendix XXV to this Decision.
Article 2. Organization of implementation
1. The Master Plan shall serve as a basis for formulation and adjustment of urban master plans, rural master plans and technical and specialized master plans in Can Tho city in accordance with relevant laws.
2. The People’s Committee of Can Tho city shall:
a/ Announce and publicize the Master Plan in accordance with the planning law;
b/ Take full responsibility for management of the Master Plan; guide, assign, decentralize, coordinate and control the implementation of the Master Plan, ensuring full compliance with principles, processes, procedures and regulations during the implementation of the Master Plan; research and apply information technology and geographic information systems (GIS) in the management and implementation of the Master Plan;
c/ Formulate and submit a Plan on implementation of the Master Plan to a competent authority for promulgation; organize the implementation of the Master Plan in association with directing the implementation of socio-economic development tasks; and regularly evaluate the implementation of the Master Plan, review and adjust the Master Plan in accordance with law;
d/ Study, formulate, and promulgate according to its competence, or submit to a competent authority for promulgation, mechanisms, policies and solutions as suitable to the city’s development requirements and compliant with law to mobilize resources for the implementation of the Master Plan;
dd/ Formulate and adjust urban master plans, rural master plans and technical and specialized master plans to ensure their uniformity and synchronism with the Master Plan; intensify examination and inspection of the implementation of the Master Plan; and strictly handle violators in accordance with law;
e/ Review the Master Plan to ensure its conformity with relevant master plans and plans approved by competent authorities and make adjustments to the Master Plan if there are contradictions as prescribed at Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, and report thereon to the Prime Minister for consideration and decision;
g/ In case the city wishes to carry out projects phased out to be invested after 2030 to serve socio-economic development and can mobilize resources, it shall summarize and report such to a competent authority for the latter to approve ahead-of-schedule investment.
3. The approval of, or decision on, investment policy and implementation of programs, projects and schemes, including also projects not yet included in development plans of sectors and fields, plans on development of functional zones, technical and social infrastructure facilities, and the list of projects prioritized for investment promulgated together with this Decision must comply with Article 1 of this Decision and relevant current laws; and at the same time, the investment policy deciders shall be held fully responsible before law for their decision.
In the course of studying and implementing a specific project, the agency competent to approve or decide on investment policy shall be held fully responsible for the determination of the location, area, scale, capacity and investment phasing of such project in conformity with the capacity to mobilize resources and actual development requirements of the city and in accordance with relevant laws.
Projects and works that are being reviewed and handled under inspection, examination, investigation or audit conclusions or related to enforcement of judgments (if any) shall only be carried out after the inspection, examination, investigation or audit conclusions, judgments (if any) are implemented and approved by competent authorities under current regulations.
4. The Chairperson of the People’s Committee of Can Tho city shall be held fully responsible for the accuracy of the content of, and information, figures, documents, maps and databases in, the dossier of the Master Plan; the municipal administration’s acceptance of, and explanations for, appraisal opinions, reviews and contributions of ministries, sectors, localities, organizations and individuals as well as issues on which it reserves its opinion, and Appendices to this Decision, ensuring the conformity, synchronism and uniformity with related master plans; and seriously and fully implement the commitments in Office Letter No. 4870/UBND-TH of November 25, 2023, of the People’s Committee of Can Tho city.
5. Related ministries, ministerial-level agencies and government-attached agencies shall, within the ambit of their functions and tasks, guide the People’s Committee of Can Tho city in the course of implementing the Master Plan; coordinate with the People’s Committee of Can Tho city in proposing mechanisms, policies and solutions, and mobilizing and allocating resources to effectively implement the objectives and orientations set in the Master Plan to ensure consistency and conformity with the implementation of the 2021-2030 Ten-Year National Socio-Economic Development Strategy, strategies, master plans and plans for sectoral development and local socio-economic development plans.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-related agencies, and the Chairperson of the People’s Committee of Can Tho city shall implement this Decision.-
