DECISION
Approving the Master Plan of Bac Kan province for the 2021-2030 period, with a vision toward 2050[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the November 24, 2017 Planning Law;
Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning;
Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;
Pursuant to Ordinance No. 01/2018/QH14 of December 22, 2018, Amending and Supplementing a Number of Planning-Related Articles of Four Ordinances;
Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improvement of effect and effectiveness of the implementation of planning policies and laws and a number of solutions to remove difficulties and obstacles in, and accelerate the formulation and improve the quality of, master plans for the 2021-2030 period;
Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Master Plan for the 2021-2030 period, with a vision toward 2050;
Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law;
Pursuant to the Government’s Decree No. 58/2023/ND-CP of August 12, 2023, amending and supplementing a number of articles of the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law;
Pursuant to the Prime Minister’s Decision No. 907/QD-TTg of June 29, 2022, approving the task of formulating the Master Plan of Bac Kan province for the 2021-2030 period, with a vision toward 2050;
At the request of the People’s Committee of Bac Kan province in Report No. 142/TTr-UBND of August 10, 2023, requesting approval of the Master Plan of Bac Kan province for the 2021-2030 period, with a vision toward 2050; Documents No. 6808/UBND-GTCND of October 12, 2023, No. 7143/UBND-GTCNXD of October 24, 2023, and No. 7296/UBND-GTCNXD of October 30, 2023, requesting approval of the Master Plan of Bac Kan province for the 2021-2030 period, with a vision toward 2050; Appraisal Report No. 9612/BC-HDTD of December 30, 2022, of the Council for Appraisal of Provincial Master Plans, Document No. 6433/CV-HDTD of August 10, 2023, of the Council for Appraisal of Provincial Master Plans, on overall review of the dossier of the Master Plan of Bac Kan province for the 2021-2030 period, with a vision toward 2050 which was supplemented and completed under the conclusion of the Council for Appraisal of Provincial Master Plans; opinions of the Ministry of Industry and Trade in Document No. 6905/BCT-DL of October 5, 2023, on the plan on power supply network development and projected list of power sources in the dossier of the Master Plan of Bac Kan province; and Documents No. 6747/BKHDT-QLQH of August 18, 2023 and No. 8776/BKHDT-QLQH of October 23, 2023, on overall review of the Ministry of Planning and Investment.
DECIDES:
Article 1. To approve the Master Plan of Bac Kan province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan) with the following principal contents:
I. SCOPE AND BOUNDARIES OF PLANNING
The scope of planning covers the entire area of 4,859.96 km2 of Bac Kan province with 8 administrative units: Bac Kan city and 7 districts (Cho Moi, Cho Don, Bach Thong, Ngan Son, Ba Be, Na Ri, and Pac Nam) and bounded:
- To the north by Cao Bang province.
- To the east by Lang Son province.
- To the south by Thai Nguyen province.
- To the west by Tuyen Quang province.
The geographical coordinate boundaries are from 21048’ to 22 044’ north latitude and from 105026’ to 106015’ east longitude.
II. DEVELOPMENT VIEWPOINTS, VISION AND OBJECTIVES; KEY TASKS AND DEVELOPMENT BREAKTHROUGHS
1. Development viewpoints
a/ To ensure conformity with the country’s development orientations and vision, the Resolution of the 13th National Party Congress, the Political Bureau’s Resolution No. 11-NQ/TW of February 10, 2022, on orientations for socio-economic development and national defense and security assurance in the northern midlands and mountainous region up to 2030, with a vision toward 2050; the national socio-economic development strategy; national master plans, national sectoral master plans; and the Resolution of the 12th Party Congress of Bac Kan province.
b/ To promote the province’s potential and advantages for rapid development associated with green and sustainable growth; to improve the province’s growth quality, labor productivity, efficiency and competitiveness in economic development; to enhance innovation, creativeness, and application of science and technology; to boost administrative reform and digital transformation, increase competitiveness and ability to effectively access, grasp, and make the best use of, outcomes of and opportunities brought by the Fourth Industrial Revolution.
c/ To attach importance to bringing into play internal resources while increasing the attraction of external resources for socio-economic development; to focus investment on synchronous and modern socio-economic infrastructure toward regional connectivity and multi-purpose use.
d/ To concentrate on the development of, and make focused investment in, sectors and fields in which the province has advantages with agro-forestry being the foundation, tourism a spearhead sector, and industry a driving force for development.
dd/ To bring into full play the human factor, revolutionary traditions, cultural identity and development aspirations of Bac Kan province; to link education-training and improvement of quality of human resources with labor market demands and local socio-economic development requirements.
e/ To combine economic development with social progress and justice, create stable employment for sustainable poverty reduction and improvement of people’s living standards; to efficiently use natural resources; to take the initiative in adapting to climate change and protecting the environment.
g/ To closely combine economic development with consolidation of national defense and security and social order and safety; to take the initiative in integrating and expanding cooperative relations with the international community in association with regional connectivity.
2. Vision toward 2050
Bac Kan will have a dynamic and fairly developed economy compared with other localities in the country; a harmonious development space between urban centers and rural areas; urban areas built towards ecology, modernity and sustainability; become a high-quality combined leisure and wellness tourism destination and one of worth-living localities of the country.
3. Development objectives through 2030
a/ General objectives
By 2030, Bac Kan will become a province with fairly average and sustainable development in the region and have a system of harmonious and rational development space between urban centers and rural areas, between economic development areas and ecological and cultural conservation areas. Its economy will be developed in a green and dynamic direction with synchronous and modern socio-economic and digital infrastructure systems; investment will be poured into cultural and social fields to improve people’s life quality while conserving and promoting fine cultural identities of ethnic groups; national defense, public security, and social order and safety will be maintained and kept stable; and international cooperation and integration will be more and more deepened and extended.
b/ Specific targets
- Economically:
+ The gross regional domestic product (GRDP) in the 2021-2030 period will reach over 7.5%, in which services will increase by over 8%/year; agro-forestry-fisheries, over 3.5%/year; and industry-construction, over 11%/year.
+ Economic structure: The service sector will account for around 54%; agro-forestry-fisheries sector, around 20%; industry-construction, around 24% (industry will account for around 12%); taxes less subsidies on products, around 2%.
+ The per-capita GRDP will be around VND 100 million (calculated at current prices).
+ The labor productivity will exceed VND 125 million (calculated at current prices).
+ State budget revenues will exceed VND 2 trillion.
+ The total investment mobilized from the entire society will reach VND 105 trillion.
+ The total number of tourist arrivals will reach VND 3 million.
- Socially:
+ The natural population growth rate will be 0.8%. The number of medical doctors and patient beds per 10,000 people will be 16 and 35, respectively. All communes will meet the national criteria for commune health; the health insurance coverage rate will exceed 98%.
+ The rate of trained workers will reach 55%; the annual unemployment rate will be below 3%. To strive for the Human Development Index (HDI) at 0.699.
+ More than 80% of schools in the province will meet national standards.
+ The rate of poor households will drop by an average of 2%/year; by 2030, there will basically be no poor districts and extreme difficulty-hit communes.
+ The rate of cultured families will be 88% or more; cultured residential areas, 86% or more; all communes and wards will have effectively operating public address systems.
- Regarding natural resources and environment:
+ The forest coverage rate will be kept at 70% or more.
+ The rate of domestic solid waste collected and treated under regulations will reach 95% in urban areas and 60% in rural areas; the rate of hazardous wastes collected, transported and treated under regulations will reach 95%.
+ The rate of urban domestic solid waste treated by direct burial technologies will account for 10% of the total volume of collected waste.
+ The rate of wastewater treated up to the prescribed standards and technical regulations will be 98%.
+ All wastewater from industrial zones and cottage industry zones will be treated up to environmental technical standards.
+ All rural households will be supplied with hygienic water, 80% of which will have access to clean water.
- Regarding infrastructure development:
+ The urbanization rate will reach more than 30%; Bac Kan city will be developed into a green-clean-civilized urban center, eventually meeting the criteria of a grade-II urban center.
+ The province will have at least 70 communes and 3 district-level units meeting new-style countryside standards.
+ All households will have access to electricity.
+ To develop synchronous and modern technical and social infrastructure to meet development requirements.
- Regarding national defense and security: To mobilize resources to build and strengthen the province’s national defense and security potential. To build the province’s regular, elite and modern armed forces that are absolutely loyal to the Party, Fatherland, and People, possess good qualifications, concerted strength, and high combat readiness to avoid falling into passive situations and promptly and effectively handle arising circumstances.
4. Key tasks and development breakthroughs
a/ Key tasks
- To resolve inter-sectoral and inter-provincial contradictions and conflicts in the course of development by evaluating the current development as well as incorporating development orientations of sectors, fields and the locality.
- To propose solutions to vigorously improve the province’s business investment environment and competitiveness through the formulation of policies and mechanisms.
- To renew the growth model and increase productivity based on the application of science and technology, innovation and acceleration of digital transformation. To regard digital transformation as one of important tasks and solutions to create new driving force for socio-economic development.
- To propose the province’s planning and development solutions with the focus being agricultural development based on the thinking of agricultural economics in the direction of expanding production linkages, applying science and technology and participating in value chains; developing tourism and processing industry into key economic sectors.
- To associate economic development with effective implementation of policies on sustainable poverty reduction, vocational training, job creation, assurance of social security, and improvement of people’s living standards and livelihoods, especially in remote and isolated areas, ethnic minority-inhabited and mountainous areas.
b/ Development breakthroughs
- To regard investment in tourism sector as the key; to attach importance to developing leisure tourism and bringing the province to the top leisure real estate markets in the northern midlands and mountainous provinces. To develop tourism into the province’s key economic sector which will serve as a driving force in boosting other economic sectors with a system of a synchronous, modern and multi-purpose infrastructure.
- To improve the province’s mechanisms and policies and increase the province’s competitiveness; to build an open, transparent and friendly investment environment; to support and create favorable conditions for economic sectors to participate in investment, production and business in the province; to study and propose the promulgation of specific mechanisms and policies to attract resources for socio-economic development.
- To develop agro-forestry in the direction of commodity production, gradually build hi-tech agricultural models, focus on developing agro-forestry product and non-ferrous metal processing industries.
- To concentrate on attracting and unlocking resources to invest in completing the building of synchronous and modern socio-economic infrastructure systems with the focus being the transport infrastructure system linking economic corridors in the northern midlands and mountainous areas. To prioritize investment in key transport projects; to develop technical and social infrastructure systems in Bac Kan city, townships and urban centers in the province; and and complete the building of infrastructure facilities of industrial parks and cottage industry zones.
- To enhance innovation, creativity, and application of science and technology to actual production activities; to study the implementation of scientific and technological programs of high efficiency in reality to increase productivity and quality of key local products. To accelerate digital transformation and application of digital technology in a number of important sectors and fields of the province. To encourage the establishment of innovative startups with potential and competitive advantages in the province.
- To improve the quality of education and training with the focus being vocational education linked with the labor market demands; and training of human resources with high qualifications.
III. DEVELOPMENT ORIENTATIONS FOR IMPORTANT SECTORS AND FIELDS AND PLANS ON ORGANIZATION OF SOCIO-ECONOMIC ACTIVITIES
1. Development orientations for important sectors of the province
a/ Tourism
- To develop tourism in association with environmental protection and conservation and promotion of local heritage and cultural values.
- To intensify the attraction of investment, focusing on a number of large-scale tourism projects and complexes in the direction of combining leisure, ecological and wellness tourism with professional, modern and hi-quality entertainment and sport services; to develop diverse tourism products bearing the province’s brand and particular characteristics including eco-tourism and nature discovery tours; deluxe leisure-golf tourism; tourism associated with cultural and historical values; adventure sports and entertainment tourism, community-based tourism; and tourism associated with the development of products under the One Commune-One Product (OCOP) Program.
- To invest and develop Ba Be Lake tourist zone into a national tourist site with unique tourism products and types having their own identities and closely linked with tourism zones in the northern midlands and mountainous region; to develop Nam Cat Lake tourism area into a provincial-level tourist site; to strive for the target that each district and city will have at least 1 recognized tourism attraction or site.
- To develop tourism clusters, including Ba Be tourism cluster and adjacent areas; Bac Kan city tourism cluster and adjacent areas; Cho Don old revolutionary base area tourism cluster and adjacent areas; Na Ri-Ngan Son tourism cluster.
- To complete procedures for Ba Be-Na Hang Heritage to be recognized as a world natural heritage by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
- To accelerate digital transformation in tourism development through a number of activities such as digitalizing destinations, landscapes, relics, culture and cuisine; formulating plans on data integration, connection and sharing to ensure information safety and security based on smart tourism application platforms.
b/ Agro-forestry-fisheries
- To develop the agro-forestry-fisheries sector toward modernity, sustainability, and commodity production with high productivity, quality, efficiency and competitiveness. To continue completing infrastructure facilities for the agro-forestry sector.
- To vigorously renovate the thinking and forms of production and business based on orientations for agricultural economy with the formation and development of value chains and promotion of intra-provincial, intra-regional, regional, national and international cooperation and linkages.
- To focus on developing groups of key agricultural products having competitive advantages, forming concentrated commodity production zones based on market criteria and requirements, supplying sufficient raw materials for the processing industry.
- To accelerate the industrialized and modernized development of forest economy with 3 focuses being the carbon credit market, biomass electricity, and agro-forestry, pharmaceutical, medicinal material, timber and other product manufacturing industries. To develop the forestry into a modern and highly efficient economic-technical industry; to improve the quality and economic efficiency of production forests; to develop concentrated production zones up to sustainable standards to supply raw materials for the timber processing industry; to study and propose mechanisms to develop the growing of medicinal plants under forest canopy and non-timber forestry products; to focus on developing forest environmental services.
c/ Industries
- The industry of processing or manufacturing agro-forestry, pharmaceutical, medicinal material, timber and other products: To select a number of the province’s key processed products for development in association with the development of raw material zones so as to turn Bac Kan into one of the centers for processing agro-forestry, pharmaceutical, medicinal material, timber and other products in the region.
- The electricity generation and distribution industry: To attract investment in developing wind power, biomass power, and pumped storage hydropower suitable to the province’s potential, advantages, and natural terrain and climate conditions; to study and develop rooftop and floating solar power in locations and areas suitable to the 8th National Power Development Plan.
- Mining, mineral processing, construction material production industry: To exploit and conduct deep processing and refinery of minerals of high economic values in which the province has advantages, including iron ore, manganese iron, lead ore, zinc, etc., ensuring conformity with the master plan on prospecting, extraction, processing and use of minerals in the 2021-2030 period, with a vision toward 2050, approved under the Prime Minister’s Decision No. 866/QD-TTg of July 18, 2023; toprioritize the production of non-baked materials and environmentally friendly materials from on-spot raw material sources.
- Supporting and consumer industries: To promote investment projects in the industries of manufacturing electronic components and equipment, recycling industries, and supporting industries in service of large industrial production centers in the region, especially those associated with large industrial parks. To prioritize the processing of products using raw materials available in the province such as agro-forestry products and non-ferrous metals. To attract investment projects in garment, leather-footwear, and export processing, thus contributing to generating jobs for local workers.
d/ Information and communications and digital transformation
- To complete the information and communications infrastructure system to serve the connectivity of all people as well as the comprehensive digital transformation; to shift from traditional postal services to digital postal services and encourage the development of digital platforms for application in the postal sector. To promote cooperation with e-commerce platforms in developing e-commerce activities in the locality, especially in rural areas.
- To develop digital data platforms; specifically to build the province’s shared data storage, step by step develop the province’s open data storage; to study and build trading platforms and innovative and creative platforms based on the province’s integrated platforms, shared data sharing and important database systems, creating a foundation for the development of synchronous e-government based on the national e-Government architecture framework, focusing on building specific platforms for the province.
- To step by step develop digital government; to develop digital economy and digital society and promote production and business activities in the direction of applying digital technology and forming digital technology enterprises of high market competitiveness.
2. Other sectors and fields
a/ Trade and services
- To develop the trade sector into a fulcrum for the development of other production and service sectors, meeting the people’s demand, actively contributing to economic restructuring and social division of labor.
- To develop diverse types of commercial infrastructure to serve wholesale and retail; to closely and reasonably combine traditional and modern trade in conformity with customs and practices of each region or locality.
- To focus on exporting key agro-forestry and industrial products that have development potential and competitive advantages.
b/ Culture and sports
- To build and develop an advanced culture imbued with national identity in association with human development goals. To consolidate and improve the system of cultural institutions at all levels in association with community-based tourism development; and improve a number of key cultural institutions. To prioritize investment and conservation of intangible cultural heritages in the province.
- To recruit and provide training to talented people and develop a number of sports in which the province has strengths and can record high achievements. To develop community- and school-based physical training and sports. To develop a number of sports associated with tourism and entertainment products. To focus investment on and complete physical foundations from provincial to grassroots level in the field of sports.
c/ Education-training and vocational education
- To develop education and training comprehensively and effectively and synchronously in terms of scale, quality and physical foundations. To invest in, upgrade and expand vocational education institutions to meet local socio-economic development requirements, especially labor training in the service and tourism sector. To intensify education about skills, basic knowledge, creative thinking, and the adaptability to the Fourth Industrial Revolution requirements.
- To effectively implement the general education program; to improve the quality of education universalization for all education levels and national-standard schools; to intensify, develop and improve the operational efficiency of the system of ethnic minority boarding and semi-boarding schools. To intensify the mobilization of social resources for education and training development; to study the development of multi-disciplinary and multi-craft trade colleges to meet provincial socio-economic development requirements. To pay greater attention to education in extreme difficulty-hit areas, ethnic minority areas and mountainous areas.
d/ Health
- To build the health sector to be gradually modern and synchronous; to improve the quality and rate of people receiving medical examination and treatment and primary healthcare at the grassroots level. To upgrade and improve physical foundations and equipment for health establishments from commune to provincial level.
- To enhance the provision of basic training, advanced training and further training for medical staff to meet the People’s healthcare requirements. To attract medical human resources with professional qualifications and expertise to work for a long term in the locality, especially in grassroots health clinics and difficulty-hit areas.
- To attach importance to cooperation and implementation of remote medical examination and treatment models, especially cooperation with large central hospitals to improve the quality and effectiveness of medical examination and treatment and the capacity and qualifications of the provincial medical staff.
dd/ Science and technology
To develop science and technology human resources; to build capacity for research and application of science, technology and innovation to be able to absorb, master, develop and transfer advanced technologies. To intensify the application of achievements of science, technology and innovation, especially those of the Fourth Industrial Revolution and new material technology. To focus on developing the processing and manufacturing industry, administrative reform, state management, health, education, culture, security and tourism. To accelerate digital transformation to create major impetus for economic growth and breakthroughs in productivity, quality, competitiveness and renovation of the growth model toward sustainability.
e/ Labor, employment and social security
To concentrate on training human resources to improve their quality in an inclusive and comprehensive manner; to gradually shift the labor structure toward sectors and fields that create high added value. To improve the poor’s living conditions, especially in difficulty- and extreme difficulty-hit areas; to ensure the exercise of children’s rights and gender equality; to properly implement social protection, focusing on taking care of and supporting vulnerable groups with special circumstances and people with meritorious services; to effectively manage people engaged in social vices.
g/ National defense and security
To build and develop a strong and prosperous Bac Kan province in close association with consolidation and intensification of national defense and security in each strategic area; to increase combat readiness to avoid falling into passive situations and to promptly and effectively handle circumstances, ensuring the maintenance of political security, social order and safety.
3. Plan on organization of socio-economic activities and plan on reorganization of district- and commune-level administrative units
a/ Economic corridors
- Economic corridors associated with the driving-force axis, including the Hanoi-Thai Nguyen-Bac Kan-Cao Bang expressway and national highway 3.
- Economic corridor associated with national highway 3C.
- Economic corridor associated with East-West axis, national highway 279, national highway 3B, and Ba Be lake-Bac Kan city road.
b/ Five socio-economic areas
- The driving-force central area, embraceing Bac Kan city and Cho Moi and Bach Thong districts and lying along the driving-force axis associated with the development corridor of national highway 3 and expressway with the center being Bac Kan city, will be the locomotive for the development of the whole province.
- The eastern sub-area, embracing Na Ri district, will be built into an agricultural zone along the direction of modernity, sustainability and commodity production with high productivity quality, efficiency and competitiveness.
- The western sub-area, embracing Cho Don district, will be planned for development of the mining industry, mineral processing, agro-forestry product processing, mechanical industry, etc., as well as agricultural production and tourism.
- The northwestern sub-area, embracing Ba Be and Pac Nam districts, will boast great potential for economic development with the center being Ba Be Lake landscape tourism, eco-tourism and leisure tourism; services-trade and mining industry; agro-forestry product processing industry, and assorted industries in service of tourism.
- The northern sub-area, embracing Ngan Son district, will be built into an agricultural zone along the direction of modernity, sustainability and commodity production with high productivity quality, efficiency and competitiveness in association with eco-tourism and leisure tourism.
c/ Growth poles
- Bac Kan city will be a general diverse growth pole, functioning as the nucleus of the province’s central area and the core urban center, and the driving-force and a bridge linking urban centers of administrative units in the province, helping to boost the whole province’s economic growth.
- Cho Moi district will be the industrial-urban growth pole in southern Bac Kan province. To develop the cluster of urban centers of Dong Tam township and Sau Hai urban center to play the role of the central urban center of Cho Moi district and the key gateway of Bac Kan province, linking Thai Nguyen province and the Hanoi Capital region; to develop industrial parks and cottage industry zones along the corridors of the expressway and national highway 3.
- Ba Be district will be a growth pole for tourism with the center being Ba Be lake. To establish modern and identity-imbued ecological and leisure tourism urban centers with diverse, attractive and high-quality tourism products, develop night-time economy to diversify tourism activities.
- Cho Don district will be an industrial-urban-tourist growth pole. To develop Bang Lung township to be functioned as the center of Cho Don district; develop mineral mining and processing industry and form cottage industry zones along the corridors of national highways 3C and 3B; to develop cultural, historical, ecological and leisure tourism with the focus on the former revolutionary base.
d/ Plan on reorganization of district- and commune-level administrative units for the 2023-2030 period
- The 2023-2025 period: To reorganize district- and commune-level administrative units whose natural area and population criteria are below 70% of the law-specified criteria; district-level administrative units whose natural area criterion is below 20% and population criterion is below 200% of the law-specified criteria; and commune-level administrative units whose natural area criterion is below 20% and population criterion is below 300% of the law-specified criteria.
- The 2026-2030 period: To reorganize the remaining district- and commune- level administrative units whose natural area and population criteria are below 100% of the law-specified criteria; district-level administrative units whose natural area criterion is below 30% and population criterion is below 200% of the law-specified criteria; and commune-level administrative units whose natural area criterion is below 30% and population criterion is below 300% of the law-specified criteria.
- Criteria on natural area and population of administrative units must comply with the National Assembly Standing Committee’s Resolution on criteria of administrative units and classification of administrative units. The formulation and implementation of the master plans on reorganization of district- and commune-level administrative units for the 2023-2030 period must, in addition to the criteria on natural area and population, take into account the results of reorganization of administrative units in the previous period, administrative units that have been stabilized for a long time, have isolated locations and specific factors, and rural administrative units that have been planned for development into urban administrative units. The determination of the scope, boundaries and geographical names and the implementation of specific plans on reorganization of district- and commune-level administrative units must comply with competent authorities’ decisions.
IV. PLANNING OF THE URBAN SYSTEM AND TERRITORIAL ORGANIZATION OF RURAL AREAS
1. Planning of the urban system
a/ The urban system of Bac Kan province through 2030
- One urban area meeting some criteria of a grade-II urban area: Bac Kan City.
- Four urban areas meeting some criteria of a grade-IV urban area: Dong Tam, Bang Lung, Yen Lac and Cho Ra townships.
- Six urban areas meeting criteria of a grade-V urban area: Boc Bo, Na Phac, Van Tung and Phu Thong townships, and Sau Hai and Khang Ninh urban centers.
b/ Orientations for development of Bac Kan city
To develop Bac Kan city with Cau river as the center, a dynamic urban center, and a political, economic, cultural and social center of Bac Kan province. To focus on developing trade services, tourism, industry and hi-tech agriculture.
(Details are provided in Appendix I to this Decision).
2. Plan on territorial organization of rural areas
Communes, villages and hamlets will be developed after the new-style countryside model associated with the characteristics of each area on the basis of building and improving social and technical infrastructure systems and production establishments, specifically as follows:
- For newly developed residential areas: To be arranged in locations convenient for production of each area. In each residential area, to arrange land for commercial use and production and make synchronous investment in technical and social infrastructure systems for convenient connection to urban areas and service centers.
- For existing residential areas: To preserve landscape spaces and architectural works. To conserve housing spaces and traditional cultural works imbued with local characteristics and cultural characteristics of each ethnic group in each area.
V. PLANS ON DEVELOPMENT OF FUNCTIONAL AREAS
1. Industrial park system
- To invest in completing technical and social infrastructure facilities of industrial parks to fully meet law-prescribed conditions and standards; to attract investment, and increase the occupancy rate of operating industrial parks.
- To develop and expand established industrial parks and attract investment and build a number of new industrial parks when they are added to the province’s planning targets and land-use plan.
(Details are provided in Appendix II to this Decision).
2. Cottage industry zones
To invest in completing technical infrastructure facilities of cottage industry zones to fully meet law-prescribed conditions and standards, attract investment, improve infrastructure and increase the occupancy rate of established cottage industrial zones.
(Details are provided in Appendix III to this Decision).
3. Tourism areas
To arrange spaces for tourism development, focus on attracting investment in building tourism clusters:
- The Ba Be tourism cluster and adjacent areas: This is a key cluster prioritized for investment and development, embracing Ba Be district (with the center being Ba Be lake) and Pac Nam district.
- The tourism cluster of Bac Kan city and adjacent areas: The cluster embraces Bac Kan city and Cho Moi and Bach Thong districts.
- The tourism cluster of Cho Don former revolutionary base area and adjacent areas: The cluster embraces Cho Don district (with the center being the special national relic of Cho Don former revolutionary base area) and is linked with Bac Kan city, Ba Be lake, Dinh Hoa former revolutionary base area (Thai Nguyen)) and Tuyen Quang province.
- Na Ri-Ngan Son tourism cluster: The cluster embraces Na Ri and Ngan Son districts and is linked with Bac Kan city and Lang Son and Cao Bang provinces.
To attract investment in the complexes of ecological urban centers, leisure tourism sites, culture-sports facilities and golf courses in the province.
(Details are provided in Appendix IV to this Decision).
4. Conservation areas and areas with historical-cultural relics and beauty spots to be preserved, embellished and restored
- Areas that need to be conserved and restricted from development include architectural works, historical and cultural relics that need to be conserved and embellished, Ba Be national park-wetland reserve, Kim Hy nature reserve, Nam Xuan Lac species and habitat conservation area, and Thac Gieng landscape protection area.
- To maintain in status quo works or embellish or renovate works or build new ones in conformity with the current architectural status of areas; to control construction activities, types, grades and architecture of construction works to ensure conformity with the landscape and cultural characteristics that need to be conserved.
- To minimize activities that are likely to cause landslides; to strictly manage and refrain from licensing the exploitation of construction materials, not to build industrial parks, cottage industry zones and concentrated residential areas. To control construction density, types and grades of construction works; to pay attention to the application of anti-landslide methods. To encourage the planting of forests and trees, and apply other solutions for protection of soil and other vegetative cover.
5. Concentrated agricultural production areas
- To arrange spaces for concentrated crop production development:
+ Areas for rice cultivation: Ba Be, Bach Thong and Cho Don districts.
+ Areas for cultivation of other annual crops: Bac Kan city and Bach Thong, Ba Be, Cho Moi, Na Ri and Cho Don districts.
+ Areas for cultivation of perennial crops: Bach Thong, Ba Be, Cho Don, Ngan Son and Cho Moi districts.
+ Areas for development of sub-temperate endemic crops: Ngan Son and Pac Nam districts.
+ Areas for growing medicinal plants: To focus on developing medicinal plant species that are strengths of, and suitable to the soil, climate and ecological conditions of each locality.
- To arrange spaces for livestock production development: To build farms for concentrated livestock production and cattle raising.
- To arrange spaces for forestry development: To plant acacia, manglietia conifer, cinnamomum verum, pimpinella anisum; to develop bamboo and rattan material areas.
6. Determination of military and security zones
- Military and security zones must adhere to land-use norms allocated by the Prime Minister. The construction of national defense and security works in the province must comply with zoning master plans and detailed construction master plans approved by competent authorities.
- Fire prevention and fighting and rescue area: To arrange fire prevention and fighting infrastructure works in the centers of districts and cities, industrial parks, cottage industry zones and key areas prone to fire and explosion, which must be convenient in terms of transportation, water sources and communications and comply with current regulations.
7. Development of difficulty- and extreme difficulty-hit areas
- To attract investment in building industrial and handicraft projects, trade and service facilities and other social infrastructure to develop livelihoods, generate jobs, and improve material and spiritual lives of the people.
- To invest in developing social structures and technical infrastructure, especially rural transport infrastructure, irrigation and water supply infrastructure, power stations, trade and service infrastructure (marketplaces), and telecommunications, information and television infrastructure serving extreme difficulty-hit areas.
- To continue to renew mechanisms and policies for forestry development, properly protecting and developing forests in association with stabilizing and increasing income, thus contributing to improving forest-linked livelihoods.
- To prioritize and resolve to settlement of the shortage of residential and production land for ethnic minority people; to plan, arrange and relocate households in areas prone to dangerous disasters in association with stabilizing their lives.
- To conserve and promote fine traditional cultural values of ethnic minority groups in association with tourism development.
VI. PLAN ON DEVELOPMENT OF TECHNICAL INFRASTRUCTURE
1. Transportation network
a/ Road
- National transport infrastructure: To invest in building national transport infrastructure works in the province in conformity with relevant master plans under regulations.
- Provincial transport infrastructure: To build, renovate and upgrade 24 provincial roads up to at least grade-IV or grade-VI mountainous roads; specifically, to upgrade and renovate 12 current provincial roads; to plan the construction of 7 new provincial roads; to build and upgrade 5 district roads to provincial roads and a number of other projects when capital resources are available.
b/ Waterways: To upgrade and renovate the waterway route from Nang river to Ba Be lake and from Ba Be lake to Cho Leng to reach at least the technical grade V. To form waterway routes on rivers and lakes to meet people’s needs and serve tourism development.
c/ Aviation: To study and build Quan Binh special-use aerodrome based on actual needs, ensuring compliance with the Master Plan on development of the system of airports and aerodromes nationwide and the Plan on implementation thereof.
d/ Other traffic infrastructure works
- Coach stations: To build and upgrade 9 coach stations in the centers of districts and city of the province.
- Logistics centers: To build 3 logistics centers in Cho Moi district, Bac Kan city and Bach Thong district.
- To build new rest areas on the Thai Nguyen-Bac Kan-Cao Bang expressway and national highways in the province.
(Details are provided in Appendix V to this Decision).
2. Power supply network
- To develop the power transmission and distribution grid in association with socio-economic development orientations for the region and each locality. To gradually invest in, and renovate, the power grid under master plans. To prioritize power sources for production and for industrial parks and cottage industry zones in the province.
- To maintain and develop existing power sources in the province; to build a number of biomass power plants, wind power complexes, hydropower and other potential renewable energy sources.
- To build, renovate and upgrade transformer stations, and 220 KV and 110KV transmission lines to meet socio-economic development requirements and serve people’s life.
(Details are provided in Appendix VI to this Decision).
3. Telecommunications network
- To maintain the operation of current public telecommunications service points; to develop more public telecommunications service points in districts and Bac Kan city to meet social demand for human-touch public telecommunications services.
- To build new base transceiver stations as needed to ensure provision of services to all people. To prioritize the development of base transceiver stations in urban areas, concentrated residential areas, industrial parks, cottage industry zones and tourist sites. To develop telecommunications-cabling infrastructure to serve socio-economic development, to replace overhead telecommunications cable lines with underground cabling systems in urban areas around the province; to build telecommunications poles suitable to conditions of each area.
4. Irrigation and water supply networks
- Irrigation: The water supply and drainage area will be divided into 4 river basins: Cau, Nang, Pho Day and Bac Giang rivers. To invest in building, renovating and upgrading hydraulic structures (reservoirs, spillways, embankments, canals, and pumping stations) in the province to serve sustainable socio-economic development, environmental protection and adaptation to climate change.
- Water supply: To invest in building, renovating and upgrading water supply systems in urban centers, rural areas and functional zones serving production and residential uses; to prioritize the construction of centralized water supply works.
(Details are provided in Appendix VII to this Decision).
5. Waste treatment facilities; arrangement of spaces for cemeteries
a/ Waste treatment facilities: To invest in building 3 inter-district solid waste treatment facilities and 8 district-level solid waste treatment facilities (for treatment of domestic and industrial solid wastes and dangerous solid waste).
(Details are provided in Appendix VIII to this Decision).
b/ Cemeteries
Urban cemetery: To build and expand the cemetery in Bac Kan city, covering an area of about 60 hectares. To build concentrated cemeteries in townships each covering an area of 10-15 hectares.
(Details are provided in Appendix IX to this Decision).
6. Fire prevention and fighting network
- To build a network of headquarters and barracks of fire and rescue police forces, ensuring that each district will have at least 1 fire and rescue police brigade.
- To build a transport system serving fire prevention and rescue that must be wide enough and have enough load-carrying capacity to ensure accessibility by the longest, widest, highest and heaviest fire engines or rescue vehicles (normally aerial ladder trucks) of fire and rescue police forces.
- The firefighting water supply system must comply with current regulations.
- The fire and rescue communication system must comply with regulations and be connected to those of neighboring provinces and central units.
(Details are provided in Appendix X to this Decision).
VII. PLAN ON DEVELOPMENT OF SOCIAL INFRASTRUCTURE
1. Health infrastructure
To invest in building, renovating and upgrading provincial- and grassroots-level medical facilities and non-business health units, thus meeting the people’s demand for health care. To encourage the development of the non-public health system to contribute to diversifying medical services.
(Details are provided in Appendix XI to this Decision).
2. Education and training infrastructure
To review, arrange and invest in general education institutions at all levels and early childhood education institutions up to law-prescribed standards on physical foundations and equipment and local needs. To encourage and attract investment in non-public education and training institutions.
(Details are provided in Appendix XII to this Decision).
3. Vocational education infrastructure
To review, arrange and invest in vocational education institutions, collegiate institutes, vocational education-continuing education centers at provincial and district levels up to law-prescribed standards on physical foundations and equipment.
(Details are provided in Appendix XIII to this Decision).
4. Cultural and physical training-sports infrastructure
- To restore and embellish relics and prepare dossiers so as to have more relics recognized as special national relics, national relics and provincial-level relics; to upgrade, protect and effectively promote the value of relics in the province.
- To maintain existing provincial-level cultural and sports institutions; to mobilize resources to invest in, and build, museums, libraries, traditional music and dance theaters, cinemas, culture and art exhibition centers, squares, parks and greeneries, physical training-sport complexes, and training and competition centers for aquatic sports, off-road racing and adventure sports.
- To build new sports complexes in districts.
(Details are provided in Appendix XIV to this Decision).
5. Trade infrastructure
- To develop modern trade infrastructure facilities (trade centers, supermarkets and convenience stores) in urban areas. In Bac Kan city, to build grade-II and grade-III trade centers together with supermarkets of all types. For grade-IV urban centers, to build grade-III trade centers.
- To build or upgrade, renovate and expand grade-I marketplaces and wholesale marketplaces in Bac Kan city and centers of districts.
(Details are provided in Appendix XV to this Decision).
6. Social protection infrastructure
- To renovate and upgrade or build a nursing center for people with meritorious services-social affairs and martyr memorials.
- To renovate, repair and upgrade multi-function social protection establishments and rehabilitation establishments; to encourage organizations and individuals to build non-public social protection establishments and rehabilitation establishments.
(Details are provided in Appendix XVI to this Decision).
7. Science and technology infrastructure
To invest in upgrading infrastructure and equipment of science and technology organizations and science and technology advance application centers for them to be able to perform the functions of research, transfer and application of science and technology. To study and build a provincial-level innovation center; to develop science and technology research and development establishments serving digital transformation. To invest in hi-tech agriculture; to improve the quality and efficiency of production activities.
VIII. LAND ALLOCATION AND ZONNING
Land resources must be surveyed, evaluated, counted, inventoried, quantified, and fully accounted in the economy, and planned for efficient, reasonable, economical and sustainable use with a long-term vision; meet requirements for socio-economic development; ensure national defense and security, education, culture and sports development, and environmental protection and climate change adaptation; and create a driving force for the province’s development. To allocate land in a reasonable manner on the basis of balancing land demands of sectors and fields in conformity with the targets set under the national land-use master plan for the 2021-2030 period allocated by the Prime Minister.
(Details are provided in Appendix XVII to this Decision)
IX. PLAN ON CONSTRUCTION OF INTER-DISTRICT AREAS AND DISTRICT AREAS
1. Plan on construction of inter-district areas: To formulate inter-district master plans in conformity with the development orientations of the province and in accordance with law.
2. Plan on construction of district areas:
To formulate master plans for 7 district areas in conformity with the province’s overall development orientations, including:
a/ Cho Moi district area: To focus on developing the area into an industrial center and a dynamic urban area of the province. To build the district’s central urban area to basically meet criteria of a grade-IV urban center, thus serving as a premise for the formation of a town in the future. To develop value chain-based commodity agro-forestry production toward increasing standards and quality; to develop industrial parks and cottage industry zones associated with the corridor of national highway 3 and Thai Nguyen-Bac Kan expressway; to develop renewable energy such as biomass power, hydropower and wind power; to develop ecological complexes of urban centers, leisure tourism sites, culture-sports facilities and golf courses.
b/ Cho Don district area: To focus on developing the area into a historical and cultural tourism area associated with the special national relic site of the former revolutionary base, eco-tourism, agro-tourism, sports, recreation and entertainment; a biodiversity conservation area, centralized agricultural area and mineral exploitation and processing area of the province. To invest in constructing the district center to basically meet criteria of a grade-IV urban center and develop value chain-based agro-forestry commodity production.
c/ Bach Thong district area: To focus on building the district center to meet criteria of a grade-V urban center; to turn the area into an inter-regional and intra-provincial traffic hub, focusing on developing services for dynamic areas. To develop centralized agro-forestry production and the agricultural and forestry product processing industry.
d/ Ba Be district area: To develop the area into a national tourist site with the center being Ba Be lake and an area for development of diverse types of tourism such as eco-tourism, leisure tourism combined with wellness tourism, sports tourism, and festival and cultural tourism; and into a large urban area of the province where agro-forestry production and the agro-forestry product processing industry is well developed.
dd/ Pac Nam district area: To focus on attracting resources for developing the district center into a township. To develop agriculture associated with value chains of commodities, form concentrated agricultural production areas, and develop cattle production. To develop tourism along the line of eco-tourism with
cultural identity.
e/ Ngan Son district area: To focus on building Van Tung and Na Phac townships to meet criteria of a grade-V urban center. To develop renewable energy such as hydropower and wind power. To develop eco-tourism, leisure tourism and golf courses. To develop value chain-based agro-forestry commodity production.
g/ Na Ri district area: To invest in building the district center to basically meet the criteria of a grade-IV urban center. To take agriculture and forestry as the main factors in economic development, forming raw material areas for industrial-scale processing. To develop tourism associated with festivals, scenic spots and biodiversity conservation.
X. PLANS ON ENVIRONMENTAL PROTECTION; EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES AND BIODIVERSITY; AND DISASTER PREVENTION AND CONTROL AND RESPONSE TO CLIMATE CHANGE
1. Plan on environmental protection and nature and biodiversity conservation in the province
a/ Environmental protection zoning
The environmental protection area shall be divided based on environmental sensitivity into strictly protected zones, low-emission zones and other zones.
- Strictly protected zones include:
+ Inner-city concentrated residential areas of Bac Kan city.
+ Surface water sources for domestic use in river sections, stream sections, and reservoirs in the basins of Cau river, Nang river, Bac Giang river and Pho Day river.
+ All strictly protected sub-zones and ecological restoration sub-zones of Ba Be national park; Kim Hy nature reserve; Nam Xuan Lac species and habitat conservation zone, and Thac Gieng landscape protection zone.
+ Category-I protection area of historical-cultural relics in accordance with the law on cultural relics.
- Low-emission zones include:
+ Buffer zones of the above-mentioned strictly protected zones.
+ Rural concentrated residential areas; inner-city areas of grade-IV and grade-V urban centers.
- Other zones include the remaining areas under the province’s management.
(Details are provided in Appendix XVIII to this Decision).
b/ Biodiversity conservation
- To conserve biodiversity, important ecological landscape areas and nature reserves, including Ba Be national park, Nam Xuan Lac species and habitat sonservation zone, Kim Hy nature reserve and Thac Gieng landscape protection zone.
- To invest in building 7 facilities specialized in conservation of genetic resources of precious and rare fauna and flora species: a botanical garden, a center for rescue, conservation and development of creatures, and a nature museum at Ba Be National Park; Lung Ly botanical garden and Keo Nang incubator in Nam Xuan Lac species and habitat conservation zone; and Cao Son botanical garden and Sempervirens conservation center in Kim Hy nature reserve.
(Details are provided in Appendix XIX to this Decision).
c/ Environmental quality monitoring
By 2030, Bac Kan province will have 40 air quality monitoring points, 41 surface water monitoring points, 28 underground water monitoring points, and 25 soil monitoring points.
d/ Sustainable development of special-use forests, protection forests and production forests and development of forestry infrastructure
- To protect and develop forests in a sustainable manner, maintain the forest coverage at over 70% through 2030, bring into play the functions of protection of ecological environment and conservation of biodiversity, contributing to mitigating impacts of disasters and adapting to climate change. To develop sustainable forestry economy, to establish chain-based linkages from forest planting, protection and use to timber processing and trading of forest products and pharmaceutical materials under the forest canopy. To manage and protect forests combined with landscape exploitation and types of tourism associated with forest resources, effectively implementing forest environmental services.
- To build forestry infrastructure, create a diverse and seamless transportation network, enhance mechanization to reduce human labor, attract investment sources to the forestry sector, and facilitate sustainable forest development, forest management and protection, and forest fire prevention and control.
2. Plan on protection, exploitation and use of natural resources
To zone off 128 zones for mineral exploration, exploitation and processing. To focus on exploitation and intensive processing of products in which the province has potential and advantages such as lead and zinc ores. In case it is needed to use land to build auxiliary works of mines inside the mines, to make adjustments for licensing the construction thereof in accordance with competence and current law; to license and manage the exploitation of minerals for use as construction materials in conformity with local needs and in accordance with current law.
(Details are provided in Appendix XX to this Decision).
3. Plan on exploitation, use and protection of water resources; prevention, control and remediation of water-caused harms
a/ Allocation of water resources
Water sources shall be allocated to entities for exploitation and use in the following order of priority: (1) water for domestic use; (2) water for industrial production; (3) water for tourism and services; (4) water for agriculture; (5) water for aquaculture; and (6) water for other fields.
- Allocation of water resources to entities in normal conditions: The total allocated water reserves must not exceed 564 million m3/year.
- Allocation of water resources in drought or water shortage conditions: The total allocated water reserves must not exceed 456 million m3/year.
b/ Protection of water resources
- To build a water resource monitoring network to supervise the exploitation and use of water resources in water-using areas and main lakes, rivers and streams to early detect violations in water resource exploitation, especially in areas where water resource depletion is likely to occur, and to mitigate pollution caused by waste sources.
- To identify, supervise and maintain minimum flows of rivers and streams. To intensify solutions to protect water generation sources.
c/ Prevention and control and remediation of water-caused harms
To effectively deploy the hydro-meteorological information system serving drought monitoring and detection. To adhere to principles on management and operation of water and underground water reservoirs suitable to drought prevention. To use water economically and intensify water storage measures. To adjust crop structures to suit the drought situation.
(Details are provided in Appendix XXI to this Decision).
4. Plan on prevention and control of disasters and response to climate change
a/ To implement risk zoning for each type of disasters in the province and identify areas prioritized for prevention and control for each type of disasters
- Areas prone to flashfloods, including steep slopes and traffic routes in the province.
- Areas prone to landslides in high mountains and hills, large steep slopes, river and stream banks in districts and Bac Kan city.
- Areas affected by floods and inundation in river basins, streams, lakes and dams, valleys and low-lying areas.
b/ Plan on disaster risk management and climate change adaptation
To consolidate, repair and renovate or build works for disaster prevention and control and climate change monitoring. To intensify disaster prevention combined with the “four on-the-spot” motto. To use plant varieties and animal breeds that are highly resistant to extreme weather and diseases. To develop and apply biological high technology and advanced production processes toward modern, climate change-adaptive agriculture. To develop and update the disaster prevention and control database in the province.
XI. LIST OF TENTATIVE PRIORITY PROJECTS
Based on development orientations of key sectors and fields, to identify large and important projects that help create a driving force for promoting growth and socio-economic development for investment and investment attraction, depending on demands and capacity to balance and mobilize investment capital in
each period.
(Details are provided in Appendix XXII to this Decision).
XII. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF THE MASTER PLAN
1. Solutions on mobilization of investment capital
- To focus on mobilizing capital for development investment. Based on the state budget’s balancing capacity, to allocate investment capital, prioritizing important technical and social infrastructure so as to lead and attract investment from other economic sectors, thus creating resources to promote rapid and sustainable development in areas which are the driving force for growth of the province.
- To step up administrative reform, improve the investment environment, and enhance the province’s competitiveness; to focus on attracting resources from the private sector to develop sectors with competitive advantages, paying attention to tourism, agro-forestry processing and renewable energy.
2. Solutions on development of human resources
- To adopt policies to attract human resources, especially high-quality human resources and skillful workers in association with labor restructuring; to promote vocational training at vocational education institutions; to strengthen connection between vocational education institutions with the labor market and enterprises. To closely associate human resource development with science and technology development and application.
- To focus on attracting investment in non-public vocational education institutions, creating a breakthrough in the training scale.
3. Solutions on environment, science and technology
a/ Environmental solutions
To enhance the capacity of state management of environmental protection, diversify investment capital sources for environmental protection, especially in waste and environmental pollution treatment. To intensify the dissemination and education work to raise awareness about environmental protection, green growth and sustainable development.
b/ Scientific and technological solutions
- To proactively implement guidelines and policies in the field of science and technology. To research and apply achievements of Industry 4.0 to socio-economic development associated with production and trading of key products, striving to serve export and participate in value chains.
- To renew the leadership, direction, management and administration work in digital transformation, gradually build digital government, develop digital economy and digital society and promote production and trade activities toward applying digital technology and encouraging the development of digital technology enterprises of high competiveness.
4. Solutions on mechanisms and policies on development linkage
- To study for promulgation mechanisms and policies in different fields to attract more resources for the development of driving-force areas and the linkage between driving-force areas with supporting areas.
- To link with other provinces in the region and nationwide to create opportunities for development of sectors and fields in which the province has advantages. To promote international cooperation to create conditions for enterprises, organizations and individuals in information access, and market penetration and expansion.
5. Solutions on management and control of urban and rural development
- To enhance administrations’ capacity to meet urban and rural management requirement so as to ensure modern, civilized and environmentally friendly development.
- To develop and synchronously implement mechanisms and policies to develop modern and smart regional urban centers. To regulate and strictly control urban population growth.
- To strictly manage, and ensure synchronous construction of, social and technical infrastructure systems. To continue to effectively implement urban development schemes and programs adaptable to climate change, and prevent and control disasters and epidemics; to renovate, embellish, reestablish and upgrade urban areas; to build and develop smart urban areas; to build new-style countryside in conformity with urbanization orientations.
6. Solutions on organization and supervision of the implementation of the Master Plan
To announce, disseminate, implement and formulate plans on implementation of the Master Plan. To intensify the examination, supervision and management of the implementation of the Master Plan.

The List of diagrams and maps of the Master Plan, is provided in Appendix XXIII to this Decision.
Article 2. Organization of implementation
1. The Master Plan shall serve as a basis for the formulation of urban and rural master plans, district-level land-use master plans and technical and specialized master plans of the province in accordance with law.
2. The People’s Committee of Bac Kan province shall:
a/ Organize the announcement and publicization of the Master Plan in accordance with the planning law.
b/ Review and improve the system of diagrams, maps and databases, and dossiers of the Master Plan to ensure their consistency with the contents of this Decision; be held responsible for the accuracy of the data, documents, the system of diagrams, maps and databases in the Master Plan’s dossier;
c/ Formulate and submit to the competent agency for promulgation the Plan on implementation of the Master Plan; organize the implementation of the Master Plan in association with directing the implementation of socio-economic development tasks in the province; periodically organize the evaluation of the implementation of the Master Plan, and review and adjust the Master Plan in accordance with law; study the application of information technology in management of the Master Plan;
d/ Study, formulate and promulgate according to its competence, or submit to competent authorities for promulgation, mechanisms, policies and solutions to attract investment, ensure financial resources, social security, national defense and security, development of human resources, science, technology, and environmental protection to implement the objectives, tasks and orientations determined in the Master Plan;
dd/ Organize the formulation and adjustment of urban master plans, rural master plans, and technical and specialized master plans, ensuring their consistency and synchronism with the Master Plan; intensify the examination and inspection of the implementation of the Master Plan; strictly handle violating organizations and individuals in accordance with law.
e/ Review the Master Plan after national and regional master plans are decided or approved, and carry out procedures for adjustment of the Master Plan in case of detecting any inconsistency with the higher-level master plans under Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, and relevant regulations, and report such to the Prime Minister for consideration and decision.
3. The approval of, or decision on, investment policy and implementation of investment projects in the province, including also projects not yet identified in sectoral development plans, plans on development of functional zones and technical and social infrastructure or not included in the list of tentative priority projects promulgated together with this Decision, must comply with Article 1 of this Decision, conform with other master plans and plans on implementation of relevant master plans (if any), go through all procedures in the law-prescribed order and competence, and comply with relevant current laws; and at the same time, the persons who make the investment policy decisions shall be held full responsible before law for their decisions.
In the course of study and implementation of specific projects, agencies competent to approve or decide on investment policy shall be held fully responsible before law for the determination of project locations, areas, scale and capacity and investment phases, ensusing conformity with the province’s actual development requirements in each period and compliance with relevant laws.
For projects in which investment is phased out for implementation after 2030, when it is needed to invest in such projects to serve socio-economic development, to report thereon to competent authorities for approval of earlier investment, provided that it is possible to mobilize resources for investment.
4. The Chairperson of the People’s Committee of Bac Kan province shall be held fully responsible before law and inspection, examination, auditing and judicial agencies for the accuracy of the contents, information, figures, data, maps and databases in the Master Plan’s dossier; opinions on assimilation, explanation and reserve of opinions and feedback of related ministries, sectors, localities, organizations and individuals; appendices on plans on sectoral development, plans on development of functional zones and technical and social infrastructure, and the list of tentative priority projects for implementation in the planning period promulgated together with this Decision must ensure the conformity, synchronism and consistency with relevant master plans and current laws; and strictly and fully implement commitments under Document No. 7396/UBND-GTCNXD of October 30, 2023, of the People’s Committee of Bac Kan province.
5. Related ministries and sectors shall, within the ambit of their functions and tasks, guide the People’s Committee of Bac Kan province in implementing the Master Plan; and coordinate with the People’s Committee of Bac Kan province in studying, formulating and promulgating, or proposing to competent authorities for promulgation, a number of mechanism, policies and solutions, and allocating resources for effectively implementing the Master Plan.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and the Chairperson of the People’s Committee of Bac Kan province shall implement this Decision.-
