SUMMARY

Every swimming pool must have at least 6 lifebuoys and 6 rescue poles

On January 19, 2018, the Ministry of Culture, Sports and Tourism issues Circular No. 03/2018/TT-BVHTTDL prescribing swimming and diving material foundations, equipment and devices, professional training.

Regarding rescue equipment, the rescue poles with a length of 2.5m and red-white paint color must be placed on the pool walls in convenient locations that are easy to observe and use; each pool must have at least 06 rescue poles. The lifebuoys must be placed on the pool walls in a convenient position when being used; each pool must have at least 06 lifebuoys.

A swimming pool is built or installed with the minimum size of 6m x 12m or having an equivalent area; the bottom of a pool has no bend, with an even slope, and a maximum difference in depth of 1m for a pool with a minimum length of 25m, or 0.5m for a pool with a length of less than 25m; the starting platforms are only installed for pools with a minimum depth of 1.35 m.

Besides, Bathhouses and toilets are required; the floor of these areas and around pools must be flat, not stagnant and not slippery. The pool foot bath is located before the practitioners enter the pool; a sound system in good working condition is required.

This Circular takes effect from March 10, 2018.

CIRCULAR

Prescribing swimming and diving material foundations, equipment and devices, professional training

Pursuant to the Law on Physical Training and Sports dated November 29, 2006;

Pursuant to the Government’s Decree No. 106/2016/ND-CP dated July 1, 2016, prescribing conditions for sports business;

Pursuant to the Government’s Decree No. 79/2017/ND-CP dated July 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director General of Sports Authority of Vietnam;

The Minister of Culture, Sports and Tourism promulgates the Circular prescribing swimming and diving material foundations, equipment and devices, professional training.

 

Article 1. Scope of regulation

1. This Circular prescribes the material foundations, equipment and devices, professional staff training for the satisfaction of swimming and diving practice and competition requirements.

2. Standards of material foundations, equipment and devices for high-achievement sports training and competition in swimming and diving shall comply with Article 43 of the Law on Physical Training and Sports.

Article 2. Subjects of application

This Circular applies to organizations and individuals that organize swimming and diving practices, competitions and professional training in Vietnam.

Article 3. Material foundations, equipment and devices for training

1. Swimming pools:

a) Size: a pool is built or installed with the minimum size of 6m x 12m or having an equivalent area;

b) The bottom of a pool has no bend, with an even slope, and a maximum difference in depth of 1m for a pool with a minimum length of 25m, or 0.5m for a pool with a length of less than 25m;

c) The wall and bottom of the pool have a glabrous, smooth surface to clean easily.

2. The starting platforms are only installed for pools with a minimum depth of 1.35 m

3. Bathhouses and toilets are required; the floor of these areas and around pools must be flat, not stagnant and not slippery.

4. The pool foot bath is located before the practitioners enter the pools.

5. A sound system in good working condition is required.

6. The lighting intensity at all locations on the water surface of pools shall not be less than 300 Lux.

7. Pool ropes and floats that are stretched to divide the areas of pools are required.

8. Rescue equipment:

a) The rescue poles with a length of 2.5m and red-white paint color must be placed on the pool walls in convenient locations that are easy to observe and use. Each pool must have at least 06 rescue poles;

b) The lifebuoys must be placed on the pool walls in a convenient position when being used. Each pool must have at least 06 lifebuoys;

c) The lifeguard chair with a minimum height of 1.5m above the surface is placed on the pool wall in a convenient position so that lifeguards can easily observe.

9. Pool rule and warning signs:

a) Pool rule and warning signs must be placed in different directions and positions that are easy to read and observe;

b) The rule sign must have the following main information: practice hours, safety measures, people not allowed to participate in practices and other regulations;

c) The warning signs: the area for non-swimmers (with a maximum depth of 01m), the area for swimmers, the area where diving is prohibited (with a minimum depth of 1.4 m).

Article 4. Material foundations and equipment for competitions

1. Material foundations and equipment for competitions shall comply with the provisions of Clauses 1, 2, 3, 4, 5, 6 and 7 Article 3 of this Circular.

2. Swimming paths with a minimum width of 02m must be separated by pool ropes and floats to reduce waves.

Article 5. The practice density, practice instructions and rescue

1. The practice densit: must ensure at least 01 person per 01m2 in shallow water area (the water depth is less than 01m) or 01 person per 02m2 in deep water area (the minimum depth is 01m).

2. Each swimming coach shall provide instructions for no more than 30 people, or 20 people for children under 10 years old in a practice session.

3. Permanent lifeguards are required during practices and competitions. There must be at least one lifeguard for every 200m2 pool water surface. In case of crowded practitioners, there must be at least 01 lifeguard taking care of 50 swimmers at the same time.

Article 6. Professional training

1. The Sports Authority of Vietnam, Vietnam Aquatic Sports Association or the Departments of Culture, Sports and Tourism, the Departments of Culture and Sports of provinces and centrally-run cities shall organize professional swimming and diving training for swimming coaches and lifeguards.

2. The Sports Authority of Vietnam shall take responsibility for developing content and programs of professional training for swimming coaches and lifeguards and submit them to the Minister of Culture, Sports and Tourism for decision.

3. Certificates of professional training shall be issued by the training organizations. The certificate forms are specified in Appendices 1 and 2 to this Circular.

Article 7. Implementation organization

1. The Sports Authority of Vietnam shall take responsibility for guiding and inspecting the implementation of this Circular.

2. The Culture, Sports and Tourism Inspection Agency shall, within the scope of competence, inspect and handle organizations and individuals violating this Circular.

3. The Departments of Culture, Sports and Tourism, the Departments of Culture and Sports of provinces and centrally-run cities shall implement this Circular.

Article 8. Effect

1. This Circular takes effect from March 10, 2018.

2. The Minister of Culture, Sports and Tourism’s Circular No. 02/2011/TT-BVHTTDL dated January 10, 2011, prescribing the operating conditions of sports facilities that organize swimming, diving activities, and the Minister of Culture, Sports and Tourism’s Circular No. 14/2014/TT-BVHTTDL dated November 10, 2014, amending and supplementing a number of articles of the Minister of Culture, Sports and Tourism’s Circular No. 02/2011/TT-BVHTTDL dated January 10, 2011, prescribing the operating conditions of sports facilities that organize swimming, diving activities, cease to be effective from the effective date of this Circular.

Any difficulties arising in the course of implementation should be promptly reported to the Ministry of Culture, Sports and Tourism for consideration and settlement./.
