RESOLUTION

On adjustments to the 2025 Law- and Ordinance-Making Program^[1]

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which has a number of articles amended and supplemented under Law No. 65/2020/QH14;

Pursuant to Law No. 80/2015/QH13 on Promulgation of Legal Documents, which has a number of articles amended and supplemented under Law No. 63/2020/QH14;

Considering the Government’s Report No. 01/TTr-CP of January 2, 2025, and Report No. 17/TTr-CP of January 10, 2025, and the Law Committee’s Appraisal Report No. 3676/BC-UBPL15 of January 14, 2025;

RESOLVES:

Article 1. To adjust the 2025 Law- and Ordinance-Making Program

1. To add the following drafts to the 2025 Law- and Ordinance-Making Program:

a/ To submit the draft Law Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly, the draft (revised) Law on Organization of the Government and draft (revised) Law on Organization of Local Administration to the National Assembly for opinion and passage at its extraordinary 9^th session (February 2025) according to the procedures for consideration and passage of laws at a single session and fast-track procedures;

b/ To submit the Law Amending and Supplementing a Number of Articles of the Law on Economical and Efficient Use of Energy to the National Assembly for opinion and passage at the 9^th session (May 2025) according to the procedures for consideration and passage of laws at a single session;

c/ To submit the draft (revised) Law on Atomic Energy to the National Assembly for opinion at the 9^th session (May 2025) and passage at the 10^th session (October 2025).

Draft laws that have been well prepared by the Government and obtained lawmakers’ high consensus in the National Assembly’s discussions shall be considered by the National Assembly Standing Committee in coordination with the Government for submission to the National Assembly for passage at the 9^th session according to the procedures for consideration and passage of laws at a single session;

d/ To submit the draft Law on Enforcement of Custody and Temporary Detention and Prohibition from Leaving Place of Residence and the draft Law Amending and Supplementing a Number of Articles of the Law on Execution of Criminal Judgments to the National Assembly for opinion at the 10^th session (October 2025).

Draft laws that have been well prepared by the Government and obtained lawmakers’ high consensus in the National Assembly’s discussions shall be considered by the National Assembly Standing Committee in coordination with the Government for submission to the National Assembly for passage at the 10^th session according to the procedures for consideration and passage of laws at a single session.

2. To change the time for submission of the draft (revised) Law on Promulgation of Legal Documents from the Program for opinion and passage at the 9^th session (May 2025) to the Program for opinion and passage at the 9^th extraordinary session (February 2025) according to the procedures for consideration and passage of laws at a single session and fast-track procedures.

3. To assign the Government to direct agencies to urgently prepare the National Assembly’s draft Resolution on handling of a number of contents concerning the restructuring of organizational apparatus, and submit it to the National Assembly for opinion and passage at the 9^th extraordinary session (February 2025) according to the procedures for consideration and passage of laws at a single session and fast-track procedures.

Article 2. Organization of implementation

To assign submitting agencies, agencies in charge of verification, agencies participating in verification, and schedule for submission to the National Assembly Standing Committee for opinion the draft laws and draft resolutions that are adjusted in the 2025 Law- and Ordinance-Making Program as follows:

 Article 3. Effect

This Resolution takes effect on the date of its adoption.

This Resolution was adopted on January 15, 2025, by the Standing Committee of the 15^th National Assembly of the Socialist Republic of Vietnam.-
