RESOLUTION

On adjustments to the 2025 Law- and Ordinance-Making Program

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which had a number of articles amended and supplemented under Law No. 65/2020/QH14;

Pursuant to Law No. 80/2015/QH13 on Promulgation of Legal Documents, which had a number of articles amended and supplemented under Law No. 63/2020/QH14;

Considering the Government’s Report No. 753/TTr-CP of November 7, 2024, the Supreme People’s Court’s Report No. 227/TTr-TANDTC of November 20, 2024, and the Committee on Legal Affairs’ Verification Report No. 3589/BC-UBPL15 of December 9, 2024;

RESOLVES:

Article 1. Adjustments to the 2025 Law- and Ordinance-Making Program

1. To add the draft Resolution on extension of agricultural land use tax exemption duration specified in the National Assembly’s Resolution No. 55/2010/QH12 on agricultural land use tax exemption and reduction which had a number of articles amended and supplemented under Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14 to the 2025 Law- and Ordinance-Making Program for submission to the National Assembly for discussion and passage at the 9^th session (May 2025) according to the single-session procedures.

2. To add the draft (revised) Law on Promulgation of Legal Documents to the 2025 Law- and Ordinance-Making Program for submission to the National Assembly for discussion and passage at the 9^th session (May 2025) according to the single-session procedures.

3. To add the draft Law on Personal Data Protection, (revised) Press Law and (revised) Law on Bankruptcy to the 2025 Law- and Ordinance-Making Program for submission to the National Assembly for discussion at the 9^th session (May 2025) and passage at the 10^th session (October 2025).

Article 2. Organization of implementation

1. To assign agencies to submit, verify, and participate in verification of draft resolution and laws that are added to the 2025 law- and ordinance-making program, and to specify progress for submission thereof to the National Assembly Standing Committee for discussion, as follows:

To request the Government and Supreme People’s Court to promptly direct the assimilation of opinions of the National Assembly Standing Committee and verification opinions of National Assembly agencies to prepare dossiers of draft resolution and laws for submission to the National Assembly, ensuring quality and progress with attention paid to further improvement of policy contents and comprehensive and serious assessment of policy impacts under regulations; the review of relevant laws to ensure consistency and unification of the legal system; close adherence to the spirit of innovation in legislative ideology to only specify contents under the competence of the National Assembly and not to legalize ever-changing practical issues that will be assigned to the Government, ministries, sectors and localities for stipulation in order to ensure the stability of law and to flexibly and promptly amend and supplement when necessary; and strict implementation of the Politburo’s Regulation No. 178-QD/TW of June 27, 2024, on controlling power, preventing and combating corruption and negative acts in law-making.

Article 3. Effect

This Resolution takes effect on the date of its adoption.

This Resolution was adopted on December 11, 2024 by the 15^th National Assembly Standing Committee of the Socialist Republic of Vietnam at its 40^th session.-
