NATIONAL TECHNICAL REGULATION ON GROUND WATER QUALITY
Foreword
QCVN 09:2023/BTNMT is compiled by the Department of Environmental Pollution Control, submitted by the Department of Science and Technology and the Department of Legislation for approval, appraised by the Ministry of Science and Technology, and promulgated together with the Circular No. 01/2023/TT-BTNMT dated March 13, 2023 of the Minister of Natural Resources and Environment.
QCVN 09:2023/BTNMT replaces QCVN 09-MT:2015/BTNMT.
NATIONAL TECHNICAL REGULATION ON GROUND WATER QUALITY
1.1. Scope of regulation
1.1.1. This Regulation specifies the limit values of the parameters of ground water quality.
1.1.2. This Regulation applies to evaluate and monitor the ground water quality, serving as a basis for orientation towards various water use purposes.
1.2. Subject of application
This Regulation applies to state management agencies in charge of environment, all organizations, residential communities, households, and individuals engaged in activities related to ground water quality in the territory of Vietnam.
1.3. Interpretation of terms
In this Regulation, the terms below shall be construed as follows:
1.3.1. Ground water means water existing in aquifers.
1.3.2. Basic parameters in this Regulation are the parameters used for periodic and continuous monitoring for assessment of ground water quality.
1.3.3. Parameters affecting human health specified in this Regulation are those that may cause harm to health when ground water is directly used by humans for various purposes.
The limit values of ground water quality parameters are specified in Table 1:

The monitoring methods for determination of the concentration values of basic parameters and parameters affecting human health in ground water shall comply with Table 2 or the technical regulations on environmental monitoring issued by the Ministry of Natural Resources and Environment.

4.1. The monitoring of ground water quality and the use of monitoring results to directly provide and publicize information on environmental quality to the community must be performed by organizations that satisfy the requirements and conditions regarding environmental monitoring capacity as specified by law regulations.
4.2. The periodic monitoring of ground water quality must be based on the monitoring objectives to select appropriate monitoring parameters.
5. ORGANIZATION OF IMPLEMENTATION
5.1. State management agencies in charge of environment shall be responsible for guiding, examining and supervising the implementation of this Regulation.
5.2. In the case where the documents mentioned in this Regulation are amended, supplemented or replaced, the new ones shall apply.
