DECISION
Approving the National Program on conservation of endangered, precious and rare wildlife species prioritized for protection through 2030, with a vision toward 2050[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the November 13, 2008 Law on Biodiversity;
Pursuant to the November 17, 2020 Law on Environmental Protection;
Pursuant to the Government’s Decree No. 160/2013/ND-CP of November 12, 2013, on criteria for determining species on the List of endangered, precious and rare species prioritized for protection and the management regime applicable to these species;
Pursuant to the Prime Minister’s Decision No. 149/QD-TTg of January 28, 2022, approving the National Biodiversity Strategy through 2030, with a vision toward 2050;
At the proposal of the Minister of Natural Resources and Environment,
DECIDES:
Article 1. To approve the National Program on conservation of endangered, precious and rare wildlife species prioritized for protection through 2030, with a vision toward 2050 (below referred to as the Program), with the following contents:
I. VIEWPOINTS
1. Conservation of endangered, precious and rare wildlife species prioritized for protection is a priority task in biodiversity conservation work, and the responsibility of the entire political system and the whole society;
2. The Program shall establish a common framework for action, encourage and create conditions for all organizations and individuals to participate in the investment and conservation of endangered, precious and rare wildlife species prioritized for protection;
3. To effectively combine in-situ conservation and ex-situ conservation for endangered, precious and rare wildlife species prioritized for protection; to gradually approach and apply advanced international conservation methods that are suitable to the actual conditions of Vietnam.
II. OBJECTIVES
1. General objectives
To restore, protect and sustainably develop endangered, precious and rare wildlife species prioritized for protection in order to implement the National Biodiversity Strategy through 2030, with a vision toward 2050, contributing to economic and social development in the direction of a green economy for proactive adaption to climate change.
2. Specific objectives
- To effectively conserve endangered, precious and rare wildlife species prioritized for protection: improving the population status of at least 10 species; and conserving and restoring the habitats of endangered, precious and rare wildlife species prioritized for protection;
- To increase the number of endangered, precious and rare wildlife species prioritized for protection that are bred for conservation purposes and reintroduced into the wild in order to restore their populations; by 2030, to ensure that at least 3 species are bred for conservation purposes and reintroduced into the wild;
- To strive for the target that 100% endangered, precious and rare wildlife species prioritized for protection will be managed under plans on management and monitoring in nature reserves, high-biodiversity areas and biodiversity conservation facilities;
- To continue to improve policies and laws on conservation of endangered, precious and rare wildlife species prioritized for protection; to strengthen the organization and management capacity to effectively support the control, prevention and minimization of risks, threats and negative impacts on the populations and habitats of these species.
III. TASKS AND SOLUTIONS
1. Tasks
a/ Investigating, assessing the status of, and building a database on, endangered, precious and rare wildlife species prioritized for protection
- To investigate and assess the current status of populations and habitats of endangered, precious and rare wildlife species prioritized for protection nationwide; to periodically update information and data on, and publish the List of, endangered, precious and rare species prioritized for protection;
- To organize the monitoring and tracking of the population dynamics of endangered, precious and rare wildlife species prioritized for protection; and the migration routes of endangered, precious and rare migratory wildlife prioritized for protection;
- To compile and build the Vietnam Red Book website; to build a national database on endangered, precious and rare species prioritized for protection, ensuring compatibility with databases around the world such as the Global Biodiversity Information Facility, the Gene Bank and IUCN Red List;
- To integrate the inventory and monitoring of endangered, precious and rare wildlife species prioritized for protection in the process of implementing the Scheme on inventory, monitoring, reporting and building of a national biodiversity database through 2030, with a vision toward 2050 according to the Prime Minister’s Decision No. 2067/QD-TTg of December 8, 2021.
b/ Expanding, and improving the effectiveness of, in-situ conservation measures for endangered, precious and rare wildlife species prioritized for protection
- To implement measures to conserve endangered, precious and rare wildlife species prioritized for protection in nature reserves: Nature reserve management boards shall formulate tasks and projects on conservation of endangered, precious and rare wildlife species prioritized for protection for inclusion in their nature reserves’ management plans and schemes; formulate programs on monitoring, surveillance and reporting on the status of endangered, precious and rare wildlife species prioritized for protection in their nature reserves; strengthen patrol and control, and prevent acts of trapping, hunting and capturing wildlife species, and threats from development investment projects to habitats and endangered, precious and rare wildlife species prioritized for protection;
- To carry out investigation and assessment, and promote the establishment of species and habitat conservation areas according to the National Biodiversity Conservation Master Plan;
- To survey, assess and deploy effective conservation measures and models in areas with habitats of endangered, precious and rare wildlife species prioritized for protection, and areas that are flight paths of endangered, precious and rare migratory wild birds prioritized for protection;
- To assess the current status and propose solutions to restore habitats and food sources for endangered, precious and rare wildlife species prioritized for protection in nature reserves and outside nature reserves; to prioritize the restoration of habitats of species in danger of extinction and migratory endangered wildlife species: Elephant, Tiger, Sao la, Truong Son Muntjac, Truong Son Striped Rabbit, Vietnamese Pond Turtle, Central Vietnam Yellow Box Turtle, Vietnamese Pheasant, Sarus crane, Black-faced Spoonbill, and endangered primates;
- To establish biodiversity corridors in priority areas according to the National Biodiversity Conservation Master Plan to connect important nature reserves and expand the habitats of endangered, precious and rare wildlife species prioritized for protection.
c/ Implementing ex-situ conservation for endangered, precious and rare wildlife species prioritized for protection
- To research ex-situ conservation measures (translocation of habitat, rescue, conservation breeding and reintroduction) to conserve endangered, precious and rare wildlife species prioritized for protection; to pilot the application and replication of effective models;
- To review and assess the current status of conservation facilities for endangered, precious and rare wildlife species prioritized for protection and implement activities to build capacity (human resources, infrastructure and equipment, technical instructions and training); to implant microchips and open registers to monitor farmed individuals of endangered, precious and rare wildlife species prioritized for protection;
- To strengthen and expand the network of biodiversity conservation facilities in ecological regions to support rescue and conservation activities of species in the regions, ensuring adaptation to ecological conditions and habitats of species and facilitating the exchange of information and experience between conservation facilities;
- To research and assess the possibility of captive breeding and reintroduction of endangered, precious and rare wildlife species prioritized for protection; to research, formulate and implement projects on captive breeding for conservation purposes of endangered, precious and rare wildlife species prioritized for protection in accordance with law to serve captive breeding and reintroduction to restore their populations in the wild, prioritizing the application of pilot models for the species: Vietnamese Pond Turtle, Central Vietnam Yellow Box Turtle, Chinese crocodile lizard, Yellow-tailed Gecko, Delacour’s langur, Sarus crane, Vietnamese Pheasant, and other species with the potential for captive breeding and conservation;
- To improve the quality and effectiveness of care, rescue and training for reintroduction of captured wild animals into the wild;
- To research into common diseases spreading in the populations of endangered, precious and rare wildlife species prioritized for protection, especially captive populations or individuals rescued from illegal trade and hunting activities, and the possibility of disease transmission from animals to humans; to formulate guidelines in order to avoid the risk of disease transmission from wildlife to humans; to ensure compliance with requirements on environmental sanitation, control of animal diseases and prevention of diseases transmitted from animals to humans according to the “One Health” approach of the World Health Organization.
d/ Improving the effectiveness of law enforcement and controlling activities negatively affecting endangered, precious and rare wildlife species prioritized for protection
- To strengthen the coordination among law enforcement agencies (forest protection, public security, market surveillance, customs, border guard, animal quarantine, coast guard, and environmental police forces) in each locality and across regions in enforcement of the law concerning endangered, precious and rare wildlife species prioritized for protection, including: preventing and stopping acts of illegally exploiting, transporting, trading, stockpiling, advertising, and consuming individuals of these species and their products, tools for hunting, trapping, and shooting wildlife; to formulate and implement coordination regulations and information exchange mechanisms, and establish hotlines to receive news and reports on violations of the law on protection of endangered, precious and rare wildlife species prioritized for protection;
- To strengthen the network of enforcement of the law concerning wildlife conservation (Vietnam Wildlife Rescue Network - Vietnam WEN); to enhance cooperation with regional and international law enforcement networks (ASEAN WEN, Interpol) in controlling illegal trade and transportation of wild fauna and flora species and their products;
- To control the destructive exploitation of wildlife species, especially bird species during the migration season and aquatic species during the breeding season;
- To control the impact of development projects on endangered, precious and rare wildlife species prioritized for protection during the process of approving environmental impact assessment reports and throughout the operation of the projects;
- To review, evaluate, inspect and monitor captive breeding of endangered, precious and rare wildlife species prioritized for protection; to control the implementation of legal requirements on environmental protection and biodiversity conservation at licensed breeding facilities; to eliminate marketplaces and hubs where endangered, precious and rare wildlife species prioritized for protection and their products are illegally traded in;
- To increase investment, provide equipment and professional training for wildlife protection law enforcement officers;
- To effectively implement the Scheme on strengthening the prevention and control of biodiversity crimes through 2030, with a vision toward 2050, approved under the Prime Minister’s Decision No. 1623/QD-TTg of December 27, 2022; to publicize information on biodiversity crimes involving wildlife species.
2. Solutions
a/ Improving policies and laws on conservation of endangered, precious and rare wildlife species prioritized for protection
- To research and propose policies on conservation and sustainable development of endangered, precious and rare wildlife species prioritized for protection, determining the conditions for exploitation of wildlife species in nature and development of commercial captive breeding without affecting the conservation of endangered, precious and rare wildlife species prioritized for protection, and policies on investment in, and incentives for, biodiversity conservation facilities;
- To review, and propose amendments to, the Law on Biodiversity’s provisions regarding conservation, development and sustainable use of species to enhance the effectiveness of management and conservation of endangered, precious and rare wildlife species prioritized for protection; to unify identification criteria for, lists of, and management regimes applicable to, wildlife species in the legal system on biodiversity conservation, forestry and fisheries;
- To study and improve regulations on ex-situ conservation, in-situ conservation, and translocation for conservation purposes; to provide technical instructions on care, rescue, captive breeding and reintroduction of endangered, precious and rare wildlife species prioritized for protection; to formulate documents guiding the establishment and management of biodiversity conservation facilities;
- To formulate and issue guidelines for determining the breeding and migration seasons of endangered, precious and rare wildlife species and managing endangered, precious and rare wildlife species prioritized for protection that are distributed outside conservation zones;
- To formulate and implement emergency action plans to conserve critically endangered species, especially mammals, birds, tortoises and freshwater turtles;
- To formulate and implement a Scheme on building the capacity of biodiversity conservation facilities according to the National Biodiversity Strategy through 2030, with a vision toward 2050.
b/ Building capacity for the conservation of endangered, precious and rare wildlife species prioritized for protection
- To integrate contents on education on biodiversity conservation, and protection of endangered, precious and rare wildlife species prioritized for protection into general education programs; to integrate contents on training in captive breeding, rescue and disease treatment of wildlife into training programs at universities and research institutes related to livestock production and animal health work to create a source of specialized human resources to support conservation breeding, care, rescue and translocation activities for the purpose of long-term conservation in the future;
- To organize professional and technical training courses for staffs engaged in the care, rescue, conservation breeding, disease control and reintroduction of endangered, precious and rare wildlife species prioritized for protection into their natural habitats;
- To organize training courses for staffs of biodiversity management and law enforcement agencies to improve the effectiveness of law enforcement related to biodiversity conservation, focusing on the conservation of endangered, precious and rare wildlife species prioritized for protection;
- To increase investment and support for infrastructure and technical equipment for facilities engaged in rescue and conservation breeding of endangered, precious and rare wildlife species prioritized for protection;
- To formulate and publish documents and organize training courses on the use of tools for monitoring, surveilling and reporting on the status of endangered, precious and rare wildlife species prioritized for protection in national parks and conservation areas where the species are distributed.
c/ Carrying out communications and raising awareness about the conservation of endangered, precious and rare wildlife species prioritized for protection
- To integrate the contents on protection of endangered, precious and rare wildlife species prioritized for protection into programs on communications and raising of awareness about biodiversity conservation in all sectors and at all levels; to raise awareness and responsibility of organizations and individuals in detecting and preventing acts of illegally exploiting, caging, trading in, and consuming wildlife;
- To organize communications on the conservation of endangered, precious and rare wildlife species prioritized for protection; to raise awareness and responsibility for the conservation and protection of species and their habitats with forms, contents and methods of providing information suitable for each communication target; to regularly disseminate the law on conservation of endangered, precious and rare wildlife species prioritized for protection in the media;
- To timely commend good examples and initiatives of organizations and individuals with outstanding achievements in the conservation of endangered, precious and rare wildlife species prioritized for protection;
- To organize training for stakeholders in communication work, and raise awareness about the conservation of endangered, precious and rare wildlife species prioritized for protection.
d/ Strengthening scientific research and technology transfer and development in the field of conservation of endangered, precious and rare wildlife species prioritized for protection
- To strengthen research, development, application and transfer of the world’s advanced scientific and technological solutions on the management, protection, conservation breeding, reintroduction and monitoring of species populations;
- To apply modern technologies such as camera trapping, environmental DNA analysis, genome analysis, unmanned aerial vehicles, and automatic recording devices in the investigation, monitoring, surveillance and conservation of endangered, precious and rare wildlife species prioritized for protection in national parks and species and habitat conservation zones nationwide;
- To research and apply technological solutions in population modeling, distribution modeling and digital mapping to monitor and conserve endangered, precious and rare wildlife species prioritized for protection;
- To conduct research on the behavior and ecology of endangered, precious and rare wildlife species prioritized for protection for use as a scientific ground for working out technical solutions, serving the work of rescue, conservation, breeding, reintroduction, and population recovery in the wild;
- To conduct research to assess the impact of climate change on endangered, precious and rare wildlife species prioritized for protection and the priority ecosystems of these species so as to work out appropriate conservation measures for adaption to climate change;
- To develop artificial intelligence applications in identifying endangered, precious and rare wildlife species prioritized for protection on smart devices to improve the effectiveness of investigation and surveillance of these species in the wild as well as help strengthen the enforcement of the law on prevention and combat of illegal wildlife trafficking;
- To formulate processes, infrastructure and equipment to preserve genetic resources of endangered, precious and rare wildlife species prioritized for protection in conformity with Vietnam’s conditions and international standards to serve cloning and genome reconstruction in the future.
d/ Mobilizing resources and participation of the entire society in the conservation of endangered, precious and rare wildlife species prioritized for protection
- To create favorable mechanisms for domestic and foreign organizations and individuals to invest and support activities in management and conservation of endangered, precious and rare wildlife species prioritized for protection;
- To integrate the tasks of conserving endangered, precious and rare wildlife species prioritized for protection into strategies, plans, programs, projects and tasks on environmental protection, development of agriculture, forestry, fisheries, medicinal plants and tourism;
- To develop thematic topics on conservation of endangered, precious and rare wildlife species prioritized for protection for inclusion in the agenda of the Partnership Forum on Biodiversity and Ecosystem Services; to encourage volunteer groups, clubs, and civil organizations to participate in the conservation of endangered, precious and rare wildlife species prioritized for protection through on-site protection and conservation activities, professional advice, communication, and awareness raising.
e/ Enhancing international cooperation in the conservation of endangered, precious and rare wildlife species prioritized for protection
- To promote the implementation of treaties on biodiversity to which Vietnam is a contracting party: the Convention on Biological Diversity (CBD), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Convention on Wetlands of International Importance (RAMSAR), and the East Asian-Australasian Flyway Partnership; to study the accession to the Convention on the Conservation of Migratory Species of Wild Animals (CMS) and new treaties to enhance regional and international cooperation on biodiversity conservation and protection of endangered, precious and rare wildlife species prioritized for protection;
- To establish and enhance cooperation with international organizations and international zoos in transferring technologies on management, conservation and breeding for reintroduction of species to restore their populations in the wild; to exchange and create breeding sources for conservation of endangered, precious and rare wildlife species prioritized for protection;
- To enhance cooperation with countries around the world, especially with countries in the Southeast Asia region, in order to strengthen the control of illegal cross-border trade in endangered, precious and rare wildlife species prioritized for protection;
- To diversify forms of bilateral and multilateral cooperation with countries and international and regional organizations on management and protection of endangered, precious and rare wildlife species prioritized for protection.
IV. INVESTMENT PROJECTS AND TASKS PRIORITIZED FOR INVESTMENT
To implement the Program, it is necessary to carry out the projects and tasks specified in the Appendix to this Decision.
V. FUNDS FOR IMPLEMENTATION OF THE PROGRAM
1. State budget funds shall be allocated in accordance with law to ensure the implementation of the Program’s priority projects and tasks which are to be performed by the State. The central budget shall allocate funds for implementation of projects and tasks of the Ministry of Natural Resources and Environment and related ministries; local budgets shall allocate funds for implementation of locally run projects and tasks as decentralized in the Law on the State Budget and relevant guiding documents.
2. Based on their assigned projects and tasks, agencies and units shall estimate funds for implementation and include them in their expenditure estimates for submission to competent authorities for allocation of funds in accordance with law.
3. To create conditions and mobilize donations of domestic and foreign organizations in accordance with law; to increase investment resources from enterprises, residential communities, organizations and individuals at home and abroad, and, at the same time, adopt incentive mechanisms and policies to effectively mobilize and attract investment for the conservation of endangered, precious and rare wildlife species prioritized for protection in Vietnam.
VI. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Natural Resources and Environment shall
a/ Assist the Prime Minister in assuming the prime responsibility for, coordinating and organizing the unified implementation of the Program;
b/ Assume the prime responsibility for, coordinate with related ministries, sectors and localities in, effectively implementing the Program; formulate, approve, and guide and organize the implementation of, Action Plans on population conservation and restoration for each of endangered, precious and rare wildlife species prioritized for protection that are in high danger of extinction;
c/ Assume the prime responsibility for, and coordinate with related ministries and sectors in, guiding localities and organizations in, implementing the Program; formulate and implement priority projects as assigned in the Program;
d/ Monitor the implementation progress, organize preliminary and final reviews and evaluations of the implementation the Program, report to the Prime Minister on the status and results of the mid-term and end-term implementation of the Program in 2026 and 2030, respectively.
2. The Ministry of Agriculture and Rural Development shall
a/ Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and related ministries and sectors in, implementing the tasks of the Program within the scope, responsibility and powers of the Ministry;
b/ Integrate the tasks of conserving endangered, precious and rare wildlife species prioritized for protection into plans, programs and projects on forestry, agriculture and fisheries; direct the integration of plans on management and monitoring of endangered, precious and rare wildlife species prioritized for protection into regulations and plans on management at nature reserves within the scope and responsibility of the Ministry;
c/ Coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Industry and Trade, and the Ministry of National Defense to increase the effectiveness of prevention of and combat against violations of the law on protection of endangered, precious and rare wildlife species prioritized for protection.
3. The Ministry of Public Security shall
a/ Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, and related ministries, sectors and localities in, implementing measures to prevent and combat crimes and violations of the law on the protection of endangered, precious and rare wildlife species prioritized for protection;
b/ Step up the detection, investigation and handling of illegal hunting, killing, raising, caging, stockpiling, transporting, and trading in wildlife species, especially endangered, precious and rare wildlife species prioritized for protection;
c/ Strengthen coordination and information exchange between international cooperation mechanisms in investigating and handling cases of international smuggling of endangered, precious and rare wildlife species prioritized for protection or involving foreign elements related to Vietnam;
d/ Closely coordinate with ministries, sectors and local administrations in effectively implementing the Program.
4. The Ministry of Finance shall
a/ Coordinate with the Ministry of Natural Resources and Environment in balancing budget funds for implementing the Program for ministries and central agencies in the annual non-business expenditure estimates of the central budget in accordance with the Law on the State Budget;
b/ Based on the fund-balancing capacity of the central budget and at the proposal of the Ministry of Natural Resources and Environment and related ministries and sectors, include in the annual recurrent expenditure estimates of the central budget for submission to competent authorities to balance and allocate funds for implementation of the Program in accordance with the Law on the State Budget and guiding documents;
c/ Direct customs agencies to closely coordinate with related agencies to enhance the examination and control of cross-border smuggling and illegal import and export of endangered wildlife species.
5. The Ministry of Planning and Investment shall
Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, related ministries and sectors, and localities in, mobilizing international donations for nature and biodiversity conservation, and conservation and sustainable development of endangered, precious and rare wildlife species prioritized for protection.
6. The Ministry of Industry and Trade shall
Direct market surveillance agencies to closely coordinate with related agencies in strengthening examination and strictly handling acts of illegal trading, stockpiling, advertising, and consuming endangered wildlife species and their products, and tools for hunting, trapping, and shooting wildlife species.
7. The Ministry of National Defense shall
Direct Border Guard units to coordinate with related agencies in combating and preventing illegal transportation, trading and cross-border trade of wildlife species and their products.
8. The Ministry of Information and Communications shall
a/ Strengthen the direction of information and communications work in the mass media and grassroots information systems on nature and biodiversity conservation, and protection of wild species, especially endangered, precious and rare species prioritized for protection; conduct communications for people not to participate in activities of illegally hunting, capturing, killing, raising, caging, transporting, trading, processing, stockpiling and consuming wild animals and their products; honestly reflect, create awareness and unified action in the fight against and prevention of violations.
b/ Direct and coordinate with related agencies in preventing and strictly controlling the advertising, purchase and sale of wild animals prohibited by law and their products on social media networks and telecommunications networks.
9. The Central Committee of the Vietnam Fatherland Front and its member organizations shall
Actively disseminate laws on the benefits and responsibilities of the community in participating in the conservation of endangered, precious and rare wildlife prioritized for protection, thereby raising awareness and actions of all classes of people in biodiversity conservation and protection of wildlife species.
10. Ministries, ministerial-level agencies and government-attached agencies shall, based themselves on their assigned functions, tasks and powers, coordinate with the Ministry of Natural Resources and Environment and related ministries and sectors in organizing the implementation of tasks in conformity with the Program.
11. Provincial-level People’s Committees shall
a/ Organize the implementation of the Program in the localities under their management;
b/ Coordinate, formulate, and organize the implementation of, priority projects as assigned in the Program;
c/ Direct the integration of plans on management and monitoring of endangered, precious and rare wildlife species prioritized for protection into regulations and plans on management of nature reserves and sustainable forest management plans in special-use forests and nature reserves under the management of the provincial-level authorities;
d/ Direct the management boards of nature reserves with endangered, precious and rare wildlife species prioritized for protection to proactively develop and directly implement conservation activities in localities under their management; integrate conservation activities and plans on management and monitoring of endangered, precious and rare wildlife species prioritized for protection into plans on management of nature reserves;
dd/ Mobilize, and prioritize the allocation of, local resources to implement the Program; organize the formulation and implementation of projects and tasks on conservation and development of endangered, precious and rare wildlife species prioritized for protection in localities under the management of the provincial-level authorities; strengthen the effectiveness of management of conservation facilities in their localities;
e/ Organize communication and education on biodiversity conservation and conservation of endangered species; strengthen examination and control of law enforcement in the field of biodiversity conservation and conservation of endangered species;
g/ Organize a preliminary and final reviews of the implementation of the Program and send to the Ministry of Natural Resources and Environment the preliminary review report before October 30, 2026, and the final review report before October 30, 2030, for monitoring and reporting to the Prime Minister.
12. Domestic and international agencies and organizations operating in the field of species conservation are facilitated to participate in and proactively propose activities and projects on conservation of endangered, precious and rare wildlife species prioritized for protection, and support the mobilization of funds and technical assistance for research and conservation activities of species within the framework of the Program.
Organizations and individuals shall strictly comply with the regulations on conservation of biodiversity, including endangered, precious and rare wildlife species prioritized for protection; and be facilitated to participate in and proactively propose and implement programs and projects on species conservation.
To encourage socio-political organizations, residential communities and individuals participating in implementing the contents of the Program to propose solutions to effectively implement the Program.
Article 2. This Decision takes effect on the date of its signing.
Article 3. The Minister of Natural Resources and Environment, ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies shall implement this Decision.-
