RESOLUTION
On extension of the period for pilot use of telecommunications accounts for payment of low-value goods and services

THE GORVERNMENT
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Government’s Decree No. 39/2022/ND-CP dated June 18, 2022, promulgating the working regulation of the Government;
At the proposal of the Governor of the State Bank of Vietnam in Report No. 152/TTr-NHNN dated November 15, 2023, on summary and evaluation of 02 years of the pilot use of telecommunications accounts for payment of low-value goods and services (Mobile-Money), Document No. 8877/NHNN-TT dated November 16, 2023.
RESOLVES:
Article 1. To extent the period for pilot use of telecommunications accounts for payment of low-value goods and services in the Prime Minister’s Decision No. 316/QD-TTg dated March 9, 2021, on approval of the pilot application of using telecommunications accounts to pay for small-value goods and services as follows: "Enterprises approved by the State Bank of Vietnam are allowed to pilot the use of telecommunications accounts to pay for low-value goods and services until December 31, 2024."
Article 2. To assign the State Bank of Vietnam to assume the prime responsibility for, and coordinate with the Ministry of Information and Communications, the Ministry of Public Security, the Ministry of Justice and relevant agencies to review, research and report to competent authorities on the promulgation of legal documents regulating Mobile-Money services before May 2024.
Article 3. This Resolution takes effect on the date of its signing.
Article 4. The Prime Minister, the Governor of the State Bank of Vietnam, the Minister of Public Security, the Minister of Information and Communications, the Minister of Finance, the Minister of Justice, heads of relevant agencies and units shall implement this Resolution./.
