Circular 11/2025/TT-NHNN amend Circular 17/2015/TT-NHNN the system of bank codes used in banking operations

CIRCULAR

Amending and supplementing a number of articles of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam, regulating the system of bank codes used
in banking operations and activities

Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;

Pursuant to the Law on Credit Institutions dated January 18, 2024;

Pursuant to the Government’s Decree No. 26/2025/ND-CP dated February 24, 2025, defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam;

At the proposal of the Director of the Information Technology Department;

The Governor of the State Bank of Vietnam promulgates the Circular amending and supplementing a number of articles of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam, regulating the system of bank codes used in banking operations and activities.

Article 1. Amending and supplementing a number of articles of the Circular No. 17/2015/TT-NHNN

1. To amend and supplement Clause 2 Article 4 as follows:

“2. A bank code shall remain unchanged and stable throughout the actual existence of the unit to which the code is granted, except for the cases defined in Clause 6 of this Article.”.

2. To amend and supplement Clause 3 Article 4 as follows:

“3. A bank code that has already granted to a unit shall not be reused for another unit, except for the cases defined in Clause 6 of this Article.”.

3. To amend and supplement Clause 5 Article 4 as follows:

“5. The cancellation of a bank code shall be carried out when the entity to which such code was granted is dissolved, bankrupt, or ceases its operations, except for the cases defined in Clause 6 of this Article.”.

4. To add Clause 6 after Clause 5 Article 4 as follows:

“6. In cases of implementing the policy of rearranging the state apparatus or reorganizing administrative units at all levels, the Department of Information Technology shall:

a) Report to the Governor of the State Bank of Vietnam for approval on the reuse of bank codes already issued to other units, and the cancellation of active bank codes to grant new bank codes;

b) Adjust bank information, cancel, and grant new bank codes for units approved by the Governor under Point a of this Clause;

c) Notify relevant units about the adjustment of bank information, cancellation of bank codes, and grant of bank codes.”.

Article 2. Replacing a number of phrases in Circular No. 17/2015/TT-NHNN (as amended and supplemented by Circular No. 18/2023/TT-NHNN dated December 28, 2023)

1. To replace the phrase "State Treasuries at all levels" with the phrase "State Treasuries at the central and local levels" at Point b, Clause 1, Article 2; Clause 5, Article 9; Clause 6, Article 10; and Clause 4, Article 11.

2. To replace the phrase "branches of State Bank in provinces and centrally-run cities where the people's credit funds are headquartered" with the phrase "branches of State Bank in the regions where the people's credit funds are headquartered within the management scope" in Clause 4, Article 9 and Clause 5, Article 10.

3. To replace the phrase "Central State Treasury" with the phrase "State Treasury" in Clause 5, Article 9; Clause 6, Article 10; and Clause 4, Article 11.

4. To replace the phrase "Banking Supervision Agency" with the phrase "Credit Institution Supervision Department" in Clause 2, Article 10.

5. To replace the phrase "branches of State Bank in provinces and centrally-run cities" with the phrase "branches of State Bank in regions" in Clause 1, Clause 3, Article 11; Clause 1b, Article 12; and Article 15.

6. to replace the phrase "General Director of the State Treasury" with the phrase "Director of the State Treasury" in Article 15.

Article 3. Responsibility for implementation organization

  The Chief of Office, the Director of the Information Technology Department, heads of units under the State Bank of Vietnam, the State Treasury, credit institutions, foreign bank branches, and other organizations involved in reporting and electronic data exchange related to the State Bank of Vietnam, shall be responsible for organizing the implementation of this Circular.

Article 4. Implementation provisions

This Circular takes effect on June 26, 2025.
