RESOLUTION
On adjustments to the 2025 Legislative Program[1]
THE NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented under Resolution No. 203/2025/QH15;
Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which has a number of articles amended and supplemented under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents, which has a number of articles amended and supplemented under Law No. 87/2025/QH15;
Considering the Government’s Report No. 700/TTr-CP of August 15, 2025; Report No. 701/TTr-CP of August 15, 2025; and Report No. 704/TTr-CP of August 19, 2025; and Report No. 900/BC-UBPLTP15 of August 26, 2025, of the Standing Body of the Committee on Legal and Judicial Affairs;
RESOLVES:
Article 1. Adjustments to the 2025 Legislative Program
1. To add the following 3 draft laws to the 2025 Legislative Program for submission to the National Assembly for opinion and passage at its 10th session (October 2025) according to the fast-track procedures:
a/ Law Amending and Supplementing a Number of Articles of the Law on Technology Transfer;
b/ Law Amending and Supplementing a Number of Articles of the Law on Intellectual Property;
c/ (Amended) Law on High Technology.
2. To request the Government to direct study and review of policies, and adjust the scope of amendment and supplementation of the Law on Technology Transfer to ensure that the amended law complies with the Law on Promulgation of Legal Documents.
Article 2. Organization of implementation
To assign submitting agencies, agencies in charge of verification, and agencies participating in verification, and progress of submission to the National Assembly Standing Committee for opinion for the 3 laws to be added to the 2025 Legislative Program as follows:

Article 3. Effect
This Resolution takes effect on the date of its adoption.
This Resolution was adopted on August 28, 2025, by the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam.-
