RESOLUTION
On adjustments to the 2025 Legislative Program[1]
THE NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented under Resolution No. 203/2025/QH15;
Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly, which has a number of articles amended and supplemented under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents, which has a number of articles amended and supplemented under Law No. 87/2025/QH15;
Considering the Government’s Report No. 505/TTr-CP of June 11, 2025, Report No. 531/TTr-CP of June 18, 2025, Report No. 536/TTr-CP of June 19, 2025, and Report No. 579/TTr-CP of June 24, 2025, and Report No. 639/BC-UBPLTP15 of July 9, 2025, of the Standing Body of the Legal and Judicial Affairs Committee,
RESOLVES:
Article 1. To adjust the 2025 Legislative Program
To add the following 4 draft laws to the 2025 Legislative Program for submission to the National Assembly for opinion and passage at the 10th session (October 2025):
1. Law on Cybersecurity (wholly amending the Law on Cybersecurity and wholly amending the Law on Cyberinformation Security, and consolidating them into 1 law), according to fast-track procedures;
2. (Revised) Law on Judicial Assessment, according to fast-track procedures;
3. Law on E-Commerce;
4. Law on Thrift and Combat of Waste (wholly amending the Law on Thrift Practice and Waste Combat).
Article 2. Organization of implementation
To assign submitting agencies, agencies in charge of verification, agencies participating in verification, and schedule for submission to the National Assembly Standing Committee for opinion for 4 draft laws that are added to the 2025 Legislative Program as follows:

Article 3. Effect
This Resolution takes effect on the date of its adoption.
This Resolution was adopted on July 10, 2025, by the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam at its 47th session.-
