RESOLUTION
Promulgating the National Strategy on innovative entrepreneurship1
THE GOVERNMENT
Pursuant to the February 18, 2025 Law on Organisation of the Government;
Pursuant to the June 16, 2025 Law on Organisation of Local Administration;
Pursuant to the June 27, 2025 Law on Science, Technology and Innovation;
Pursuant to the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in the development of science, technology, innovation and national digital transformation;
Pursuant to the Political Bureau’s Resolution No. 68-NQ/TW of May 4, 2025, on the development of private economy;
At the proposal of the Minister of Science and Technology in Reports No. 272/TTr-BKHCN of December 19, 2025, and No. 08/TTr-BKHCN of January 15, 2026; and Official Dispatches No. 878/BKHCN-CKN of February 13, 2026, and No. 1871/BKHCN-CKN of March 30, 2026;
On the basis of the Government members’ votes,
RESOLVES:
Article 1. To promulgate together with this Resolution the National Strategy on innovative entrepreneurship.
Article 2. This Resolution takes effect on the effective date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, and related agencies, organisations and individuals shall implement this Resolution.

NATIONAL STRATEGY
On innovative entrepreneurship
(Promulgated together with the Government’s Resolution No. 86/NQ-CP
of April 6, 2026)
I. VIEWPOINTS
1. An innovative startup nation is one where every citizen has the aspiration and the ability to start up their businesses through innovation in all fields, based on science, technology, innovation and digital transformation; where a culture of innovation and a start-up spirit, characterised by the mindset of daring to think, daring to act, taking risks and accepting failure, are cultivated and widely promoted among the entire population and society; and where start-ups based on science, technology, innovation and digital transformation serve as a pillar of, and an opportunity for, breakthrough development.
2. To unify awareness and action, considering innovative entrepreneurship a long-term national strategy and a cause of the entire political system and all people. To consider the building of an innovative startup nation is an important component of the country’s rapid and sustainable development in the coming period. To promote to the utmost the innovative spirit and intellect of all people; to unlock all potential and mobilise all resources for national development; to raise national strategic capacity for self-reliance, particularly in striving to master strategic technologies.
3. The Party and the State encourage and create favourable conditions for all organisations and individuals to start up their businesses. To build a national innovative startup ecosystem in an integrated, comprehensive and sustainable manner, with institutions playing a pioneering, facilitating and breakthrough role; to develop infrastructure, human resources and other necessary conditions to support startups, with a view to developing a digital nation based on science, technology and innovation.
II. OBJECTIVES
1. Overall objectives
To form and widely spread a wave of innovative startups based on science, technology and digital transformation throughout society. To turn innovative startups into an important driver of socio-economic growth, improving the people’s living standards, promoting industrialisation and modernisation, strengthening national capacity for self-reliance, and developing the country rapidly and sustainably. To develop Vietnam into a leading country in innovative entrepreneurship in the region.
2. Specific objectives
a/ By 2030
- The number of business entities will reach 5 million, including at least 10,000 innovative start-ups.
- 100% of higher education institutions and vocational education institutions will incorporate innovation and entrepreneurship into their training programmes; 100% of essential administrative procedures concerning enterprise registration will be carried out in the digital environment; 60% of business entities will use digital tools and platforms in their business operations; 40% of business entities will use shared digital platform services; and a network of at least 300 innovation spaces, centres and clusters will be formed nationwide.
- Vietnam will rank among the world’s top 40 countries in the Global Innovation Index (GII) and among the world’s top 45 countries in the innovative startup ecosystem index. At least 5 innovative startup businesses each valued at USD 1 billion or more will be established. The venture capital market will reach USD 1.5 billion.
b/ Vision towards 2045
To strive for a ratio of 1 startup founder per 10 people, 1 enterprise per 35 people, and 1 innovative startup business per approximately 5,000 people. Vietnam will rank among the world’s top 30 countries in innovation and innovative entrepreneurship; have at least 100 innovative startup businesses each valued at USD 100 million or more, while the venture capital market will reach USD 10 billion.
III. TASKS AND SOLUTIONS
1. Conducting communication and raising awareness about, and disseminating a culture of innovative entrepreneurship
a/ To organise activities for Party Committees, administrations and mass organisations at all levels to thoroughly grasp, study, and raise awareness about, and sense of responsibility for, the role of entrepreneurship and innovation among all Party members and people;
b/ To step up communication through the mass media, digital platforms and social media in order to change perceptions of entrepreneurship from “risk” to “opportunity”; to foster a spirit of daring to think, daring to act, and daring to take responsibility, take risks and accept failure; to encourage entrepreneurship to create legitimate wealth for oneself and contribute to the country’s development; to foster a culture of innovative entrepreneurship and innovation among people; to build a society in which innovative entrepreneurship and innovation are respected and supported;
c/ To periodically review, encourage, commend, communicate, introduce and replicate successful innovative startup ideas, initiatives and examples, and effective innovation models;
d/ To incorporate entrepreneurship and innovation content into action programmes, thematic resolutions and socio-economic development plans of sectors and localities; to include such content into education programmes from general education to postgraduate education and into bilateral, multilateral and strategic cooperation with other countries;
dd/ To continue effectively implementing national programmes and schemes on innovative entrepreneurship, providing inclusive support to startup businesses, and encouraging people from all walks of life, including pupils, students, women, farmers, the youth and the elderly, to harness local strengths, indigenous resources and distinctive local identities to pursue entrepreneurship.
2. Developing shared infrastructure and physical facilities to support entrepreneurship based on new technologies, digital technologies and innovation
a/ To issue a pilot mechanism enabling state enterprises, public science and technology organisations, public education institutions, public research institutions and public healthcare facilities to leverage and use existing space, infrastructure and public assets to support startup and innovation activities;
b/ To establish community innovative startup spaces tailored to each locality to support startup businesses and to display, exhibit and demonstrate products of local startup businesses; to organise networking, fundraising and investment events, and support local innovation and startup ecosystems;
c/ Ministries, sectors and localities shall, based on practical conditions, establish innovative startup support centres and innovation centres in their sectors, fields and areas under their management; the State shall focus key investment on national innovation centres and national startup support centres in at least 6 cities;
d/ To select and invest in the development of a number of national and local innovation clusters around industrial parks, export processing zones, economic zones, hi-tech parks, hi-tech agricultural zones and digital technology parks in a number of specialised sectors and fields;
dd/ To carry out pilot investment in, and operation of, a regulatory sandbox model for new products, services and technologies, with priority given to a number of potential fields, including cryptoassets, artificial intelligence, fintech and logistics and other fields, in order to attract startup talents and international venture capital.
3. Improving the legal framework for the establishment and development of new enterprise models and encouragement of entrepreneurship among people
a/ To improve the legal framework so that all administrative procedures for enterprise registration, establishment and operation will be carried out in the digital environment, regardless of physical location. To propose pilot policies for forming, managing and developing the “solopreneur business” model, including simplified end-to-end registration procedures in the digital environment, no requirement for a physical address in business registration, audit exemption for the first 3 years of operation, and other policies;
b/ To continue improving the legal framework for innovative startups, specifically as follows:
- To adopt pilot mechanisms for handling bankruptcy and non-performing loans under fast-track procedures exclusively for innovative startup businesses in order to encourage entrepreneurial re-entry;
- To improve mechanisms for convenient, transparent initial public offerings, and ensure connectivity across all levels of the capital market, from startup fundraising to private equity and the securities market; to promote the development of new financial products such as securitisation, guarantees, and mortgages over intangible assets and intellectual assets;
- To pilot the formation of an exchange for shares and capital contributions in innovative startup businesses.
4. Training and developing human resources for entrepreneurship and innovation
a/ To expand the content of training on entrepreneurship and innovation in undergraduate and postgraduate education programmes. To develop a system of intensive training in STEM, STEAM, entrepreneurship and technology management from general education to undergraduate and postgraduate levels;
b/ To develop a number of higher education institutions under the models of “entrepreneurial university” and “innovation university”; to develop a programme to train 1,000 outstanding technology entrepreneurs in a number of higher education institutions; to carry out pilot selection of research institutions and education and training institutions to establish venture capital funds operating under the enterprise model;
c/ To develop and promulgate standard sets of materials, skills frameworks and online learning platforms on entrepreneurship and innovation; to develop innovation human resources by region, and strengthen further training for local state management officials in innovative entrepreneurship.
5. Supporting entrepreneurship based on science, technology, innovation and digital transformation:
a/ Support in terms of physical facilities and technical, legal and financial matters
- To invest in the development of a number of virtual assistants in legal, financial and other fields at commune-level administrative units to serve startup businesses; to build and develop digital platforms for the commercialisation of innovative startup ideas, projects and products, and provide intensive consultancy support on innovative entrepreneurship;
- To support costs for innovative start-ups during their first 5 years of operation: 100% expenses for registration and establishment of intellectual property rights and product quality registration; expenses for research, production, product testing, technology inspection, legal consultancy, insurance for startup and innovation risks; expenses for using co-working spaces and shared technical facilities, expenses for participating in domestic and overseas training, incubation and accelerator programmes; and expenses for paying remuneration and wages to domestic and foreign technology experts;
- To encourage localities to use public procurement funds from local budgets for science, technology, innovation and digital transformation to prioritise order-placement, procurement and use of innovative startup products and services. Every year, each locality, and group and large enterprise shall put forward at least one challenge for innovative startup businesses to solve and jointly finance, accompany and use innovative startup solutions and products.
b/ Supporting incubation and accelerating innovative entrepreneurship and creating breakthroughs in various sectors and fields of the economy
- To invest in the establishment of deep-tech incubators at a number of higher education institutions and research institutes with strong scientific and technological potential; to invest in and support the development of foundational and leading innovative startup businesses in the digital economy, focusing on key fields such as artificial intelligence, big data, blockchain, e-commerce and fintech; to promote and prioritise the formation of startup businesses from large enterprises and groups, and from universities and research institutes;
- To support, incubate and accelerate the development of typical innovative startup businesses that pioneer innovation in important economic sectors and fields such as the digital economy, green economy, data economy, circular economy and dual-use technology-based economy; to adopt preferential mechanisms and policies to support innovative startup businesses in combining resources and outcomes of defence and security research with civil applications in new industries; to prioritise the development of innovative startup businesses that create social impacts.
c/ Developing innovative startup support ecosystems
- To formulate and implement the Scheme on support for the national innovative Startup Ecosystem through 2035 and the National Programme on innovative entrepreneurship to provide financial support, carry out order-placement, support and directly invest in innovative startup ideas and projects, innovative startup businesses, innovative startup support organisations, and science and technology enterprises in testing, improving technology, developing products and commercialising research outcomes;
- To support and develop innovative startup support centres and innovation centres at central and local levels; to support research institutes, higher education institutions, enterprises, innovative startup support organisations, investment funds, and innovative startup organisations and individuals in participating in, leveraging and developing domestic and international innovative startup networks, infrastructure and ecosystems; to encourage state management agencies, enterprises and social organisations to proactively identify and publicise major challenges and give priority to testing, using and receiving solutions and technologies of innovative startup businesses;
- To annually organise innovation and startup entrepreneurship events at local, regional, sectoral, national and international levels; to actively participate in and chair regional and international forums and cooperation programmes on entrepreneurship, innovation and digital transformation; to host a number of major international events and conferences on entrepreneurship and innovation in Vietnam.
6. Developing the capital market and venture capital for innovative entrepreneurship
a/ To effectively operate the national venture capital fund and local venture capital funds; to establish a number of international venture co-investment funds with foreign investors; to form venture capital funds of enterprises and education and training institutions;
b/ To apply on a pilot basis a credit guarantee and specialised lending mechanism for innovative startup projects and businesses based on technology, intangible assets, intellectual assets, order-placement contracts and other types of assets;
c/ To diversify private equity investment channels, crowdfunding platforms and capital exchanges for innovative start-ups; to operate an exclusive securities exchange for innovative startup businesses.
7. Promoting integration and international cooperation to attract resources and develop national innovative startup capacity
a/ To promote the negotiation and conclusion of bilateral and multilateral treaties and agreements on innovative entrepreneurship and innovation; to cooperate with international venture capital funds in attracting investment into domestic innovative start-ups; to cooperate with at least 5 reputable international partners in organising incubation and acceleration programmes up to international standards in Vietnam;
b/ To connect and expand overseas Vietnamese innovative startup network; to carry out trade promotion and investment promotion, establish networking channels for innovative startup businesses in key markets, and participate in global value chains; to support foreign innovative startup businesses in accessing and operating in the Vietnamese market;
c/ To support innovative startup businesses in exporting products and services to international markets, with priority given to the use of digital platforms; to study the establishment and operation of Vietnam’s innovative startup support centres in a number of key international markets under the public-private partnership model.
8. Developing infrastructure, tools and institutions towards the development of a digital nation based on science, technology and innovation
a/ The State shall invest in the development of digital platform systems for valuating intellectual assets and innovative startup projects and businesses so as to serve as reference basis for capital contribution and venture capital investment; and invest in the development of shared digital infrastructure, digital tools and artificial intelligence assistants for organisations and individuals;
b/ Local administrations shall cooperate and co-invest with organisations and enterprises in developing digital platforms that provide services to support business activities such as accounting, tax, financial management and human resource administration in the digital environment;
c/ To adopt a pilot digital startup visa policy to attract digital technology human resources to work in Vietnam; to adopt a pilot visa exemption and multiple-entry policies for experts and advisers invited by national- and provincial-level innovation centres and innovative startup support centres to work, support training, provide consultancy and attend international conferences and seminars; to adopt a pilot policy of exemption from work permit application procedures for foreign innovative startup support experts and advisers who come to work in innovation centres, innovative startup support centres and innovative startup businesses in Vietnam.
IV. FUNDS FOR IMPLEMENTATION OF THE STRATEGY
1. Funds for implementation of the Strategy include:
a/ The state budget's recurrent funds for performing the state management functions of ministries, sectors and localities; and state budget funds for science, technology, innovation and digital transformation;
b/ International donations and aid, and funds mobilised from society and the community;
c/ Other lawful funding sources in accordance with law.
2. Ministries, sectors and localities shall estimate state budget funds for science, technology, innovation and digital transformation, summarise such estimates in this field, and send them to science and technology agencies at the same level to serve as a basis for allocation of estimates in accordance with regulations.
V. ORGANISATION OF IMPLEMENTATION
1. The Ministry of Science and Technology:
a/ To assume the prime responsibility for planning and organising the implementation of the Strategy; and guide, urge and examine ministries, sectors and localities in implementation;
b/ To coordinate the network of innovation centres and innovative startup support centres; and develop the national innovative startup ecosystem;
c/ To develop sets of national- and local-level assessment indicators on innovative entrepreneurship; to develop a national system for management of dossiers and data on innovative entrepreneurship; to summarise and report on an annual basis; to organise a preliminary review of the implementation of the Strategy in 2030 and a final review of the implementation of the Strategy in 2036.
2. The Ministry of Finance:
a/ To assume the prime responsibility for, and coordinate with the Ministry of Science and Technology and related ministries, agencies and local authorities in, reviewing and summarising the implementation of the tasks specified in the Strategy, and submitting them to competent authorities for balancing and allocating state budget funds for the implementation of the Strategy in accordance with the law on the state budget and other relevant laws;
b/ To study and propose pilot policies for the formation, management and development of the “solopreneur business” model;
c/ To study and propose the pilot application of mechanisms for handling bankruptcy and non-performing debts under fast-track and specific procedures exclusively for innovative startup businesses.
3. The State Bank of Vietnam:
To study and develop a pilot credit guarantee and particular lending mechanism for innovative startup projects and businesses based on technology, intangible assets, intellectual assets, order-placement contracts and other types of assets.
4. Ministries, ministerial-level agencies and provincial-level People’s Committees:
a/ To formulate and promulgate 5-year and annual plans for implementation of the Strategy, ensuring consistency with the functions and tasks of their sectors and fields and with local practical conditions, in order to concretise and organise the implementation of the objectives, tasks and solutions of the Strategy;
b/ To allocate resources and organise the implementation of preferential policies for small- and medium-sized enterprises, support programmes for the development of the “solopreneur business” model, innovative startup businesses and digital technology enterprises in localities, and develop innovative startup ecosystems of their sectors, fields and localities;
c/ Based on practical conditions and needs, to assume the prime responsibility for, and coordinate with related agencies and organisations in, formulating schemes on establishment of innovation and innovative startup centres in their sectors, fields and localities;
c/ To send annual reports on the implementation of the Strategy to the Ministry of Science and Technology before December 15 for summarisation and reporting to the Prime Minister.
5. Research institutes, universities, other science and technology organisations, and enterprises:
a/ To organise the implementation of the Strategy within the ambit of their assigned functions and tasks and in accordance with current laws;
b/ To incorporate the objectives, orientations, tasks and solutions specified in the Strategy into their own development strategies and 5-year and annual plans.
6. The Central Committee of the Vietnam Fatherland Front, the Vietnam Women’s Union, the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labour, the Vietnam Young Entrepreneurs Association, the Vietnam Chamber of Commerce and Industry, and member organisations of the Vietnam Fatherland Front:
Within the ambit of their functions and tasks, to participate in organising the implementation of the Strategy; intensify communication, mobilisation and education to raise awareness about innovation and startup spirit among the entire people; support women, young people, workers and vulnerable groups to start up their businesses; and participate in the formulation, supervision and social criticism of the implementation of policies and laws on innovation and the development of the innovative startup ecosystems.
7. In the course of organisation of implementation, should it be necessary to amend or supplement specific contents of the Strategy, ministries, sectors and localities shall proactively make proposals and send them to the Ministry of Science and Technology for summarisation and reporting to the Prime Minister for consideration and decision.-
